As Election Night came to a close Tuesday night I was prepared to write a very different message. I had researched a Princeton

study released this spring that found that America was no longer a democracy but instead an oligarchy where the wealthy elite wield most of the power and rich, well-connected individuals on the political scene steer the direction of the country regardless of or even against the will of the majority. It is no secret that money and big money has influenced elections, but has it really replaced the democratic process? Even as special interest groups and wealthy individuals pour billions into independent expenditure political action committees to protect their interests, has the individual voter, the average citizen, lost the power to be counted? My thoughts changed when I reviewed the election results Wednesday morning and began to see a very different narrative. It’s a local grassroots narrative. Some might even say hyper local. And to a literary romantic like me, it’s encouraging, and illustrates the power of our democratic process. In San Bernardino, Mayor Carey Davis, spokesperson for charter reform Measures Q & R was on the record as saying “we got outspent” when asked why Measure Q was defeated. His chief of staff added, “A special interest has put a lot of money into a campaign to put fear into voters.” But Measure R passed, so what was the difference? Was it simply the money spent by the firefighters unions who waged an aggressive and sometimes misleading “No on Q” campaign? Or did the reformers fail to harness the power of an electorate clearly ready for change? If it’s only “outspending” that sways an election, then Measure L in Riverside should have easily passed with the $1.5 million contributed by a Las Vegas-based developer. The well-funded and smartly branded campaign for the measure, which would have allowed for the development of the area known as La Sierra Lands, was defeated by a citizen-led grassroots effort that raised only $20,000 and relied on social media and handmade signs to educate voters. In Moreno Valley, only one of three of Highland Fairview-supported candidates benefitted from its developer’s generous campaign support. His political action committees spent over $367,000 to defeat the recall of Councilwoman Victoria Baca, and support the races of Yxstian Gutierrez and Jeffrey Giba. Only Gutierrez was successful in his bid but Victoria Baca was recalled and will be replaced by Dolores LaDonna Jempson, and Giba lost to Corey Jackson in the race for the District 2 seat. Highland Fairview supported political action committees spent three times the total amount of money raised individually by all the city council candidates combined. This campaign season I was fascinated by the “big money vs. grassroots campaign” dynamic. In the city of Richmond, a northern California town of 107,500, the largest industry in the city is Chevron who decided that in order to have a more favorable relationship with the city council they would back their own slate after the city sued them in 2012 over a major refinery fire. But not only did the oil company support candidates, they funneled $3 million into their own “Moving Forward” political action committee and launched an aggressive campaign supporting their candidates and opposing the group that eventually named itself “Team Richmond,” candidates hostile to the big oil company. With only a five-figure budget “Team Richmond” was triumphant. So even this election season across the state, and I’m sure the nation, the local little guys with conviction and the energy and strategy to execute grassroots campaigns were victorious. They kept the message clear, often focused on “quality of life” issues, and galvanized their fellow citizens. So unlike the Princeton study’s findings they not only believe in the power of our democracy they harnessed its power and defeated the elite. San Bernardino’s reformers should take note. Money alone doesn’t influence elections. It takes passion, persistence, and the engagement of the entire electorate.

San Bernardino

O n Thursday, October 23rd at San Bernardino Valley College, author, commentator, television and radio host,

Tavis Smiley spoke to a filled auditorium of faculty, students, politicians, and community members. His message was simple: “Poverty is threatening our very democracy.” Long before he arrived on the campus, there were rumblings throughout the dark, barely lit auditorium, that many of the people there were not big fans of Smiley. Notably, many admittedly stated that they did not agree with some of his ideologies and his criticism of President Obama. It seems as though he knew his audience because he jokingly stated when he first took the stage, that he knew there were critics in the crowd “...but at least I know my mother loves me”. But as he spoke and the evening progressed, it was clear that he was making a positive impact and his message resonated among the crowd. He indicated that there is a troubling gap in

Tavis Smiley: Poverty in America

the United States between the nation’s ideals and its realities. The people hurt by that gap are increasingly the poor and it’s progressing across color lines he said. By the occasional shouts of approval and applause, the audience agreed with him. He spoke about the promise of America being one thing but the actual possibilities for everybody is not the same. This disconnect exists. The gap is getting bigger and the poverty stricken population continues to grow. There is a disconnect when in 2012 three of every 10 people were living in poverty, according to the Census. And it is a disconnect that’s concentrating wealth into the hands of a few at the expense of everyone else, he said. “We are not a perfect nation. We make mistakes. We make bad decisions. We have horrible foreign policy decisions that are made in our name every day and we wonder why people around the world tend to not like us.” Smiley discussed various current events and topics. He even spoke on everyone having a calling, a purpose in life. “There is a reason why you (we) were uniquely created… there is a reason why we all were placed on this earth and

it’s not just to take up space. Lifes most urgent and persistent question is, ‘What are you doing for others?’ Your love and service to others is the rent you pay for the spaces that you occupy… you have got to earn the space that you occupy.” Also, Smiley had a message that validated Dr. Martin Luther King, Jr.’s beliefs and ideals of what our nation, state, and community leaders should embrace. “Like King, leaders need to have the courage to have empathy for all, and society needs to emphasize education’s power to serve the public good rather than self-interest.” While speaking on the perils of poverty, Smiley mentioned his inspiration for his latest book, “Death of a King: The Real Story of Dr. Martin Luther King Jr.’s Final Year.” He indicated several circumstances surrounding Dr. King’s last days and the audience was taken off guard. It was sad to hear some of the things that he endured by the government, politicians, liberal whites, and even his own people. He teased the audience with a few tidbits and suggested that everyone read the book to see a story that has never been told.

Dear Dr. Levister: I recently lost 70 pounds with the help of diet and exercise. Now that I am pregnant can I still exercise? R.K.

Dear R.K.: If you have been following a regular exercise program prior to your pregnancy, you should be able to maintain that program to some degree throughout your pregnancy. Exercise does not increase the risk for miscarriage in a normal low risk pregnancy. If you are just starting an exercise program as a way of improving your health during your pregnancy, you should start very slowly and be careful not to over exert yourself. Consider a prenatal yoga class that is specifically designed for pregnant women. Listen to your body. Your body will naturally give you signals that it is time to reduce the level of exercise you are performing. Never exercise to the point of exhaustion or breathlessness. This is a sign that your baby and your body cannot get the oxygen supply they need.

Exercise During Pregnancy

Wear comfortable exercise footwear that gives strong ankle and arch support. Take frequent breaks, and drink plenty of fluids during exercise. Avoid exercise in extremely hot weather. Avoid rocky terrain or unstable ground when running or cycling. Your joints are more lax in pregnancy, and ankle sprains and other injuries may occur. Contact sports should be avoided during pregnancy. Weight training should emphasize improving tone, especially in the upper body and abdominal area. Avoid lifting weights above your head and using weights that strain the lower back muscles. During the second and third trimesters, avoid exercise that involves lying flat on your back as this decreases blood flow to the uterus. Include relaxation and stretching before and after your exercise program. Eat a healthy diet that includes plenty of fruits, vegetables and complex carbohydrates.

T his past week was filled with many exciting

things for me from the November elections to Vice President Joe Biden coming to Colton, to the African American surgeons holding a panel discussion at UC Riverside and finally the local NAACP Annual

Freedom Fund Dinner in San Bernardino. With Cheryl Brown seeking re-election to the Assembly in the 47th District (which serves Colton) she was on stage with Vice President Joe Biden to bring remarks on behalf of Congressional candidate Pete Aguilar. She did a wonderful job as did VP Biden in representing the democratic efforts to get out the vote this Tuesday. As her husband, I was so proud of her as she enthusiastically pumped up the crowded Colton High School gymnasium supporters. It was a rainy morning but people braved the rain for the opportunity to hear speakers: Mayor Deborah Robertson of Rialto, Mayor Sarah Zamora of Colton, Colton School Board Member Dan Flores, Secretary of State candidate Senator Alex Padilla, Mayor Pete Aguilar of Redlands running for Congress and non-elected officials like senate candidate Connie Leyva, AFL/CIO Executive Secretary and Treasurer Laurie Stalnaker, Chair San Bernardino County Democratic Party Chris Robles, and Vice Chair California Democratic Party Eric Bauman. Rev. Ray Turner of Temple Missionary Baptist Church offered the invocation with songs performed by New Hope Missionary Baptist Church all from San Bernardino. Afterwards, I attended Opening Doors, a

Local History Past And Present

panel discussion by African American surgeons held at the University of California, Riverside to educate students on careers in medicine. Thursday of last week, Willie Brown of San Francisco, yes the longest serving speaker of the State Assembly and mayor of San Francisco was the keynote speaker for the NAACP Freedom Fund Dinner. He laid out from memory the struggle to gain civil rightsleading up to the signing of the Civil Rights Act of 1964. Those who lived through it and those hearing it for the first time were enlightened to the African American struggle towards freedom in America. I use the word “towards” because we are not there yet. The Civil Rights Act involves: Title 1, Voting Rights; Title 2, Public Accommodations; Title 3, Desegregation of Public Facilities; Title 4, Desegregation of Public Education; Title 5, Civil Rights Commission; Title 6, Nondiscrimination in Federally Assisted Programs; Title 7, Equal Employment Opportunity; Title 8, Registration and Voting Statistics; Title 9, Intervention and Removal of Cases and Title 10, Community Relations Service.

My life has been impacted greatly by this law because I lived through this transitional period and had the good fortune of having responsibility to develop and implement Title 7 Equal Employment Opportunity Programs at Kaiser Permanente Medical Program of Southern California and Fontana specifically. As a school board member I helped adopt policies that improved the recruiting and hiring of minority employees in San Bernardino and at Valley College. Lastly, I want to introduce my newly appointed pastor at St. Paul AME Church in San Bernardino, Rev. Norman Copeland. We have known one another for a long time and his son was hired under the Kaiser Summer Youth Program some 30 years ago. In addition to his pastoral duties, he will be a great leader in the community. He is a champion for social justice and community development. Welcome Pastor Copeland and please come by to give him a warm greeting. Before you ask, Rev. Larry Campbell now can call Pasadena home. We will miss him greatly.

From l to r: Congressman Elect Pete Aguilar Asseblymember Cheryl Brown, and Mayor Willie Brown. (Above): Pastor Norman Copeland

F all is a wonderful time of year. Changing leaves. Cooler weather. It’s also the season for people with Medicare to

review their current Medicare coverage, as Medicare Open Enrollment begins. As we prepare for Medicare Open Enrollment, which began on October 15 and ends on December 7, Medicare wants everyone to know that quality continues to improve both in Medicare Advantage and in the Part D Prescription Drug Program. Each year, plan costs and coverage can change. During open enrollment, seniors and people with disabilities across the country have the opportunity to review their current Medicare coverage and see if they want to make any changes for the next year. It’s important for people with Medicare to take the time to make sure their current situation still meets their health care needs best. To help people choose a plan, Medicare calculates plan “star ratings” for Medicare health and prescription drug plans. Each plan gets a number of stars on a scale of 1 to 5—with 5 being the best—based on quality and performance. These ratings are designed to help people with Medicare, their families, and caregivers compare plans, in addition to

information on their premiums and benefits. This year, people with Medicare who choose to enroll in a Medicare health or prescription drug plan will have access to more high-rated, four- and five-star plans than ever before. Approximately 60 percent of Medicare Advantage enrollees are in a Medicare Advantage Plan earning four or more stars in 2015, compared to an estimated 17 percent back in 2009. Likewise, about 53 percent of Part D enrollees are currently enrolled in stand-alone prescription drug plans with four or more stars for 2015, compared to just 16 percent in 2009. Since the passage of the Affordable Care Act, enrollment in Medicare Advantage will increase to 42 percent to an all-time high of over 16 million and Medicare Advantage premiums will have decreased by 6 percent. For people with Medicare, this is good news in how they receive care. Plans that are higher rated deliver a high-level of care, such as improving the coordination of care, managing diabetes or other chronic conditions more efficiently, screening for and preventing illnesses, making sure people get much-needed prescription drugs, or getting appointments and care quickly. A high rating also means these plans give better customer service, with fewer complaints or long waits for care. If you have Medicare and need assistance,

Improved Quality of Medicare Plans and Steady Premiums are Great News as Open Enrollment BeginsBy Marilyn Tavenner, Centers for Medicare & Medicaid Services Administrator

you can visit Medicare.gov, call 1-800-MEDICARE (1-800-633-4227), or contact your State Health Insurance Assistance Program (SHIP). You should have received the 2015 “Medicare & You” Handbook and important notices from your current plan, Medicare, or Social Security about changes to your coverage. If you’re satisfied with your current coverage, there’s nothing you need to do. Better quality in Medicare health and prescription drug plans isn’t the only good news for people with Medicare. For most seniors who have Original Medicare, the 2015 Part B premium will stay unchanged for a second consecutive year at $104.90. This means more of seniors’ retirement income and any increase in Social Security benefits will stay in their pockets. The Part B deductible will stay the same as well. Medicare is working hard to make sure this good news continues so that seniors and people with disabilities will continue to get the health care coverage they deserve.

Inland Empire democratic candidates drew the likes of Vice-President Joe Biden, who made a special appearance in Colton at Ken Hubbs Gymnasium supporting Aguilar. Supporters at the event included Secretary of State candidate Alex Padilla, Rialto Mayor Deborah Robertson, Colton Mayor Sarah Zamora, and Assemblywoman

When I was first elected to Congress in 2012, I said that I would work to create good-paying jobs, make college affordable, improve workforce-training programs, make sure our veterans are taken care of, and preserve Social Security and Medicare benefits. I’m proud to say that over the past two years, we’ve made progress on several of those goals. I voted in favor of the Workforce Investment and Opportunity Act, introduced legislation to regulate for-profit colleges that are saddling students with mountains of debt and worthless degrees, championed an increase of VA medical residency slots, and stood up to leaders of both parties when proposals that would cut Medicare and Social Security were put forth. “Despite these successes, there is still much more work to be done. And finally, we must pass comprehensive immigration reform with a path to citizenship. “When the 114th Congress is sworn in to office early next year, it is my hope that the gridlock that has plagued our body for the last several years ends and that we can overcome the obstacles laid before us and improve the lives of the American people.”1-Scott Williams, 34, Riverside, said he votes to ensure a good future for his wife Jennifer, 30, and son Max, 1. 2-Congress member Mark Takano receives a little something extra from supporter Jackie Rawlings. 3-Victoria Baca said lies spread by a small minority led to her being recalled from the Moreno Valley City Council. “It’s a group from the east end that have been historically against growth,” said Baca. “That’s something they have not embraced.” “With the investigations going on they put the blanket on all of us,” said Baca. “And I’ve been a victim of that.”

final chapter in Moreno Valley’s infamous saga of corruption charges, corruption investigations, and political strife with the City Council elections. Earlier this year, frustrated residents joined campaign committees that have ousted former Mayor Tom Owings during primary elections in June. On the recall ticket this election was District 5 City Councilwoman Victoria Baca, who was resoundingly recalled and replaced by LaDonna Jempson. Also on the ballot in Moreno Valley was Yxstian Gutierrez, who was appointed in a seemingly closed-door meeting to office to replace former City Councilman Marcello Co. And removed after

“Despite these successes, there is still much more work to be done. We also need to restore funding for basic scientific research and raise the minimum wage so that no one working full time lives in poverty.”

- Rep. Mark Takano

After defeating Riverside City Councilman Steve Adams and being re-elected to the United States House of Representatives for California’s 41st Congressional District, Rep. Mark Takano (D-Riverside) stated: “I am honored that the residents of the Inland Empire have chosen to send me to Washington to serve as their voice in Congress once again. The unemployment rate in the Inland Empire is still too high and we need to pass a five-year transportation bill that would allow for the long-term planning of local projects. We also need to restore funding for basic scientific research and raise the minimum wage so that no one working full time lives in poverty. “And I’ve been a victim of that.”

community members petitioned the California Attorney General. Voters elected to return him to the City Council. Other hot contests in Moreno Valley include the District 2 Council seat being vacated by City Councilman Richard Stewart who served in office for 24 years. As of presstime Corey Jackson was declared the winner in a field of nine candidates. (Due to damaged and uncounted ballots, Riverside County election results in several races were delayed.)

A Petition for Probate has been filed by: LONNIE CARL HOGAN in the Superior Court of California, County of: RIVERSIDE. The Petition for Probate requests that: LONNIE CARL HOGAN be appointed as personal representative to administer the estate of the decedent. The petition requests the decedent’s will and codicils, if any, be admitted to probate. The will and any codicils are available for examination in the file kept by the court. The petition requests authority to administer the estate under the Independent Administration of Estates Act. (This authority will allow the personal representative to take many actions without obtaining court approval. Before taking certain very important actions, however, the personal representative will be required to give notice to interested persons unless they have waived notice or consented to the proposed action.) The independent

administration authority will be granted unless an interested person files an objection to the petition and shows good cause why the court should not grant the authority. A hearing on the petition will be held in this court as follows: Date: 12/03/14 Time: 8:30 A.M. Dept.: 08. 4050 Main Street, Riverside, CA 92501. If you object to the granting of the petition, you should appear at the hearing and state your objections or file written objections with the court before the hearing. Your appearance may be in person or by your attorney. If you are a creditor or a contingent creditor of the decedent, you must file your claim with the court and mail a copy to the personal representative appointed by the court within four months from the date of first issuance of letters as provided in Probate Code section 9100. The time for filing claims will not expire before four months from the hearing date noticed above. You may examine the file kept by the court. If you are a person interested in the estate, you may file with the court a Request for Special Notice (form DE-154) of the filing of an inventory and appraisal of estate assets or of any petition or account as provided in Probate Code section 1250. A Request for Special Notice form is available from the court clerk. W ith the possibility of a Pac-12 South title still in play, a UCLA win over the Arizona Wildcats (6-2, 3-2) was the only acceptable

outcome for the Bruins on Saturday night. “If we don’t win this game, it’s over. There would be hardly any chance for us to win the Pac-12 title,” said an obviously relieved Jim Mora after the game. The Wildcats entered Saturday’s game with only one blemish on their record, a 28-26 home loss to USC. Arizona’s offense was averaging 40 points per game and sporting a #14 national ranking and finally the Wildcats are the only team to beat conference leader Oregon, handing the Ducks a 31-24 loss in Eugene. Saturday’s game may not have been “do or die” for the Bruins but ending the day with 3 conference loses would have certainly reduced any hopes of a Pac-12 title to wishful thinking. Fortunately for that portion of the 80,246 that came to see UCLA win its Homecoming game, it was a good night. Brett Hundley knew the situation and was resigned to do whatever it took to get the win. Hundley was 19-26 for 189-yards passing and joined Cade McNown as UCLA’s all time touchdown leaders when he hit a 70-yard bomb to a streaking Jordan Payton for a career TD number 68.

Hundley, Defense Lift BruinsUCLA still in conference title contention thanks to Hundley and testy defense.By Gary Montgomery

Hundley drove the Arizona defense crazy all night, tucking the ball 24 times for a season high total of 147-yards rushing and further adding to his UCLA legacy by giving him 3 games of over 100 yards rushing in his career. The UCLA defense followed Hundley’s lead and although not a thing of beauty, they accomplished something that had not been done this season. The Bruins’ defense held Arizona quarterback, Anu Solomon, and his offense to a single touchdown. Given the many problems that the Bruins’ defense has encountered this season closing out opponents, shutting down the Wildcats’ offense is the most surprising aspect of the game. “I think the guys are beginning to trust what we are doing. I think they are starting to believe in it,” said UCLA Defensive Coordinator Jeff Ulbrich. “In the past I think we have let-up at times (on opponents) and that has hurt us,” continued Ulbrich. After the Wildcats took the opening kickoff and used 3 UCLA penalties to complete a 58-yard drive culminating with a 14-yard pass from Solomon to Cayleb Jones for a 7-0 lead. At that point, it didn’t look good for the Bruins’ Homecoming hopes. Who would have known that this would be the last time Arizona would score. UCLA committed 11 penalties for 118-yards and could only muster 3 points in the first half on a 24-yard Ka’imi Fairburn field goal to trail 7-3 at the half. The two teams traded drives most of the third quarter until UCLA managed to put together a 12 play 58-yard scoring drive capped off by a 2-yard run by Miles Jack to give the Bruins a 10-7 lead. Again the Wildcats’ offense stalled and was forced to punt the ball back to UCLA. On the first play, Brett

Hundley aired out a 70-yard bomb to Jordan Payton for a touchdown and a 17-7 lead. Amazingly, this would be the final score. Arizona’s junior quarterback, Anu Solomon, had his worst game of the season. “Well the offense was poor, poorly called, poorly executed, poorly played, and it started with the coaching staff. We played hard. Though our defense played well enough to win, for the most part Hundley hurt us running as much as throwing. We knew that was an issue,” said Arizona head coach Rich Rodriquez. Former Eleanor Roosevelt High Star and team captain, Austin Hill took a hard hit early in the third quarter and had to leave the game for precautionary reasons, further crippling the Wildcats’ offensive unit. “We don’t have a lot of depth, or as much as we want. We were down a few guys with injuries and penalties and stuff like that, so yeah we probably got a little tired too,” said Rodriquez. It wasn’t pretty but UCLA’s win over Arizona keeps their hopes alive for a Pac-12 South title this season. The Bruins travel to Washington next week for a showdown with the Huskies, get a week off and then return to face USC and Stanford at home. It’s not complicated at this point; the Bruins need to run the table or start thinking about next season and life after Hundley.Gary Montgomery can be reached at [email protected]
