Request Statement

The A/E will provide Pre-design through construction administration services as indicated in the: DFDM “Policy and Procedure Manual for Architects/Engineers and Consultants”, the “Guide for Developing Program Statements for Projects Requiring Enumeration”, and the DFDM “Contract for Professional Services” as directed by DFDM at the Design Kickoff meeting. The services may be contracted for in multiple parts with project-specific review/ approval/ authorization points in the contract as determined by the needs of the project. Authorization for subsequent services will be issued in writing upon satisfactory performance and completion of contracted services and deliverables. Background

The Milwaukee Army National Guard Readiness Center is located at 4108 N Richards Street,

Milwaukee, Wisconsin, in a masonry building constructed in 1927. Modifications are required to

address numerous building issues to ensure integrity of building envelope, to create more

flexible spaces for varying densities of occupants, and to properly size and configure

rooms/spaces for efficient and effective use. The existing building is in need of repair as the

current systems are failing, are inefficient to operate and uneconomical to make major repairs.

The three story readiness center lacks the authorized administrative, classroom, kitchen, toilets,

showers, locker rooms, and unit storage space for the assigned units. The facility and site does

not currently meet the Americans with Disabilities Act (ADA) or current Antiterrorism Force

Protection (AT/FP) standards. The existing facility consists of approximately 99,674 GSF which

does not meet the authorized requirement of 121,699 GSF and is inadequate to meet the

training needs of the units housed in this facility.

The Readiness Center Renovation Phase I project (DFD 15F2Q) is currently under construction

and includes a new mechanical room addition to the building, new fire protection and fire alarm

systems, replacement of hot water heating, ventilating and air conditioning systems and

equipment, as well as replacement of lighting, power, and communications systems. Work is

primarily limited to the Administrative Building wing and is scheduled to be complete in October

2018.

Purpose and Scope of Project

The purpose of the project is to provide a modern, efficient, and safe facility to better meet the

continued training and readiness needs of the units housed at Milwaukee. The scope of work

includes alteration to the administrative portion of the facility to renovate office space that no

longer meets the requirements of the unit, replace all windows, reallocate space for dedicated

telecom rooms and renovate existing latrines. The renovation and layout change of the current

space will allow for a much more efficient and usable space

Occupants and Activities

Four units occupy the building and include officer, enlisted, and civilian personnel. Full-time,

permanent personnel consists of 37 individuals who occupy the building Monday through

Friday, 0730 – 1630. Part-time, Guard/Reserve personnel totaling 552 individuals conduct

training (drills) at the facility three weekends per month, typically Friday night through Sunday.

Activities include training, administration, recruiting, vehicle maintenance, supply storage, and

physical fitness.

1) LANDSCAPING: Cut back overgrown trees at front of building. Provide new landscaped areas at South Court and on west side of building facing Richards Street. 2) ELEVATOR: Provide new enclosed entry and three-story elevator at south Court area. Remove existing unused circa 1930 concrete platform. Provide new exterior accessible walk to/from ADA parking area. Create new entry at existing “Connector Corridor” door with enclosed Vestibule. Construct 3-floor elevator at exterior corner of Armory. Shore existing construction, excavate for and penetrate existing wall at Lower level and modify interior to provide circulation to Lobby area. Create openings at Main level and Upper level. Enclose with brick masonry wall construction. New exterior walk and new elevator will provide accessibility to entire building. Capacity shall allow moving material/furniture to lower and upper level. 3) ENTRIES: North wing, add new entry/egress door to eliminate unsafe dead-end corridor and comply with exiting code. Provide stoop, lighting, new door, and frame. Use existing window opening and modify as required. Add sidewalks to connect north entries with Drill Hall door. Add slab-on-grade for employee break areas. Replace exterior door at 1970-built stairway. Modify high-use south entry/exit. Replace door and frame. Provide brick or stone exterior walls to eliminate exposed C.M.U. Support on new concrete or on galvanized steel wall base angle. Add interior doors, frames and sidelights to create Vestibule for energy savings and control of the elements. Modify floor and ceiling finishes, heating and lighting. Replace and design for existing transom light. Add exterior stoop and protect entry from vehicular traffic with steel bollards. 4) REPLACE WINDOWS: Remove all existing windows. Replace with new aluminum framed anodized bronze fixed ATFP windows. Include Drill Hall clerestory windows. At existing “blocked-in” windows, where possible, remove painted over glazing, plywood, etc. and provide new windows. Replace steel bars at Supply Rooms and other areas with Class 9 security screens, as directed. Remove all window air conditioners. Comply with UFC/ATFP requirements. Existing windows date from 1978 or 1930 at some areas of the Armory and Drill Hall. All leak energy and allow cold drafts into occupied spaces. 5) UPGRADE AMINISTRATION BUILDING: Remodel offices, where indicated, for 4 Guard Units. Retain existing terrazzo flooring and historical elements. Replace resilient floor tiles and provide new carpet tile flooring, wall finishes, and other upgrades. Remove existing and construct new walls per floor plans to maximize space efficiency and create proper spatial relationships between various office functions and different Units. 6) MODIFY LOWER LEVEL: At north area, create a Corridor for separation of three Classrooms. Provide operable partition in larger Classroom. Infill former boiler room recessed floor to bring level with remainder of surrounding floor. Create new space uses in area. Remodel south areas as required for new space uses. At Second Floor of Drill Hall wing, provide a second means of egress to/from Classroom. Provide new HVAC for entire area. Create new Tactical Operations Center, Equipment Storage, COMSEC office and SIPR Hub Room. 7) TOILET ROOMS: At Lower Level, remove existing toilet rooms, shower rooms and food service installation. Create new, larger Toilet Rooms, Showers, and Dressing

Rooms for both sexes, per layout. At Main and Upper levels, remove existing toilet rooms and interior stairway. Create new accessible Toilet Rooms for men and women with Janitorial. 6) REMODEL CLASSROOM, OFFICES & TACTICAL OPS CENTER: Create new spaces per layout. Create new COMSEC area for classified information and extend into select rooms via a Protective Distribution System (PDS). Provide new finishes. Provide HVAC in high use training areas presently without ventilation or cooling. Separate areas acoustically from other areas of the building (STC minimum of 60). Provide new floor outlets in TOC (24) and Classroom (30) for power and data. 9) EQUIPMENT CONNECTIONS: EMERGENCY ELECTRICAL: Provide transfer switch, exterior slab and means of penetrating wall for mobile 1200 Amp emergency generator. SATELLITE ANTENNA: Provide connection for trailer mounted tactical satellite. Provide building mounts for various antenna configurations.

Special Considerations

The dates below are contingent on approval, availability, and the timing of receipt of funds. In

addition to the overall scope to remodel and modernize the existing facility, work includes

reinforcement of existing construction and replacement of windows to meet AT/FP

requirements.
