Co-creating excellenceVisions and plans in education are not in short supply, but implementation and examples of concrete steps and best practice are. Dream School model is all about concrete steps and attention to learners’ future needs.

Both Singapore and Finland are committed to excellence and the desired outcomes of education are explicitly linked to competitiveness, research and innovation. Singapore is one of the most dynamic and innovative centers in the world, with eyes firmly fixed on the future.

We believe that Finland and Singapore, world’s top educational performers, can learn from each other and jointly lead the way for the best educational practice. Even though there are many differences between Finland and

Singapore, both countries share a culture of education and a high respect for teachers. There is a good foundation for many types of collaboration. We believe that the School is the place where new ideas take root. Schools in both countries have a clear idea of the importance of life long learning. We both know how important it is that students can reach the ability to manage their own lives and that they possess the necessary learning tools, life skills and knowledge for a good life in a changing world. That is why collaboration between schools – also internationally – is so very important.

We look forward to seeing you in Finland this autumn!

The Finnish National Board of Education is the principal financier of the national Dream School pilot, which is coordinated by the Kasavuori School. The pilot focuses on the deployment of user driven cloud services for learning. Seven research projects and over ten service providers are part of the pilot. 15 schools nationwide have already adopted the model and we are expecting 15 more schools to join us by the end of the year.

FinlandThe basic education in Finland has been highly ranked in many international studies. This proves that something has been done right in the past. However, we recognize that the education model that built the industrial achievements of the past, is not a recipe for future success. The Finnish education system is based on strong professionalism and firm trust between all stakeholders. Our well-educated teachers are highly valued knowledge workers. Collaboration internationally and locally is vital for continued success.

Kasavuori SchoolKasavuori School has about 330 students and 40 teachers. ICT has been used in learning since the 1980’s. The School was one of the national pilot schools in the National Plan of ICT in Education 2008–2010. The project studied and developed future ICT use in Finnish schools.

Kasavuori School initiated and authored the Dream School model to meet the needs and the expectations of the 21st century learners and adults. Collaboration, sharing and continuous learning are a big part of the school’s success. The Dream School was launched in 2008.

Kasavuori School has committed, professional teachers and motivated students. The learning community shares common values, knowledge and experience. The support of the learning and growth is seen as the most important task of the basic education.

Kauniainen Finnish-language school authority – which Kasavuori School is a part of – has about 1200 students, it employs 100 teachers and its annual budget is approximately EUR 8,5 million. Kauniainen is a small town located west of Helsinki. The city is relatively prosperous with a well educated population.

A development of a common learning platform like the Dream platform is very important especially for small learning solution companies like us. Dream platform opens up great possibilities to scale up our services and allows us to concentrate on our core mission – development of engaging and effective learning solutions.

A flexible user management system and a forthcoming learning solution marketplace facilitate our work greatly, because it decrease the development risks and will support the marketing of new learning solutions. For us the diffusion of the Dream platform is a key issue in scaling up and we believe that in the future it allows us to invest more in development of innovative learning solutions.

Research-based solutionsVTT and University of Oulu are particularly interested in the techno-economic evaluation of novel ICT service concepts. Dream School is such a concept and similar approaches will be seen also in other sectors.

New business models for companies and new collaboration models for the public sector are the essence of these concepts. The impacts of new models must be studied at the floor level in order to ensure that the models work not only on paper but in practice as well.

Best results will be reached if research is conducted as an international joint effort, which takes into account various contexts and culture-specific differences.

• Economically and ecologically sustainable ICT services which are procured based on true user needs instead of hardware specifications or best efforts by large firms.

• Creation of a PPP- type of ecosystem for ICT-services where service providers, the school, teachers and municipal education administration collaborate and have adopted new roles.

• A wide service provider network enables adequate and competitive supply of services and gives room for innovation.

• As a technical platform, Dream School facilitates better interoperability through open source applications and it ties seamlessly together users, services, applications and hardware.

• Future applications and even infrastructure will be provided through cloud – teachers and pupils decide on the best tools to use.

Finland and Singapore – top educational countries in the worldBoth countries are internationally known for excellent learning outcomes and continuous high intensity development and investment in the quality of education and training. Both Finland and Singapore have a strong commitment to prepare new generations to meet future demands.

Learning Solutions programmeThe objective is to develop internationally important learning solutions to develop new operating approaches, create new skills and develop products, services and comprehensive packages for national and international markets. Learning Solutions will be implemented from 2011 to 2015 and its estimated budget is EUR 52 million, of which Tekes’ share is EUR 30 million.

Finnable 2020 is part of Learning Solutions programme. The aim is to foster new ecosystems of learning that break through traditional boundaries about where, when, and with whom learning takes place. Finnable projects promote the research and design of collaborative, technology enabled learning environments for the 21st century —locally and internationally.

Towards excellence with cooperation between Finland and Singapore

In cooperation between researchers, practitioners, private companies and the public sector, we are currently developing the capacity of educators to foster students’ growth as active, technology literate 21st century citizens who have a strong foundation for life-long and life-wide learning.

Finnable 2020 explores the idea of a globally shared pedagogy by connecting studentsand teachers across the world. Using digital learning environments and communicationtechnologies, such as mobile devices, videos, and games students and teachers exchangeideas, collaborate and create content together.

Participating groups range from kindergarten to high school and come from Finland, California, Greece, and Singapore. We welcome all Singaporean researchers, teachers and students, public and private sectors to be a part of this international cooperation.

Capacity building through international collaboration

One of the tools of Finnable 2020 is MoViE (Mobile Video Experience) which enables collaboration in the classroom and across borders. Using MoViE students create, edit, share and remix collaborative digital storytelling projects with simple videos created with mobile devices.

Themes can be connected to different subjects, such as science (e.g. water or energy), social sciences (e.g. history, neighborhood, traffic), or students’ hobbies and leisure time.

Students work in teams and learn collaborative skills while jointly creating digital stories.

The MoViE digital space gives students an opportunity to bring international perspective into their learning. It enables easy collaboration and interaction with peers in other countries. Teachers are also breaking barriers locally as they use mobile digital storytelling as a way of encouraging students to critically explore their local communities and environments.

The key features of MoViE are:• The focus is on storytelling. Editing

and production are quick and simple.• It is free and web-based.• Apps are available online, free and

easy to download.• MoViE is hosted on a secure server

and privacy is guaranteed.• Adults can moderate content as needed.

Set up

We would like to set up Dream School in Singapore. This means contacting interested schools and facilitating the start up.

We would like to test run our agile application and service development model starting from users’ needs in Singapore.

© 2013 Dream School14

We would like to build up a supporting ecosystem for collaboration, identify and contact local companies and research counterparts interested in collaboration with the Dream School model. We are looking for long term collaboration with these parties.

We are especially interested in finding local SME´s and vendors providing cloud services, who are willing and interested in opening up international markets in collaboration with Finnish companies.

Build up

We would like to participate in, facilitate and support international research collaboration to provide the best evidence based methods and technologies to schools. That would include several case studies, benchmarking and impact evaluation.

We are able to offer our experiences and results of the Finnish national pilot for research and benchmarking. We will also have one or two other international pilots by the end of the year, which could be jointly planned and implemented.
