Dear Residents

The Chinese have a saying " ". It is a reminder that as Spring approaches,

we should make plans for the year ahead with the hope of a bountiful harvest.

Besides planning for estate upgrading, we also have plans for community development

within the Bishan-Toa Payoh GRC. I'm excited to share with you some of these plans.

In April this year, with the support of Central CDC, we will pilot an 8-month long

project to help students who are academically-weak to improve their thinking and

study skills.

Over the June school holidays, we plan to organise volunteering opportunities for the recipients of CCC* Bursaries.

We hope to nurture in bursary recipients the idea that they are not just passive beneficiaries, but valued members

of the community who can also make a difference. We are fortunate to have the support of our ComCare Local

Network of Voluntary Welfare Organisations in this initiative.

We are also planning a Family Carnival towards the end of the year, in conjunction with the CCC Bursaries Award

ceremonies. We hope it will be an occasion for all the families staying in Bishan-Toa Payoh to come together to

celebrate the joy of having one another, and of the children making steady progress in their studies.

All of these plans have been made possible only because our grassroots leaders worked hard last year to raise

funds for the GRC Education Fund (you can read about this fund-raising effort on pages 6&7). We are also

fortunate to have the strong support of donors who share our belief that enhancing education opportunities is

essential to community development.

It will be a busy year ahead, and hopefully a bountiful one too!

HDB residential blocks are scheduled for cyclical works to keep them in good condition, and for the services to function efficently

and problem free.

The Town Council is responsible for the maintainence of some blocks in the GRC. Thus, detailed planning is essential to ensure

works carried out smoothly and with minimal disruption and inconvenience to residents. Due to nature of works involved, we are

mindful of your safety and will do our best to barricade the affected areas, and keep you updated. Thus, the Town Council seeks

the understanding and co-opearation of residents to inform your family members and advise your children to stay away from the

work sites.

11.00am. Assigned Fire Warden assisted

the stallholders and patrons of Blk 320

Shunfu Mart to evacuate in a calm and

orderly manner. They were all safely

assembled and accounted for at the Blk

303 amphitheater within 4 mins and 56

seconds. Fortunately, there were no

“injuries or fatalities”.

Do not panic, this was only a fire drill

conducted by the Town Council, SCDF

and NEA on 31 January 2008. Mr Hri

Kumar Nair, who was the guest of

honour, activated the alarm to start the

exercise. This exercise serves as a

precautionary measure as well as a

practice to the stallholders and members

of public on the importance of fire

evacuation drills and reinforces the steps

and actions to do in the event of actual

fire. The stallholders and patrons tried

their hands at putting out a fire with

extinguisher after the fire drill.

100 students in Toa Payoh East can rest easy knowing that the bursaries they received froman educational fund will help them with their schooling through the year.

The Toa Payoh East Citizens Consultative Committee (CCC) awarded bursaries to 100 recipients– as part of its educational fund last December.

According to Mr Lim Cheong Ling(right),52,Assistant Secretary of the CCC, the idea tostart the fund was mooted by Mrs JosephineTeo, Member of Parliament for Bishan-Toa Payoh GRC, last year.

“Mrs Teo saw the need for financial assistance for needy familiesand encouraged us to create a fund to help them,”said the 21-year stalwart of the Toa Payoh East CCC.

The CCC initiated the fund-raising efforts last year and has managed to collect about$100,000 through individual and corporate donations, and a golf tournament. Seu TeckSean Tong temple was the biggest single donor, contributing $50,000. Other donors includeMr Bobby Lim, Mr K K Yap, Mr Peter Ngo, Seventh-Day Adventist Chinese Church andOld Chang Kee.

Out of 128 applicants, 100 qualified for the bursary. Primary One to Three students get $150 each, Primary Four to Six students, $200, and Secondary

students $250, Pre-U and JC students $300 .

“Though one of the criteria is that students must have a pass in English, the committee decided to award to some of those who did not do well

enough. We understand the needs of these families and are trying ourbest to help as many as we can,” said Mr Lim.

“We will continue to raise funds to top up this educational fund forhardship cases so that we can help needy students every year,” he added.

Car park enforcement officer Ramlee Abdul Rahim, 42 and Madam

Raziah Abdul Aziz, 38, have four children.

Their daughter, Adiliaraihana Binte Ramlee, who is 11 this year, is one

of the recipients of the Toa Payoh East CCC educational fund. The Primary

Five student is the second of four children.

The Balestier Primary School girl is delighted with her award, according

to her mother Mdm Raziah.

“I was relieved that Adiliaraihana received the bursary because this

would help to pay for her education,” she said. “We will be using the

bursary for her school books and other expenses.”

As Adiliaraihana loves reading and drawing, her father would buy her a book or art supplies every month

to feed her habits.

Mdm Raziah describes her daughter as an above average student whose favourite subject is science.

Lee siblings score hat-trick

Siblings Brian Lee (13), Brandon Lee (10) and Briana Lee (8) were among

the other recipients of the bursary.

They are the older of five children of Mr Vincent Lee, 35, and his wife,

Sheryl See, 32. As a crane operator, Mr Lee makes slightly more than

$1,000 a month, barely enough to take care of the needs of his family.

educational needs of the three school going children

Health Matters

There are many causes of chest pain, from musclestrain during exercise, to life threatening heartattack. The discomfort ranges from a feeling ofmild pressure, to a severe crushing, burning, orstabbing pain. If the pain is not due to a minorinjury, it should be given prompt medical attention,as it may be caused by a serious disorder.

Symptoms1) ANGINA

Chest pain resulting from a lack ofoxygen in the blood flow to the heartmuscle:

• Mild to severe gripping pain overthe chest. The pain occurs particu-

larly during physical activities orstrong emotion. The pain mayspread to the entire chest then tothe throat, jaws, back, shoulderblades , or radiate down the leftarm. It goes away with rest.

• Breathing difficulty.

• Nausea.

• Sweat.

2) HEART ATTACK

Blockage of the blood flow into partof the heart muscle, resulting in tissuedamage:

• More severe pain in angina, lastslonger than 30 minutes and doesnot relieve with rest.

• Shortness of breath.

• Restlessness.

• Cold Sweat.

• Nausea and vomiting.

• Loss of consciousness.

3) HEARTBURN (INDIGESTION)

• Burning pain that starts in theupper abdomen, moves up to thecentre of the chest, and reachesthe throat when severe. The painmay travel up and down, worseon lying down, improving uponsitting up.

• Bitter (acidic) taste in the mouthdue to the regurgitation of thegastric juices.

4) CHEST INFECTION (PNEUMONIA)

• Pain felt on the side of the affectedlung, made worse by breathing indeeply.

• Shortness of breath.

• Fever, chi l l s and sweating.

• Cough producing phlegm that isyellow-green in colour and bloodstained at times.

5) SHINGLES (VIRAL NERVE INFECTION)

• Mild to severe pain along a definedstrip of blisters, on the left or rightof the chest.

6) INJURY

• Strained chest muscle: pain wherethe muscle was pulled. It isaggravated by movement or deepbreathing. The injury is likelycaused by a sudden jerk or twist.

• Fractured (broken) rib, bruise: painin an area of the chest that isinjured by a blow or fall. The painof a broken rib is severe and isaggravated by movements.

• Swelling with pain when touchingthe infected area.

What you can do• Call an ambulance or go to the

nearest hospital’s A&E if you havechest pain that fits the descriptionof a heart attack or worseningangina.

• Consult a doctor:

• If you experience heartburn forthe first time; it can be anginaor heart attack after all.

• If you suspect pneumonia orshingles

• Take simple painkillers (paracetamol) for muscle injury.

2. Each household is allowed to send in only one entry.3. Councillors and employees of Bishan-Toa Payoh Town

Council and their immediate families are not allowedto participate.

4. The judges' decision is final and no correspondencewill be entertained.

5. Prizes will be awarded to the first 50 all correct entriesdrawn and winners will be notified by post.
