    Executive Summary

    Scott Walker Governor of Wisconsin, Chris Abele - Milwaukee County

    Executive and Tom Barrett Mayor City of Milwaukee presented their

    Milwaukee Bucks plan on June 4, 2015 in Madison, Wisconsin with a

    theme of: It is cheaper to keep them. This theme was based on their

    backroom wheeling and dealing and a final assessment of $419 million

    debt that the people of Wisconsin would incur for maintenance of the

    BMO Center.

    This would be the cost for not funding the Milwaukee Bucks deal. Instead,

    he proposed a $500 million deal with the public funding $250 million.

    Walker said, The price of doing nothing is not zero. Weve considered

    the financial impacts on the state should the Bucks stay or go, and quite

    simply, we found its cheaper to keep them. Our plan is the result of a state

    and local, public and private alliance, and it is developed with the goal of

    ensuring a good return on our state taxpayers. Under this plan, for every

    dollar the state invests; state taxpayers will get a $3 return on that

    investment.

    He spoke of the $419 million the state would face due to Bank of Montreal

    Bradley Center losing the Bucks as a tenant and thereby maintenance fees

    would occur.

    Hey. This is a building that is just 20 years old. What is being done to use

    the BMO Bradley Center to offset cost? What are the scenarios here?

    What is this con about?

    We have not seen any paperwork to justify this claim. We have not seen

    alternatives and options to verify this is a claim of truth. Unfortunately, the

    claim of NOT seeing facts, numbers, figures, options is the same

    comments being touted by elected representatives at the city, county and

    state level. They have not been privy to any of the negotiations.

    The $500 million deal is $250 million by Bucks owners Marc Lasry and Wes

    Edens ($150 million) and ex-Bucks owner Herb Kohl ($100 million); plus

    $250 million from public coffers. The state portion is capped at $80 million.

    The public amount of $250 million is broken up into 4 parts. They are:

    State - $55 million

    Milwaukee County - $55 million

    City of Milwaukee - $47 million

    Wisconsin Center District - $93 million.

    Surprise, Surprise

    On April 17, 2014, Herb Kohl sold the Milwaukee Bucks for $550 million.

    We knew of the sell, we did NOT know that there was

    a stipulation to the sale that called for building a

    NEW Arena or the NBA would purchase the team

    from the owner and take the team elsewhere. This

    surprise comes with a hefty price tag that the people

    are faced with due to decisions made in 2014 by Herb

    Kohl and Lasry and Edens. Whats that/this about?

    We do KNOW that what started as a PRIVATE purchase between millionaire

    Herb Kohl, and billionaires Wesley Edens, and Marc Lasry for purchase of

    the Milwaukee Bucks team has grown to BIG debt for the City of

    Milwaukee Electorate/taxpayers mired in Enduring Concentrated Poverty.

    They include:

    1. Threat of leaving by NBA Commissioner Adam Silver if NO NEW

    Arena by 2017.

    2. Threat of leaving that NOW includes land use of the Park East real

    estate.

    3. Land use that includes land grabbing, mainly the city of Milwaukee

    followed by Milwaukee County, of $8 million dollar real estate for $1

    for the New Arena deal.

    4. Threat of $491 debt to Wisconsinites, especially the Milwaukee area.

    5. Republicans vs City of Milwaukee - budget or standalone.

    6. NO options and alternatives given to verify $491 million claim.

    7. NO options of use of 20 year old BMO Bradley Center.

    8. NO guarantees that show specific impacts that will focus revenue,

    jobs, prevailing wages; permanent, part-time, seasonal and

    apprenticeship impact over the 20-30 year life of the TID and other

    resources granted by the city of Milwaukee for removal of Enduring

    Concentrated Poverty.

    9. NO guarantees that show deal-specific, pen-to-paper economic

    development plans that earmark City of Milwaukee neighborhoods

    for sustainable growth.

    10. NO guarantees that the Park East Entertainment District includes

    anchor People of Color businesses and pipelines for growth for 20-

    30 year commitment.

    11. NO guarantees that African American, People of Color and the Work

    Challenged stakeholders that live, grow families and grow businesses

    in Milwaukee or earmarked for prime contracting, subcontracting,

    and partnering developers for INCLUSION from beginning to end of

    TID commitment.

    12. NO guarantees that the Wisconsin Center District and the labor

    unions will not misuse their powers when fowls are called for

    discrimination.

    13. NO guarantees that the Wisconsin Center District population of

    employees and businesses/entrepreneurs do first and foremost

    represent the UN- and UNDER-EMPLOYED, UN- and UNDER-financed

    businesses of the city of Milwaukee before traveling to outer areas

    and to Chicago for employees and business partners.

    14. NO guarantees that the Wisconsin Center District will provide

    avenues to increase People of Color to the ranks of partners,

    administrators and skilled employees.

    15. NO guarantees that Frank Gumbel and team will be replaced as life-

    managers. New blood. NEW blood that includes solid

    representation of African American, other People of Color and the

    Work Challenged constituents.

    16. NO guarantees that the Wisconsin Center District will have appointed

    NON-ELECTED representatives from African American and People of

    Color neighborhoods to represent the People who will be responsible

    for the bottom line for the NEW Bucks deal, $49 million.

    17. NO guarantees that the Electorate/taxpayers of the City of

    Milwaukee will not 20-30 years later get caught with a similar and

    more costly fiasco.

    18. NO guarantee that Milwaukee County resident will NOT be

    subjected to fines, foreclosures, forfeitures, judgments, garnishment

    of funds and incarceration to ensure payment of $4 million annual

    assessment for the NEW Bucks deal.

    19. NO guarantee the City of Milwaukee will have a NBA Championship

    by 2017.

    We do KNOW from the projections mentioned in Walkers announcement

    going forward, the city of Milwaukee taxpayers/stakeholders are the

    biggest contributors. They are the taxpayers that will put funds in the local,

    county, state and national coffers.

    We KNOW that the previous wheeler-dealers left the taxpayers holding the

    bag with the negotiation of the Bradley Center twenty years ago.

    Therefore, there is a huge gap left with nothing from State Senate Majority

    Leader Scott Fitzgerald (R-Juneau), Assembly Speaker Robin Vos (R-

    Rochester), Joint Finance Committee Co-Chair Alberta Darling (R-River Hills)

    point legislators for Walker.

    We KNOW that Walker, Abele and Barrett have poor ratings among the

    CORE CONSTITUENTS due to exclusion and BAIT-N-SWITCH. They are not

    TRUSTED.

    At the local level, Barrett has the CORE CONSTITUENTS on the hook to pay

    in real estate and special assessed taxes for the TID/Tax Increment District

    that will be formed for the NBA BUCKS without WHATS IN IT for

    Milwaukeeans. The 20-30 year TID comes with a guarantee from the

    CORE CONSTITUENTS and layered with amenities thrown in by the

    Department of City Development (i.e., sidewalks easements, environmental

    concerns, and other freebies along the way).

    We do KNOW that a multi-million dollar parcel of real estate is being

    proposed that is stated to be worth $8 million but is proposed a gift for $1

    to the billionaires.

    We do know the city of Milwaukee has an opportunity to leverage their

    investments and impact core Infrastructure concerns that will over the 20-

    30 year commitment raise the economic conditions and quality of life if the

    NBA Bucks deal is negotiated correctly.

    WE KNOW or at least are reasonably sure that the Milwaukee Bucks have a

    better chance of mega growth while building their brand and IMPROVING

    their WINNING ratings in the NBA ranks. They like the CORE

    CONSTITUENTS of the city of Milwaukee can work to GROW the FAMILIES

    and NEIGHBORHOODS of the city NOT JUST THE DOWNTOWN. This

    cannot be JUST for the NBA, The Bucks Team, Herb Kohl, Lasry, Eden and

    their money investors. The NBA Bucks deal MUST be a partnership with

    the CORE CONSTITUENTS.

    WE KNOW that the URBAN city of Milwaukee is the largest city in

    Wisconsin.

    It is the only designated 1st Class city.

    It is the gate-way for revenue for Wisconsin. WE GET THAT.

    What we do not BUY in this deal or cannot reconcile is giving needed

    assets/investments and getting NOTHING that will remove the CORE

    CONSTITUENTS from being mired in Enduring Concentrated Poverty.

    Enduring Concentrated Poverty is a condition that has paralyzed the growth

    and holds the population hostage to risky behaviors and generation-after-

    generation of disparities.

    We know that the condition is by design of elected-appointed-hired and

    donor for hire and tied to misuse of power, monopoly-oligopoly cronyism,

    greed, haves taking from the have-nots, racial and bias determinants.

    We do know that the Bait-n-Switch jobs-jobs-jobs promise is a SCAM.

    So far, the NBA Bucks deal has been presented as another project being

    proposed with employment opportunities in the thousands, with no pen-

    to-paper specifics of talent, prevailing wage, People of Color prime and

    subcontractors, anchor tenants, neighborhood-to-neighborhood revenue

    node development for the CORE CONSTITUENTS.

    Again, the leaders have SOLD THE PEOPLE OUT.

    NBA BUCKS TEAM

    We, the People, see how the NBA Bucks deal needs more tweaking with

    the macroeconomic finger and body print of the CORE CONSTITUENTS TO

    BE AUTHENTIC.

    We know that the NEW NBA Team needs and assets can marry the CORE

    CONSTITUENTS needs and assets for MEGA opportunities in the city of

    Milwaukee.

    Mary Glass has outreached to the Bucks Team for sharing information and

    possible support. The office of Alex Larsy has failed to show professional

    ETIQUETTE.
