Deputy Commander returns from

mission in IraqLt. Col. Kurt Hoffmann, dep uty comm and er was reunited w ith his family and N ew York 

District colleagues and friends in April after a four-month assignment in Iraq. Hoffmann

served as operations officer for the Corps’ newly-activated Gulf Region Division Head-

quar ters helping to rebuild and improve the Iraq’s infrastructure.

Civilian volunteer returns from overseas duty

Carolyn Vadino of the Harbor Programs Branch recently returned from a 4.5-month de-

ploym ent to Basra, Iraq. Vad ino was involved with Task Force Restore Iraqi Oil while serv-

ing w ith the Corps u nit as the Pu blic Affairs Officer for the South Region.

“It was an amazing experience, both professionally and personally, to serve with the Corps

and work with p eople from all over the world includ ing the Coalitional Provision Author-

ity, the multi-national divisions and especially the people of Iraq. The Corps should be

prou d of their people and the missions in Iraq and Afghanistan.”

PPMD tech writer achieves milestoneJoAnne Castagna, technical writer/ editor for PPMD recently received her d octorate in edu -

cational ad ministration from Dow ling College, in Oakd ale. As par t of her degree requ ire-

ments, she conducted a stud y in collaboration w ith Cornell University that examined theimpact videos have in changing the nu trition behavior of low-income m en and wom en in

dru g rehabilitation. The stud y yielded interesting outcomes that Dr. Castagna p lans on pu b-

lishing in journals and describing at conferences in the future.

On April 22, hundreds of people lined the shores of the New York Harbor

and viewed the Queen Mary 2  as she steamed slowly under the

Verrazano Bridge heading towards her berth in Manhattan. The ship is

the largest and most expensive ocean liner ever constructed. While

docked, she extended 132 feet beyond Pier 92 into the Hudson River.

She is four city blocks long, 23 stories higher than the Statue of Lib-

erty, and 151,400 gross tons.

Fish tagging study nets valuable dataBy JoAnne Castagna, Ed.D

The HARS is an approximately 15.7 square nau-

tical mile area — 3.5 nautical miles east of High-

lands, New Jersey and 7.7 nautical miles south

of Rockaway, New York.

Below the waters off the coast of New

Jersey, fish are busy moving about as they as-sist the Corp s in a comp lex fish tagging stud ythat could net valuable data for the Corps an d

environmental comm un ity.

For over a century, the U.S. Arm y Corp sof Engineers, New York District has d redged thechannels within the port of New York and NewJersey to help facilitate navigation that is cru-cial to our econom y. Dredging the Port is neces-sary because fine-grained sediments accum ulateon the bottom of the channels that can cause

shoaling an d interfere with safe navigation.Historically, d redged material from the

port h as been d isposed in the Atlantic Ocean, in

and around a 2.2-square-nautical mile area off theshore of New Jersey comm only referred to a s the Mu dDum p Site.

In 1997, the U.S. Environmental Protection

Agency terminated th e use of the MDS and redesig-nated th e site and su rround ing area that was histori-cally used to dump dredged material as the HistoricArea Remed iation Site. The H ARS is an app roximately

15.7-square-nau tical mile area — 3.5 nau tical miles eastof Highlands, N.J. and 7.7 nautical miles south of 

Rockaway, N.Y.

Only dredged sediment that has been testedand meets EPA’s strict biological and chemical crite-ria can be used a s remediation material. These sedi-

ments are placed in the HARS to cover or “cap”dred ged materials previously placed there. This capremediates the site and improves the habitat condi-tions for aqu atic life in the H ARS by covering h istoricsediments w hose contaminant levels may potentially

cause environmental concern. EPA has determ inedthat a cap of at least one meter in thickness is requ iredto effectively cover th e H ARS.

“The cri teria used to determine whetherdredged sediment can be placed at th e HARS is among

the m ost stringent in the United States,” said Mon teGreges, chief of the Dredged Material ManagementSection, New York District.

To evalua te the potential changes the EPA pro-

poses to m ake to the current criteria, the Corps’ New

York District initiated and is funding a fish taggingstudy that is being conducted and managed by the

U.S. Army Corps of Engineers Research and Devel-opment Center - Waterways Experimental Station, inthe Vicksburg, Miss. District. The Waterways Experi-mental Station contracted the Northeast Fisheries Science Center to perform the stud y that will determinethe residen cy time of fish in the H ARS.

In the su mm er 2003, the 18-month stu dy began and 153 healthy adult fish were tagged in theHARS, including 129 black sea bass and 24 summerfloun der, also known as ‘fluke,’ imp ortant recreational

and commercial fish. (Continued on page 5)

The fish w ere fitted w ith two different tags –an u ltrasonic transmitter that was surgically implantedin their abd ominal cavities and an external tag p lacedbelow their d orsal fins. These external tags are labeled,

“Not for Hu man Consum ption” on one side and havethe study m anager’s phone nu mber on the other.

To pick up the signals from th e fish’s ultrason ic

transmitters, 72 receivers were strategically mooredthrough out the H ARS, 800 meters ap art. According toDr. Mary Fabrizio, the study’s principal investigatorand chief of the Behavioral Ecology Branch, North-east Fisheries Science Center, “The signals prod ucedby the transmitters will be detected by the receiverswhen a fish swims within 400 meters of the receiv-ers.”

“The transmitters, which are only 30 mm longand 9 mm in diameter, are programmed to send 68KHz

signals (pings) once every 3 to 5 minutes for abou t onefull year. Every signal detected by a receiver is ‘de-coded’ electronically and the receiver records the iden-tification nu mber of the transmitter, the date, and thetime of day th e signal was detected. These recordsaccumulate in the memory of the receiver and whenthe receiver is retrieved, scientists dow nload the d atato a laptop computer using an interface between thereceiver and one of the communication ports on the

laptop.”

She continued , “The next step is to associate aparticular receiver and all its data with a particularlocation, that is, the station where the receiver was

moored . We do this by assigning a station ident ifica-tion nu mber to the electronic file associated w ith eachreceiver.” She ad ded, “Based on retrievals comp letedin September 2003, we know that over a period of abou t 3 months, 68 receivers detected over 1.3 milliontransmissions!”

In Jun e 2004, the stud y’s survey per iod w ill end

and the scientists will retrieve the receivers for the lasttime and dow nload the rem aining data. A final reportwill be comp leted in Decem ber 2004.

Greges said, “In ad dition to providing a bette

estimate of residency time of these two fish species athe H ARS, this study will also provide data to corre

late fish movement and behavior with changes in bottom topography from disposals, changes in watetemperature and salinity and storm events. This wilbe extremely helpful to fishery biologists.” He ad ded“this study will also help the New York District develop an en vironmental risk assessment for the H AR

that will more realistically portray the effect that certain contaminants h ave on aquatic life. Knowing howmu ch time fish spend in the H ARS will provide information on th e p otential level of exposure.”

This stud y is considered “cutting edge.” “Mostagging studies of this kind are relegated to bays, lakesstreams and other relatively small ‘closed areas.’ Thistud y is the only one performed in a mid-Atlantic continenta l shelf area,” said Fabr izio.

“In addition, this is the first use of ultrasonitransmitters to mon itor movem ent and h abitat use bytwo fish species that are closely associated with thebottom of the ocean. Also, most stud ies tag one to twodozen fish and use maybe a dozen receivers. In thi

context, this may be th e largest stud y of this type eveperformed. The amount of technical data that can begleaned from it is unprecedented ,” Fabrizio said.

Corps goodwill ambassadors help orphans

Several months ago, whenJim Sherman stopped at a trafficcircle in dow ntow n Kabul, a fam-ily came to th e vehicle and beganbegging. At first, he thou ght littleof the scene. “This happen s all thetime,” he said.

But when the youngestdaughter came to his wind ow, ges-turing with her hands that shewan ted some food, he saw a famil-iar face. “She w as the same age as my dau ghter, 6 years

old, and looked a lot like her,” he said. “That imagehaunted m e.”

The sight of the little girl’s face moved him somu ch that he d ecided to do something. “I guess the rea-son I was driven was that I knew I couldn’t find thisone girl in all of Kabul, but I needed to make a differ-ence to other children’s lives. I asked my co-workersfor donations and invited oth ers to come help.”

Thousand s of Afghan children live in tw o mainorphanages in a ruined western sector of Kabul. Vic-tims of war, produ cts of poor families and children of 

single mothers, they struggle at th e feet of a witheredeconomy in a nation of political instability. Many of theirfamilies survived 23 years of war, and thus, do not fitthe stand ard definition of an orp han . In fact, almost half of these children come from families wh o have at leastone pa rent but can’t sup port th eir children, accordingto research conducted by the Christian Science Moni-tor.

Moham mad Ghuas Bahiri, the depu ty ministerof labor and social affairs in the Afghan transitional gov-ernm ent, acknow ledged th e extreme financial strain of 

the families of his nation .“They are forced to separate (from their fami-

lies) because of economic reasons,” said Bahiri, du ringa Jun e 2002 interview. Since then, the nu mber of chil-dren enrolled in the two main orp hanages, Allahud dinand Thahieya Maskan, exploded to over 4,200, accord-ing to Bahiri.

The orphanages, which struggled to providefood and clothing while under Taliban control, havereached their capacity and now have to turn away chil-dren, according to man y pu blished rep orts.

In response to these conditions, witnessed

first-hand by Sherman and other Corps employeesserving in Afghanistan as par t of a Field Force Engi-neering team, Sherm an saw an op portu nity to help.

Sherman, a Portland District employee,spearhead ed a relief effort to sup ply the orp hanageswith food, clothes and toys, and formed a comm it-tee that collected contributions from everywh ere.

The Afghan Area Office staff donated over$1,000. Corp s employees contr ibuted items collectedfrom h ome, w hile other Corp s d istricts collected athousan d pairs of children’s gloves from a church.

Detroit District alone sent 16 boxes of donations overa two-week period.

Sherman organize this effort , including JodieBeauchamp from Planning and Billie Leigh fromResource Managemen t.

“We did this on our own time and with ourown resources,” said Beauchamp .

On New Year ’s Day, Sherm an’s efforts had aresounding and residual effect on those who par-ticipa ted in this effort.

“It was obvious from th e sores, scabs and scarssome of the children carry on their bodies that theyhave not always had the best care nor lived u nd er op-timal conditions,” said And rea Duff-Arnold from De-

troit District. She, along with 11 other members andsoldiers from the Corps, spent the first day of 2004 de-livering food, clothes and toys to the children of the

Allahudd in Orphanage.

“A couple of the people wh o attended startedto tear up when they saw the w ound s on the kids,” shesaid.

Many children had bare feet, made all the more

disturbing by the fact that th e buildings had little heat,according to the d elivery team.

Corps emp loyees did not m ake the trip alone.Always mindful of the constant threat to safety, the

committee recruited three military personnel to accom-pany the group du ring the trip to the orph anages.

“This was one of the few days off that they h ave,and they were more than eager to help us get to theorphanage,” said Beauchamp.

Sherm an’s mission became, at once, a low p ointand a h igh point for those who saw the orph anages forthe first time with th eir own eyes.

“To see the need and the smiles of the child renremind ed m e of my p urp ose here, wh ich is simply tohelp the people of Afghanistan,” said Brett Call fromRock Island District.

According to Leigh, children came from theirrooms and hallways in droves and formed lines wherethe team had set up d istribution tables.

“The youngest came first, and each successiveline was a little taller than th e previous line,” said Leigh.“After a short period, I was somewhat overwhelmedwith emotion and h ad to go outside to clear my mind .”

Team mem ber Duff-Arnold said that she chosenot to view th is as a sad mom ent.

“I was m ore focused on the joy we w ere bring-ing the children. Their eyes lit up wh en they saw thetoys,” she said.

The members of the delivery team said theyplan to keep Sherman’s cause alive and m ake more tripsto the orphanages. Leigh and Beauchamp said theteam’s goal is to develop a lasting p rogram.

District hosts students and seniorson Earth Day

The next Corporate Challenge road race will be held June 9 at 7 p.m. in Central

Park. The event is open to all full-time employees. Participants may run, jog orwalk the 3.5- mile course.

The event’s aim is to promote exercise and friendly competition among New Yorkarea companies.

The New York Road Runners Club, a major sponsor of the event, will providebeverages and fruit following the race. Everyone who completes the 3.5 milesreceives a commemorative T-shirt acknowledging their effort.

Contact the District race coordinator, Patricia Donohue in Operations for an ap-plication form. Registration must be completed by April 23, including the fee.

New York District par ticipated in an educational Earth Day forum in Eliza-beth, N .J. April 23. More than 200 stud ents from four local high schools board ed

the vessel Hayward and received demonstrations on sediment and water testingsampling.

The event, hosted by Future Cities, Inc., was d esigned to increase aw are-ness and importan ce of watershed an d w ater quality in the Port of New York and New Jersey. The demon strations were lead by Thomas Wyche of Opera-tions and Ronald Pinzon of Planning.

Add itional Corps staff was on han d to answ er questions and provide anoverview of the Corp s role as environmental steward s of the harbor estuary. Add itionally,

almost 130 senior citizens from the local Elizabeth seniorcenter were provided a h arbor inspection.

The Elizabeth mayor ’s office and representa tives from Con -gressman Payne’s office attend ed th e event and thanked theCorps for help in m aking the Earth Day fun ction a su ccess.

ann ual Black Engineer s of the Year Award s Confer-ence.

In Febru ary, New York District p rofession-

als joined other district representatives along with

Lt. Gen. Robert B. Flowers, Chief of Engineers, in

Baltimore, Md., at the 8th annual event which in-

cluded a career fair and a USACE workshop for

Corps em ployees that includ ed information on 2012.

Victoria Gross, EEO, Diane Depu la, HR, and

Michael Rovi, EN w ere active in the career fair that

attracted top professionals from various fields of sci-

ence, engineering and technol-

ogy.

“Students attended the event from a va-

riety of colleges and un iversities such as Morg an

University, Temple University, Ham pton College,

to name a few,” said Deptula. “There were also

a number of students interested in the Corps’

very ambitious summer recruitment program.”

According to Gross, the USACE work-

shop w as very interesting to the Corps employ-

ees . “ I t gave the Corps employees a

comprehensive overview of the 2012 process,”

said Gross.

Resumix for delegated examining , also referred to as external recruit-ment, was deployed by the Department of the Army in March. It is the pri-mary m echanism for U.S. citizens without prior Federal service to be consideredfor Army vacancies.

The new autom ated system is a resume-based system similar to wha tis used for internal merit prom otion. Und er this system, there will no longer

be a need to d evelop KSAs and crediting p lans, and app licants won’t have torespond to KSAs. One significant difference with the delegated examiningversion of Resum ix is an embedd ed skill weighting mechanism. This weight-ing tool allows the m anager to ar ray skills from the m ost to least importan t forsuccessful job performan ce; and personnelists to refer th ose app licants wh opossess the greatest percentage of the heaviest weighted skills. Referrals, alongwith the ap plicants’ resum es, will be issued electronically.

App licants can view the status of jobs to wh ich they h ave ap plied viaan on-line ap plicant response system. Veterans preference and th e requirement to select from am ong the three highest ranking candidates, unique d elegated examining requ irements based in law, still apply.

For 23 years, Seymour “Sy” White had a successful career withthe Corp s in the Engineering Division at New York District and NorthAtlantic Division before retiring in 1994.

His retirement provided him ample time to pursue for pleasure

and profit, an entire new career in the art of woodcarving.

White resides in Florida wh ere his wood carving talent keeps himvery occup ied. He creates exquisite woodcarvings for pleasure and ex-hibits them regionally at art at exhibits for others to ad mire. He h as also

created several commissioned woodcarvings, such as a subm ariner ’sdolphin insignia, and occasionally repairs damaged pieces of woodenfurniture. During a past holiday season he carved tree ornaments andcontributed them to a local hospice.

His artw ork varies in size, ranging from three inches to three feethigh. He also creates flat, two-dimensional pictures, chip carvings folk art used to decorate boxes, frames,plaques, etc., with geometric patterns, and decorative floral boxes.

White’s Santa Claus carvings w ere uniqu e and mad e from cypress knees, the growth s on the roots of thebald cypress tree which grow above th e waterline and are considered air roots.

White’s wife Ann a shares his love of carving. Throughou t the year, they travel to various exhibits andshows to d isplay their p rize-winn ing pieces. “I like to carve anything,” said White. “Something n ew is alwaysa challenge.”

Work to resume at Waterbury Dam

The battle simulation center at Fort Dru m, N.Y., is in full opera tion following several month s of constru ction.Ed Sim is the project manager for overseeing constru ction of the energy saving state-of-the-art facility that wascompleted in March. The BSC is equipped with m odern training equipm ent. Heating, ventilation, and air con-ditioning is provided by a self-contained system u sing air-cooled chillers and mu lti-zone air han dlers. ElenaManno, a mechanical engineer for N ew York District, worked un der the lead m echanical engineer in designingthe mechanical systems for the center. “From a m echanical systems stand point, this building incorporates allthe latest energy savings that I have yet to see from my reviews of private architectural engineering firms’design concepts,” said Manno. According to Sim, the BSC consists of several training, evaluation, administra-tive, equipm ent storage and m aintenance areas.

Work will resume with the construction of the concrete cutoff wall andwells at the Waterbu ry Dam in Vermont, accord ing to Paul Tum minello,project manager.

Subject to the availability of funds, rehabilitation of the dam is sched-uled to be completed in 2005, which will include construction of envi-ronmental mitigation measures and repairs to the spillway gates. NewYork District and the Verm ont Agency of Natu ral Resources are jointlyinvolved in the rehab ilitation p roject that started in July 2002. The Corpsof Engineer s built the d am in the late 1930s. The state of Vermont took 

over operations and maintenan ce of the dam, and in 1953 pow er gener-ating capacity was add ed.

The evolution of any dredging p roject includesidentifying opportunities for the beneficial use of dred ged ma terial. This was the case when East InletIsland near Moriches Inlet on the south shore of LongIsland , N.Y., was identified as a site for the beneficialuse of dred ged m aterial from the Long Island Inter-coastal Waterway. It was an opp ortun ity to enhanceshorebird habitat.

In the fall of 2002, New York District beganplacing d redged material from the Intracoastal chan-nel onto a 13-acre por tion of the island . Sedimen tsamp les taken prior to dred ging indicated the m ate-

rial to be placed would be predom inantly sand . Un-fortunately, as with any d redging p roject, individua lpockets of finer grain material can pop up d uring thedredging operation. Of the 53,000 cubic yard s of ma-terial dredged from the project, about 7,000cubic yards of fine silty material was encoun-tered. Though not contaminated, the app ear-ance of the finer grain materials woulddetract from the overall shore bird habitatrestoration and p reclud e the re-growth of na-tive beach grass and goldenrod .

If encountered early in the project,

contractors can generally covered the finermaterials with sand y m aterial since there isno threat to nature by the p resence of the siltymaterial. Unfortunately for East Inlet Island,the finer materials were encountered late inthe project and had to be left exposed on thesurface.

The appearance resembled the su rface of themoon and was a frequent sore point among the natu-ral resource agencies.

The agencies felt betrayed by the Corps in itsprom ise to create shorebird habitat.

Recognizing the n eed for imm ediate action, aproject delivery team w as organized within N ew York District, led by Jodi McDonald, to develop suitablealternatives to remediate the situation. The plan wasto cover over the majority of the silty mater ials with alayer of sand and where the silt was deeper, createtrenches to allow the material to dry. Timing is ev-erything and th is case was no different. Resourceagencies concurred with the Corps’ remed iation p lanin March and all work h ad to be completed by Aprilprior to the return of the native birds.

In the following w eeks, plans were finalized bythe Operations Technical Support section, and a con-tract was aw arded March 25 to HUBZone, a small business contractor, with only one week to complete thework.

Work on the island began March 25 and wascompleted March 28, with three d ays to spare.

On April 7, staff from Operations Divisionworking side by side with the U.S. Fish and WildlifeService and New York State Depar tmen t of Environ-mental Conservation, planted 1,500 plugs of beachgrass and 300 goldenrod plants on top of the now sand ysurface of the island. The teams successfully turned abad news situation for the resource agencies into goodnews of partnering between the Federal and non-fed-eral stakeholders.

USACE 2012

What’s USACE 2012 all about?Why are we doing it? Those are my most

frequently asked questions; so let me giveyou a q uick history.

Before I became Ch ief of Engineers,I asked the Corp s’ historian, Dr. Paul Walker,to look back over the times that the Corps triedto reorganize, and how we had dealt with it.

One thing that became clear to me w as that du ringmy tenu re as Chief of Engineers I did not w ant to do anyreorganization! I wanted my legacy to be the Project Man-agement Business Process, the power of teams and the im-proved capability of teams, and P2, the common enablerthat w ould set the stage for our organization to op erate vir-

tually. (Operating virtually m eans w orking together throu ghelectronic communications, rather than working face-to-face.)

But abou t two years ago, the division command ers jum ped on m e at Fort Leonard Wood at ENFORCE and said,“Chief, we don ’t have enough people in the Head quartersin Washington or in th e division head quarters to d o the job.”So I said, “OK, tell me w hat you need .”

Some asked for as few as 15 people, some asked foras many as 35. And those of you w ho have been in H ead-quarters for a wh ile know we’ve taken some hits in the p astfew years, so there was a good-sized bill there as well.

So I pulled this all together and justified it basedon our m anning docum ents, and on the roles and missionsof headqu arters in the d ivisions and in Washington. Then Iwent to Congress and said, “I need some m ore General Ex-pense fund s and Operation & Maintenance, Army fund s.”And Congress said, “Lt. Gen. Flowers, you ’ve got to be kid-ding if you think we’re going to give you more money foroverhead, unless you can show u s how this will make yourdistricts more effective.”

Stockton Report

So I called m y old softball partner from m y days in

Portland District, Steve Stockton. I said, “Steve, I need youto run a stud y for me. I want you to look at command andcontrol. Start with the Witherspoon Report that cam e out inthe mid-’90s, and think out of the box. Make it a broad-based study; bring in people from across the Corps andoutside the Corps. Look out about 10 years, and make somerecommendations on how we might more effectively com-mand and control.”

So he did. It was called the Stockton Report. Butwh en everyone looked at it, they basically threw up on it.No on e liked it, because it was change. So Steve decided heno longer wanted his name associated w ith the study, and

he changed the name of the study fromthe Stockton Report to USACE 2012. Thatnam e is not a good descriptor. It probab lyshould be USACE 2003 or 2004, but thatname has stuck and we’re going with itSo that’s how the nam e came about.

Burning platform

But after we got comments back on USACE2012, I had an off-site at Fort Belvoir, Va., with

the senior leaders, and we had our customers andstakeholders come in and talk to us. Our customers andstakeholders said, “You all aren’t listening.” They sent tw overy clear messages. On e, “You’ve got great p eople in theCorps of Engineers and w e love working with them .” Butthe second m essage was, “Your p rocesses are daunting; wedon’t und erstand them . You don’t partner like a partnerWhen w e deal with one pa rt of the Corps, it’s not like dealing with anoth er par t. We’re frustrated!”

It was then that I realized that I w as standing on aburning p latform. I could stand there and hope that it heldun til the 51st Chief of Engineers show ed u p, or I could graba fire extinguisher called USACE 2012 and fight the fireAnd I went for the latter.

So w e directed a functional area assessment be d oneafter this off-site. We looked at every area of the Corps -civil works, military progr ams, p ublic affairs, HR, coun selWe took all the recommendations and gave them to the Process Committee. The ProCom gave it to the senior leadersat our Senior Leaders Conference last August, and I madeevery senior leader tell me wh at they thou ght. We did some

thing called a Samoan Circle, and what came out wasUSACE 2012 as you see it tod ay.

Poaching

It’s a radical departure, but everything we’re do-ing un der USACE 2012 is being d one somep lace in the Corp sof Engineers tod ay w ith great success. What w e’re doing isexpand ing those successes to the entire organization. Whatit’s all about is acting as one Corp s, and operating virtuallyWe will always d eliver throu gh the d istrict wh ere the workresides, but some of the effort and p rocess may be d one inother places.

We’ve been moving down this road for a while. Iremember wh en I came in as comm and er of wh at was thenthe Low er Mississipp i Valley Division. On e of my districtswas comp leting a very large program of locks and dam s onthe Red River in Louisiana, and th ey were looking at a RIF(Redu ction In Force). But th e neighbor ing d istrict was hiring like crazy, because they beginning a major program thatwou ld use the same typ es of employees.

So I said, “Why don’t we just take the work andmove it from th is district to that d istrict so we d on’t have toRIF and w e don ’t have to h ire?”

And you wou ld have thought I had stepped on somebody’sgrave. The district said, “It’s our turn now.” I said, “Whatdo you mean , ‘It’s you r tu rn n ow?’ Isn’t this us?”

And wh en I looked at the workload across my di-vision, my districts went u p and dow n from year-to-year,

depen ding on how mu ch work was fund ed. But across thedivision, the cur ve was mu ch flatter. So it didn’t take a rocketscientist to say, “If I could opera te regionally, and move work around , I could pu t a lot more consistency and sanity intomy em ployees’ lives.” And I remember visiting my a rea of-fice in Shreveport, La., when I was a division commander.There were three Corps offices in Shreveport — one onBarksdale Air Force Base that did military construction atBarksdale. There was an HTRW office doing a Superfundclean-up . And there was m y area office. So I went to myarea office and asked, “H ow often d o you get together withthe other Corp s offices here in tow n?” And they said “Wh atCorp s offices?”

Regional Business Centers

So we told Lt. Gen. Ballard in ’96, “Boss, we’ve gotto change this. You’ve got to enable us to op erate m ore re-gionally.” So he established Regional Business Centers, andsome of our divisions have been operating very well asRBCs, moving around hundreds of millions of dollars inwork every year. The Regional Business Center is the focalpoint of USACE 2012, and everything w e do through theRBCs will enable executing d istricts to d eliver better p rod -ucts, faster.

Teams and integration

Something else that came up, about a year ago. Iwas visiting one of our districts that has both civil worksand military programs, and the d istrict engineer said, “Sir,this came d own three weeks ago throu gh Civil Works, andthere are resource implications for my district. Then twodays ago I got this through Military Programs and it hasresource implications. And we just got th is dow n th roughHu man Resources, and Cou nsel sent us this! It doesn’t seemto me that the left hand knows what the right hand is do-ing.” So when I came back to Head quarters, I got the seniorleadership together and asked, “Where in this Head quar-ters is the first place that w e integrate wh at we send dow nto divisions and districts?” And the answ er was, “On you rdesk, sir.”

And if you looked at the way we were organizedwith w iring d iagrams, that’s the way it was. Something cameup to the director of Military Programs, and the directorcould either sign it or give it to the Chief to sign, and it wou ldget in. Same thing in Civil Works. All very well intentioned .It just w asn’t coordina ted.

Well, we’ve got to change that. So under USACE2012, there are no more stovep ipes. When you look at howthis Headquarters is organized under USACE 2012, youdon ’t see a wiring d iagram . You see parachu tes and circlesand bubbles and it looks weird , because it’s different. What

You ask , “Where’s that w orking in th e Corps, Chief?”

Well, what did Civil Works do about a year-and-a-half ago? They created some division-focused teams to dowork. Very traum atic wh en w e first pu t them together, but

the feedback from the field was enorm ously positive.

The other examp le is the Arizona Area Office in L.ADistrict. Pretty good-sized area office, and they’ve reorganized so everybody sits in regionally focused , cross-fun ctionateams. They have regu lators, contract represen tatives, counsel, contracting, engineering an d construction, all sitting ona team. And everyon e in those cross-fun ctional teams workstogether on the challenges in their particular region of theArizona area. You w alk into that floor of the federa l building in down town Phoenix and the energy just pu lses out ofthe d oor at you . They enjoy going to work. It’s challengingThey’re learning someth ing new.

Cyberspace

Operating virtually. My best example is what we d idwith the Panama Canal. In January of 2002 we got the mis-sion from the Panama Canal Authority to provide a conceptdesign for replacement locks so they could handle post-PANAMAX vessels. It was a big job, and we d on’t have thatexpertise in any one district. So we put together a projectdelivery team. We pu t some mem bers of the Panam a CanaAuthority on the team. The district w here the w ork resides isMobile District, so Mobile provided the p roject manager. Wehad 10 districts working on that p roject. They met once faceto-face; the rest of their m eetings were virtual, u sing e-mailconference calls, video teleconferences, and other electroniccommunications.

We delivered that product in nine months, to thedelight of the customer. Now we’re doing six more jobs withthem , and w e’ll probably soon open an office in Panam a.

Communities

Comm un ities of Practice. Well, we’ve been d oing th at informally for a long time. Don’t we get the Human Resourcespeople together now and then? Get the regulators togethernow and then? Well, we’re going to formalize that, and ourComm un ities of Practice will maint ain our technical compe-tence. I’m not just talking abou t engineering and science; I’m

talking about all areas where we need technical competence

Each Comm un ity of Practice will be respon sible forlaying out th e professional developm ent p aths for that com-mu nity, and for making sure that mem bers of that Community of Practice serve effectively on teams.

We used our Project Delivery Team Conference inSan Diego in Novem ber to pu t some of the best minds in theCorps to work on this...How do w e stand up these Comm u-nities of Practice? How do w e enable them?

If you w ant an example of where this has workedwell in the Corps, look at our natu ral resource people. Ontheir own, they formed a Comm unity of Practice. They meetperiodically, and they established a knowledge manage-men t system. It’s a website called The Gatew ay where theyplaced their best practices, and names of peop le to contact

if you ’re working on a sub ject. They’ve even op ened theirCommu nity of Practice to other agencies w ho d o the samesorts of things.

Accepting risks

Process improvements for greater efficiency andeffectiveness, and accepting some risk ... Do you know howwe evolved our processes in the past? Well, we alwaysstarted w ith a fairly sane p rocess. But if something bad hap -pened , we wou ld pu t another step in the process to ensurethat it never happened again. And we kept adding thesethings, and pretty soon you get a pretty convoluted pro-cess.

Very low risk of anything ever going wrong, butwh at are you doing to you r cost-sharing partners and cus-tom ers? “You a ll aren ’t listening. Your processes are dau nt-ing; we don’t und erstand them . You d on’t par tner like apartner. When w e deal w ith one p art of the Corps, it’s notlike dealing with anoth er pa rt. We’re frustrated !”

So we have to become less risk-adverse, amd morecommitted to delivering in a timely fashion. By hav ing Re-gional Integration Teams here in Head qua rters, and d istrictsup port team s in the Regional Business Centers, we w ill beable to monitor the process to enable peop le to do their jobsbetter.

How did we d o things in the p ast? Well, the districtdesigned a project. They shipp ed the p roject up to division.Division looked at it, and they might return it. Once theythought it was OK, they shipped it up to H eadqu arters andwe looked it over. Well, we might find some policy issuewith it. What hap pens then? All the way back dow n to thedistrict. All this could take considerable time.

Und er the new parad igm (the cross-functional, re-gionally focused teams), everybod y will look at a p roject asit hap pens, so issues will surface quicker. They will get re-solved m uch sooner, and w e’ll end u p w ith a better prod -uct, faster.

You say, “Well Chief, I’m not comfortable becausewe d on’t have two or three layers of review.” That’s wherebeing less risk-adverse com es in. We’ve got to become com -fortable with quality reviews, bu t less of them.

And we have already begun implementing this.There are implemen tation p lans from all the Regional Busi-ness Centers th at mu st be back in here by Dec. 12. We willturn them qu ickly, and our intent is to begin imp lementa-tion soon. By Jan. 5, peop le on Regional Integration Teamsin Headquarters will know where they will be working,where their position is, and if their position is an enduringone in this organization.

We’re going to conduct a mock RIF in Headquarters beginning next week, and shortly thereafter we wilnotify those whose positions are not going to be perman ent

Now, I’ve been in the Arm y for 35 years. I have neverRIFed an emp loyee, and I do not intend to start now. We areconducting this mock RIF because we plan to shape thisorganization with some trad itional tools, Voluntar y Sepa

ration Incentive Pay, and Voluntary Early Retirement Authority. We have to conduct this mock RIF to identifypositions w e can VSIP and VERA.

Why reorganize?

So, back to why we’re doing this. The nation can-not afford to h ave w hat hap pened to the Civil AeronauticsBoard happen to the Corps of Engineers. The CAB was apretty powerful federal aviation agency. But PresidenReagan deregulated the airline industry and changed theCAB’s environment. They had an opportunity to changetheir culture, but th ey said, “We like the w ay we’ve alwaysbeen, so we’re not changing.”

Where is the Civil Aeronautics Board today? Itdoesn’t exist. They broke ‘em up and gave their functionsto other federal agencies.

We can’t let that hap pen to the Corp s of Engineersbecause we’re too vital to this nation. The country has become comfortable turn ing to us, giving us th e tough onesand having us come through . Whenever we transition frompeace to conflict, or from conflict back to peace, we’re thego-to agency.

I got called to testify before Congress a couple ofmonths ago. Congress wanted to know if we have any plans

to do away with the Corp s of Engineers. One qu estion theyasked me was, “General, give us an example of anothercountry that has a Corps of Engineers and how it operates.”

And I said, “I can’t, because no other country hasanything like the U.S. Army Corps of Engineers. We’reun ique, and I think it gives our country a tremendou s advantage.”

Right now, the Corps of Engineers’ services are ingreat deman d in Iraq. What other federal agency can doinfrastructure? We rebuilt Greece from 1947 to 1949. Ath-ens District was our first district outside the U.S. Kuwait

— some of you w orked th ere. Saud i Arabia — we built theinfrastructure for its armed forces.

So we can’t let what happened to the Civil Aero-nau tics Board h app en to the Corp s of Engineers. We mustreorganize ourselves to remain the agency of choice. Wehave to operate more like a business, because ou r custom-ers have oth er choices. We mu st always w ork to get better.That’s what the learning organization does for us. That’swhat operating virtually will help do. And becoming ateam of team s is a key enabler.

can travel and block blood and

Stand and stretch twice every hour or

so. On long road trips, do the same at rest stops.

This will get the blood flowing and prevent a

The 17th annual New York City FleetWeek is planned from May 26 to June

2. A parade of Navy and Coast Guardships in the New York Harbor May 26

will kick off the military extravaganza.
