An F-1 student is a nonimmigrant foreign national who is pursuing a "full course of study" to achieve a specific educational or professional objective, at an academic institution in the United States.

Once the educational or professional objectives have been attained, the F-1 student is expected by the U.S. government to return to his or her residence abroad.

ADMITTING INTERNATIONAL STUDENTS

Receive a written application from the student for admission to the school.

Receive and evaluate the applicant's academic credentials and level of English language ability, and ensure that the applicant meets all academic standards for admission.

Accept the student into a program which constitutes a "full course of study”.

Assess the student's ability to meet all expenses during the course of study, and specifically examine documentation showing finances for at least the first year of study.

Upon acceptance to Tulane, the Admission’s Office will mail the acceptance letter to the student, and will enter all the necessary information into Banner for processing of the I-20 form.

Once OISS has received the complete admissions information through Banner, OISS will electronically submit the information to SEVIS, which will then accept the submission and issue an I-20 form. OISS will mail the I-20 form and welcome letter to the prospective student

The student will pay the SEVIS Fee and make an appointment at the nearest US Embassy or Consulate for a visa interview.

At the interview, a US consular officer will decide whether to issue an F-1 visa to the prospective student or to deny it. Visas are rarely denied, and then usually because the student fails to provide evidence of the needed funding, or because they fail to provide the requested documentation.

When the student first arrives at a port of entry into the US, they will have to present a passport with a valid F-1 visa and a valid I-20 form to the immigration officer, who will then decide whether to admit the student or not.

When admitted, a student will be issued an I-94 number. This form can be printed out by going to: https://i94.cbp.dhs.gov/I94/request.html. This card, along with the I-20, are the student’s evidence of legal immigration status during their stay in the US.

When the student arrives at Tulane, they must check in with OISS so that their arrival can be reported in the SEVIS database and their immigration record activated.

They must also attend the International Student Orientation.

Why does OISS ask for the information in Banner?

All foreign nationals seeking to study in the US as an F-1 student must have certain information entered into the US Government SEVIS immigration database. The SEVIS system will then issue a form I-20 that will allow the student to apply for an F-1 visa, and which will serve as their evidence of legal immigration status while in the US. The information entered in Banner, will provide OISS with the necessary information to process the I-20 form. This is why all the information must be filled out completely and accurately.

WHAT IS AN I-20 FORM?

The I-20 is a paper form that allows a student to apply for an F-1 student visa, and which serves as written authorization for the foreign national to pursue a course of study in the US within the parameters listed on the document. While in the US, the I-20 is one of the primary immigration documents that show a student’s legal status in the US.

New students and exchange visitors with an initial entry I-20 or DS-2019 issued on or after September 1, 2004 are required to pay a $200 SEVIS I-901 fee. They do this in their home country.

The SEVIS fee was created to offset the expenses associated with the creation of the Student and Exchange Visitor Information System (SEVIS) program. Instructions and answers about the SEVIS fee can be found at http://www.fmjfee.com.

How to keep F-1 status active: Pursue a "full course of study" at the school listed on the active Form I-20 is one of the

cornerstones of maintaining F-1 status. Assuming that an F-1 student was admitted for a full course of study, the student must continue to pursue that full course of study throughout the F-1 stay in order to maintain F-1 status. (Full course of study is typically defined by the US Government at 9 credit hours per semester for Graduate students and 12 credit hours per semester for Undergraduates).

Make Satisfactory Academic Progress: an F-1 student is also required to "make satisfactory progress" toward completing a course of studies within the timeframe allotted. A student who does not complete the course of study by the program end date in SEVIS "is considered out of status," unless the student is eligible for and applies for a program extension under the regulations.

Avoid Criminal Activity. Students are required to obey federal, state, and local laws. Commission or conviction of certain crimes can affect the student's immigration status.

Reporting disciplinary action taken as a result of conviction of a crime The school has an obligation to update SEVIS within 21 days with "Any disciplinary action

taken by the school against the student as a result of the student being convicted of a crime."

Working as an F-1 student

• Students may work up to 20 hours per week ON CAMPUS.

• Students may NOT work or volunteer off campus without specific authorization from USCIS and/or SEVIS. (OPT or CPT)

• Students may NOT undertake an off campus internship without specific authorization from SEVIS. (CPT)

J-1 College and University Students 

Purpose: The J-1 Student Exchange Visitor Program gives foreign students the opportunity to participate in a designated exchange visitor program while studying at a degree-granting post-secondary accredited academic institution or participating in a student exchange program which fulfills the student's academic study. A student sponsored in this category may participate in a degree or non-degree program.

 The sponsor must ensure that students are academically eligible for admission, that they are in fact admitted, and that they will be pursuing a full course of study.

In addition, college and university students are eligible for the Exchange Visitor Program only if at any time during their educational program in the United States they meet one of the following criteria: 

They or their program are financed directly or indirectly by the U.S. Government, the student's home government, or an international organization of which the United States is a member by treaty or statute; or

The exchange program is carried out pursuant to a written agreement between: An American and foreign educational institution An American educational institution and a foreign government A U.S. state or local government and a foreign government; or

The exchange visitor student is supported substantially by funding from any source other than personal or family funds.

Frequently Asked Questions about the FADF Form:Listed below are several common areas of concern with the FADF forms. If the notes provided below do not answer your questions, or you need more information, please contact OISS by email at [email protected] or by phone at (504) 865-5208.• •Filling out the FADF: The department responsible for admitting the prospective student fills out the FADF. The student should not be asked to fill out the FADF, as there is information they will not know.

•Names: Please separate first, middle and last name, based upon where they are indicated on the form. If the names run together or if the student has multiple first and last names please make a note for OISS.

•Permanent Address: This must be an address outside of the United States. If this is not a foreign physical address, the SEVIS program will not allow us to process the DS-2019.

•Mailing Address: As noted, we cannot ship DS-2019’s to P.O. Boxes via FedEx. If OISS will mail the document, please be sure we have your current Fed Ex account number.

•Major: A major MUST be listed for ALL J-1 students. If this is not listed, the SEVIS program will not allow us to process the DS-2019.

•Degree: The only choices we can enter are Bachelor’s, Master’s, Doctorate, JD and MD. If you feel the degree the student will get does not fit into these categories, please contact OISS. If the individual is an exchange student, please make sure to indicate if the individual is an undergraduate or graduate student.

•Dates Attending: This should reflect the date that the student is expected to start at Tulane and the date that the student is expected to finish their program/course of study. Departments should take into account any days for administrative processing, orientation, etc. that they require new students attend.

Frequently Asked Questions about the FADF Form cont:

• Funding Information: Please make sure this is accurate and up to date, as the student will have to show they have the amount and type of funding listed on the DS-2019 before the consular office will issue the visa.

• If the student is supported by Tulane (scholarships, tuition and fee waivers, assistantships, grants/moneys that go directly to Tulane without specifying they are for a specific individual, etc.), please list the amount under “Program Sponsor.” If not supported by Tulane, please list who will provide the funds, e.g. U.S. Government Agency, Exchange Visitor’s Government, their Home Institution, Personal Funds, etc. Be sure to indicate how much support the student will receive from each source. When they go to the Embassy to get their visa, the student will be responsible for showing proof of funding for any amount listed under “Personal Funds.” The support listed on the FADF must add up to the total annual cost of the program, including tuition, mandatory fees and living expenses.

• Insurance: Please note that a condition of the J-1 visa is that the foreign national purchase and maintain a health insurance policy during their period of stay in the US. The foreign national will be sent further information about this requirement with the DS-2019.

How to help J-1 students maintain valid immigration status:

•Pursue a “full course of study” - College and university students shall register for and complete a full course of study, as defined by the accredited educational institution in which the student is registered. The full course of study is typically defined by the Exchange Visitor Program at 9 credit hours per semester for Graduate students, and 12 credit hours per semester for Undergraduate students.
