HE Federation of Small Businesses (FSB) is concerned that small firms with empty properties could have to pay thousands extra in business rates because of changes to the exemption from paying empty property rates due to come into force from April this year. The exemption, introduced in 2009, meant that businesses with an empty property in England with a rateable value below 18,000 did not have to pay business rates. The Government plans to cut this threshold from 18,000 to just 2,600, placing a very significant burden on many small firms that are struggling in the current economic climate. Just as alarming is the fact that the Government will not reintroduce a 50 per cent relief and

The result of this cut in the threshold without restoring the 50 per cent relief will make small business owners worse off than they were prior the 2009 change and significantly more so then they were in 2009 and 2010. We urge the Government to look closely at this matter and, at the very least, allow the business to claim small business rate relief. that small firms will not be able to claim small business rate relief on the property. This means that struggling business owners who have had to vacate a property and cannot rent or sell it will have to pay more in rates than if they were running a company from the property. The FSB has written to Local Government minister, Bob Neill MP, to express its concerns that this move could put some small firms out of business. If the threshold is going to be cut then the FSB calls for a return to the pre-April 2008 situation of granting 50 per cent relief or at the

Trilby says we seem to be bucking trendWORCESTER appears to be bucking the national trend in commercial property according to one estate agent. Trilby Humphryes, senior sales negotiator with Andrew Grant Commercial, said that while a recent survey for the Independent showed that more than one in seven retail stores in Britain is now empty and in some smaller towns the numbers are nearly as high as two in five in Worcester there appears to be a shortage in supply of retail stock. She said: Something quite extraordinary seems to be happening to the supply of retail units in Worcester. now have 50 per cent of our retail stock under offer, sold subject to contract or let agreed. In the past few weeks we have had numerous units that have been under offer at the full asking price from multiple bidders. It puts our landlords in the privileged position of being able to pick the best and most suitable tenants or purchasers. NCE again it was jewellery that topped John Goodwins most recent collective sale at the Pavilion Room, Ledbury. The jewellery section was towards the end of the sale and was topped by a 2.2 carat diamond solitaire ring which sold to a telephone bidder for 6,000 and, no doubt, it was helped by its British Gemology Institute certification. A second, marginally larger diamond, about 2.29 carats, set as a pendant with a gold necklace made 4,000 and a much smaller solitaire of about one carat achieved a hammer price of 1,200. Traditionally it is gentlemans watches that perform well in the auction sale room, however a ladies gold Omega cocktail model achieved 410 against a pre-sale estimate of 300. This was topped by a gentlemans Gubelin gold watch at 450. Despite gold prices having drifted slightly from their peak gold sovereigns continue to attract considerable demand and each of the 14 sovereigns in the sale made identical hammer prices of 175. The silver section of the sale performed exceptionally well. The top price went to a heavily embossed silver baluster coffee pot at 1,000. Glassware is often unremarkable however on this occasion there was a great deal of interest in a handkerchief vase. Typically these are up to eight inches tall and selling for 20 or 30. However this example was significantly larger, about 18 inches high and went for 700. The furniture trade continues to be patchy but demand for high quality and unusual items remains healthy. Various Georgian chests of drawers sold between 300 and 360. A continental serpentine chest of drawers made 480 and a 17th century oak gate legged table, 600. A pine kitchen table achieved 170 and a Victorian bookcase, 150. A Sheraton knife box needing some restoration went for more than double its presale estimate at 550 following very competitive bidding between two private buyers in the room. International interest stimulated by specialist trade and internet advertising resulted in a three telephone bidders and commission interest principally from Australia in the oil painting River flats, Sheppaton by the Australian artist Ray Crooke. Born in Melbourne in 1922 he won the Archibald prize the most important portraiture prize in Australia in 1969. The painting, a landscape sold for 1,500 and will be winging its way back to its home country. There was also keen interest, particularly from specialist dealers, in the book section. Three volumes of Picturesque Ceylon by Henry Cave made 310; Birds of Arabia published by Oliver and Boyd in 1954 had a torn dust jacket but sold for 130 and three volumes of Birds of Kenya Colony and the Uganda Protectorate by Sir Fredrick Jackson, went for 190. A quantity of New Naturalist books, numbered and many in their dust jackets, achieved 230. Strong demand continues for postcards and early photographs. An album of postcards made 220 and two photograph albums sold with prices to 100. Plenty of interest in sale of antique toysTHERE was plenty of interest at Brightwells recent sale in Leominster of antique toys. An ornate and colourful German made toy theatre, its stage set with the toyshop scene from the Nutcracker Suite and including many dolls sold for a good 850, while a copper and tinplate mains gas fired toy stove made 220. An amusing print moulded velour lady cat with an early Deans label appealed to several collectors and it eventually made 210. An early 20th century teddy bear with a long snout and large feet was a good buy at 250, while a much later pale blue bear made 100. A tiny Schucco black teddy bear was contested to 240 and a 1920s bear known as Teddy Wagstaff with photographs of its original owner when a child made 150. A velour rabbit with a small Steiff bulldog made 210, while a number 29 Chad Valley bear went for 120. A group of South German wooden dolls arranged as a bazaar stall sold for 170 and a Negro wishbone doll known as a Merrythought made 40. Boxes of picture blocks and jigsaws, mainly incomplete sold for between 30 and 60 while an early but incomplete pack of 1 8th century playing cards was avidly contested to 650. Every collector wanted this pack because of the single card that advertised the Grotto Toy Shop of St Pauls Churchyard. The most expensive lot of books was a limited edition 1924 copy of the Book of the Queens Dolls House in two volumes. They went for 120. A rare but incomplete Dolly Daisie Dimple dolls house sold with the doll in a box at 80 and two early 19th century paper dolls at 180 the price reflecting some damage. A well laid out scrap album in unusually good condition sold for 170 with a Deans Darling BrightEyes moving picture book making 220 despite restoration. Metal and mechanical toys included a fur covered shop window display pair of climbing cats at 100 and a tinplate snap toy of a google-eyed 1930s child jumping off a chamber pot that concealed a mouse. It made 140.
