Chloe Welch – Rainbow Secondary College

Chloe Welch embodies community spirit. She is a person who takes every opportunity to make a difference in the lives of others. Coming from a town of just 60 people, Chloe has made her

mark in the community as a leader, coach and mentor to junior tennis and football players.For three years Chloe has been coaching tennis players aged from five to 15 years old.Every week up to 20 people from nearby towns come to train at Yaapeet Tennis Club. ‘I enjoy

coaching because I get a lot of satisfaction from the social interactions and from seeing the juniors improve their skills. They have fun and enjoy it too.’

When Chloe had the good idea to design a junior tennis uniform that would give the club a sense of unity and togetherness, she took the initiative to pitch the idea to the Tennis Club president. She also applied for a $500 state government grant to help pay for the development of her project. Although she consulted with the players, Chloe took on the main responsibility for designing the polo T-shirt and jumper. ‘The uniform made us feel special and part of a club. It was so successful that even some of the adults ordered them.’

Chloe has also been volunteering as an Auskick junior football coach for three years. She started as a junior player and sees this role as another way of giving back to the community that has long supported her.

I am delighted to announce the appointment of two new members of the VCAA Board, Professor Adrienne Clarke and Dale Pearce.

Professor Clarke is Laureate Professor, School of Botany, at the University of Melbourne and was appointed Chancellor of La Trobe University in February 2011. She is a leading academic and a world renowned plant geneticist. She has been awarded numerous distinctions including Officer of the Order of Australia (1991) and has served as the Lieutenant Governor of Victoria (1997–2000). She is the author of four major scientific books and has served the Commonwealth and State Governments on bodies including the Prime Minister’s Science and Engineering Council and the Victorian State Government’s Innovation Economy Advisory Board. Professor Clarke also holds several national and international positions including Fellow of the Australian Academy of Science and Chairman of the Yale-Peking University Joint Venture in Agrobiotechnology, Scientific Advisory Committee.

Dale Pearce is Principal, Bendigo Senior Secondary College, and has over 27 years of experience as both a principal and as a teacher in secondary school education. He is Chair of the State Senior Secondary Principals Group and of the Bendigo Education Plan Year 10–12 Pathways Planning Committee. Other notable positions he has held include member of the University of Melbourne Kwong Lee Dow Young Scholars

CEO’s columnReference Group (2007–2008) and Host Principal, Department of Education and Early Childhood Development Mentoring for First Time Principals (2011–2012). He is heavily involved in education projects including the establishment, in partnership with the Chinese Government, of the Confucius Classrooms Program, which provides Mandarin teaching and learning programs to over twelve schools in Australia.

Professor Clarke’s wealth of experience in all aspects of science, and education more broadly, will bring a unique perspective to the Board’s discussions and decision making. As Principal of the state’s largest senior secondary school with a huge range of VCE and VCAL offerings, Dale will similarly add an invaluable dimension to the Board. In addition, current Board members Vicki Miles and Professor Collette Taylor have been appointed to second terms.

Vicki has recently taken up a new appointment at Doveton College. Collette is Professor at Early Childhood Education, University of Melbourne, and continues to undertake pioneering research into early childhood learning.

Both Vicki and Collette have made outstanding contributions and we look forward to their continuing membership.

The Chair, Professor Shoemaker and I warmly welcome the appointments of Adrienne, Dale, Vicki and Collette.

The VCE Leadership Awards recognise the efforts of VCE students in promoting leadership and participation in their school and local community. VCE Leaders are students who demonstrate initiative, inspire others, work well in a team and are committed to making a difference. They take an interest in activities such as the arts, sport, debating and public speaking; they may campaign for social justice and environmental protection and/or raise funds for worthy causes. Finalists receive a three-month subscription to the Herald Sun, and in November one overall winner will receive a Lenovo computer donated by Lenovo Australia. Students in government, Catholic and independent schools may apply for the award in 2012 by using the application form on the VCAA website.

VCE Leadership Awards

Scott Marriott is very proud of his Queen’s Scout Award as it is the culmination of eight years in the Scout Association of Australia. To achieve the award, he had to complete 17 different badges over a period of three years, setting himself goals and then demonstrating his ability to organise, manage, negotiate, make decisions and lead groups.

Scott also demonstrates his leadership abilities in the school environment. At Mirboo North Secondary College he is School Vice-Captain and House Captain this year; he was Junior House Captain in 2009 and an SRC member from 2007 to 2012. His teachers report that Scott has always been a willing participant in the school’s extra-curricular program – house athletics, swimming and cross-country carnivals, often taking a leading role in these activities. Scott also holds the responsible position of Bus Captain.

At the end of Year 11, Scott was presented with a Caltex Best All Rounder Award. His school nominated him because it considered him committed to excellence, a role model to other students and an active participant in school and community activities and sport.

Scott has also been awarded the Yinnar and District Young Citizen of the Year by the local Lion’s Club.

‘I am driven to be a leader by the rewards I get from it. These are mainly to do with building confidence, for example in public speaking.’

When he leaves school, Scott hopes to study engineering at university. ‘I’ve always liked science and maths subjects and the idea grew on me when I talked to my grandfather, who is an electrical and mechanical engineer.’

When Scott attended the National Youth Science Forum in Canberra he visited the CSIRO, the Australian Defence Force Academy, the Australian Institute of Sport and the Australian National University Research School of Physics and Engineering. ‘This developed my interest even more,’ he says.

Being selected to attend the 2012 National Youth Science Forum involved some stiff competition from 2000 students across the country and three levels of interviews. Only 432 were selected and Scott was one of the lucky ones. The program gives young people the chance to test-drive a wide range of universities and careers in the sciences.

When asked why he enjoys being involved in community and school service, he answers: ‘It’s different to following the crowd like most people. I’ve done it since I was young and I enjoy the challenges it offers.’

English as an Additional Language 2013

In 2013 English as a Second Language (ESL) will be known as English as an Additional Language (EAL).

The same criteria will still apply for EAL eligibility in 2013, as set out in the VCE and VCAL Administrative Handbook 2012, page 52.

However following the 2011 ESL audit, the VCAA has made minor operational adjustments in relation to EAL approval for students who have arrived from Singapore and India. There was substantial evidence gathered through the audit process to indicate that schools were not consistently applying the criteria for students arriving from these countries, especially in relation to the language of instruction.

VASS will disable VASS/VCE coordinators’ ability to grant EAL approval for students whose country of origin is Singapore and India, even though the student may have resided in Australia for less than seven (7) years. A message on VASS will appear, stating ‘ESL eligibility for this country of origin can only be approved by the VCAA’.

In these cases the school will need to forward the applications to the VCAA for a thorough assessment to be made. These applications need to include supporting school documentation and passport stamp and/or international movement records, to determine whether the student is eligible for EAL. Once the application is reviewed by the VCAA, if the approval is granted, it will be entered on VASS and the student can then enrol in English as an Additional Language.

ConsultationCivics and Citizenship Draft Shape Paper (F−12)

Educators are invited to contribute to the development of Victoria’s response to the draft shape paper for primary

and secondary Australian Civics and Citizenship curriculum by participating in the consultation process.

Review of VCE studies 2012Consultation is now open

Teachers and other stakeholders are advised that the consultation drafts for VCE Dance, Drama, Health and

Human Development, Philosophy and Theatre Studies are currently available from the VCAA website for consideration and comment.

The consultation draft, along with the consultation questionnaire and summary of proposed changes can be accessed from the VCAA website.

The consultation drafts for these studies will be available until 22 August 2012.

Consultation RegisterThe electronic consultation register remains open for all studies currently under review. Those registered for consultation are given the option of allowing the VCAA to use their registration details for receipt of email notification of the 2013 revised study implementation briefings.

English/EAL and Literature Text Advisory Panels Suitably qualified and experienced teachers of VCE English/EAL and/or VCE Literature are invited to apply for membership of the 2013 VCE English/EAL Text Advisory Panel and/or the 2013 VCE Literature Text Advisory Panel. These panels will provide the VCAA Board with recommended text lists for 2014.

Training days for VCE examination assessors

This information is for teachers who have applied to assess the 2012 October/November VCE written examinations

and for principals and daily organisers of their home school. The assessor training dates for the 2012 October/November VCE written examinations are shown in the following list. Only those people who have applied and subsequently been appointed by the VCAA to be assessors or emergency assessors can attend these training meetings. Assessors and emergency assessors will be notified of the training venues on confirmation of appointment.

Where indicated by an asterisk (*), these examinations are centrally marked, that is, appointees can only assess scripts at the VCAA Assessment Centre in Coburg; otherwise, examination scripts are taken home to assess following the training. Examinations for studies, indicated by a hash symbol (#) are marked online, that is, appointees view the student responses and register a score via a computer screen.

Typically an appointment to assess one examination precludes an assessor from assessing another study in the same period. Assessment of scripts normally commences the day after the training meeting.

Information about training meetingsThe VCAA provides principals in schools with information about the appointment of staff from their schools, the dates of assessor training meetings and the availability of casual relief teacher (CRT) payments to secure the release of staff. In requesting the school to agree to the release, the professional development benefits are acknowledged, as is the commitment required to do the work in very tight timelines.

If an offer of appointment is made by the VCAA, school-based staff undertaking these VCAA activities in school hours are advised to ensure that their release has been approved and confirmed with their school. Teachers should be aware that the VCAA may need to contact their school for administrative or audit purposes.

Payment arrangements for training meetingsIf release is required from school duties, a CRT payment is made available to the home school (as given by the assessor or emergency assessor in their application registered online via the SSMS website) to gain the release of the teacher from their duties and to cover the absence.

If release from school duties is not required, a payment for attendance at the meeting is made available to the assessor or emergency assessor.

Literature examinationTeachers of Literature should be aware that the numbering of the texts in the Literature examination has been simplified. The former Parts are now called Sections A to E. Each text will have a unique number from 1 to 30. Students will only need to indicate the numbers of their chosen texts on the front cover of the script books, for example, ‘1, 25’. As in the past, students will not be allowed to respond to two texts from the same section. English examinationAs advised in the April edition of the VCAA Bulletin VCE, VCAL and VET students will no longer use three script books for responses in the VCE English examination. Students will complete all sections of the English examination in one answer book.

Students will indicate their choice of text and topic in Section A and context in Section B by shading a check box.

These changes have been made to facilitate the processing of the English examination for online marking.

There will be no change to the format of the examination task book and students will continue to provide written responses using pen and paper.

A sample of the new format for the examination answer book is available on the VCAA website.

Similar changes were successfully introduced for the VCE English as a Second Language examination in 2011.

Product Design and TechnologyIn addition to normal stationery, students are permitted to take the following into the examination room: coloured pencils, markers and a general shape template.

The VCE Exams Navigator 2012 incorrectly lists human shape templates as approved equipment; these will not be required and should not be taken into the examination.

Amendments to English/EAL Text List 2013

The English/ESL Text List for 2013 was published in Supplement 3 of the VCAA Bulletin VCE, VCAL and VET

No. 94 February 2012.Schools are advised that the list of Raymond Carver

short stories on page 2 of Supplement 3 incorrectly includes four stories in the prescribed list from the collection. These are: ‘They’re Not Your Husband’, ‘What’s in Alaska?’, ‘The Ducks’ and ‘Are These Actual Miles?’ The list of stories on page 4 of the Supplement is correct and does not include these four stories.

A second amendment is the adoption of the new national nomenclature – English as an Additional Language. The title of the amended text list for 2013 reflects this change.

Extended Investigation

Expressions of interest: 2013 VCE Extended Investigation pilot

As outlined in the November 2011 and July 2012 VCAA Bulletin, VCE VCAL and VET, the VCAA intends to

conduct a pilot of the VCE Extended Investigation in 2013, subject to accreditation by the Victorian Registration and Qualifications Authority (VRQA).

The VCE Extended Investigation is a new VCE study, approved by the VCAA Board, that provides an opportunity for academically able students to develop, refine and extend knowledge and skills in independent research and carry out an investigation that focuses on a rigorous research question. The investigation may be an extension of an area of curriculum already undertaken by the student or it may be completely independent of any other study in the student’s VCE program.

Students undertake independent research and consider research ethics, relevant selected literature and conventions of academic writing, including referencing systems and acknowledging sources. The results of the extended investigation are presented in a final written report of 4000 words together with an oral presentation that will require students to respond to questions and challenges from a panel.

The study is comprised of a Units 3 and 4 sequence only. There are no Units 1 and 2 in this study.

In 2013, the Extended Investigation pilot will be an unscored study and will provide students with an increment towards the calculation of their ATAR. From 2014 the study will provide a study score.

Schools are invited to lodge an expression of interest in this 2013 pilot.

An expression of interest does not guarantee participation in the pilot. Schools will be informed of the outcome of the expression of interest process in the week beginning Monday 27 August 2012.

Outdoor and Environmental Studies

Erratum in 2012–2016 study design

Teachers are advised of the following correction to the VCE Outdoor and Environmental Studies study design

(2012–2016).On page 24 in Unit 4, Area of Study 2: Sustainable outdoor

environments, Australia’s Biodiversity Conservation Strategy should be dated 2010–2030 and not 2010–2020 as listed in the study design. The number 2020 should be deleted and replaced with 2030 in the point of key knowledge:• management strategies and policies for achieving and

maintaining healthy and sustainable outdoor environments that may be adopted by public and private land managers, including at least one from the following:

– Trust for Nature (Victoria) – Australia’s Biodiversity Conservation Strategy 2010–2030 (Australia)

– Victoria’s Native Vegetation Management: A framework for action (Victoria)

Prescribed texts for 2013

The following texts are prescribed for VCE Philosophy and are referred to in the study design as set texts.

The editions listed will be used by the examination setting panel in setting the 2013 Philosophy examination. Teachers need to ensure that students are familiar with these editions.

The prescribed texts can be sourced from major booksellers, including online and academic booksellers, or directly from the publisher. Note that The Nature of Mind and Other Essays is out of print. Copies of David Armstrong’s essay ‘The Nature of Mind’ can be obtained from the VCAA; it has been reproduced for educational purposes with the permission of the publishers. The redevelopment and approval processes for these programs has been finalised and draft extracts are now

available on the respective VCE VET IT and VCE VET Dance pages on the VCAA website.

Please note the revised VCE VET IT program will be known as the VCE VET Information and Communications Technology (ICT) program from 2013.

Final details for these programs will be published in the VCE VET IT and VCE VET Dance program booklets, which will be distributed to schools and available on the VCAA website in Term 4.

If students are undertaking Units 3 and 4 of a scored program, but do not wish to undertake scored assessment, VASS administrators are requested to enter ‘NA’ for all three tasks.

Margaret Schofield Memorial ScholarshipsApplications for two annual scholarships are invited from government school students of VCE Music. There are two scholarships: Music Composition and Music Performance.

1. Music CompositionThe selection panel will consider applicants who can demonstrate a commitment to music composition in recent years and to a future career in music composition. The students’ study scores for VCE Music Style and Composition, VCE Music Investigation and/or VCE Music Performance (where students have included an original work in their performance examination program) will be taken into consideration. The annual scholarship of $5000 will contribute towards the cost of tertiary education in music.

2. Music Performance The selection panel will consider applicants who can demonstrate a commitment to music in recent years and to a future career in music performance. The students’ study scores for VCE Music Performance and/or VCE Music Investigation (as a soloist for both) will be taken into consideration. The annual scholarship of $5000 will contribute towards the cost of tertiary education in music performance.

Memorial Scholarship

FareShare: Schools in the KitchenMelbourne food rescue charity FareShare’s Schools in the Kitchen program offers high school groups the opportunity to spend half a day in a commercial kitchen working in teams to prepare meals from rescued food for people in need.

Students are taught basic kitchen and food preparation skills, however the program is about more than simply producing cooked meals. Schools in the Kitchen provides a positive volunteering experience at a time when teens are developing their sense of social responsibility, and also educates them on important social issues such as food insecurity, wastage and sustainability.

Term 3 and 4 vacancies are now available for high school groups of up to 20 students. Schools in the Kitchen caters for two groups per week at FareShare’s partner kitchen at the South Melbourne Town Hall.

Geography Teachers’ Association of Victoria conference‘New Directions’ is the theme of the 2012 conference of the Geography Teachers’ Association of Victoria (GTAV). The GTAV will partner with the Global Education Project and, in the National Year of Reading, with the Australian Literacy Educators’ Association (ALEA) – Melbourne Local Council. The conference will be held in the Melbourne CBD on Sunday 26 August and Monday 27 August, with Fieldwork Tuesday offering teachers a variety of opportunities to explore fieldwork options across Victoria.

Primary and secondary school teachers can participate in a range of workshops that will provide opportunities for mutual learning about geographic literacy, sustainability, ICT and indigenous and global issues in the digital world. Full details and registration are available on the GTAV website.

VATE Student Revision DaysAs a service to the English teaching community, and to students of English, the Victorian Association for the Teaching of English (VATE) offers VCE Student Revision Days each year for Units 3 and 4 English, ESL, Literature and English Language. At these days, students can attend lectures and seminars presented by experienced teachers to revise for the VCE English, ESL, Literature, and English Language exams. This year’s Student Revision Days are held in Sale and Mildura on 24 September, in St Albans on 5 October, and in Caulfield on 13 and 14 October. Students can book through the VATE website.
