TASK: Train CBCAs to support the Customs Border Protection (CBP) and the Department of Agriculture (USDA) mission while expediting the return of individuals and unit equipment to CONUS.
PURPOSE: To Provide Customs Pre-Clearance for DOD Cargo,Rolling Stock, Personnel and Personal Belongings.
EFFECTIVE MAY 2009 ALL CBCA TRAINING WILL BE CONDUCTED DURING PRE DEPLOYMENT PHASE.
SINCE OCT 2009 USCENTCOM/CBP/USDA HAVE TRAINED ALMOST 2000 PRE DEPLOYING SERVICE PERSONNEL AS CBCA’S

VEHICLES
All vehicles must pass an agriculture examination before movement.
Vehicles will have no soil, sand, vegetable matter, or insect/animal parts.
Grease is NOT considered soil/dirt.
Units will remove all equipment from vehicles and open all compartments IAW CBCA instructions prior to the examination being conducted.
If items are unable to be properly cleaned overseas, they will be held at the first U.S. port of entry until properly cleaned.
Once the vehicle finishes in the wash site and is examined, a DD Form 2855 is affixed to the vehicle and signed by an CBCA.
The vehicle is then placed in a guarded sterile area under the control of CBCA personnel (Units will assist by providing guard personnel when requested by the CBCA).
If the DD Form 2855 is removed, or if sterility is compromised at any time, the vehicle must be re‑examined and a new form affixed.

PRECLEARANCE OF VEHICLES, MILVANS, CONEXES
AND DOD CARGO
NO MIXING OF GOVERNMENT AND PERSONAL PROPERTY ACQUIRED IN THE OVERSEAS AREA IS AUTHORIZED IN ANY CONTAINER. INDIVIDUAL EQUIPMENT DEPLOYED IN SUPPORT OF COOPERATIVE RESPONSE MAY BE PLACED IN UNIT CONTAINERS AT THE DISCRETION OF THE UNIT COMMANDER.
Once the container is in the sterile area, tampering or opening the container is forbidden. If the seal is broken on a container, re-examination is required as is a new 2855.
Additional instructions and guidance can be found in the Commander’s Handbook for Customs Operations and copies should be distributed to supporting Military/Security Police personnel performing CBCA duties.
