Directive 94/62/EC on packaging and packaging waste

Directive 2004/12/EC of the European Parliament and of the Council

of 11 February 2004 amending Directive 94/62/EC on packaging and

packaging waste;

Directive 2008/98/EC.

Waste Management Act (promulgated, SG, issue 86 from 13.07.12)

Ordinance on Packaging and Packaging Waste (adopted with

DCM 271/2012, promulgated, SG, issue from 0.11.2012);

Shared responsibility of the industry and the municipalities in

How it works?

All producers or importers of packaged goods are obliged to

collect, recycle and recover their packaging waste;

Producers and importers have obligation to achieve targets

for recycling and recovery of packaging waste generated in

result of the use of the produced/imported goods;

The targets are quantitative. They are determined in the

Ordinance on Packaging and Packaging Waste as a

percentage of the total quantity of packaging waste generated

(based on targets set in Directive 94/62/EC).

How to achieve the targets?

Producers and importers may fulfil the specified obligations:

Individually, by organizing themselves the collection and

recovery of their packaging waste;

Through joining a collective system represented by a

recovery organization, such as ECOPACK BULGARIA;

By payment of government fees to the MOEW fund (EMEPA).

Effective recovery

Packaging Recovery Organizations perform the

responsibilities and represents the interests of producers and

importers of packed goods;

Their mission is to meet the targets on recovery and

recycling in compliance with the national and EU legislation by

efficient management of systems for collection and recovery.

They do not distribute profit but invest all incomes in further

development and improvement of the established systems

and information campaigns.

The way of the packages

Transportation/pick up: For every color

container there is designated day in which all

containers in the same color are serviced;

The collected packaging waste is

transported to the sorting line;

At the sorting line, the waste is separated

according to material, pressed and packed

ECOPACK services are aimed at producers and

importers circulating packed goods on the Bulgarian market;

The business relationship is settled by a standard

contract. By signing it companies transfer to ECOPACK

their obligations to collect, recover and recycle all

packaging placed on the Bulgarian market;

Additional services provided to clients include:

consultancy, audit, prevention programs, eco-design, CO2

reports;

ECOPACK’s responsibilities

Organizing the system throughout the municipalities – purchase and placement of containers, financed by ECOPACK;

Servicing the containers (sub-contractors) ECOPACK signs contracts with specialized waste management companies and finances their servicing as well as installation of sorting lines for packaging waste;

Organizing information campaigns among population to increase the correct usage of the system.

From 2005 until now, we have invested 17.7 million BGN in

systems for separate collection, sorting lines and waste

collection equipment;

We have placed and serve 20,142 colored containers in 95

municipalities in Bulgaria with a population of over 2,79 million

people;

We have 13 sorting plants with a capacity 360,000 tons, in

which there are over 200 jobs created;

We have recycled 334 000 tons of packaging waste;

We have involved in information and education initiatives over

3 million inhabItants.

To promote the separate collection to the public and to create lasting environmental habits;

To explain how to properly separate waste;

To show packaging waste as a resource that can be used to produce new goods;

To convince people that their efforts are not in vain and the collected waste is recycled;

To create a positive attitude and emotional commitment to the cause of separate collection.

From April 2011 by end of 2012 3D Green Eco bus tour

covered 50 000 kids in 210 Schools in 15 big and medium and

17 small cities.

3 year campaign targeting 400 schools in 95 municipalities –

end December 2013;

Materials for Eco class:

In 2011 we sent 680 sets of posters (10 posters each set) and 70,000 books and 680 manuals for teachers to 407 schools, in coordination with the Ministry of Education;

We're looking for feedback on actual eco classes performed: by holding competitions, using the 3D Green Eco bus tour, by getting assistance from municipalities;

CURRENT SITUATION

7 operating Recovery Organizations in Bulgaria;

Price war and unfair competition: Proposed discounts by competitors up to 30% - 50%;

New Waste Management Act adopted in July 2012, new Ordinance on Packaging and Packaging Waste – in November 2012: new legal framework for operation of ROs;

New requirements and targets for municipalities;

Increased requirements for ROs – bank guarantees, technical criteria, etc.;

New opportunities for material acquisition;

MAJOR PROBLEMS

Lack of control and sanctions from responsible institutions;

Lack of incentives for citizens and small retailers;

Scavengers – a major problem: They compromise the system, steal recyclable materials, pollute the area where containers are located;

Existing numerous illegal collection points that buy off the stolen packaging waste.
