Our UNRIVALED™ family of fixtures are manufactured and assembledin our privately held, employee-ownedfacility in Roselle, Illinois. We useadvanced LED chip components fromNorth Carolina based Cree corporation in all UNRIVALED™ products.

IESNA TM-21-11: ProjectingLong Term Lumen Maintenanceof LED Light Sources

TM-21 is a natural progression to theLM-80 test standard. It does not replaceLM-80 testing, but rather builds on it toprovide a longer term, more accurateprojection. LM-80 mandates 6,000 hrsof testing, whereas testing per TM-21can go far beyond that. For testing ofbetween 6,000 and 10,000 hrs, TM-21states that you use the lumen deprecia-tion data only for the last 5,000 hrs. Fortesting of greater than 10,000 hrs, youuse only the last ½ of collected data.The reason for this is that today’s LEDstend to stabilize at around 6,000 hrs,which is when the LM-80 testing hasstopped. We’ve learned that in most cases the depreciation rate slowssignificantly as the diode stabilizes, providing even longer useful life (to L70)than first expected.

Once testing on a chip has stopped, themanufacture will provide two L70 fig-ures. One is the Reported L70, and theother is the Projected L70. TM-21 allowsthe Reported L70 to be extrapolated outto 6 times (6x) the duration of testing.Therefore, if a chip were tested for10,000 hrs, the chip manufacture canissue a Reported L70 of up to 60,000hrs. However, if the testing showed theactual time to reach L70 would havebeen longer, then the Projected L70would reflect that. In many cases, the

Projected L70 is considerably longer thanthe Reported L70, and if generated withproper testing, is probably the more realis-tic of the two numbers.

In conclusion, it is likely that TM-21 willachieve widespread adoption and use andmay be requested in addition to LM-80testing. Industry organizations are alreadyadopting TM-21 as documentation of performance.

Reduction in maintenance costs

With approximately 70,000 hours of lamp life, LED technol-

ogy is designed to last 16 years or longer (operating 12

hours per day, 7 days per week). There are no lamps, bal-

lasts or capacitors to be replaced or maintained. By com-

parison, metal halide lamps typically last 12,000 to 15,000

hours and high pressure sodium lamps typically last 20,000

to 24,000 hours. As a result, normal HID streetlighting

maintenance expenses and associated disruption of traffic

is virtually eliminated.

SETTING THE PHOTOMETRY STANDARD

LM-79 PhotometryAll of Sternberg Lighting’s UNRIVALED™luminaires are tested in accordance with the approved industry measurementstandard, IESNA LM-79, the ApprovedMethod for the Electrical andPhotometric Measurements of Solid-State Lighting Products. This standardspecifies procedures for measuring totalluminous flux, electrical power, luminousefficacy, and chromaticity of SSL lumi-naires and replacement lamp products.

It’s important to note that, all UNRI-VALED™ luminaires have their LM-79data generated by testing the LED arrayswithin each designed fixture. This may ormay not hold true for other lighting man-ufacturers as they promote their retrofitoptions. Retrofit kits should be testedwithin the intended fixture to be LM-79compliant and represent the true deliv-ered lumens from a luminaire. All testsstrictly adhere to absolute photometricprinciples for LEDs and are performedby independent 3rd party test labs.

The Truth Surrounding LEDs andAbsolute Photometry

Traditionally, photometric evaluation oflighting products is based on separatetests for lamps and luminaires termedRelative Photometry. Testing is donearound lamp source, ballasts and /ortransformer. Traditional light sources do

not change light output depending ontemperature. Therefore, relative photom-etry does not measures the heat charac-teristics in regard to efficacy, chromatici-ty, electrical power...all very important inevaluating LED environments.

Conversely, Absolute Photometry teststhe actual light distribution and intensity

of the complete LED System as it ispackaged for its intended use.

LM-80IES LM-80-2008, “Measuring LumenMaintenance of LED Light Sources”(“LM-80”) is the industry standard that defines the method for testing LED lamps to determine their lumen

depreciation characteristics. The goal of LM-80 is to allow a reliable compari-son of test results among laboratories by establishing uniform test methods.Our LED component partners use the methods defined in LM-80 to test the long-term lumen maintenance of LED lamps.

BUG RATING

BUG, the new LCSMany specifiers and end users are notaware that the ‘Cutoff’ LCS (LuminaireClassification System) was deprecated bythe IES back around 2008. It has beenreplaced by a new LCS, termed ‘BUG’.BUG stands for Backlight, Uplight andGlare and differs in many ways from theold Cutoff system. For more on BUG, seeIESNA TM-15-11, but here are a fewimportant points of which to be aware:

• Cutoff didn’t differentiate between the street side and the house side; BUG does.

• Cutoff was primarily concerned onlywith light coming directly from the lumi-naire, at or above 90 degrees. BUGmeasures all angles of light output.

• Cutoff incorporated percentages,whereas BUG is based strictly on total lumens.

• BUG ratings are not exclusive to LED.Any up to date photometry program willprovide a BUG rating, whether the fixtureuses LED, HID or another light source.

• Because BUG is based strictly onlumens, rather than percentages, twoidentical fixtures in different wattagesmay have different BUG ratings. The

brighter fixture could have higher valuesin any or all 3 categories, even thoughthe percentage of light going in thosedirections is virtually identical betweenthe two fixtures.

• Luminaires with warmer CCTs canhave lower BUG ratings because warmerCCTs tend to produce less lumens thancooler LEDs at equal wattage.

Note that the Model Lighting Ordinance(MLO) also incorporates the BUG LCS.The MLO is a joint IES/IDA document that was finalized in 2011, and can bedownloaded for free from either organiza-tion’s website.

To determine the BUG rating, the flux distribution by solidangle reporting per IES TM-15-11 measurement proceduresare compared to published BUG ratings criteria provided in thespecification bulletin. The sphere surrounding a luminaire isdivided into zones:

Backlight, which creates light trespass onto adjacent sites.The B rating takes into account the amount of light in the BL,BM, BH and BVH zones, which are direction of the luminaireOPPOSITE from the area intended to be lighted.

Uplight, which causes artificial sky glow. The U rating takesinto account the amount of light into the upper hemispherewith greater concern for the lower uplight angles in UL. Loweruplight (zone UL) causes the most sky glow and negativelyaffects professional and academic astronomy. Upper uplight(UH) is mostly energy waste.

Glare, which can be annoying or visually disabling. The G rat-ing takes into account the amount of frontlight in the FH andFVH zones as well as BH and BVH zones.

HOW TO PROPERLY CALCULATE AN ROI USING LED

Cost comparison between LED systemsand traditional light sources must be donein terms of the LED life cycle cost, not abid day comparison of unit prices. Whileenergy savings delivers an immediatebenefit to your bottom line, in most casesit’s not the lion’s share of the return oninvestment (ROI). You’ll generally find thatmaintenance savings is what really pro-vides the payback for LED. The life of tra-ditional lamps is based on their failurerate. The life of Metal Halide (MH) lampsis based on their half-life, or 50-percentfailure rate, which is generally around15,000 hours (or 4 years). That meansthat if you install 100 standard 15,000-hour MH lamps on your street, some willfail at 11,000 hours, some at 12,000hours, etc. By the time you get to 15,000hours, only half the lamps will still befunctioning, and you’ll already have begunan expensive and endless game chasingand replacing lamps as they fail. By com-parison, High Pressure Sodium (HPS)lamps reach a 33-percent failure rate inabout 24,000 hours (or about 6 years).The same math and scenario above apply.The fact that HPS lamps last longer is theprimary reason why so many cities andDOTs use HPS (the peach-orange coloredlights) instead of MH. Despite HPS pro-ducing a lower quality of light and colorrendering, that decision is driven strictlyby the fact the HPS brings a lower main-tenance cost than MH.

When you read about LEDs lasting100,000 hours, this is not based on anyrate of failure, but rather on an importantterm called L70. L70 is how lighting

authorities have decided to define the“useful life” of an LED. It simply meansthat the diode, or chip, has reached apoint at which it is now producing 70 per-cent of its initial output; i.e., its output hasdiminished by 30 percent over time.Because LEDs don’t fail like HID lamps,users question how they’ll know when it’stime to change or replace them. The rea-son we define the useful life of LEDs asL70 is because we know that our eyes donot generally perceive a gradual reductionin light output until the level has declinedby at least 30 percent. So with HID lamps(MH and HPS), you’re looking at either a50-percent or 33-percent failure rate in15,000 or 24,000 hours, respectively.With LED, it is not uncommon to have anL70 rating of 100,000 hours or more,which means no failures, and only at thispoint (after about 18-20 years) might youbegin to visually perceive a difference inlight output.

The chart below is taken from aDepartment of Energy study published inDecember 2011. The gradually slopingline is the LED depreciation. The sawtooth line is the HPS lamp depreciation

and re-lamping events. Note that the LEDarray’s gradual decline to L70 is rated at160,000 hours, or about 40-plus years.During that same LED life cycle, the HPSlamping goes through a cycle of failuresand re-lamping. The city in this study(Sacramento, California) would have tore-lamp at least six times during the singlelife cycle of the LED option. At a veryconservative cost of $250 each time astreet light has to be re-lamped (twoworkers, a bucket truck, diverting traffic,etc.), that’s a maintenance cost of at least$1,500 that the city would no longerincur. In addition, there would be a cost toreplace components each time, i.e. thelamp, the ballast, or both. This chart alsodoes not reflect the energy savings thatwould also be enjoyed by the city overthis time nor the rising cost of energy. TheLED luminaire in question cost roughly$300 more than the same luminaire withtraditional HID lamping. You can see thatthe $300 premium to choose LED overHID quickly pays for itself. This is why thecomparison between LED and traditionallight sources must be done in terms ofthe LED life cycle cost, not a bid daycomparison of unit prices.

Different luminaires, using different LEDarrays, and different approaches to thediodes and optics, can all produce verydifferent lumen output using identicalwattage. There is no “rule of thumb” forconverting a 150-watt HPS lamp to LED,or a 250MH lamp to LED. You must firstdetermine your required downward deliv-ered lumens. Understand that with LED,light costs money, far more so than withHID. An HID fixture may cost the samewhether it’s for a 250-watt lamp source,or a 70-watt lamp source. The manufac-turing materials and process are virtuallyidentical. However, a 126-watt LED fixtureversus a 77-watt LED fixture that looksidentical, might cost you hundreds of dollars more because it requires additional

LEDs, circuit boards, optics, and possiblyadditional heat sink for the higher wattage.Because of this, it’s important to only pay for the light that you actually need;that you can actually use. That’s why you need to determine your downwarddelivered lumens.

Consider the CU graph above as an example of my existing HID luminaire.When converting this fixture to LED, theonly lumens I’m interested in replacing arethose listed as Downward Street Side. Out of the total 3633 lumens being emittedfrom the fixture, only about 2300 are actu-ally going where I need light. Why would Ipay for another 1300 lumens that are lostto the night sky or back towards houses?Just over 1/3 of the light is not what I’m looking for, so why would I risk adding33% to my fixture cost?

Using the chart of Typical HID DeliveredLumens, note the difference is downwarddelivered lumens produced by the same175-watt MH lamp and optic, dependingon which luminaire it’s being used in. Theacorn uses a vertical lamp with standardglass refractor inside a stippled acorn; thelantern uses a horizontal lamp with roofoptics and clear lenses; the down lightcould be a shoe box style with flat glasslens and no pole beneath the fixture. Youcan see why wattage has become mean-ingless. Look at the file of your current fix-ture, and review the CU (coefficient of uti-lization) chart to identify the downwardstreet side lumens that you want toreplace, and then find the LED fixture thatbest fits your needs.

STANDARD FINISHES

Stage I: All products to be coated shall receive a 96 secondAlkaline cleaner application followed by a 48 secondfresh water rinse at ambient temperature.

Stage II: Shall be a 60 second Phosphoric Acid 4% solutiontreatment with a Fluoride accelerant followed by a48 second reverse osmosis water rinse at ambienttemperature. The rinse will be followed by a highpressure air spray to remove all moisture from theproduct.

Stage III: Shall be a 48 second Non-Chrome Polymer sealer application.

Stage IV: Shall start with 16 minutes in a drying oven at 400degrees.

Stage V: Shall be an electro-static application of polyesterpowder in a downdraft spray booth and applied byarticulated robotic arm sprayer and over sprayed byan application technician. Polyester powder overspray shall be recoverable and reusable.

Stage VI: Shall be 25 minutes oven curing at 450 degrees to harden the powder finish and create final appear-ance and adhesion to the substrate. Curing shall befollowed by 9.5 minutes in a cooling tunnel to pre-pare for un-racking.

Pre -Treatment and curing processes shall be followed by quality checks for adhesion using a cross-hatch test and for proper curing by means of asolvent rub test. Coatings process shall meet or exceed AAMA-2604-05 standard.
