Introduction An essential functions job analysis (EFJA) describes the classification/position and not the work of an individual person. It is a critical tool to use when determining if or how a candidate’s or employee’s work restrictions may impact the traditional physical/mental/emotional demands of the position. The EFJA assists the parties to determine where discussions relating to reasonable accommodation need to begin. It is intended to be a straightforward document providing the reader with the following: 1) core purpose for the position, 2) essential functions which are critical or fundamental to the successful performance of the position, 3) work environment and conditions where the essential functions are performed, 4) listing of skills and abilities that an individual must possess to perform the essential functions, and 5) the mental and emotional demands required to successfully perform the essential functions. EFJAs are also key documents to provide to physicians to ensure that they understand the position and can identify specific work restrictions or activities that may not be safe for an individual to perform.

Work Hours / Hours per Week According to the Memo of Understanding for 2014 to 2017: Work schedules are defined as an employee’s regularly assigned hours of work. Unit members work a 4/10 (Special Detail) or 3/12.5 (Patrol) work schedule. Unit members assigned the 4/10 work schedule work four ten hour shifts each week. Unit members assigned the 3/12.5 work schedule work three twelve and one-half hour days each week and one ten hour day in the twenty-eight day work period.

Days of the Week Monday through Sunday

Overtime /Holidays Required Yes; as authorized or required to complete calls for service. According to the Memo of Understanding for 2014 to 2017: Overtime shall mean work by employees in a classification covered herein in excess of the employee's regularly assigned work day or in excess of the employee’s regularly scheduled work week or work period, provided such hours of work have had the prior approval of an authorized departmental management official. Call Back: Unit members are subject to call back to respond to emergencies or operational issues identified by his/her supervisor. Holidays: Employees covered herein are required to work on the holidays approved by the City and are not allowed to take the holiday off, or take another scheduled work day off in lieu of taking the holiday off, each employee shall receive additional compensation in lieu of the approved holidays.

Paid / Unpaid Breaks Each shift may include a paid thirty minute meal period. Break periods are not guaranteed and may be interrupted to respond to radio calls and emergencies.

II. Essential Functions of Classification/Positions: Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. The following functions have been determined to be essential only after carefully evaluating them and determining: the function is the primary reason for which the position was established; removing the function would fundamentally change the position, or eliminate the need for the position; there is a lack of qualified employees available to perform such a function; and for some functions, there are severe consequences if the position is not required to perform the function and the function requires specialized expertise. Essential Functions will be reviewed for each incumbent and the above criteria will be evaluated to ensure that a particular function remains essential for a particular candidate or employee in need of accommodation.

Essential Job Functions and Duties Actual assignment hours may vary. Document based on a 10 or 12.5 hour per day 40 hour per week full time work schedule.

1 PATROL ASSIGNMENT DUTIES: Patrols an assigned area in marked/unmarked vehicles, bicycles, motorcycles, horses, and all terrain/beach vehicles and on foot for the prevention of crime and enforcement of laws and ordinances; observes and reports hazards, abandoned or damaged vehicles or property, and malfunctions of equipment such as street lights and traffic control devices; performs related duties, as assigned. It was further clarified in interviews that incumbent is assigned to patrol duty in vehicles, motorcycle, horses or on foot; reinforces traffic laws; provides traffic safety response; issues tickets; receives dispatched calls via MDC in vehicle or radio; patrol parks, pier, beaches, tourist attractions, and other areas in the City to monitor for suspicious behavior alone or accompanied by another officer; patrols for indicators of possible criminal activity or threats to life and property; responds to calls related to traffic incidents and other emergencies; answers general calls for police services; enforces City, county and state laws; conducts searches and seizures involving people, vehicles and structures; remains available for service calls as they are received; performs probation and parole searches for violations; moves transients out of the undesignated areas; responds to traffic safety issues and handles traffic responsibilities when Motors unit is unavailable; performs crowd control, horse patrol and bicycle patrol duties at special events on beaches and within the City; responds to traffic safety issues and performs traffic control when needed. It was further clarified in interviews that incumbent may be assigned to assist with DUI enforcement; watches for erratic driving; issues citations; sets up and monitors DUI and saturation checkpoints, etc.; makes arrests as required. Clarification was also provided that incumbent patrols special events occurring within the City (i.e. concerts, marathon, etc.)

2 EMERGENCY RESPONSE / CALL DUTIES / FIRST AID: Maintains law and order, answers inquiries and assists the public; responds to requests for police services and takes appropriate actions; makes arrests, issues citations, serves warrants and subpoenas; responds to multiple calls, major traffic accidents, and other emergencies; performs related duties, as assigned. TRAFFIC REGULATION / ENFORCEMENT / CONTROL: Directs traffic, inspects premises for security; follows applicable safety rules and regulations; performs related duties, as assigned. It was clarified in interviews that the Motors unit conducts primary traffic control enforcement; collaborates with Patrol and Canine units; conducts traffic enforcement duties in vehicles or on motorcycles; assists and advises motorists and enforces traffic safety laws; makes traffic stops and issues warnings, citations, or makes arrests as necessary; utilizes radar guns; assists with and investigates traffic collisions; checks vehicle plates and observes vehicle occupants for unlawful actions; directs traffic and assists with clearing of the roadway if necessary; directs traffic during emergencies or special events within the City; enforces parking regulations; provides back-up and support to patrol unit calls if necessary. It was further clarified that incumbent in Motors detail conducts full investigations for accidents (i.e. takes measurements, photographs, delineates traffic, obtains witness statements, conducts interviews, etc.); handles all injury collision reports with major injury and/or injury with possibility of death; may call in Investigations unit for support following accidents resulting in a fatality; Patrol detail incumbent facilitates the exchange of information. Clarification was also provided that incumbent participates in educating public and conducting presentations of traffic enforcement and safety.

4 INVESTIGATIONS / INTERVIEWS: Investigates and prepares reports on offenses, accidents, and other police incidents; performs related duties, as assigned. It was clarified in interviews that this essential function may be performed by incumbents across all assignments/details; however, detectives, Vice / Narcotics and Criminal Investigations units spend more time performing this essential function. Incumbent may conduct both preliminary and follow-up investigations of public disturbances, prowlers, burglaries, thefts, robberies, major vehicle accidents and break-ins, battery, sexual assaults, assaults with a deadly weapon, restraining order violations, homicides, home or commercial alarm calls, noise complaints, parking issues, City code violations, transients and other criminal incidents; determines if crime has been committed; attempts to locate victims; interviews witnesses; attempts to locate suspect(s) using all method available; may employ written interviews and/or use recording devices, based on personal preference and nature of crime; conducts additional research as necessary to exhaust all means to resolve crime/situation, as warranted by severity of crime. It was further clarified in interviews that incumbent, as first responder, may exercise judgment to call in investigation assistance from specialized units for instances such as homicide, sexual assault, counterfeiting, suspicious circumstances, etc. Clarification was provided that incumbent manages both misdemeanor and felony criminal offenses; conducts interviews/investigations in person, by phone, etc. to obtain necessary information; may perform potentially high-risk assignments including narcotics, prostitution sting, DUI search warrants and other criminal abatement activity.

5 EQUIPMENT USAGE & MAINTENANCE: Practices and maintains proficiency in the use of firearms and other police weapons and equipment; performs related duties, as assigned. Clarification was also provided that incumbent may operate patrol vehicles, motorcycles, pick-up trucks, SWAT vehicles, mobile command center, etc. as properly licensed to do so; maintains the cleanliness and working order of their firearm and personal equipment; maintains patrol cars and cleans out trash, checks lights, fuel, tires, etc.; home cares for canine if assigned to K-9 unit, as well as in the field and during on-call hours; maintains marked police vehicle to be taken home when working in K-9 unit with police dog; motor officers will maintain their motorcycle and related equipment such as helmet, boots, etc.; may be assigned a marked police motorcycle to be taken home; horse unit cares for and exercises horses at designated site; notifies supervisor of further maintenance issues requiring a mechanic; ensures patrol car contains all necessary items including but not limited to emergency blankets, first aid kits, additional weapons, etc. at the beginning of each shift. Incumbent is responsible for regular firearm qualification on range, coordinating firearm maintenance and checks with range master on established schedule.

6 COMMUNITY RELATIONS / DEPARTMENT LIAISON: Analyzes recurring patrol and specialized problems/hazards in collaboration with supervisors, peers, and service clientele; participates in developing long-term resolutions to law enforcement related problems and issues; performs related duties, as assigned. It was clarified in interviews that incumbent coordinates and collaborates with other law enforcement agencies in the investigation of crimes and the apprehension of offenders; may work nationwide with other police departments, California Highway Patrol, attorneys, agencies, secret service, etc. to exchange information, analyze problems, coordinate efforts and maintain professional networks. It was further clarified in interviews that incumbent assists the public and answers questions as required throughout shift; establishes and maintains good relationships with the general public; may make presentations at various community events, as requested, to promote crime prevention and enhance public understanding of Police Department activities; provides assistance and support at public events in the City; may be assigned to serve as department liaison with such groups as schools, Neighborhood Watch Associations, housing authority, community groups, DARE officers, Chambers of Commerce, etc.; provides education on police activities such as but limited to ethics, criminal law, narcotics law, general investigations, traffic patrol and coroner’s office protocol; provides advice to victims during service calls such as information on obtaining a restraining order, court services, etc.; may conduct ride-alongs with the public if requested to do so.

COLLATERAL DUTIES: It was clarified in interviews that incumbent may be responsible to take on specific tasks and assignments in addition to their traditional duties. Collateral duties may include Field Training Officer (FTO), Detective, Neighbor Resource, School Resources, SWAT Team, Motors Unit, Crisis Negotiation, horse mounted unit, etc. It was further clarified in interviews that incumbent may serve collateral duties as a secondary responsibility, for overtime, or may be assigned on an as-needed basis; incumbent may be pulled off primary area of responsibility to serve for a defined period of time; may receive specialized training to serve collateral duties. Horse mounted patrol occurs as necessary to monitor special events (i.e. concerts, marathon, etc.)

REPORTS / LOGS / RECORDS: Completes reports in a timely manner; performs related duties, as assigned. It was clarified in interviews that incumbent prepares reports of arrests made, investigations conducted and illegal incidents observed; completes complaint forms when arrests are made; creates, maintains and submits booking form records including but not limited to traffic citations, parking citations, vehicle reports, arraignment letter requests, search warrants, arrest reports, booking packages, DUI arrest reports, juvenile arrest reports, multiple defendant court packages, burglary reports, confidential reports, courtesy reports, missing persons reports, custody/visitation court order violation reports, domestic violence and emergency protection orders, death reports, homicides, manslaughter, infant deaths, kidnappings, rapes, elder abuse, fraudulent document reports, identity theft reports, narcotic arrest reports, petty theft reports, stolen vehicle reports, traffic accident reports, vandalism/graffiti reports, medical questionnaires and overall booking paperwork for prisoners being booked in jail, log evidence, provide narrative reports, file witness statements, prepare court case filings, etc. It was further clarified in interviews that incumbent utilizes ISIS database to enter, track, and provide narrative documentation of information obtained during shift; incumbents may utilize ISIS to obtain information while in the field; may stop at a police department for computer access to enter information into system; pull information (i.e. prior arrest information, vehicle information, past reports related to suspect/residence under investigation, etc.) from ISIS in support of investigative responsibilities; may utilize MDC mounted in patrol vehicle to enter reports and data; may handwrite certain reports/parts of reports (i.e. face sheets of traffic collision reports, etc.); completes overtime and injury reports. Clarification was also provided that incumbent completes log book to check in/out weapons; completes field interview cards for any contact made with community members throughout shift; completes in-custody reports for major felonies (i.e. child-related crimes, domestic violence, sexual assaults, etc.); completes overtime reports; completes vehicle inspection reports; utilizes email as required.

DRIVING / TRANSPORT: Transports prisoners; performs related duties, as assigned. It was clarified in interviews that incumbent drives marked or unmarked patrol car during patrol duties; may be assigned to drive motorcycle during motor functional area assignment; transports evidence; transports prisoners/arrestees as necessary to and from Police Department for booking, to and from County facilities, hospitals, etc.; may check items out of property room to transport to court; performs other related driving duties as requested or needed to perform assignment.

COURT APPEARANCE / WARRANTS / SUBPOENAS: Appears and testifies in court, both on and off duty; performs related duties, as assigned. It was clarified in interviews that incumbent assists with serving subpoenas and warrants as required; filling out proper documentation of subpoena service; may be deposed in cases involving litigation against the City, pending litigation on cases overseen by incumbent in his/her position; may serve as a witness in court cases to provide information about operational protocols/parameters as part of pending litigation; responsible for being fully knowledgeable about cases before court appearance and maintain ability to clearly articulate facts related to case; prepare evidence (physical and/or photographs as necessary) for court; may prepare for court in partnership with District or City Attorney. It was further clarified in interviews that expert witness testimony may require several days of time and varies greatly on a case-by-case basis.

EVIDENCE COLLECTION: It was clarified in interviews that incumbent gathers evidence as necessary at the scene of a crime or incident; obtains witness statements; maintains the integrity of the evidence in transport from the scene to the Police Department property room; establishes and maintains proper chain of custody; as it pertains to the collection of evidence, Police Officers will commonly book, handle or manipulate a variety of drugs (PCP, heroin, methamphetamines, marijuana and ketamine) and drug paraphernalia; may exercise judgment to call in evidence collection assistance from Forensic Unit. It was further clarified in interviews that incumbent may conduct surveillance, assist in following up on major crimes, re-investigate cold cases, assist in finding suspects, assist in coordinating efforts with external agencies in state and federal cases (i.e. FBI, etc.); collects video surveillance as part of evidence collection as needed.

IX. Personal Protective Equipment / Safety Training and Devices:

Personal Protective Equipment and Safety Training and Devices: The City shall provide each newly hired officer with a service weapon, holster, ammunition, nightstick, handcuffs, raincoats and rain boots, keys, pepper spray and holder, patches, helmet, leather belt, cuff case, ammunition holder, baton ring, keepers, key holder, walkie talkie accessories, vest, and coveralls for certain assignments. Employees newly assigned as motorcycle officers shall be provided with boots, breeches, leather jacket, helmet, eye protection and gloves. Employees newly assigned to beach detail shall be provided on a reimbursement basis with shorts, T shirt and hat. It was clarified in interviews that incumbents are provided with the following and/or have access to the following as needed and to perform duties: gloves; helmet; Kevlar vest; SWAT vest; SWAT riot shield; padded jacket; breeches; boots; firearms (handgun, rifle, shotgun); taser; filter masks; dust/particle masks; gas masks; collapsible baton or ASP; flashlight; two-way radio; digital recorders; pepper spray; uniforms/Sam Browne. First aid kits and fire extinguishers are in vehicle trunk; eye wash stations and emergency showers are also available. Incumbent participates in all legally required trainings for position, as well as any elective or City-provided training as assigned by Supervisor.

X. Required Qualifications:

Education/Training/Experience:

Police Officer: Graduation from high school or the equivalent. Completion of a California P.O.S.T. approved police academy; applicants must be U.S. citizens or permanent resident aliens who are eligible for and have applied for U.S. citizenship. Must obtain citizenship within three (3) years from date of application. Police Officer – Lateral Transfer: Graduation from high school or the equivalent. Completion of a California P.O.S.T. approved police academy; one year full-time, paid experience as a sworn peace officer with an organized, local government agency; applicants must be currently employed as a sworn peace officer in the State of California.
