› 3G network prioritized over GSM A 3G capable UE shall remain in 3G network as long as possible. When there is no 3G coverage, the UE will be handed over or re-select to GSM network. This approach will allow the 3G user access to HSPA broadband services as much as possible.

› Limit Inter-Frequency and IRAT HandoverIt is recommended to limit the amount of Inter Frequency and IRAT Hard Handovers. The best KPI performance can be achieved when mobility is performed by soft/ softer handover, as there is no need for UE to enter compressed mode or perform hard handover

› The recommendation is not to exceed 65 neighbor (Intra Frequency + Inter Frequency + GSM) relations per cell

– The goal : should not exceed 25 intra-frequency Neighbor definitions per each serving cell, recommended value = 20.

– The goal : should not exceed 20 inter frequency neighbor definitions per each serving cell, recommended value = 16 per carrier (i.e: in case of three carrier max. = 32)

– The goal : should not exceed 20 GSM neighbor definitions per each serving cell, recommended value = 16.

› Intra-Frequency Neighbor Relations (SHO)– All defined neighbors should be within first 3 tiers from the source cell– NO one way neighbors defined

› Inter-Frequency Neighbor Relations (IFHO)– Defined at WCDMA carrier coverage edge with one way relation F3 F2, F3 F1, and F2 F1– And co-sector relation for inner cells (continuous coverage F1/F2/F3)

› Inter-RAT Neighbor Relations (ISHO - 3G)– Co-sector neighbor GSM1800 relations has to be defined at F1, F2 and F3 cells

› Inter-RAT Neighbor Relations (ISHO - 2G) For Idle Mode Only– Neighbor relation has to be defined with F1, F2, and F3 co-located cells– 1st tier F1, F2, and F3 relation is defined if 2G site is stand alone site

› Coverage Relations (IFLS)– Coverage relations has to be defined between all co-located cells (F1, F2 and F3)– NO coverage relations with non co-located cells
