The theme of the seminar will be "Biological Effects in the Hydrological Cycle--Terres- trial Phase.'' Participants will be selected from university faculty members active- ly engaged in teaching and research in hydrology, except for certain specialists from government planning agencies and research institutes. Modest support for participants from the United States will be available through NSF funds, and about ten fellowships will be available from Unesco for par- ticipants from outside the United States. Recmendations from Unesco or the re- spective National Cmittee for IW will be required for participants from other countries. A recent brochure describes an interdepartmental program in water resources engi- neering at the University of Colorado. The program has been developed by the Department of Civil and Environmental Engineering and the Department of Chemical Engineering to provide in-depth training in water quality control and management and broad based studies in water management and engineering. The Florida Institute of Technology has initiated a program leading to a Master's degree in Bioenvironmental Technology. The program is designed for students with a B. S. degree in physical sciences or engineering and mathematics. Further infonna- tion may be obtained from Roman K. C. Dr. Dean E. Mann has been appointed Chief of the Social and Behavioral Sciences Division of the National Water Commission. He has been Professor of Political Science at the University of California, Santa Barbara.

Dr. Fred S. Singer, Department of the Interior, served as chairman of an international symposium entitled 'Nan's Intervention in the Sea." The symposium, held in Tokyo in September, was organized by committees of the International Council of Scientific Unions and was supported by the United Nations through UNESCO and FAO.

Henry C. BarksdaZe of the U.S. Geological Survey in Alabama received the Distin- guished Service Award from the Department of the Interior. The award is the highest honorary award conferred upon civilian employees of the federal government.

A . F . SpiZhaus, Jr. has succeeded Waldo E. Smith as Executive Director of the Ameri- can Geophysical Union, after 26 years of service.

EZburt F . Osbom has been named Director of the U.S. Bureau of Mines. He leaves the position of vice president for research at Pennsylvania State University to assume the post.

Carl KZein resigned in October as Assistant Secretary of the Interior for Water Quality and Research.

BZucher A. PooZe, Technical Secretary of the Indiana Stream Pollution Control Board, has retired after 39 years of public service.
