Under the prO\'lslons or Section 50 ot the Merchant Ship­ping Act, 1906. the Board ot Trade, In conjunction with theCommissioners of Cusl::m8, hereby make the following Regula­tions relating to ships names, and direct that they shall comeInto force on 1st Januan', 1908:

I.-Any person who proposes to make application tor theRegistry of a British Ship shall give notice in writing ot the pro­posed name of the ship to the Registrar or Shipping at the In­tended Port of Registry at least fourteen days before the dateOn which It Is contemplated to etrect the registry.

1.-When It Is proposed to register the ship at a port notsituated In the British Islands. the Registrar to whom thf' nameI!; Intimated may proceed with the registry of the ship it he sat­lsnf'I" himself that the name does not appear In the Current Mer­cantlie Navy List; but it the name does so appear, the Registrarshai' transmit the applications to the Registrar General of Ship­piny and Seamen, and the case shall be treated In the mannerlall.! down f(lr registry In tht" British Islands.

The lV1ilitary Cross

C APTAIN A. E. BERNARD has had the honour ofwinning the Military Cross, and "The Feildian"hastens to add its voice to the chorus of congratula­

tion from his many friends. \Veeks ago we heard that thedistinction had been conferred, but owing probably to con­fusion connected with the evacuation of Gallipoli there wassome delay in the official announcement. On June 2nd, how­evcr, the Newfoundland Pay and Record Office telegraphedthat the current number of the Gazette contained the officialnews of the awarding of the Cross. Cal)taill Bernard hasbeen connected with the College as Student and then asMaster sincc he was 15 years of age, so that we feel him tobe peculiarly part of the Old So"hool, and are the more proudof this great honour which he has won. On June 4th theCollege celebrated the event by a whole holiday in honourof the first Old Feildian to so greatly distinguish himself.'vVe heartily congratulate our olel colleague and frienel, andwe fecI sure, all of us, that if the opportunities come to gain!urther honours, Captain Bernard will be prepared for them-;:'d worthy of them.

By the death of Lord Kitchener the Empire has sustaineda great loss in that it had in him a Commander-in~

Chief who possessed the confidence of everyone of us. Of all our mili~ary leaders Lord Kitchener per­haps approached most nearly to that ideal whioh is sup­posed to be the characteristic of the best type of Germanofficer. H is attention to detail, his thoroughness, his insisr­ence upon efficiency, all tended to make him somewhat un­like the average easy-going, muddle-through-somehow offi­cer that our past historY' had made so familiar. It was largelydue to him that at the ouobreak of war our army, smallthoug,h it might be, was of a value altogether out of propor­tion to its size-a fact that had much to do with the abilityof the A1lies to turn retreat into the victory of the Marne.But directly Lord Kitchener's work for the Empire has sincethe outbreak of the \Var reached proportions such as few ofliS are capable of grasping as yet. Instead of an Expedi­tionary Force he has given us an Army such as will be

One of our silent, masterful men,Lord Kitchcncr was out of place in these days of noisy de­mocracy during the piping times of peace; but when troublecame the whole Empire as one man turned to him as itsprotector and ad\"iser. Other men will reap the reward oihis labours, but it is by Kitchener's Army and Kitchener'swork that we shall be freed frem the menace of German ag­gression, and enabled to retain that democratic system ofgonrnmellt which in the past has shown itself so forgetfulof those to whom it owes its very existence. I t is to be hopedthat when peace times come again we shall be wise enought:J remember the lesson that we have learnt, for we canhardly expect always to find a Kitchcner to save us fr(lm thrr('~ult of our blind recklessness and neglect.

Our confidence in the Navy wasthus fully justified, and Ollce again Germany has learnt thatBritannia still rules the waves. \Ve can hardly expect todefeat so powerful and capable a people as the Germanswithout heavy losses. Anyone who thought that we couldwin without exerting e"cry effort and without sending everyman capable of striking a blow for the freedom of his COUIl­

try must realize that he was woefully ignorant of the facts ofthe case. Our encmy is strong. capable, cunning. and ut­terly unsnupulous and brutal in his methods. To allowsuch tactics to win would be a disgrace to our civilizationand manhood.

hie menace which hangs over us. There are many men inNewfoundland who do not know whether they ought to goor not, but who if called upon would be willing-and mort"than willing-to do what they can for the safety of theirhomes and of their country. Yet many of these feel thattheir going will mean great hardships to their families, whileat the same time they see around them large numbers ofyounger men free of any responsibilities. They are tlIlCer­tain therefore whether they are really needed, for if they aresurely the others without families should be required to gofirst. They have no one but the authorities to look to forinformation, and the authorities must understand that ifmore men are needed from Newfoundland there are man"loyal and patriotic men who are only kept back by a senseof duty at home but who are prepared to respond if they areneeded. The yast majority would welcome, we believe,some decision by those in authority as to what men ought togo, and are prepared to support any measure of compulsory~ational Service that may be nocessary to provide a suffi­ciently large force. If there are men who ought to go stepsshould be taken to make them see that the duties of citizen­ship will be required from them, and that each section of ourmanhood will be called to the colours as the safety of theEmpire may demand.

THE REGIMENT.

It is gratifying to note that during the last few monthsthe flow of Recruits has been more satisfactory, and yet onecannot but feel that it was a great pity that there has been somuch delay in our getting together a reasonable number ofmen from oUr Colony whi'ch we so proudly claim to be theOldest and :\105t Loyal of the Colonies. Those who havecome forward have been loyal; those who should have comeforward and have 110t done so have not been and are notloyal. \\-hile there are so many of this latter type are wejustified in talking about OUr loyalty at all? \Vc are alltold now

T HE regular Easter competition between the section::>of C. Co. took place on April 8th, the Adjutant, Cap·tain \Vintcl'. again being so kind as to act as judge.

As we had expected Captain \Vinter found that great im·provement had taken place since Christmas, and he evenwent so far as to say that the winning section did most ofits work as well as if not better than he had ever seen itdone. I f we were asked to accounlfor its superiority we should say that as a whole the sectionhad been a little bit keener and more serious in its determin­ation to cOllle out on top. The other sections worked hard.too, but all their members had not been quite so determiner)to waste no time and to be really in earnest. One or two'slackers' can interfere \"ery seriously with the progress of asection.

On the same day an examination for Lance-Corporalstripe was held by Captain "'inter, and as a consequence theC.O. of the Newfoundland Regiment of the C.L.B. made thefollowing promotions, in the order named, at BattalionParade:

The shooting competition for the Stabb Memorial Cuptook place ju:-:.t before the Easter Holidays. but the resultcannot be known before the end of June since the competi­tion is open to other Companies of the Newfoundland Regi­ment of the c.L.B. up to that time. Speaking generally wewere vcry pleased with the shooting in the compctitio'lthough sC\'eral of our represcntati\-es hardly did themsc1ve"ju<:.tice. However, others did better than usual, so that onthe whole we may be satisfied with the result .

.\t the C.L.B. Indoor Sports held in April, C. Co. failet!to win much distinction, the greatest disappointment heingthe loss of the 'I'ug~of-"'ar in which "The Band" were thevictors. As a rule C. Co. wins this event. but there was somedifficulty in arranging satisfactury practises, 50 that when theevent took place ~ome memb'.:'rs of the team wasted theirefforts.

C. Co. was filled with pride and delight to read the offi­cial announcement that the Military Cross had been awardedto Captain Bernard of the 1st Newfoundland Regiment. Fromthe inception of the Company fourteen years ago CaptainBernard was one of its officers, and during the greater partof that time its a.c. It is largcly----one might almost sayentirely-due to Captain Bernard that the work of C. Co.has been so successful in the past. It is perhaps duc to hisexperience with C. Co. that Captain Bernard .has been ableto distinguish himself among so large a number of fine menas the 1St NAd. Regiment contains. \\Then we glancethrough the Feildian Roll of Honour and read the names of;;;0 many past members of C. Co. who have been promotedhath in the 1St Newfoundland Regiment and in other Regi­ments we can hardly fail to realize that in the past CaptainBernard has done invaluable work not merely for our Com­pany but for the 1st Newfoundland Regiment and for theEmpire. In the Regiment Captain Bernard has evidentlyheen working in his usual effective way for the efficiency ofhis Company. That his work has been as thorough as everis proved hy this award of the Military Cross. The CollegeCompany offers Captain Bernard its heartiest congratula­tions and looks to all other Old Feildians to "back him up"and follow his lead.

Debates, 1916

D URING the winter the usual series of Debates andConcerts was held in the College Hall on Saturdayevenings. A number of interesting subjects were

discussed, among them that of the advisability of Home Les­sons, of the relative value of Brigade and Scout training, ofCompulsory Education, and of reserving the Seal f'ishery forsailing vessels. All these were well debated, and in most(ases intelligent and interesting speeches were made on bothsides. It might have been expected that the \Var would ha,'creceived more attention than seems to have been gi,"cn to iton these occasions, but throughout the year hardly a weekhas passed without some discussion either hy the Headmasteror in History Lessons of matters connected with the \Var.and it was difficult to find sufficient difference of opinion tomake an interesting debate on this subject.

The Concerts showed rather a lack of talent in the Col­lege this year in this direction. This was due probably tothe fact that so many of our senior fellows ha\'e left sincelast September. The items on the programmes were good andwerc thoroughly enjoyed. especially Sansford's impromptuwith C. Fowlow on the subject of sawing wood, but therewas more difficulty than usual in inducing those to comeforward who could sing or ill some other way interest oramuse the audience.

R. LeMessurier, D. Torraville, C. Stein, E. Parrott, A.Johnson, W. Anderson and A. Perlin were our leading'orators' this year, and all of them spoke well and to thepoint. C. \¥illiams turned up on two ocoasions and we wereglad to see him back again among us if only for the evening.\\' e must not omit to mention that at one ddbate Greenmade quite a good speech-the same occasion on which H.Fowlow fled in terror when he was called upon to addressthe House.
