    A Wyndham GP fears the federal governments new north-western Melbourne Primary Health Network (PHN) will be unable to address the communitys specific needs because it covers too many municipalities.

    In July next year, the PHN will replace South Western Melbourne Medicare Local (SWMML) as the organisation responsible for preventive health and planning in Wyndham.

    While SWMML covered just Wyndham and Hobsons Bay, the new north-western Melbourne PHN will stretch from Wyndham to Melbourne, Sunbury to Bacchus Marsh, and Craigieburn to Preston.

    Dr Joe Garra said he was surprised by the extent of the networks boundary, and he had called on the government to ensure the health body has local branches.

    To me, the boundaries dont make sense. Health needs are specific to one or two suburbs or an area not an entire region, he said.

    There needs to be local branches to look after the health needs of areas like Wyndham, otherwise what is the point?

    Without local branches it will be difficult for the network to provide targeted services.

    The government says its new networks will improve the efficiency and effectiveness of health services by working directly with GPs and primary care providers.

    But Lalors Labor MP, Joanne Ryan, said she didnt believe the network could effectively serve a vast area.

    She fears expertise will end up centralised in Melbournes CBD.

    The South Western Melbourne Medicare Local has been doing important work on preventive and mental health services, GP practice support and, most importantly, population needs analysis, Ms Ryan said.

    We need to ensure primary health care networks will understand the needs of our high-growth community so that things like maternity, cardiac and childrens services are located where theyre needed. Im not sure bureaucrats in CBD Melbourne will be able to balance the inner city with the high-growth and regional areas.

    Federal Health Minister Peter Dutton said the government had reviewed the performance of Medicare Locals and found that a new system would deliver better frontline health-care services.

    Primary Health Networks will deliver better health outcomes for Australians over time by improving the links between local health services and hospital care, and through the better targeting of available funding on effective health programs, he said. Primary Health Networks will be clinically focused with general practice at the heart of improving the delivery of primary health care in Australia.

    Werribee truck driver Paul Goudie is recovering in a Thai hospital after being mauled by a tiger while on holiday.

    The 49-year-old sustained stomach and leg injuries in the incident and had emergency surgery in Phuket last week.

    Mr Goudie is believed to have stepped inside a cage at the Tiger Kingdom theme park in Phuket to pat one of the larger tigers.

    He was dragged to safety by park attendants after the unexpected attack.

    At Tiger Kingdom, visitors are able to visit tiger enclosures and pose for photos with animals, which are on chains.

    We did everything as the park people advised, Mr Goudie told Phuketwan.com.

    Im not sure why it bit me, but I had no choice except to whack it in the face a couple

    of times. The tiger was 15 months old. I was patting him and everything was fine. I stood up to leave and he just lunged that was it.

    His son Jake said the attack happened quickly and staff used a taser to subdue the tiger. But the family defended the tiger park.

    There can be no blame attached to anyone, Jake said. People claimed my father must have run to trigger the tigers response. But my dad has two steel pins in an ankle and he never moves very fast. We all heard the taser go off. I heard him scream. Get it off me.

    Mr Goudie said staff were absolutely fantastic. I dont want anything to happen to the tiger, he said. I dont want it killed.

    Mr Goudie hopes to return home this week.

    The first sod has been turned on construction of a long-awaited community hub at Point Cooks Saltwater Promenade.

    Children and Early Childhood Development Minister Wendy Lovell announced the start of works last Tuesday.

    The $6.7 million centre is being built by Wyndham council and the state government, with the council spending $5.2 million on the project.

    By 2016, it will provide both early childhood and kindergarten services for children living at Saltwater Coast estate. The centre will also have consulting rooms for maternal and child health services, early childhood intervention services, community meeting rooms, an amphitheatre and community gardens.

    Ms Lovell said the hub would provide 132 kindergarten places and give more local families access to high-quality, early-years services.

    Bringing these services together is not only more convenient for families, it allows a childs progress to be better monitored, ensuring any issues can be identified and addressed early on, Ms Lovell said.

    The development of this childrens centre is a wonderful example of what can be achieved when state government, council and community work together.

    Saltwater hub work starts

    The owner of a Little River puppy farm faces a potential fine of up to $24,000 and may be banned from owning dogs for 10 years after being charged by Wyndham council last week.

    The charges follow a joint raid by council and police on October 14 when nine breeding dogs and seven puppies were seized.

    The owner of the property had previously been issued with a notice to cease operating as a domestic animal business.

    Without a permit, a maximum of four adult dogs, older than 12 weeks old, are permitted to be kept on a rural property.

    Information gathered from the raid led council officers to a Hoppers Crossing property where a further two breeding dogs were seized on October 16.

    The owner, Anthony Sammut, has been charged with 14 offences, including failing to provide proper and sufficient water, failing to provide veterinary attention, operating a domestic animal business without a permit, and failing to register all animals.

    The council and the RSPCA had previously attended the Little River farm twice in the past year after reports that up to 50 dogs were living in squalid conditions, denied adequate shelter and veterinary care.

    Dogs were allegedly living in cages inside a corrugated iron compound with cement floors covered in excrement, while bowls were overflowing with mouldy food and drinking water provided for the dogs had turned green.

    Wyndham mayor Bob Fairclough thanked animal activist group Oscars Law for the information it provided to the council and warned the illegal puppy trade would not be tolerated in the city.

    The farming of puppies in this manner is abhorrent and we will do everything within our power to shut down operations, he said.

    In this instance, the issuing of a previous notice meant officers were able to act swiftly once we received notification that activity was occurring without a permit.

    He said the council will also be seeking that the owner be banned from owning a dog for the maximum period of 10 years.

    A prisoner last week lost his bid to appeal a nine-year sentence for kidnapping an Altona woman at gunpoint.

    The Supreme Court also refused John Booths application to appeal his conviction.

    Booth was last year convicted in the County Court on charges of criminal damage, aggravated burglary, assault and kidnapping, and sentenced to nine years and three months with a minimum of seven years.

    On April 26, 2011, Booth had gone to Volt nightclub at Werribee Plaza, where his friend and another man got into an argument over the latters girlfriend. The dispute escalated into a fight between two groups outside the club.

    Booth and his friends drove from Volt to the Altona home of the other mans girlfriend and broke every window of her unit. He then returned with two other men early the next morning.

    The woman and her mother were sharing a bed because they felt insecure. They woke to find three masked men ordering them out of bed. Booth was holding a sawn-off shotgun and the younger woman was dragged by her hair from the bedroom to the lounge, as the men tried to ascertain her boyfriends whereabouts.

    When the woman said she did not know, she was dragged outside to a car and ordered into the boot. One of the men raised his gun

    and fired into the air before the car was driven to Booths home.

    The woman was locked in the boot of the car for about eight hours before being released. She said her kidnappers opened the boot several times, including once when Booth wanted the phone number of the victims boyfriend.

    Booth applied to appeal his conviction on the sole ground the trial judge erred in admitting into evidence the victims boyfriends statement about the events at Volt nightclub. Supreme Court Justice Robert Redlich disagreed, saying the boyfriends evidence provided a motive that was highly relevant.

    The ruling was, if I may say so, impeccable, Justice Redlich said.

    Booth sought leave to appeal his sentence on the grounds that the trial judge erred in rejecting evidence relating to his IQ and failing to obtain a forensic assessment of him.

    Justice Redlich said the sentencing judge had concluded Booth suffered no relevant intellectual deficit or mental disorder and refused to order a forensic assessment.

    They say if you want something done, ask a busy person, and it would be difficult to find a busier man than Daniel Ramudu.

    Although he retired four years ago, the Werribee resident continues to dedicate his time to helping and giving back to the community.

    The former police officer and anaesthetic technician, who immigrated to Australia from Britain in 1984 and spent 25 years working at Melbournes Royal Childrens Hospital, was one of 17 people recognised as a local hero by Federal Lalor MP Joanne Ryan last week.

    In a typical week, Mr Ramudu volunteers at St Thomas Church in Werribee every Monday, provides comfort to visitors to Werribee Mercy Hospitals emergency department on a Tuesday and feeds breakfast to hungry school children, who may otherwise go without, through the Red Cross Breakfast Club on Fridays.

    He also helps out at the St Vincent De Paul op-shop at Werribee Plaza and fundraises and delivers for SecondBite, a charity which redistributes fresh food to the homeless and people in crisis around Victoria.

    Until a few years ago, Mr Ramudu supported young people taken into police custody through the Youth Referral and Independent Persons Program, and he still volunteers with the Melbourne International Air Show at Avalon and the Weerama Festival, and helps the MS Society with its fundraisers.

    I enjoy every minute of it, he said. Its important to give as much back to the community as you can. I encourage people to use their spare time and not let it just pass by.

    Giving just one hour of your time to help others makes a big difference.

    refreshments and support to people waiting in the emergency department, and reads books and plays games with children, offering them support at times of significant trauma.

    Having worked in a hospital for 30 years, I know its a place where everybody is stressed, so my job is to relieve that in whatever way I can, he said. Ill offer people tea, coffee and biscuits and provide them with moral support.

    A keen sportsman in his youth, Mr Ramudu

    continues to walk six kilometres a day and, on Fridays, walks from home to the breakfast club at Wyndham Park Primary School.

    Some parents cant afford to provide their kids with breakfast, so many children are waiting for us to open, he said. We give them cornflakes and milk and teach them good habits, like saying please and thank-you, and washing their dishes.

    Despite his hectic schedule, the 70 year-old

    has no intention of slowing down because he enjoys getting out and meeting different people.

    My brain is always ticking. If you do nothing, you get bored.

    Werribee Shire Council revealed last week that Werribee central shopping area should be the major shopping complex for the shire but a recision notice will have to be dealt with before the decision is official. Council was split over whether the major centre should be in the central area or somewhere else.

    Platypus Junction has recently opened its fourth early learning centre and kindergarten at Point Cooks Featherbrook Estate. Platypus Junction has three other centres at Mentone, Mt Eliza and Montmorency.

    Catering for children from three months to five years, including a government-funded kindergarten program, each age group has its own special areas for indoor and outdoor learning and play that is challenging and fun.

    The centres educational curriculum is based on the Early Years Learning Framework Curriculum.

    The kindergarten program has been developed by Platypus Junction especially for its centres. It operates five days a week, in collaboration with a degree-qualified teaching team.

    The focus is on preparing kindergarten pupils for school by increasing self-confidence, self-esteem, independence and promoting problem-solving skills.

    The framework identifies five learning outcomes identity, community, well-being, learning and communication.

    Platypus Junction kindergarten educators manage school readiness and liaise with prep teachers assigned to pre-schoolers to ensure a smooth transition into school.

    Platypus Junction operations director Michelle Jones says she is committed to working alongside the teams to support a quality early-learning service for children, families and communities.

    Wyndham and western suburbs residents looking to further their education through tertiary study can do so with the new Werribee Learning Centre, a partnership between The Gordon TAFE and Deakin University, Geelong.

    We recognise that vocational education and training aligned with community needs is essential to support sustainable growth. Werribee Learning Centre will help people living in Melbournes west work in their chosen career, the centres marketing manager Raelene Woods says.

    The centre will deliver certificate, diploma and bachelor degree courses in commerce, construction, early childhood education, arts, business and science.

    Deakin University will deliver bachelor of commerce; associate degree of art, business and sciences; and a bachelor of early childhood education from the Werribee Learning Centre.

    Gordon TAFE will deliver a diploma of childrens services (early childhood education and care); certificate IV in work health safety, training and assessment; construction and plumbing; and certificate II in warehouse operations and horticulture.

    The partnership between The Gordon and Deakin University means the facility provides a unique proposition to students. They benefit from hands-on learning, industry knowledge, workplace training and guaranteed pathways to Deakin University, Raelene says.

    They provide insight into the day-to-day work environment and what skills are needed on the job and are committed

    Have a look on YouTube for the latest prank LG has pulled to publicise its big ultra high definition television. It has replaced a window in a skyscraper with the television.

    As job candidates sit through their interviews, they see in the window a fiery comet crash into the city, the shockwave racing towards them. Most wind up on the floor.

    If you havent seen a UHD telly, wander into a big electronics store. When you see a screen that stops you cold, there it is. These things are amazing the picture is so sharp you can see the filigree in a resort hotels balcony rails clear across a shimmering lake. Itsbreathtaking.

    And prices arent bad for new tech. For between five and six grand you can take your pick of 165-centimetre televisions from any of the big brands.

    Lesser brands are half that. They come much bigger too, but they dont go much smaller than 140 centimetres or so because below that size its hard to pick the improvement over regular full high definition screens.

    You stand there, quietly spellbound, and start doing the sums, a salesperson murmuring siren-like in yourear.

    But there is a catch and you wont discover it until you get home. Youre never going to get picture quality like you saw in the store. Well, not for a while anyway.

    What you saw was a demonstration reel specially recorded in UHD.

    Currently demo reels are about the only

    things that have been recorded in UHD. There are no UHD movies in the shops (there are a few Blu-rays that have been mastered to perform at their best on a UHD screen, but the native recording is still regular FHD full high definition), there are no UHD broadcasts and no UHD downloads.

    UHD is four times sharper than FHD so demands four times the data handling. Recording it is expensive and complex. Once recorded, anything movie-length wont fit on a Blu-ray disc.

    If and when native UHD becomes available, it will probably be provided on USB or by download. After 3D broadcasts fell flat as a tack, its unlikely television stations will start UHD broadcasts any timesoon.

    Raise this with salespeople and theyll say the television upscales the image whether it be broadcast, DVD, Blu-ray or YouTube to UHD.

    But while upscaling works with varying success, its still not as good as those demo reels.

    The question you should ask yourself, however, is this; how much definition do you need? Look at the big FHD tellies on display.

    Their resolution is still terrific. You can get software that brings out their best anywhere.

    The killer point is they cost a lot less thanUHD.

    By the way, when youre investigating UHD, youll also hear about 4K. Its exactly the same thing.

    Some manufacturers call it UHD and others, ever helpful, callit 4K.
