OCULAR VISIT Brief History of Coryville, Barangay La Paz, Makati City

It was almost 60 years ago when this part of Makati was opened by the Ayala

Corporation as its first post war residential subdivision. It used to be part of Barrio Tejeros

carved out of rice land, water lilies, kangkong, talahib and other swamp undergrowth.

But even for those who start a new home they can truly call their own, it was a good

enough place to live in. By May 1949, no more than five families have built their modern

homes.

To give us a clearer picture of the marginalized community named Coryville, we

conducted an interview with Hon. Ferdinand Concepcion, Barangay Captain of

Barangay La Paz.

Interview: Coryville

“Kangkungan ang Coryville dati ngunit nasunog siya.Yun ang isa sa

mga pinakamalaking sunog na nangyari sa Makati. Kaya naging Coryville kasi si

Cory aquino ang presidente noong mga panahong iyon. Nakiusap ang mga

residente na ibigay na lang ang lupa sakanila na pagmamay-ari ng SAN

DIEGO. Tapos, inaward sa kanila something like 1986. Ipinasok sa parang

housing project and then pinangalan kay Cory kaya Coryville”

“Di ko masasabi pero mostly naman ay nag-aaral mula gradeschool

hanggang HS pero tumitigil kahit na libre ang pag-aaral dahil walang pambaon

ang kanilang mga magulang para sakanila/walang pangsuporta. Meron akong

pinapaaral na dating tambay sa parking lot, pinasok ko siya sa ALS yung iba

naman di na rin tumuloy at pinili na lang na manatili sa bahay.”

“Percentage of malnutrition ay bumaba na dati ay 14%. May mga

feeding program kami dito sa center and ang NGO ay lumalapit rin samin para

sa kalusugan ng mga bata. Pero para sakin ang solusyon ay yung sa magulang,

yung paggawa nila sa pagkain kasi minsan yung iba prito lang pero di nila alam

meron namang mga gulay na pwedeng ilagay para maging masustansya yung

pagkain”

Interview: Rights of Children

“Dyan ako nasakit ang ulo kasi minsan inaabuso na ng mga kabataan

yung rights nila. Naaavail nila yung rights nila pero sobrang inaabuso na nila kasi

kita mo ngayon sila na gumagawa ng krimen, etc. Yung sa rights naman ng

babae, tambay minsan. Malaki yung community mga 1000 square meters ata

yun eh. Kadalasan early pregnancy nangyayari lalo na kasi hindi nakakapag-

aral lalo na yung patambay tambay. Although may program kami dito sa

center at mga seminar na ipinaparealize namin na hindi muna masarap mag-

asawa. Dyan sa Coryville madaming hiwalay. Minsan maanakan lang then

konting away tapos maghihiwalay na. Hindi naman nila pinapalaglag yung

bata. Mostly nagpapacheck dito sa center kasi libre naman yung pang-ospital

“Bumaba compared nung dati. Ang crime rate ay nanggaling sa labas.

Mostly away ang nangyayari, yabangan etc. Pero ngayon mga dayo na lang

yung crimes. Prineprevent namin yun sa paggamit ng madaming CCTV para

mamonitor yung mga krimen. Kaya siguro sila natatakot na. Nung kailan lang

yung sa Manila, samin nanggaling yung footage nun kaya nahuli namin dito

and then tinurnover na lang namin sakanila.”

“Ang pinakaissue dun sa community na kailangan iresolve ay yung sa

drugs. Yung bibili ng drugs sa labas tapos ipapasok dun and then ibebenta or

gagamitin. Pero ngayon minimize na rin kasi nakikita namin sa CCTV kasi pag

nakagamit na di na natutulog kaya minsan pinapatawag ko and kinakausap

ko.”

“Kadalasan kasi andyan yung magulang eh. Huhulihin namin tapos

bibigyan lang ng birth certificate sa DSWD tapos makakalabas na tapos sa

counselling hindi naman pumupunta kaya wala rin kaya minsan sinasabi namin

na “hihintayin na lang namin magdisiotso ka.” Kaya minsan kami yung inaabot

ng asunto kasi nagrereklamo sila na sinaktan daw kapag hinuhuli kaya minsan

pinapamirma namin yung magulang na sila naghikayat na hulihin namin yung

anak nila kasi di nila binabantayan ng maayos”

“Mostly ng employees ko tagadoon eh kaya minsan kami pumupunta

doon. Tapos yung iba pang tao ayaw pumunta dito para sa libreng gamot.

Libre na nga ayaw pa i-avail. Saka kung kailan magkakasakit parang dun lang

ipapavaccine yung mga anak nila. Yung sa dengue kanina nagclean-up drive

kami sa community kasi umaakyat na yung rate. Parang wala silang pake

parang gusto nila kami pa maglinis nung bahay nila. Kaya inalok na lang namin

sila nung powder na sila na lang maglagay next time”

bakit di ko pinupuntahan yung community na yun, etc. Mostly kasi nahihiya

pumunta sa center para kumuha ng gamot kaya namamatay na lang yung

ibang may malubhang sakit.”

“Fishball fishball ganun. Nagbibigay ng

puhunan na walang tubo para yung mga tao dun

makapagtinda, makapagtricycle. Kaya

madaming klase ng tao dun. Merong marangya,

meron ding walang wala.”

“Yung center is dito talaga

pero meron akong private clinics

pero wala doon sa loob. Mostly kasi

ang mga officers dun hindi strict.

Nagsisilabasan lang sila kapag may biyaya. Kaya minsan pag may program

kami dito sa center about example yung kung paano magluto ng

masusustansiyang pagkain, ang hirap maginvite kasi wala silang makukuha na

pera or something. Kaya iniisip nila na parang sayang lang sa oras yun

manonood na lang ako ng Aldub. Pero kapag may biyaya kunwari may 500 na

ipapamigay dun dadagsain kami dito.”

ASSESSMENT

What are the capacity and vulnerability of the

community?

Junica:

The community in Coryville at Barangay La Paz is capable of many things.

One of this is that the population of the people living there is big. With a big

population, they can start a progressive change if only they put their hearts into

molding a new and brighter future. We have learned about the many projects

and opportunities that their local officials is trying to pursue. We can say that if

they implement these projects properly and all of the people in Coryville would

actively participate then they would create a better community.

When it comes to vulnerability, the number one weakness would be

poverty. Their community is not getting any better because of the unending

hunger, malnutrition, unemployment and illiteracy of the people.

Jeanne:

Coryville may be considered as a marginalized community, but it is

capable of many things. If only they use the benefits from the local officials, they

can start a change in their lives. They should cooperate with the barangay

officials because they want nothing but good for them. But poverty swallows

that dream of change; hunger, malnutrition, unemployment, and broken

relationships of different families; because I believe that change starts with your

family.

Edsel:

Coryville community has many strengths and weaknesses as a community

though considered marginalized by many. One of its weaknesses is the laziness

of its people to participate in the programs of their barangay for their welfare.

Another is the lack of leadership in their association to implement rules and

policies for their people. But the community is capable of change because of

the potential of its people to make the change and be the start of something

new. They just need a little push and for their leaders to be more strict.

Hillary:

In line with the interview we had with Hon. Concepcion, I personally

believe that Coryville, being a marginalized community, has still a chance to

change. It’s very difficult for a community with a growing number of children to

somehow deal with the rapid run of the economy. But, having this state of

difficulty to handle day-to-day life is not a hindrance for them to rise us a

community and to sail against the big currents. As I could see, people in

Coryville just lack the determination and awareness of the things that are now

leaving them behind. Projects implemented by their local government are not

enough to give them a drive instead, the local government shall do an even

and proper dissemination of information in a way that these people will be

encourage to join and take part with the programs of the local government.

Sheen:

The community of Coryville has been vulnerable in terms of their

population growth and lack of jobs that can sustain their living. People from

there strive to maintain their population, causing more problems such as lack of

quality education, child labor and malnutrition.

Jubelene:

The capacity of the community is that it has several seminars that assist its

people in addressing the recurring problems in their community. However, the

people of Coryville seem to lack concern about these seminars and it is often

neglected, resulting to more problems in the community.

Ronald:

The capacity of the community is that they can still have developments

because of the availability of the resources. The community has the diminished

capacity or vulnerability to anticipate, cope with, resist and recover from the

impact of the recurring issue.

What are the issues confronting the community?

Junica:

As stated above, the issues confronting the community are; hunger,

malnutrition, unemployment and illiteracy caused by lack of education.

Jeanne:

Malnutrition, unemployment, illiteracy, growing population due to early

pregnancies.

Edsel:

The issues confronting the community are malnutrition, drug addiction,

unemployment and the lack of education of the youth.

Hillary:

The issues confronting Coryville are alarming number of unemployed,

illiteracy caused by lack of education of the youth, malnutrition and unwanted

pregnancies of women at an early age.

Sheen:

Rapid population growth means more mouths to feed. The youth

comprises a large part in their community and due to the hardships in life

caused by poverty, they tend to do whatever it takes to be able to sustain their

family's need even when involves doing bad things, thus increasing the

community's crime rate.

Jubelene:

Some issues that are confronting the community of Coryville are

malnutrition, out of school youth, teenage pregnancy and drug abuse.

Ronald:

The issues are the number of out of school youth / “tambays” and

malnutrition.

Based on the interviews and walk, what concerns

recurring and what are new?

Junica:

Almost all of these concerns are not new. They have been a problem of

the country, of almost every community in the Philippines since long ago. There

are not enough houses for people to live in. Wood houses are built side by side

which can cause maximum damage if ever a fire accident occurred. There are

many “tambays” in the community because of unemployment. Children are

committing crimes at such an early age. Cases of drug usage and robbery is still

continuing.

Jeanne:

Drug issues are recurring; they would stop pushing or using drugs

whenever the barangay officials raided their community but as time goes by,

they would do it again; and this time, they planned to have a watchman that

serves as an alarm when officials will raid their community again. Actually, all of

the problems stated above are recurring and therefore, becoming worse.

Edsel:

Most of the concerns where pertaining to the use of drugs inside the

community. Although the "main man" was already caught, they are still others

who buy outside of the community then sell it inside. All problems are recurring

but the barangay officials are doing its best to avoid and halt these concerns.

Hillary:

Concerns with regards to this community are never new to us. Those are

just normal for the current state of our country. Concerns such as

unemployment, early pregnancies and such are evident even on the wider

scope. All have been a talk of the town but there were little improvements to

those cases. Government has been acting slowly to resolve these alarming

concerns. On the other hand, the issue of drug use of the people in Coryville is

recurring. People there are pretty much aware if there is a watchman ahead

and they could easily act upon it as if everything’s in a normal state.

Sheen:

Based on the interview we conducted, teenage pregnancy seems to be

the problem that local officials find it hard to restrain. Dozens of young people

gives birth at an early age and it continues to be the prevailing problem in the

community.

Jubelene:

The problem of malnutrition is recurring given that the percentage of it

was lessened before. And the problem of possession of illegal drugs is a new

problem.

Ronald:

A recurring concern is about the reduction of the malnutrition percentage

among children in the community and about the effective utilization of the

volunteers as a factor in helping the parents to care for their children.

Why do you think those issues you mentioned are

happening in the community?

Junica:

It is a half-half fault. 50% of it is caused by improper governance and 50%

is irresponsibility of the citizens. We don’t want to put all the blame on the

government. Even with a full, coordinate governance, if people are not

responsible enough for their own actions then a proper government would be of

no advantage.

Jeanne:

I think the barangay officials need to double their efforts to have the

problems under their control and the citizens of the community must cooperate

with them also. And, the people of CoryVille should not always depend on the

barangay officials, they, too, must move to start a change in their lives.

Edsel:

I think those issues are happening in the community because of the lack

of leadership. The officals should put more effort in organizing and controlling

their people but I also think that the people should cooperate to fix these issues.

Hillary:

Looking at a two perspective: local government and the people, it could

be because of the shortcomings of the local government but it could also be

due to the lack of cooperation and the responsibility of the residents. We’re not

putting all the blame on the local government because I know that they’re

doing their part as the officials entrusted by the people. On the other hand,

people shall take part and be responsible enough to resolve the issues of their

own community.

Sheen:

Those problems keep on happening because of lack of discipline and

irresponsibility of the youth. They just depend on the local officials and in our

government to improve their living condition and not act on their own to help

themselves.

Jubelene:

I think these issues are happening in the community because most of the

people have nothing to do, especially the out of school youth. Due to this, they

become involved in drugs and pre-marital sex resulting to teenage pregnancy.

Ronald:

There are lots of issues happening in the community but the main conflict

is in the problem of malnutrition.

What possible solutions can the local government do

to address these issues?

Junica:

Offer the community a better service and never stop on encouraging

the people to do something good for themselves and the community.

Jeanne:

As what I have said, they need to double their efforts and encourage the

people of CoryVille to change for the better.

Edsel:

The local government should be strict in implementing their rules and

policies in the community and encourage the people to participate to make

Coryville a better community.

Hillary:

It has something to do with the proper and regular dissemination of the

program and/or projects of the local government. If there’s a proper

dissemination, then all else follows. And also, there should be a continuous

monitoring and assessing of the community in order for the local government to

execute services to be handed to the people in Coryville.

Sheen:

There is an urgent need to enhance government's programs. This entails

revisiting and studying the poverty framework to form a strategy that would

result to easier access of the people addressing their vulnerability. Allocating

also funds from the government's budget and raising money from the other

sectors of economy could help fight the poverty.

Jubelene:

One possible solution that the local government can do to address these

issues is by proper dissemination of information to the community regarding the

several seminars, free health checkups and free medicines they have for their

community.

Ronald:

The local can solve this by sustaining global commitment, devoting funds

to nutrition programs, aligning other sectors with nutrition goals.

As a group, what possible solutions can you do?

We can help implement and support the local government and non-

government programs and/or projects to help the people of Coryville in building

a better, brighter future ahead them. By means of lending and extending our

hand, we could, at least, try to encourage people to join and participate in their

community welfare programs.

Is there an issue that has been touched by the UNIK

seminar and how did the speakers addressed them?

Junica:

One of the issues would probably be about education. We believe that

education is the key to our goals. It is the key to attain a better future. If we start

educating the people of Coryville and if we help all the children living there to

be able to attend school then somehow we are one step in helping them face

the continuing issues of their community.

Jeanne:

Poverty. As far as I can remember, a speaker proudly showed us their

projects about livelihood for people who can’t afford basic necessities every

day. The project became the people’s hope for a better future.

Edsel:

Education and poverty is the main issue about the community that has

been touched by the UNIK seminar. If we treat these issues seriously we can

prevent it and fix it immediately. We just need to cooperate as one and be as

one in solving these issues for Coryville to be better as a community

Hillary:

One issue touched by the UNIK Seminar was about education. Without

education, there is a great chance that all will be ignorant of worldly matters.

Those alarming issues will never matter simply because we don’t have enough

awareness and knowledge about it. Because education has been the primary

key of knowledge, we are able to comprehend things around us but we lack

the interpretation of it. How are we going to be responsible enough if we don’t

value education? Through educating people, we are a step nearer to change,

if not to the greater extent, but at least, we’ve moved a block closer.

Sheen:

One of the speakers in UNIK Seminar named Grace Santos discussed the

issue of poverty and helped me reflect on the community walk we conducted.

She said that poverty is a wicked problem and we need to find new ways of

working together to move people out of poverty. According to her, there are a

lot of organizations doing their best to improve the life of people in marginalized

areas through social innovation.

Jubelene:

Yes, some of the issues have been touched by the UNIK seminar. Ms.

Grace Santos, one of the speakers from UNIID-SEA, talked about how UNIID-SEA

uses social innovation to address each problem.

Ronald:

I think the issue that has been touched by the UNIK Seminar is the right to

vote. The people must know how to vote wisely for greater improvements in our

country.

A. General Information:

Project Title: Buy, Eat, Live Healthy

Target Community/Beneficiaries: Mothers / Parents of Coryville, out of school

youth (ages 15-20)

Community Background:

Coryville is a place which can be considered marginalized.

Even though it is somehow populous, mostly of the youth are

studying in elementary and high school. However, due to the

lack of financial matters, some stop studying even if there is

free education offered in Coryville. And because of this, there

are many out of school youth / “tambays” in Coryville.

Coryville had several feeding programs before to address the

problem of malnutrition. Some NGOs even went to Coryville to

check the health of the children. Despite these efforts from the

local government of Coryville, only a small percentage of

malnutrition was reduced.

And so, we suggest the project “Buy, Eat, Live Healthy”. This

project is a monthly seminar that will enable the mothers and

parents in Coryville to attain relevant knowledge about health

and proper nutrition. Every month, we propose to have a

seminar that will teach the people in Coryville what to buy and

how to prepare healthy foods for the children. Hence, it will

address the problem of malnutrition in Coryville. The problem

about the “out of school youth / tambays” will be address by

the project by asking these out of school youth / tambay, to

help and volunteer in the said project. Therefore, the out of

school youth / tambay will also be enlightened about proper

nutrition and will be given activities every month to keep them

busy. Perhaps in this way, the number of people who loiters in

the streets will be lessened.

B. Objectives:

General Objective:

To reduce the percentage of malnutrition among

children in Coryville

To effectively utilize the knowledge of the volunteers as a

factor in helping the parents from Coryville to learn

To provide mothers and parents in Coryville with relevant

information regarding health and proper nutrition for

their children

To assist the mothers and parents in Coryville in learning

how to effectively apply the health and nutrition

information in buying and preparing more healthy foods

for their children

To teach the parents in Coryville how to assess changes

in their child’s health

To recruit a group of out of school youth from Coryville,

to become volunteers to the said project

REFLECTION

Community development is generally considered to be a core competent of

social work practice and knowledge. We reflect on the responsibilities we have

within our work, which has social change as its end goal.

Upon visiting the community of Coryville in the city of Makati, it gave us a

clearer picture of the big problem our country has been facing right now. I have

seen with my own naked eyes why Philippines is experiencing a widespread

poverty. Based on our observations, it is clear that Coryville belonged in a

marginalized sector of our country, but it does not mean that their local officials

aren't doing anything to improve their condition. Through our community walk,

we can say that their barangay has adequate facilities and good access that

can sustain their living. The only problem we have seen was the rapid

population growth of the people living there. You can see crowds of young

people who are victims of teenage pregnancy. A much more restriction and

discipline are needed by the youth and they must act to help themselves so

that they might be able to improve the living conditions of their community.

The possible challenges that we might encounter in the formulation of our

CDP is the participation of the people in our plans and how will they react to it.

Because for our CDP to work, we need the community to cooperate and

another problem that we might face is our lack of knowledge of the community.

We should know how to interact to them and how to get their attention so that

we can discuss and implement our proposed project for them and for their

welfare. The possible outcome of our proposed project is that the parents from

the Coryville will learn how to prepare a healthier food plan for their family. And

this will be very helpful to attain the objective of lessening the percentage rate

of malnutrition in Coryville. The difficulty we had encountered in the preparation

of our CDP for the community is that there are several problems in the

community and we have to choose which one should be solved now.

Poverty and inequality in the Philippines remains a challenge. Although

difficult, poverty may still be solved and thus we must act quickly to solve this

problem. One way is conducting a lot of community development, which helps

students to see the perspective of the people belonging in the marginalized

sector of our country and awaken us to serve more in our country.
