Soon after Old Hamlet’s death Claudius being the kings brother is elected King of Denmark.

Claudius says in his opening throne speech: “Now follows that you know; young Fortinbras holding a weak supposal of our worth... Our state be disjoint, and out of frame.” By saying that he affirms that he is king and that the matters of state matter.

Claudius is the “good” brother that takes over the matters at hand. “Though yet of Hamlet our dear brother's death the memory be green and that it us befitted to bear our hearts in grief and our whole kingdom to be contracted in one brow of woe.”

Claudius does appear to have a heart....
