I t looks like California is poised to regain its position as the 8th largest economy in the world. According to the Center for the Continuing Study of the California Economy by

the end of the year, the state should rank in the top 8 only behind the entire US, China, Japan, Germany, France, the UK, and Brazil as one of the top economic forces. With its diverse economic base in agriculture (we are the 5th largest supplier of food and agriculture commodities in the world), aerospace, shipping, and technology, even as we continue to climb out of the worse economic crisis since the Great Depression, California plays a significant role in the global economy. Led by a rebounding housing market and growing logistics and manufacturing sectors, even with a lagging economy, Southern California remains one of the fastest growing regions in the country. So the recent announcement of the Inland SoCal Link, part of the Governor’s Office of Business and Economic Development’s (GoBiz) iHub program, makes perfect sense. The Inland SoCal Link is a partnership between the County of Riverside and the Port of Los Angeles with a goal to maximize opportunities within the transportation corridor linking the port with the Inland region. As a rail hub, terminal for trucks, and home to more warehousing and distribution centers than we can ever want, the Inland Empire is an important part of the country’s transportation and commerce landscape. This iHub initiative builds on the unique history of the region, which was transformed in the 1870’s into not only an agricultural capital, but also a transportation capital when Southern Pacific Railroad declared its intention to extend tracks from Los Angeles to San Bernardino and then to Yuma, completing the transcontinental line across the Southern United States. Shortly after that announcement the rival railroad at the time California Southern fought for and won the right to cross their northbound track across Southern Pacific’s east/west tracks in Colton. By the 1880’s San Bernardino and the surrounding inland area was literally at the crossroads of the new economy. Bolstered by the growing citrus industry, the Inland Empire became Southern California’s key transportation hub as citrus growers and shippers produced and exported more than 40,000 railroad cars full of navel oranges, lemons, grapefruit and other citrus varieties each year. I remember my uncle Dex, who to this day remains a Lionel Train hobbyist, sharing the stories of railroad executives who build stately homes in northern San Bernardino. And there are my cousins John Rodgers and Tony Banks and my uncle Gus who all spent their professional careers working for the region’s railroad companies. The railroads have been, and remain, a significant part of the inland region’s economy. I recently spoke to my friend Louis Stewart, GoBiz’s Deputy Director of Innovation and Entrepreneurship, who is in charge of the iHub initiative on the expectations for the Inland SoCal Link. He shared with me that it would be ideal to see advances in how logistics work and the creation of a more streamlined pipeline in the logistics system. It needs to be organic, he said, and community involvement, engagement and support are critical. He cited Coachella’s iHub as an excellent example of the community getting behind the effort. The city of Palm Springs donated a building for an incubator and in-kind funding garnered matching funds that have accelerated innovation. Without the community buy-in and supporting innovation, the partnership between industry, academia, and government just doesn’t work, he explained. This is a great opportunity for the region to build on the strengths of our past and create a sustainable vision for our future. Hopefully, with the partnership between industry, government, academia, and the community, we will once again be at the crossroads of the new economy.

R iverside Public Library Director Tonya Kennon has been elected to the Board of Directors for the California Library

Association. The California Library Association represents the interests of public, school, academic, law and special librarians and support staff across the state. Kennon will serve a three-year term.“I am honored to have been selected by my colleagues across the state to represent them and to help shape the future of California libraries,” Kennon said. Kennon became the City of Riverside’s Library Director in July 2011. She previously was the chief librarian for Riverside County. Kennon will be one of 13 members of the Board of Directors for the California Library Association. Board members are responsible for setting policy and direction for the association and for assisting in the review of financial reports.

T his month, Chef Bobby Moghaddam, executive director of Hospitality and Culinary Arts at Riverside City College was

named a recipient of the 2013 Antonin Carême Medal presented by the Chefs Association of the Pacific Coast (CAPC). “I am humbled by this recognition,” said Moghaddam. “I hope to continue to positively affect the culinary industry and lives of our students.” The Antonin Carême Medal, first awarded in 1969, honors chefs who make extraordinary contributions to the culinary education and professional culinary arts. The medal is named after Chef Antonin Carême, who earned the twin moniker of ‘Chef of Kings’ and the ‘King of Chefs’ because of his love for the craft and his reputation for compassion and humanity. “Chef Moghaddam is truly deserving of this award,” said Patricia Avila, dean of Instruction, Career and Technical Education. “His experience and continued commitment to the education of chefs has helped shape the RCC culinary program into a premier provider of culinary education.” Moghaddam studied engineering at the New York Institute of Technology, New York, with a bachelor of science degree in 1971. He earned a master of science degree in hospitality management from Florida International University, Miami, in 1979. Moghaddam has taught at six

that they are en route to the hospital. When a consumer uses the iTriage application to locate Riverside Community Hospital, they have the option to click “Notify us you are coming” from the facility listing. RCH Helps Patients Check-In to the ER via Smartphone

T he City of San Bernardino welcomed two new faces to government leadership when the new City Attorney Gary Saenz and Councilmember Jim Mulvihill were sworn into office earlier this week. Saenz replaced Jim Penman, the city’s longest serving elected official, who was ousted by voters in a successful community-led recall effort. Saenz’s official swearing-in occurred last week in the City Clerk’s office. Saenz said his goal is to de-

politicize the city attorney’s office and to serve as counsel for city staff and leaders. He fired all of Penman’s investigators and their supervisor his first day on the job. Mulvihill replaced Wendy McCammack who was also recalled for her council seat. However, she faces challenger Carey Davis in a run-off for mayor.

I dentified as the 2013 California League Champions, the Inland Empire 66ers revealed a new and exciting look this week.

Owner David Elmore who has owned the team for over 20 years, and general manager Joe Hudson proudly presented to anxious fans, the new and improved team logo at Hanger 24 located in Redlands. Originally in the form of a classic highway route sign for the legendary Route 66, the overall “muscle” theme comes alive in the form of a mechanic swinging a wrench as if it were a baseball bat. San Diego based company Brandiose, who has also created logos for other MILB teams, helped to bring the 66ers’ logo alive. With bold light blue, orange, graphite, grey and black, the mechanic is the essence of what the 66ers have come to be in the Inland Empire community. Seabright Solar representative and one of the sponsors for the 66ers, said that he likes the new logo. “The colors are nice and it is more attractive than the previous logo.” Fans appeared to be pleased with the new direction of the logo. This reporter spoke with general manager Joe Hudson, and asked if he felt as though the new logo will bring a new energy to the team as well as the fan base, to which he responded enthusiastically, “Absolutely.” He went on to state

that they felt it was time for a new look for the team. Hudson mentioned that the process to really hone into making a decision on how the logo would look took approximately the last few months although the design process took nearly a year, the decision finally came about in mid-August. He chuckled when describing the stress involved in the decision making process, “however in the end it was all worth it,” he said. He said the mechanic was not created to take the place of

Bernie, the team’s mascot. But emphasized that, “Bernie would never go anywhere because he is the heart of the team. They are a family and Bernie sits at the head of the table.” The 66ers have been affiliated with Hangar 24 for about six years and if you have an opportunity to go to one of the games, they proudly sell a few of Hangar 24’s seven core beers. Hanger 24 also revealed that their logo changed as well, so the energy for great change was felt throughout the building. Baseball season begins in April, with the 66ers first game away. to 47th District residents and civic and business leaders. During the town hall meeting, Assemblymember Brown reported her legislative achievements from this year’s session, discussed potential legislative ideas for next year and shared upcoming event information. Additionally, attendees had an opportunity to participate in developing local legislation to be carried by Assemblymember Brown in the upcoming 2014 legislative session.

Dear Dr. Levister: I’m writing a school paper on alcohol and drug abuse among Blacks. Is it true that Blacks abuse alcohol and drugs more than whites? L.R.

Dear L.R.: While alcohol and drug abuse continue to adversely affect the lives of African-Americans. These diseases of addiction don’t discriminate. Despite what the media portrays, alcohol and drug abuse is rampant across cultural lines. According to the National Household Survey on Drug and Alcohol Abuse 2008, and data from the National Centers for Disease Control and Prevention (CDC), Blacks and whites abuse drugs and alcohol at nearly the same rate 6.4%, but there are disproportionate consequences among African Americans. The high incarceration rate of Black men (who comprise almost half of the total U.S. prison population) is partly attributable to easily accessible drugs and alcohol in African American communities. Lack of alcohol and drug treatment

Black’s Alcohol And Drug Abuse Untangling Misperceptionscenters in the Black community may also be a contributing factor. However, I caution you to avoid assumptions based on race and socioeconomic status. Factors associated with excessive drinking and drug abuse may not apply uniformly to all African- American communities, but the general trend is noteworthy. The easy availability of alcohol in Black communities and the social use of alcohol for celebrations inadvertently legitimize its use. Recreational drugs, and alcohol, are often used to cope with personal stress, domestic violence, unemployment, family dysfunction, and racial tension. A major factor in drug and alcohol abuse is poverty. African Americans constitute approximately 10% of the 17.5 million female drug abusers. Among Black men, low-income, unemployment, and poor self-worth status are triggers for drug use and trafficking. Drug dealing may be perceived by some as an opportunity to provide for their families

and to achieve respect and status. An African American addicted to drugs and alcohol suffers from the same disease as any other addicted person. However, African-Americans are more likely to die from alcohol and drug related diseases due to racial disparities in health care and a lack of personal responsibility. Although many contributing factors to drug and alcohol abuse are not unique to African Americans, such abuse among Blacks is less often thought of as a disease than a social problem. Media images of Blacks as illicit drug users and alcoholics are misleading and propagate racist negative stereotypes. Data on drug and alcohol use contradict such images: whites suffer from excessive drinking and use illegal drugs at least as much as Blacks. Drug and alcohol abuse among Blacks must be kept in context and addressed as medical illnesses, diseases of addiction, for which medical treatment is necessary.

I n the 1970’s the Doobie Brothers had a popular song “Takin’ it To The Streets:”

“You don’t know me but I’m your brother, I was raised here in this living hell. You don’t know my kind in your world, fairly soon time will tell. You tell me the things you gonna do for me, I ain’t blind and I don’t like what I think I see. So I’m takin it to the streets.”

The voters in San Bernardino finally got tired of all the disruptive political bickering, intimidation, and non legal advice of City Attorney Jim Penman and took their frustration to the ballot box where 60.0% voted him out of office. His legacy is that he was recalled from office.

Not only did voters get rid of Penman and his wife Judi (who was a San Bernardino school board trustee), they sent a clear message to his supporters, a list that included the old guard of former city leaders.

Voters replaced Penman with Attorney Gary Saenz who, to my knowledge, is the first Latino to ever hold the position of city attorney in the city. City Attorney Saenz has already hit the ground running and laid off some department investigators, a group of retired police officers, whose duties included code enforcement.

The voters in Ward 2 also removed Robert Jenkins from the council after he had been charged with felony counts of cyber-stalking and identity theft. They also were fed-up with his unwavering support of the public safety employee association, which will not do its share in helping the city during its financial struggles. Jenkins was also part of the “Disruptive Four” discord on the council.

Voters in San Bernardino…Took It To The Streets (and won!)

They replaced him with Benito Barrios.

In Ward 7, 58.5% of the voters recalled Wendy McCammack from office but city wide they gave her 24% of the vote toward her effort to become mayor. They replaced her on the council with Jim Mulvihill, a retired urban planning professor from California State University, San Bernardino.

The voters in Ward 3 did not vote to recall John Valdivia from his seat on the council.

Virginia Marquez was re-elected to her Ward 1 seat while Fred Shorett has been forced into a run off in Ward 4 with newcomer Anthony Jones, whose You Tube rap video recently cost him an endorsement and financial support from the police officers’ association, which may actually be a good thing.

The voters also selected Carey Davis to compete against Wendy McCammack for the number one spot as mayor.

In the education of our children the voters returned Danny Tillman, Dr. Barbara Flores and elected new member Abigal Medina to lead the state’s 6th largest school district. We are expecting great things from them as they make policy for staff, students and taxpayers.

This was a watershed election in the city so this gives us a great opportunity to get the city going in the right direction. If the new officials will work together with each other without being combative while working with other levels of government at the county and state levels then things can move along smoothly.

L ast week, I was honored to stand up for my late husband George Brown. He was inducted into the hall of fame of leaders from our Inland Region who stood up strongly for civil rights

and communities free from pollution. This Sunday, dozens of people will come together in Riverside along with legendary actor Ed Asner to honor him, a fighter for communities of color, for women, for equal rights, education, and a cleaner environment. The struggles for justice that defined George Brown’s public service did not fade away with him. In addition to myself and my sister Gloria Macias Harrison, a member of the San Bernardino Community College District (SBCCD) board of trustees, he leaves behind a generation of leaders in our community still fighting for the common good, environmental health, and respect and empowerment for people of modest means. In tribute to his commitment to the environment and ethical public service, both the federal courthouse and salinity laboratory in Riverside bear his name. George’s devotion to ending discrimination and people’s exposure to pollution began during his childhood, part of which he spent in Redlands. He went on to represent parts of San Bernardino and Riverside counties in Congress from 1973 to 1999. His core values of dignity and autonomy for all people, a livable and sustainable planet, and problem-solving through science and cooperation, not violence, meant a lot more to him than politics or policy goals. He also lived them. George lived and led the way for California through four decades defined by the civil-rights revolution, the emergence of the farm-workers movement, the blossoming of environmental action and the first Earth Day, the women’s movement, the lesbian and gay rights movement, the Native American movement, and the rise of immigrant, disability, and online activism. George took all these movements very seriously, and included well-qualified advocates from all of them on his staff. As a peace activist and war veteran himself, George welcomed

and integrated people of different beliefs and backgrounds into public service. More than two hundred people worked on George’s staff over the years, including SBCCD board member John Longville and former Assemblymember Wilmer Amina Carter. As Longville likes to say, literally hundreds of people trace their beginning in public service to mentoring, encouragement, and challenges posed to them by George Brown. This year, a new generation of students in our community has begun

to discover the importance and impact of George Brown’s public service. George Brown Elementary is among the newest of San Bernardino public schools. George passed away 14 years ago. He would be deeply touched that a beautiful new school run be devoted educators incorporating Spanish and English in their curricula now provides a ladder of learning for local students and bears his name. The George Brown Legacy Project is the nonprofit organization dedicated to preserving the records and celebrating the recipe for leadership of my late husband. We are working to complete his archives at

UC, Riverside. Please join me this Sunday afternoon, Nov. 24, along with a united community in support of his legacy for a celebration and fund-raiser to open his archives:

Last month the County of Riverside’s Inland SoCal Link became the 16th iHub in the state of California. Each iHub has a specific focus determined by the availability of the region’s specialized resources. The Inland SoCal Link is a joint venture of the County of Riverside and the Port of Los Angeles. This includes Ontario Airport, Los Angeles Airport, Los Angeles/Long Beach seaports and regional highways. “The Inland So Cal Link is another piece of the

puzzle when it comes to California’s recovering economy and advancing innovation,” explains Louis Stewart, Deputy Director for Innovation and Entrepreneurship, GO-Biz. “It brings together a set of complimentary assets to the region that will help drive workforce development, long-term job creation, and business growth. When you add these assets to the statewide picture you begin to weave together the types of resources required to build upon California’s vibrant innovation ecosystem,” he said. Each iHub is anchored by at least one major university or research center/institution, at least one economic development corporation, and typically include research parks, technology incubators, community colleges, business accelerators, and federal laboratories. What makes the iHub initiative essential to the Inland Empire area is that the inland area is home to various manufacturing and technology-based companies with goods production and the transportation of those goods being performed on a daily basis. Also, the Inland area is home to several educational institutions. This provides the region the necessary tools for not only educating and nurturing a new pool of technology-based savvy students and entrepreneurs, but fostering start-ups, as well as providing new and existing businesses the ability to thrive and refine logistics in an effort to maximize the state’s exports. “Partnerships like those formed by the iHubs between government, industry and academia enable disruptive technologies to create new jobs, establish new companies, and assist California to maximize the full value of the innovations being produced. However it will take more than the traditional institutions (education, industry and government) to help regional partnerships like the Inland SoCal Link succeed; It will take the

community to rally behind the innovation hubs to truly achieve success in the region,” Stewart said. Through this burgeoning economy with its transportation corridors, new business parks (to attract businesses old and new) and educational institutions, this allows the region to serve a key role in the economic prosperity of the state of California. “Research universities support foreign trade and investment in a number of ways: by training future leaders through workforce development as well as attracting companies who want to be in close proximity to the university,” said Dr. Michael Pazzani, Vice Chancellor for Research and Economic Development at the University of California, Riverside. According to Pazzani, universities and institutions of higher learning are key components in the iHub initiative, “Manufacturing could be connected to UCR or RCC. RCC might want to hire people and they have a training program in advanced manufacturing to run the high tech machinery, which is very automated. And RCC can train these individuals.” “We’re developing the next generation of materials or manufacturing processes. One example -- a company might come with a problem – we have technology to make bullet proof vests light with different material and a company might want to use this material to build helmets or clothes… we can provide the latest technology here,” he continued. T he Friends of the Riverside School of the Arts in conjunction with the Riverside Community Services Foundation combined efforts to raise funds to

support the Riverside School of the Arts through a “Give Big Riverside” fundraising campaign. As part of Give Big Riverside fundraising effort, a 24 hour fundraising web-a-thon, the Riverside Community Services Foundation hosted a reception and open house at the School of the Arts located at the Cesar Chavez Community Center at Bobby Bonds Park. During the reception those in attendance saw performances and displayed work of students enrolled in dance, music, creative writing and art classes at the school. Proceeds from this fundraising effort will be used to purchase instruments, pay for instructors, and provide scholarships to deserving youth in the community. The Riverside School of the Arts offers children in the community the opportunity to learn and gain a greater appreciation of the arts. T his past week, The Pasadena Playhouse opened its doors for an exclusive performance of 12 Angry Men, studded with

stars such as Tavis Smiley, Angela Bassett, John Cho, Vanessa Bell Calloway, along with various committee chair holders, founding members and press to honor Wren Brown as the 2013 Wells Fargo Diversity Theatrical/The Pasadena Playhouse Diversity Project Honoree. Originally written and put into production in 1954 by Reginald Rose (1920-2002), 12 Angry Men, portrayed the depth and emotion of jurors who were going to be responsible for the fate of a young teenage boy accused of murdering his own father. Tensions escalate quickly among the jurors as one juror goes against what appears to be obvious and believes that the boy should not be found guilty of this heinous crime. Throughout the play, the men are seen in the deliberation room of the courthouse with little to no breaks, in order to come to a conclusion quickly to avoid being there for too long. Artistic Director of The Pasadena Playhouse and director of 12 Angry Men, Sheldon Epps, creatively diversified the cast by incorporating a racial element to the stage. The original cast consisted of twelve White males. Epps introduced us to six White men and six African American men to depict the intense emotion amongst the cast members. Each character’s dialogue was taken directly from the original script with a few lines sprinkled throughout the play that caught the audience by surprise. “I hope that our production will incite conversation about racial issues, perception, and discrimination that are at the center of this work,” said Epps. He is an active community leader with a commitment to workforce and economic development in Riverside County and throughout the Inland Region.

You are the founding chairman of the March Economic Partnership. Can you briefly discuss the mission and vision of the initiative?For nearly 100 years, March has been both an economic and geographic center for our region. The positive impact of its influence has radiated to every corner of Western Riverside County and beyond, reaching across the entire inland Southern California region. It is the ambition of the private sector leaders who have launched this partnership to honor the reputation and heritage of March by ensuring their collective efforts result in economic success and opportunity for Western Riverside County. The focus of March Economic Partnership’s efforts will foster opportunities to support and enhance: business attraction, retention and expansion; job creation and workforce development; infrastructure, education, healthcare and veterans services; and collaboration with other regional

leadership organizations.

March Air Force Base was a significant economic generator for the region. With the decommissioning of the base, its conversion to a reserve base, and its current realignment status, what role do you see it playing in the region’s economic future?March Air Reserve Base (MARB) remains a force even after it was designated to its reserve status from its active duty role in the 1992 BRACC (Base Realignment and Closure Commission). It is almost 97 years old and the largest and most active reserve base in our nation. Today’s March plays a huge and strategic role in the Department of Defense’s “total force” policy, where reserve forces actively participate in every aspect of military warfare. Almost 1/3 of our nation’s military, still the best and most feared in the world, is made up of reservists. Reserve units cost the Pentagon approximately 75% of what the active unit duties do and this allows the Department of Defense to operate with fiscal efficiency never before seen in our military. The added benefit of these savings is that it keeps Congress happy. MARB, in its current format, has an approximately $550 million dollar impact on our two county region and that is by far the largest of any private or government enterprise. Long time residents of our region still think of March as an exclusive Air Force

base but it is actually a multi-services base which houses Marines, Army, Navy and the National Guard units in addition to the Air Force. And the successes at March of the total force integration today are influencing the DOD and congressional officials to seriously consider more bases in a similar fiscally efficient and yet very effective manner. During past BRACC, many bases have been shut down leaving communities across our nation in utter chaos and devastation. And many have been realigned to reserve bases such as our beloved March. But in all cases, there have been base re-use agencies that have been formed to help the transitioning process. And here I have to give credit where credit is due. Our base re-use agency, the March Joint Powers Authority has a done a very efficient job in attracting employers and creating jobs on surplus land which was turned over to them by the DOD. In addition to creating jobs, the March JPA is also helping the DOD reduce some of its overhead costs in operating the airfield and runway. But now based re-use is about to reach never before seen levels, where the Pentagon is seeking joint services and support in other ways such as educational facilities and healthcare services. And in a region like ours where there is a huge, documented shortage of medical services, MARB and the March JPA will both play a huge role in providing just that.

Young Visionary Youth Leadership Academy, along the with Black Voice Foundation, have been awarded a major grant by the San Bernardino County Department of Behavioral Health to promote resilience in African-American children and their families within San Bernardino County targeting students primarily within the San Bernardino City Unified School District (SBCUSD).

The three-year funded grant (SMAART) “Successfully Motivating African-Americans in Resiliency Training” is a twelve week, multi year, intensive K-8 program that will be a hub of high expectations. This program will directly support the SBCUSD strategic plan.

Key leadership of SMAART includes Young Visionary Youth Leadership Academy (YVYLA) and Black Voice Foundation Inc (BVF) and a host of community partners. Both organizations have a history of developing partnerships and working with student success in San Bernardino and Riverside County for over 20 years.

Awarded $640,000 Grant

SMAART has partnered with the Department of Equity and Targeted Student Achievement, and the African-American Parent Advisory Council from the San Bernardino City Unified School District and Hardy Brown College Prep, a charter school located in downtown San Bernardino.

The Prevention and Early Intervention program targets African-American children and youth and will provide services in culturally appropriate settings, incorporating African- American philosophies and traditions as a platform from which to offer mental health education programs with the intention of promoting resiliency in African-American children.

Program Goals and Objectives reduce the risks of school failure due to unaddressed emotional factors:

• Reduce the risks of juvenile justice involvement

• Weekly lessons completed in collaboration with SBUSD schools

• Conflict resolution among students

• Effective Black Parenting

• “Meet a Mentor” workshops with local leaders of the community

• History and heritage that will bring greater understanding to families

•Health and wellness workshops to increase awareness
