ATTACHMENT ASTATEMENT OF WORKRequest for Quotes (RFQ)

Construction TrainingSolicitation Number: 6100025515

OBJECTIVE -

The objective of this project is to conduct 26 highway construction related training classes for the Highway Construction Community on behalf of the Pennsylvania Department of Transportation (PennDOT), Business Leadership and Administrative Services Office (BLASO), Technical Training and Development Section (TTDS).

PennDOT reserves the right to add or delete training courses or classes identified during the period of this Purchase Order (PO).

REQUIREMENTS -

PennDOT is seeking to enter into an eleven (11) month contract for Construction Training. All services must be completed no later than June 30, 2014.

The awarded Contractor shall implement the following when instructing each class:

Application of Adult Learning Theory throughout delivery. Hands-on activities combined with facilitated discussion of essential learning factors

with application to a technical environment providing the opportunity for participants to share experiences and solutions.

PennDOT-related or other transportation scenarios to stimulate awareness and discussion.

CONTRACTOR RESPONSIBILITIES -

The awarded Contractor shall:

• Not use participant contact information for any reason outside the scope of this project. • Not subcontract the in-classroom teaching without the expressed knowledge and consent

of the TTDS Project Manager. • Acknowledge that all PennDOT copyright training materials, detailed outlines of

program agenda, lesson plans and facilitation aids are property of PennDOT.• Have the necessary number of instructors available for each class scheduled. This would

include a substitute instructor on standby for any unforeseen circumstances.

• For costing purposes, estimate two (2) instructors per class.• Proofread all necessary course materials for completeness, including all grammatical and

punctuation errors. The contractor shall be responsible for all printed course materials for each student. All student course materials shall be either bound or in a binder whichever is the most cost efficient

DELIVERABLE COSTS

Contractors shall provide a unit cost per class for Tasks A1 through A13 as shown in Exhibit B. For each class provide: Presentation: Provide the unit price per course, all inclusive of the contractors cost to provide the course as described with the exception of materials for students.

Materials: Provide a unit cost for class materials per student that includes all manuals, workbooks, and any additional items necessary to complete each training class.

TASK A: TRAINING AND DELIVERABLES

TRAINING

Each of the following courses shall be presented twice between August 1, 2013 – June 30, 2014. All courses to be taught are canned classes and are the property of PennDOT.

The actual location of each class will be determined by the TTDS Project Manager during the validity period of the PO resulting from this RFQ and be based on local need and a rational “distribution” throughout regions of Pennsylvania. The contractor shall, for costing purposes, estimate that half of the training classes will be conducted in District 6-0, King of Prussia area and the other half in District 11-0, Bridgeville area.

PennDOT shall provide the awarded Contractor with an instructor packet at each class location. This packet shall consist of name tents, sign-in sheets, student evaluations, an instructor evaluation, copies of all tests for the course being taught, and bubble sheets for the answers. The instructor shall administer the associated course test(s) at the end of the class and submit the test results to PennDOT, BLASO, 400 North Street, 7th Floor, Harrisburg, PA. PennDOT will be responsible for grading the tests and administering any certificates to the students.

PennDOT will provide a standard classroom setting at each course location with a projector, screen, PC or laptop, white board and/or flip charts, markers for both the white board and flip charts.

[email protected] no later than 1:00 pm on June 23, 2013 to request a password to the FTP site. Access to the course materials will no longer be available after June 24, 2013.

The awarded Contractor shall be responsible for the following deliverables:

A1: ADA Curb Ramps for New Construction and Alterations (Max 35 students)

This is a one (1) day class intended for a varied audience of design and construction staff who are involved in the design, construction, and inspection of ADA accessibility features with an emphasis on curb ramps

Deliverable: Two (2) ADA Curb Ramps for New Construction and Alterations classes.

A2: Advanced Construction Management (Max 35 students)

This is a two (2) day course that is designed to provide Assistant Construction Engineers (ACE) with the skills to better manage projects and project-related issues. The course will teach the ACE how to build a strong project team by coaching and developing new ACE's faster, more efficiently, and consistently.

Deliverable: Two (2) Advanced Construction Management classes.

A3: Basic Civil Engineering Principles for Construction Inspectors with Minimal

Experience (Max 35 students)

This is a one (1) day course that is designed for new and experienced Transportation Construction Inspectors as well as new Transportation Construction Inspector Supervisors. The course covers basic civil engineering principles in the areas of survey, materials, road construction, and structures, and how these principles relate to the responsibilities of an inspector.

Deliverable: Two (2) Basic Civil Engineering Principles for Construction Inspector with Minimal Experience classes.

A4: Basic Construction Management (Max 35 students)

This is a one and one half (1½) day course that explores basic construction management activities, related accountabilities, and supporting documentation. It defines the role and responsibilities of an Assistant Construction Engineer and presents the responsibilities by construction phase. It also provides strategies and resources to manage construction activities effectively during the preconstruction, construction, and post-construction phases.

A5: BASIC Critical Path Method Scheduling (Max 25 students)

This is a three (3) day course that explores scheduling and monitoring strategies that address the needs of construction professionals. It provides the basics of preparing a Network (logic) Diagram and Monitor/Daily Update Chart to effectively manage construction projects.

Deliverable: Two (2) Basic Critical Path Method Scheduling classes.

A6: Bituminous Paving for Construction Inspectors (Max 35 students)

This is a two (2) day course that is designed to benefit new Transportation Construction Inspectors, and inspection personnel waiting for North East Center of Excellence for Pavement Technology (NECEPT) training. The class is intended to provide an understanding of field bituminous paving operations, critical observations for paving operations, sampling procedures for bituminous materials, and documentation related to bituminous field operations.

Deliverable: Two (2) Bituminous Paving for Construction Inspectors classes.

A7: Erosion and Sedimentation and Storm Water Best Management Practices Implementation (Max 35 students)

This is a one (1) day course that discusses the three major types of environmental permits commonly associated with transportation projects and how to properly implement the requirements of the permits during and post-construction to avoid a Notice of Violation. The permits presented in this course are the Department of Protection (DEP) Chapter 105, Chapter 102 Erosion and Sedimentation and Storm Water, and the United States Army Corps of Engineers (USACE) Section 404.

Deliverable: Two (2) Erosion and Sedimentation and Storm Water Best Management practices Implementation classes.

A8: Geotechnical Aspects of Construction for Inspectors (Max 35 students)

This is a two (2) day course designed to provide Inspectors-In-Charge and Transportation Construction Inspectors with an overview of geotechnical issues related to bridge and highway construction. Emphasis is placed on recognizing geotechnical issues in the field before they negatively impact construction.

Deliverable: Two (2) Geotechnical Aspects of Construction for Inspectors classes.

A9: Inspection of Pipe Placement (Max 35 students)

This is one a (1) day course that is designed to review the proper installation and backfill of pipe for newer inspectors. Applicable PennDOT standards and specifications will be discussed, as will the required inspections and documentation.

Deliverable: Two (2) Inspection of Pipe Placement classes.

A10: Introduction to Documentation Procedures (Max 35 students)

This is a one and one half (1½) day course to cover the construction field inspector’s daily documentation responsibilities, including the purpose of documentation and the relationship of various contract documents and references to the source documents.

Deliverable: Two (2) Introduction to Documentation procedures classes.

A11: Introduction to Inspection (Max 35 students)

This is a one and one half (1½) day course that is designed for new Transportation Construction Inspectors (TCIs). The course will introduce new TCIs to the roles and responsibilities associated with inspection. Concepts to be covered include the role of the TCI’s within the Department, the daily duties and tasks of a TCI, TCI do's and don'ts, and basic safety for TCIs.

Deliverable: Two (2) Introduction to Inspection classes.

A12: Materials Sampling and Testing (Max 35)

This is a one and one half (1½) day course that is designed to benefit new and experienced Transportation Construction Inspectors (TCIs). The course will provide participants with an understanding of the processes that have occurred (materials supply approval) and the processes that the TCI is responsible for having occur (material testing in the field).

Deliverable: Two (2) Materials Sampling and Testing classes.

A13: Environmental Compliance (Max 35)

This one (1) day course for Inspectors-in-Charge and Assistant Construction Engineers will cover the need for contractor compliance with various environmental permits and regulations; identify permitting and regulatory agencies; and review how to research, obtain, understand, and comply with permits and community standards.

Deliverable: Two (2) Environmental Compliance classes.

TRAVEL AND SUBSISTENCE

Contractor shall not include an estimate for Travel and Subsistence costs in their proposal. PennDOT has established a travel and subsistence cost allowance for the Contract (refer to Exhibit B, Cost Matrix). The allowance amount is an estimate and is not guaranteed. The awarded Contractor must submit an estimated budget for travel and subsistence to PennDOT for approval prior to awarded contractor incurring any costs. The Contractor must supply receipts for all travel costs incurred in conducting the training.

Travel and subsistence allowances will conform to the requirements of the most current version of Commonwealth Management Directive 230.10, Travel and Subsistence Allowances, available on the Office of Administration website at: http://www.portal.state.pa.us/portal/server.pt/community/management_directives/711/management_administrative_support_%28205-260%29/208571

TASK B: COURSE REVISIONS AND UPDATES

The awarded Contractor shall be responsible for reviewing and updating the thirteen (13) PennDOT courses listed in Task A. Any proposed updates must be submitted to the TTDS Project Manager for review and approval prior to implementation. The awarded Contractor shall use the current course materials as a guide for any revisions and/or modifications to the coursework.

PennDOT has established an allowance of 100 hours for this task for the duration of this Contract. The allowance amount is an estimate and is not guaranteed. The Contractor shall provide a blended hourly rate in the Cost Matrix that includes all costs associated with this task.

When requesting payment for work completed under Task B, the awarded Contractor shall include a summary of the modifications and/or changes completed along with an OS-501- Confirmation of Services form.

Deliverable: Revisions and/or modifications to the thirteen (13) TTDS courses as needed.

TASK C: MANDATORY PLANNING SESSION

Within three (3) weeks of notice to proceed, the awarded Contractor shall meet with the TTDS Project Manager and other PennDOT assigned attendees to confirm a thorough understanding of the project. The meeting shall take place either via conference call, or at PennDOT’s central office located at 400 North Street, Harrisburg, PA, 17120, as determined by the TTDS Project. Manager. The mandatory planning session will last no more than seven (7) hours. Cost shall be based on the awarded vendor’s time of the Project Manager and possibly one (1) to two (2) instructors.

Topics of the meeting shall include, but not limited to:

-Needed course modifications and issues.-Attendance plans, class location plans, and a tentative class roll-out schedule.-Deployment of a plan to track actual work completed against scheduled work.

Deliverable: Attendance of awarded Contractor’s Project Manager and possibly one (1) or two (2) instructors at the mandatory meeting, and preparation and submittal of meeting minutes to the TTDS Project Manager within five (5) business days of the meeting. Payment shall be based upon the lump sum cost for this task provided by the Contractor in Exhibit B, Cost Matrix. The lump sum cost shall exclude travel and subsistence, which shall be billed separately in accordance with Task A, Deliverable Costs.

OTHER REQUIREMENTS

1. Contractor Submission Package

Submission package should not exceed twenty (20) pages, excluding resumes. This excludes table of contents, dividers, supportive Appendices, and resumes. Resumes should be limited to two (2) pages for each individual resume. Duplex printing is acceptable and suggested. Submissions should be kept to a reasonable length; however, points will not be taken off for packages that exceed the twenty (20) pages.

2. Suppliers must complete and submit the following documents: a. Proposal based on requirements listed in Attachment A

b. Cost Matrix – Attachment B

c. Domestic Workforce Utilization Form – Attachment C

3. Insurance:In accordance with ITQ Contract Number 4400008567, Part IV – Terms and Conditions, Paragraph 27b, Insurance, and the awarded Contractor will be required to provide a current certificate of insurance to PennDOT.

4. Payment: Payment will be based upon the successful completion and written acceptance of each deliverable identified in the section Tasks and Deliverables of this RFQ. Each deliverable payment will be based on the agreed cost in the awarded contractor’s Attachment B Cost Matrix or as agreed to in the final contract. Offeror shall submit to the Project Manager Form OS-501, Attachment D, and substantiating documentation as notification of each deliverable completion.

PennDOT Project Manager will certify successful completion and acceptance of each deliverable. Invoices must be submitted after acceptance of each OS-501. All invoices must be sent to the following address:

Payment to the Offeror will be based on timely completion and acceptance (in writing) of deliverables outlined within Tasks and Deliverables.

5. Estimated Quantities:All quantities are estimated. Estimated quantities may be changed based on the need of the program. PennDOT reserves the right to request a change in quantities for any of the deliverables when anticipated quantities exceed those established. PennDOT also reserves the right to cancel classes due to low enrollment, emergencies, and other reasons important to the technical training program.

6. Award: Selection will be determined by best value criteria weighing these key factors: a stated understanding of the task and outcomes, the program methodology, the Supplier’s experience and the projected costs.

8
