Letter of Transmittal
At this very moment, the world stands on the brink of potential thermonuclear extinction. This does not mean that civilization is doomed. It does mean that we are very close to a strategic confrontation between the United States and some NATO allies on the one side, and Russia and China on the other.
The one and only source of the war danger is the desperation among factions in London, which would rather see the world wiped out, than face the loss of global financial power. This desperate City of Londoncentered financial oligarchy, and its Wall Street appendage, operate through the vast—yet often underestimated—powers of the British monarchy, whose stated intention is to reduce the world’s human population from currently seven billions persons, to less than one billion.
There is presently a chasm, a fundamental difference in future perspectives, between the transAtlantic region of the world and the Eurasian region of the world:
The former has abandoned the scientific and technological optimism so characteristic of the Kennedy era, in order to embrace “greenism”, an oligarchical unscientific creation that will deliver a future fueled by “soft energy” sources, whose low energy flux density will inevitably result in a rapid depopulation of the planet. That transAtlantic region’s economic future looks very bleak under the present policies, as the financial oligarchy moves to extend, to every nation within that region, their “Greek model”, where the European Troika has now imposed a banker’s dictatorship that has enslaved every man, woman and child of that once proud and ancient nation, that had been the birthplace of Western democracies!
The Eurasian sector, with all its imperfections, is nonetheless presently strongly committed to economic growth and scientific and technological achievement. Nuclear energy is being expanded throughout that region and, as exemplified by the recent Chinese rover landing on the Moon, whose primary scientific task is to explore the possibility of future mining on the Moon of the helium3 gas, that would serve as the primary fuel source of future fusion energy reactors, thereby accelerating both the scientific and economic feasibility of fusion energy for the nations of the world.
The Immediate Danger
In the Executive Intelligence Review (EIR) fact sheet on Ukraine, an important and timely featured item included in this Special Report, we warn that the Ukrainian developments could become the flashpoint for triggering World War III.
We quote from the opening paragraphs of that report here:
Western nations, led by the European Union and the Obama Administration, are backing an outright neoNazi regimechange coup in Ukraine. If the effort succeeds, the consequences will extend far beyond the borders of Ukraine and neighboring states. For Russia, such a coup would constitute a casus belli, coming as it does in the context of NATO missile defense expansion into Central Europe and the evolution of a U.S.NATO doctrine of "Prompt Global Strike," which presumes that the United States can launch a preemptive first strike against Russia and China and survive the retaliation.
The events in Ukraine constitute a potential trigger for a global war that could rapidly and easily escalate to a thermonuclear war of extinction. At this weekend's Munich Security Conference, Russian Foreign Minister Sergei Lavrov had a heated public exchange with NATO Secretary General Anders Fogh Rasmussen, in which the latter accused Russia of "bellicose rhetoric" and Lavrov responded by citing the European missile defense program as an attempt to secure a nuclear firststrike capability against Russia.
In his formal remarks at Munich and a week earlier at the World Economic Forum at Davos, Switzerland, Lavrov also assailed Western governments for supporting neoNazi terrorist organizations in their zeal to place Ukraine under European Union and Troika control to tighten the NATO noose around Russia.
The Urgent War Avoidance Measures:
Our Special Report urges the appropriate governments to deal with the two immediate measures which would greatly diminish the threat of thermonuclear war:
1) The removal of President Barack Obama from the Presidency, either through a formal impeachment process, or through the application of the 25th. Amendment to the United States Constitution or simply

by a Nixonstyle forced resignation.
2) The voting up in the immediate period of a coordinated global GlassSteagalltype legislation in the major Parliaments of the transAtlantic region, thereby putting in orderly bankruptcy the City of London and its Wall Street appendage and opening up the possibility of replacing the present bankrupt world monetary system with a new world economic system based on the principles of Alexander Hamilton’s National Bank for productive public credit.
3) Such a Hamiltonian world credit system would then permit worthwhile national and continental great infrastructure projects to get built over the one or two decades necessary for completion, therefore building the bridges towards peace based on the leitmotiv of the encyclical Populorium Progressio that the new name for peace is development.
4) Finally, the longterm harmony of interest of all human beings is to get sovereign nations to work towards the common aims of Mankind and that would certainly put space cooperation at the top of the list, not only for defence against incoming asteroids, as proposed by Russia’s present leadership, but in order to reach, within this Century, a true Age of Reason for Mankind based on Mankind’s mastery of space and the exploration of near earth planets and eventually the Solar System and beyond.

Russian National Television Features Primetime Interview with Lyndon LaRouche

The 9:00 evening newscast on "Russia 1" television, the second largest television station in Russia, featured prominently an interview with Lyndon LaRouche concerning the crisis in Ukraine. This broadcast marks the third night this week that LaRouche has appeared on major Russian television media.
(EIRNS) — A fiveminute segment on tonight’s Vesti news program, on Russian state TV’s Rossiya24 channel, was titled "Lyndon LaRouche: USA Relies on Nazis in Ukraine."
Correspondent Yevgeni Popov reviewed the extent of Western support for outright fascists in Ukraine, anchoring his report on an interview with LaRouche recorded yesterday. The Vesti program has an audience in the millions.
The following is a translation of the Vesti story, which was illustrated with video clips from recent weeks, including Barack Obama’s representative Victoria Nuland at the Maidan and the attacks by Right Sector guerrillas on the police. (Ellipses indicate parts of the original skipped in translation; phrases in square brackets were added in the Russian voice over.)
Anchorwoman: It is obvious that the coup in Kiev could not have happened without direct support from the West. Prominent EU and U.S. politicians openly visited the Maidan and supported the mob’s intention to overthrow the democratically elected government. On the eve of the Vilnius summit of Nov. 29, 2013, Speaker of the Lithuanian Parliament Loreta Grauiniene did so, on an unapproved visit to Kiev during which she spoke from the Maidan stage. The EU’s High Representative for Foreign and Security Policy Catherine Ashton showed up at the Maidan, as did former Polish Prime Minister Jaroslaw Kaczynski. The most memorable visit, however, was that of U.S. Assistant Secretary of State Victoria Nuland, who handed out pastries and cookies to the crowd. At a closed White House briefing, Nuland acknowledged that the USA had spent over $5 billion to support the Ukrainian coup.
Yevgeni Popov heard about the West’s role in an interview with American political elder Lyndon LaRouche.
Popov: Those who decided Yanukovych’s fate and forced him to flee the capital do not have Ukrainian surnames. After all, it was Polish Prime Minister Donald Tusk who made it public that the President had agreed to early elections. His representative, Foreign Minister Sikorski, was at the Presidential offices on Bankovskaya Street at the time, with Steinmeier and Fabius. The foreign ministers of Poland, Germany and France did their job: they convinced Yanukovych to sign the agreement, which the opposition also signed, and then immediately forgot. And it seemed that the Maidan had won its own victory in Kiev.
Lyndon LaRouche, now 91 years old, is an American idealist, whom even J. Edgar Hoover and Kissinger tried to go over, back in the day. LaRouche, who has been following the Maidan since December, notes that the puppetmasters were not on the scene at the decisive moment. The State Department’s Nuland handed out cookies early on, while Senators McCain and Murphy snapped their iphone photos also before the main events.
LaRouche compares the Maidan with a component of a construction set that collapsed after Syria, and now the USA is trying to put it back together. But Ukraine is only an intermediate goal.
LaRouche: "The point is that Ukraine is an area, [which the West is using] to try to break Russia. If they don’t get the break [by diplomatic means], they go [further]."
Popov: The task is not a new one and the methods are not original. Beginning in the mid1940s, LaRouche recalls, after the war, the USA rescued and recruited Nazi criminals and their henchmen, in order essentially to send them back to the same front.
LaRouche: "Ukraine is only really a strategic point of concern. It is not a Ukraine crisis. Ukraine has ... a Nazi organization which is still a very active Nazi organization, ... [ever since] the Ukrainian part of the Hitler organization, which specialized in killing Poles and Jews."
Popov: Thus, the American emissaries prefer not to mention the rampages of Right Sector in Kiev. Or that 100 people were killed, at a comfortable distance from Washington. As for policeman in flames from Molotov cocktails — that, of course, was a provocation. After all, the Kiev protests were peaceful. But the Western strategists didn’t anticipate an uprising against the Maidan in the southeat and Crimea. In 2004, they had done alright in there, too.
LaRouche: "Crimea is a vulnerability for Russia. If you take the whole area of the southern Ukraine region, and the area of the sea, the Black Sea, there, and you go into Crimea, you are at the core of the vulnerability of Russia," — geopolitical problems for Russia. "Russia’s effective military defence is vulnerable, in the belly of Russia! It is not really the issue. The issue is to destroy, defeat Eurasia."
Popov: LaRouche doesn’t want to hear about "common European interests" in Ukraine. In the postindustrial philosophy, Britain and the USA have the deciding say. "Western Europe, is dead! There is no sovereignty in Western Europe! The only thing that gives any sign of life is Germany, ... which really is worried about trying to get a peace agreement."

Things are more complex in the East. The threat of sanctions against Russia, he finds amusing. He recalls how he himself suffered for his convictions. In 1989 LaRouche was sentenced to 15 years in prison on false charges of fraud. Later, former Attorney General Clark called the case against the politician "a gross abuse of power by the U.S. government." Sanctions against Russia won’t get anywhere, LaRouche believes.
LaRouche: "Russia has strong allies, like China and India, .... [with a strong economy and] a very capable military capability. That is a powerful region, collectively. And that’s what they’re trying to attack and destroy. Russia is the point they picked on, to try to crack the whole system."
Russia’s reaction and pushback, which the West didn’t anticipate, doesn’t mean that Washington is prepared to retreat, LaRouche warns.
The conflict has entered an entirely new phrase. There is the fateful referendum in Crimea, and also reports of foreign mercenaries, already sighted in Donetsk and Kiev.

Russia’s Yakunin Blasts `Global Financial Oligarchy` on Ukrainian Crisis

(EIRNS)—In an interview with the Financial Times, Russian Railways head and Putin’s close ally Vladimir Yakunin has blasted the "global financial oligarchy" for orchestrating the coup and the crisis in Ukraine, as part of an effort to "destroy" Russia.
"A close ally of Vladimir Putin has accused the U.S. and a ’global financial oligarchy’ of organizing the overthrow of power in Ukraine to ’destroy’ Russia as a geopolitical opponent," the Londonbased Financial Times wrote today.
"We are witnessing a huge geopolitical game of which the aim is the destruction of Russia as a geopolitical opponent of the U.S. or of this global financial oligarchy," Yakunin told the FT. "A CIA analysis... described three possible scenarios for the development of the geopolitical situation. The most acceptable scenario was considered to be one in which a certain world government is created — and the realization of this project is in line with the concept of global domination that is being carried out by the U.S. We saw this in Iraq, we saw it in Afghanistan, we saw it in Yugoslavia and in North Africa. Today, the borders of carrying out this doctrine have moved to Ukraine."
After describing Yakunin’s as part of the "hardliners" in Putin’s security establishment, the FT quotes him saying that Putin’s request to the upper house of parliament, the Federation Council, for approving the deployment of Russian troops in Ukraine, had given Western leaders "a cold shower." This should lead them to step back from backing the "armed fighters" who had sparked the shooting on the Maidan. The West must now help to ensure democratic elections in Ukraine to create "legitimate organs of power without the participation of armed men and fascist elements."
However, elections on May 25 is too early to ensure a truly democratic process. "The blood on the asphalt is not yet even dry. It would be great if this cold shower that Mr. Putin sent to western leaders — I mean U.S. politicians — had its effect and they understood it is not decent to stamp around in your boots in someone else’s house."
Yakunin accuses the West of betraying assurances given to Moscow in 1990 that NATO would not expand eastwards. "If you look at things objectively, [then German Chancellor Helmut] Kohl swore to Gorbachov that the exit of Soviet troops from Germany would not lead to NATO’s approach towards Russia’s borders. But in reality everything that has happened is the exact opposite. Today I heard that NATO intends to more than double the contingent of fighter jets patrolling the territory of Baltic states. It seems to me this looks fairly comic, but is in fact pathetic and disgusting."

(EIRNS)—A "transition government" has been formed and was okayed on Thursday by the majority of the Ukrainian parliament, and its composition absolutely reflects the Victoria Nuland script: "Yats" is in, "Klitsch" isn’t, and the neoNazis of Svoboda and of Pravy Sektor (Right Sector) are in. Arseny Yatsenyuk leads a horror cabinet composed, on the one hand, of brutish austerity proponents who will do everything to meet the EU, and IMF, and U.S. conditionalities for "assistance loans," and on the other hand, of radicals who want to cleanse Ukraine of all other ethnic groups and minority languages, promote the rehabilitation of the Nazi collaborators of the Bandera tradition, and will be eager to provoke an armed conflict with Russia.
Finance Minister Oleksander Shlepak is a former deputy head of Privatbank—which served as a conduit for U.S. and other western funding of Svoboda and Pravy Sektor, according to precoup Ukrainian security sources. Interior Minister Economics Minister is Pavlo Shemeta, founder of the Kyiv School of Economics, a radical privatizer and deregulator. Interior Minister Arsen Avakov, a former manager of the Presidential campaign of the Orange Revolution’s Viktor Yushchenko, was accused of illegal privatizations by the justtoppled government, escaped to exile in Italy from which he returned to Kiev when his investigators were just being kicked out past week.
Prime Minister Yatsenyuk himself already stated that this is "the most unpopular government in Ukraine’s recent history" which will push sacrifices by the citizens on a scope that will turn the government in its short term between now and the May 25 elections into a "political suicide commando."
Then, the openly neoNazi side: Oleksander Sych of Svoboda is vicepremier; two other Svoboda politicians, Ihor Shvaika and Andriy Mokhnyk, are Ministers of Agriculture and of Ecology. Serhiy Kvit, a former member of the neoNazi Tryzub Bandery, is Education Minister. Andriy Parubiy, the commander of the Maidan "selfdefense" contingent, is head of the National Security and Defence Council. Dmytro Bulatov, a leader of the AutoMaidan logistics operation which has numerous overlaps with Pravy Sektor, is Minister of Sports. There are more of the radical Maidan leaders on the middle level of the cabinet ministries, in the anticorruption agency and in the prosecutorial apparatus. The New General Prosecutor is Svoboda’s Oleh Makhnitsky.

2 March 2014 — Today the Ukrainian authorities mobilized their army reserves, increasing thus the risk of war. Given Mr. Obama’s statement that he is ready to react to events in Crimea, the risk of world war is now immediate, just as it was during the Cuban missile crisis. The difference today is that the president of the United States is not John Fitzgerald Kennedy.
The time has thus come for those European countries convinced that peace cannot be preserved without Russia at the negotiation table, to take responsibility. It is one thing is to talk in Brussels, the other is to act without further delay.
The main elements for a road map between Russia and the EU leaders, essentially France and Germany, are clear:
• the respect of Ukraine’s territorial integrity and national sovereignty must be guaranteed;

• any illegitimate government, as the present one in Kiev, must not be recognized;
• any group of extremists which claims to control an illegitimate form of government, must be disarmed, brought under control and dissolved;
• guarantees must be given to the Russianlanguage population, starting with the reestablishment of Russian as an official language;
• Russia must be recognized as the only country able to provide a context and motor for the economic development of Ukraine;
• the control exerted by oligarchs of all venues in Ukrainian politics, must be abolished;
• equal and equitable treatment to all components of the Ukrainian nation, east and west, must be guaranteed; and
• Ukraine must be given the means to ensure an equitable and harmonious economic development dynamic, via an agreement between Russia, Western Europe and the United States.
Concretely, this road map can only become a reality if the main powers create a public productive credit system which replaces the current rules of the game, dominated by a monetarist oligarchy. That credit will finance great development projects integrating Ukraine’s economy into an area extending from the Atlantic to the Sea of China. Finally, in order to create a solid base for peace, the political leadership of the transAtlantic zone must be changed.
The power of the City of London and Wall Street, and of all those who go along with them, must be brought to an end, starting with that of Barack Obama and those European leaders who submit to the present AngloAmerican empire. To really free Ukraine, one must first free our own countries from their cannibal cast. World peace depends upon that.
Natalia Vitrenko Gives Webcast In Paris, Exposes EU Support for NeoNazi Coup in Ukraine

Dr. Natalia Vitrenko, leader of the Progressive Socialist Party of Ukraine, yesterday began a tour of Europe at the head of a delegation of signers of the January 25 appeal by 29 Ukrainian organizations, addressed to world leaders, to stop a neofascist coup in Ukraine. Yesterday evening she keynoted a webcast, broadcast on the site of the Solidarity and Progress (S&P) organization, www.solidariteetprogres.org.
The speakers were introduced by S&P leader, former French Presidential Candidate Jacques Cheminade. He discussed the doctrines of AngloAmerican geopolitics, going back to Halford Mackinder at the turn of the 19th to 20th century. Today, Cheminade said, the goal under the modern continuation of these doctrines has been to create a focus of destabilization in the center of Europe, which could trigger a showdown against Russia. Cheminade introduced Natalia Vitrenko, doctor of economics, former member of the Supreme Rada of Ukraine, and leader of the PSPU, as having fought for the past twenty years to prevent this current crisis from coming to pass. On her visit to Europe now, she is joined by Col. Valeri Sergachov, leader of the Kiev Rus Party, former member of the Odessa Regional Council, and a decorated veteran of the War in Afghanistan; and Volodymyr Marchenko, chairman of the AllUkraine TradeUnion Organization "Ukrainian Confederation of Labor," former member of the Supreme Rada and member of its Committee on Constitutional Issues, and deputy chairman of the PSPU. Both Sergachov and Marchenko participated in the webcast as well.
The following translation of Dr. Vitrenko’s keynote and the remarks of her colleagues has been produced from the Russianlanguage audio track of the event. The speeches were translated and broadcast in French (archive video will be available soon on the Solidarité&Progrès website).

Natalia Vitrenko: Bonjour, camarades! I am very glad to greet you, and I know that millions of people around the world are watching and listening to us.
On January 25 of this year, in Kiev, there was a gathering of 29 leaders of Ukrainian political parties and public organizations. We wrote an appeal to the SecretaryGeneral of the UN, the leaders of European organizations, including the President of the European Union and the Chairman of the European Parliament, as well as other leaders, as well as U.S. President Obama and the leadership of the U.S. Senate and House of Representatives. Among us were representatives of four different political parties, and ten who have been Members of Parliament at the national level in Ukraine.
We stated, first of all, that it is a lie that the people of Ukraine want to sign an Association Agreement with the European Union. The Ukrainian people do not want this.
Secondly, we stated that it is a lie that what is going on in the Maidan is a peaceful demonstration. Guerrillas are in charge of the Maidan, and those guerrillas are neoNazis.
Third, that the will of the majority of the population in Ukraine is being grossly flouted, because the majority favors Ukraine’s increased integration with Russia, and does not want Nazism in Ukraine.
We, although we represent political forces, are denied access to the media. We appealed to those European and American organizations to invite us to Europe — us, who are not in power in Ukraine today, but we are not neoNazis. And we would tell you the truth. These agencies did not invite us, but we received invitations from the Parisian Academy of Geopolitics, from the Schiller Institute, and from our colleagues in Italy. We are very grateful for this.
Therefore we are making this tour as representatives of people’s diplomacy, representing the majority of the population of Ukraine, who want to stop the flames of civil war. We know with certainty, that the coup d’etat in Ukraine threatens the stability of the Eurasian continent.
Our delegation includes people of various professions. I am an economist, a doctor of economic sciences, a professor and an academician. Valeri Sergachov, my colleague in that he is also the head of a party, is a retired colonel, a combat officer [and an experienced veteran of the Afghanistan war —onsite translator’s note]. The deputy leader of my party, Volodymyr Marchenko, who is responsible for our party’s ideological work, is a construction engineer. Therefore we are well aware of what Ukraine’s real potential is, and what the prospects for our country would be in the case of integration with the European Union or with the Eurasian Union.
First of all, Ukraine has never been offered membership in the EU, is not being offered, and will never be offered such membership, because the EU would disintegrate, sooner than admit Ukraine as a member. The members of the Customs Union, on the other hand, are Belarus, Kazakstan, and Russia, our longterm and reliable partners; Ukraine’s integration into the Customs Union, and only such integration, can provide an impulse for the economic recovery of Ukraine.
But the Ukrainian oligarchs, and that’s who has been determining our country’s policy, long ago integrated themselves into the EU. An example is the wealthiest man in Ukraine, the billionaire Rinat Akhmetov. He bought a fancy house for himself in London for 40 million pounds sterling. He already owns companies in both the USA and in EU countries. The children of the Ukrainian study in European countries, they go to Europe for medical care, they take their vacations here, and they keep their money in the banks of the City of London and offshore zones. Therefore, they are oriented toward Europe and the West. It was in order to defend their money, that they wanted to sign the Association Agreement.
This Agreement would have completely destroyed machinebuilding in Ukraine and dealt a serious blow to all industrial production and to agriculture. The Agreement would have required Ukraine immediately to open its domestic markets, with all imports tariff being immediately lifted from 72% of all products. The output of Ukrainian industrial companies is not competitive in today’s European market. Our Academy of Sciences has calculated that the cost of compliance with EU standards would be 160 billion euros. This is equivalent to the budget of Ukraine for four years. We do not have this kind of money. In other words, Ukraine would have been condemned to the bankruptcy of its industrial enterprises, a total economic collapse, and mass unemployment.
In addition, the Agreement prescribed that all of this would be presided over by supranational organizations: the Association Council and the Trade Committee. Ukraine, that is, would have lost both its state sovereign and its

economic sovereignty. Furthermore, the Agreement provides that Ukraine, upon signing it, would enter into a Common Security and Defense System. This means political convergence. This means pushing Ukraine into NATO. From both the economic and the military standpoint, this would have been a blow against Russian interests. Calculations done by a joint task force of the Russian and Ukrainian Academies of Science showed that integration with the Customs Union would be very beneficial, economically, for Ukraine.
In addition, it is the case that historically and in its outlook, Ukraine is unquestionably oriented toward Russia. We are one people. We are the people of Rus. An ancient Russian state was formed. One thousand one hundred and fifty years ago, its initial capital was in Novgorod. Later the capital was in Kiev. After the period of the TatarMongol yoke, Moscow became the capital. And, all together, we were called "Rus." There was Little Russia, White Russia, South Russia, and Great Russia. "Ukraine" was artificially created by the AustroHungarian Empire, in order to tear away a chunk of territory from Russia. Because 336 years ago, there had been a unification of Great and Little Russia [Russia and Ukraine]. And it was only in 1922 that Ukraine appeared as a nationstate.
Therefore, in economic terms, in worldoutlook, and genetically, the majority of the Ukrainian population is oriented toward Russia. Let me read you some data, published in the journal Obozreniye by Nikolai Shulga, head of the Institute of Sociology of the Ukrainian Academy of Sciences. This is the most respected sociological research in Ukraine. They posed the question to people, of what foreign policy orientation they would prefer for Ukraine. Fiftyfour percent of the population replied in favor of developing relations with Russia and building up an eastern alliance. In favor of relations with the developed countries of the West — 15%. People were asked how they viewed the prospect of Ukraine’s joining a union with Russia and Belarus. Fiftynine percent favored this, 21% were against. These figures were clearly differentiated by region. In western Ukraine, 16% were in favor of this idea of union with Russia and Belarus. In eastern Ukraine, 84% of the population. But the national average was 59% in favor.
The date of that poll was 2011. After Yanukovych came to power [in 2010], there was a dawntodusk campaign throughout Ukraine, in favor of integration with the EU. It was hammered into people’s heads that, once the Association Agreement were signed, there would be jobs for everybody, wages like in France, pensions like in Germany, and everything would be hunkydory. Therefore, two years later, in May 2013, the figures showing the orientation of our population had changed somewhat. In favor [of alliance with Russia and Belarus] were 49%, with 28% against and 22% undecided. If we split the undecided in half, the result is still that 60% of the Ukrainian population is oriented toward union with Russia and Belarus.
But the Ukrainian oligarchs, headed by Yanukovych, were preparing to sign the Association Agreement on November 29 in Vilnius. Suddenly, one week before it was to be signed, the Ukrainian government decided to halt the process and not sign for Association. And, indeed, on November 29, 2013, Yanukovych refrained from signing the Agreement.
The minute the whistle sounded, the Parliamentary opposition summoned people to a "Euromaidan," to pressure the government on this issue. Indeed, people — several tens of thousands — poured into Independence Square [Maidan Nezalezhnosti] in Kiev, demanding Association with the EU. The majority of these people simply had no idea of what awaited Ukraine, were it to sign. It was only in January of 2014, that the this diagram appeared on the government website. It shows that if Ukraine signed the Agreement with the EU, Ukraine would lose $36.9 billion [U.S. dollars] in 2014 alone, whereas if Ukraine didn’t sign, but rather built up its relations with Russia, it would gain $5.1 billion dollars in 2014. But by then, nobody was listening.
That is because on the night of November 2930, [2013] the staff of Yanukovych organized a provocation, and the Maidan ceased to be peaceful. What was this provocation? The organizers of the Maidan announced that the demonstration was over. They began to take down the stage and remove the sound system. Only 300400 people remained in the Maidan, primarily youth. At 4:00 a.m., a thousand people from the Berkut special police force showed up at the square. And the Berkut, rather than pushing the people out of the square, started brutally beating them. At 4:00 a.m., quite a number of TV channels happened to have crews in the square. The videos they filmed where then shown not only in Ukraine, but all over the world, to demonstrate "how the Ukrainian authorities were dealing with a peaceful demonstration." The next day, tens of thousands of people from various regions of Ukraine, chiefly the western parts, streamed to Kiev. As of December 1, the neoNazis took the lead within the demonstration.
They brought in welltrained guerrillas, who began to do combat with law enforcement. NeoNazis did not suddenly appear in Ukraine on December 1, but much earlier. After the end of World War II, the Organization of Ukrainian Nationalists (OUN), these collaborationists, was taken under the wing of the U.S. CIA. The minute Ukraine became independent [in 1991], their organizations were legalized inside Ukraine.
President Yushchenko, in particular, did a lot to promote the growth of the neoNazi movement in Ukraine. President Yanukovych not only did not cancel the Nazi decrees of Yushchenko, but also continue the same line. The question arises: why did Yanukovych do this? The Party of Regions, headed by Yanukovych, is not a party with an ideology. It is a business corporation, which uses the methods of banditry to do everything for the enhancement of its own wealth.
U.S. support has been very important for them. Under both Yushchenko and Yanukovych, the USA did everything it could to develop the neoNazi movement in Ukraine. I sued the President, demanding the repeal of Nazi decrees. I went through all the levels of court in Ukraine and beyond, up to and including the European Court. All of them ruled on the basis of a political decision, rather than the law. Contrary to the standards set by the Nuremburg Trials, to resolutions of the UN, to the Durban Resolution, and to various European conventions, they approved honoring Nazi collaborationists as Heroes of Ukraine who had fought for the liberation of our country. ideology and its idols, such as Bandera, Shukhevych, and Konovalets, have all surfaced at the Maidan.
Let’s look at a video, showing what Nazis in Ukraine look like. [Translator: This is a torch march of Right Sector.] Their slogans include "Glory to the nation, death to the enemies." This is in Kiev, January 1, 2014. They are wellequipped. Here’s the leader of Svoboda, Tyahnybok. There they are in Kiev, at the Maidan. [Tr.: They are always masked. Right Sector is a grouping of several rightwing movements.] Here they are toppling a monument to Lenin. Now you see them throwing Molotov cocktails at law enforcement. Here are their insignia. This is Right Sector leader Yarosh, with the torch march. This is a "peaceful demonstration." And the European politicians come, and here are these posters of agents of the Abwehr, Bandera and Shukhevych.
There they are tearing up the flag of the Party of Regions. They are shouting "Knife the Moskali [Russians], Hang the Communists." Their greetings are analogous to those of the Nazis. In place of "Sieg heil!" they shout "Slava Ukraine, heroyam slava!" ["Glory to Ukraine, to the heroes glory!"]
Look at those chains. This is a "peaceful demonstration." And later, they had guns.
They did not appear by accident or suddenly. This has been prepared over a long period of time, as a force for carrying out a coup.
Their swastika graffiti are all over Kreshchatyk Street. There are portraits of Bandera.
This is December 1 [shows video]. Here you have policeman standing, unarmed. [Guerrillas shown attacking.] Now, Molotov cocktails. [Tr.: And cudgels.] They are attacking the Presidential Administration offices. [Long passage of video.] On December 1, the whole world could see that there were terrorist guerrillas in the streets of Kiev. The EU said, no, this is a peaceful demonstration. These neoNazi guerrillas began to seize buildings: the Kiev City Hall, the Trade Unions House, the Ministry of Agriculture, the October Palace of Culture, and then they broke into the Ministry of Energy. Only there, did the Minister of Energy say that there was a danger to the fifteen nuclear reactors in Ukraine, and he drove them out of the Ministry building.
Central Kiev was totally blockaded, but Yanukovych was conducting negotiations with the opposition. [Former European Parliament President Pat] Cox and [Former President Alexander] Kwasnieski, from Poland, came to Kiev 27 times. Senator McCain from the USA, Assistant Secretary of State Victoria Nuland, Stefan Fuele, Catherine Ashton, and a great number of other European officials came to Kiev and they did not notice any guerrillas or neoNazis, and demanded that the government pursue only a peaceful solution. But on January 15, Zbigniew Brzezinski gave his interview, saying that the Maidan should not stop, but must go forward. Then, on January 19, there was a new wave of aggression. The police, the Berkut were just standing there, standing guard around the government quarter, making no moves, and not touching the Maidan. But the neoNazi guerrillas came out of the Maidan to attack the government quarter.
[Shows video.] This is January 19. [Tr.: Here the guerrillas make their move to take the government quarter.] The EU said that these are not terrorists or guerrillas, but "Euromaidan activists." [Tr.: Each time, the actions are more aggressive. On January 19, you have them throwing Molotov cocktails at the police, setting the police on fire. //French narration by translator, inaudible.//]
What you’re seeing here is how the Euromaidan defends European values.
Out of twenty thousand people in the Euromaidan, there were 2000 neoNazis.
Here you have February 18. They said they were going on a peaceful demonstration near the Supreme Rada. [Video of armed guerrillas attacking police outside the Rada.] Two days later, on Feb. 20, they came after the Supreme Rada with guns. In the interim, military depots and police stockpiles of guns had been seized. Now it is estimated that there are as many as 25 thousand armed bandits in Kiev and throughout Ukraine. They have destroyed over 200 offices of the Party of Regions, shooting several office employees in the course of that. They have burned offices of the Communist Party.
I am also the leader of a political party. And I have my own attitude toward the government, but we do not support neoNazism. What can our party expect, if these people are in power? The neoNazis terrorized the Parliament, and on Feb. 20 they essentially reformatted the Parliament. On Feb. 21, they signed an agreement with Yanukovych. Three leaders of the opposition: Klitschko, Yatsenyuk, and Tyahnybok . The agreement was witnessed by representatives of three foreign ministries of EU countries — Foreign Minister FranzWalter Steinmeier of Germany, Foreign Minister Radoslaw Sikorski of Poland, and the head of the Continental Europe Department of the French Ministry of Foreign Affairs Eric Fournier.
This was a monstrous agreement. I never imagined that the European Union could flout the norms of law in such a way. Ukraine has a Constitution. Section 13 of that Constitution spells out the procedure for amending the Constitution. Yet, the first point of this Feb. 21 agreement demanded that amendments to the Constitution be adopted and announced within 48 hours, including a change in our state system. The Constitution requires a vote by a "constitutional majority" [twothirds] in two consecutive sessions, followed by review and approval by the Constitutional Court.
The agreement contained not one word about dispersing the Maidan and disarming the guerrillas, so that the Parliament might vote in peace. Thus, by aiming pistol barrels at MPs, beating them up, and intimidating them with potential repercussions against their families, they forced the Supreme Rada to convene on Feb. 20 and start to

vote. They voted to change the Constitution. The procedure for impeachment is spelled out in the Constitution. But the Parliament spat on that, simply voted, declared that Yanukovych had resigned, and set elections for May 25.
The agreement forbids declaration of a state of emergency. The agreement decrees that violence should cease. Immediately, the Berkut and the police were ordered: no use of force, no resistance. Meanwhile, the guerrillas were shooting at them. In the space of these three months, the Parliament has passed three amnesty laws. In 1999, when I was running for the Presidency of Ukraine, there was an attack, with two grenades, on me and my entourage. Fortyfour people were wounded, including myself and Vladimir Marchenko. The organizer of this attack was arrested, convicted, and sentenced to 15 years. After five years, he was released. Just now, he has taken part in the latest events. He was arrested when he and his buddies attempted to seize the city hall of Krivoy Rog in Dnepropetrovsk Region. Eighteen Molotov cocktails were found in his car. He was detained, but under the amnesty he has been released again. Now, the organizers and guerrillas of the Maidan are shaping the entire government of Ukraine. We can see from the Svoboda Party’s program, what kind of government this will be. This is a neoNazi party, which does not conceal that it continues to implement the ideology of the National Socialists. The European Parliament, in resolutions passed in 2010 and 2012, condemned any support for this party. Now, it appears, the head of this party will become first deputy prime minister.
Look at the Svoboda Party program. It calls for ending Ukraine’s participation in any international groups of countries initiated by Moscow. Impose visa requirements for travel to and from Russia. Restore Ukraine’s status as a nuclear power. Demand from NATO member countries favorable conditions for Ukraine to join NATO. They have a special chapter on Crimea, which calls for changing the status of Crimea from an autonomous republic to merely a region. End the special status of the city of Sevastopol.
I ask you: what use does the EU have for Nazis in power in Ukraine? Is it not understood, that civil war in Ukraine will develop more and more.
There are fifteen nuclear power plants in Ukraine. Ukraine has the largest natural gas pipeline network in Europe. Ukraine has dozens of large chemical plants. What does it mean to have a civil war in the vicinity of industrial facilities like that?
The Russian Federation’s Black Sea Fleet is based in Sevastopol. Russia gave the Crimean peninsula to Ukraine 60 years ago, in token of friendship. Do Catherine Ashton, Fuele and the others really not realize that this neoNazi regime will provoke a conflict with Russia? Do the EU officials really not understand that Ukraine will be completely bankrupt, and that millions of Ukrainians will become refugees, pouring into Europe in search of work?
What should be done? Moscow, Berlin and Paris should immediately unite their efforts to stop neoNazism in Ukraine. Adopt a decision, without Washington, on early Parliamentary elections in Ukraine. But, first, disperse the Maidan and disarm all the guerrillas. And, in accordance with the standards of international law, ban neoNazi parties and movements in Ukraine. Only then will there be a free expression of the will of the citizens of Ukraine and the formation of a normal Parliament. Without question, new Presidential elections are needed, because Yanukovych is a scoundrel who has no right to hold any political office in Ukraine. But if the Presidential elections are held on the Maidan’s terms, and under a dictatorship of Right Sector, Ukraine will get a Fuehrer. And then, with a neoNazi Parliament and a neoNazi government, the creation of a neoNazi state in the center of Europe will have been completed. These are our evaluations, and I thank you for being so attentive. If you have any questions, we welcome them.
[Dr. Vitrenko’s keynote was followed by an hourlong Q&A period, which will be reported later. Here are the concluding remarks offered by Mr. Marchenko and Col. Sergachov.]
Volodymyr Marchenko: I would like to draw your attention to the precedent, brought about by the USA and the EU. The essence of the matter is that the EU has proclaimed its principles and values, including the defense of human rights and the defense of minority rights, democracy, free elections, and nonacceptance of Nazism. These standards have guided the European Court of Human Rights, in implementing the provisions of the European Conventions. These values are the calling card of the EU, worldwide.
In regard to Ukraine, EU officials have violated all of these declared principles and values. In the Maidan, the neoNazis declared a "national revolution." Their slogans proclaim, "Ukraine for Ukrainians!", "Glory to the Nation, Death to the Enemies!" But the EU officials maintain that the Maidan is defending European values.
Today, the new authorities proclaimed that the only people considered part of the Ukrainian "nation" will be those who speak Ukrainian. Beyond any doubt, there is going to be forcible assimilation of ethnic minorities. Today, the new Parliament repealed the Law on Language Policy, which defined the procedure for the languages of ethnic minorities to obtain official status on the regional level. [Tr.: This applied to certain regions, where the majority of the population speaks Russian. Today, Russian lost its special status.] In western Ukraine, speaking Russian on public transport was banned, six or seven years ago. Now these processes will be generalized to Ukraine as a whole.
Irina Farion [of the Svoboda party], a neoNazi, is being proposed as minister of education in the new government. She is the teacher who forbid a schoolgirl to use her own name, which was a Russian name.
Another problem is that European values include the rule of law. Natalia Vitrenko showed that the agreement witnessed by the three foreign ministers included a demand to change the Constitution, to alter the state system of Ukraine, in the space of 48 hours. They changed the Constitutional system illegally, shifting from a Presidential to a Parliamentary republic. Violating the supremacy of law, namely, the priority of Constitution within the system of domestic law, President Yanukovych was illegally stripped of his authority.

The European Parliament, or EU officials, termed guerrillas with weapons in their hands, who were shooting civilians, shooting at elected bodies, and seizing government buildings, "peaceful demonstrators." By supporting the Ukrainian Euromaidan as a repository of European values, the EU officials have recognized the swastika, as well as collaborationists like Bandera and Shukhevych and their practices, as European values. This means that the precedent of support for neoNazis, terrorists, and guerrillas in Ukraine, may be spread to other countries in Europe, to EU member countries.
Lastly, this: the EU has blessed the accession to power of neoNazis, who have already publicly declared Russia to be a hostile state. Russia and Ukraine are bound by a Treaty of Friendship and Partnership. And I think that the new, neoNazi Ukrainian regime will abrogate this treaty. But even without that, a hotbed of tension has already been created on the Eurasian continent, and the question of how to put it out, is a big problem for those who supported the Euromaidan and made out such values as were expressed there, as a socalled peaceful demonstration.
Valeri Sergachov: I would like to underscore that there are 134 ethnic groups living in Ukraine. Where are people supposed to flee? Poland and Romania have declared that they are prepared to accept refugees. Romania, for the past five or seven years, has been voicing territorial ambitions regarding land in the Odessa region and Bukovina, which they call Bessarabia. Claims on Crimea have already appeared in the Turkish press. The nationalists say that the territory of Ukraine extends from Lviv to the Don River — and that is already in Russia! I would like to underscore, once again, that there are 15 nuclear reactors in Ukraine: 15 Chernobyls. This all creates the potential for a military conflict that could spill over into World War III. Ukraine Racing Towards Financial Collapse25 February 2014
(EIRNS) — Ukraine, reeling under a political coup, is also racing towards financial collapse — and such a collapse could set off financial meltdown in Russia, other emerging economies in Central Asia and Eastern Europe, and, of course, the West as a whole, as Liam Halligan wrote in a commentary published in the Telegraph Feb. 22. Such a "calamity could not only spark renewed hardship and yet more violence across Ukraine itself.
There are growing fears this country could also act as an economic tinderbox, causing a systemic meltdown in neighbouring Russia, emerging markets more broadly, and possibly even the West." If the current collapse continues, Ukraine could face both bankruptcy and sovereign default, Halligan wrote.
This is despite Ukraine’s great riches — a worldclass agricultural capability, steel and other industry, and a highly educated population with "huge mathematical and scientific acumen." Due to the effects of the world crisis in Russia and Europe, and the 50% fall in the price of steel because of the (relative) slowdown in China, by 2013, the Ukrainian economy had stopped growing. Ukraine’s total external debt hit an alltime high of $137.722 billion, about 80% of national GDP, according to the National Bank of Ukraine, up from $23,811 billion in 2003. Central government debt is $27,280 billion. Estimates of total shortterm external debt range from $40 billion to $60 billion, about a third of national GDP.
At the same time, the hryvnia, the currency — like those of Russia and many other nations in the region — is under heavy pressure, and central bank foreign currency reserves falling fast. The central bank reported that foreign currency reserves fell to $17.805 billion as of Jan. 31, the lowest level since 2006, down from $20.416 billion at the end of December. The fall was due to debt repayments of $1.1 billion, including $650 million to the International Monetary Fund (IMF), as well as central bank interventions totalling $1.7 billion on the interbank market to attempt to support the hryvnia, which has lost about 4% in value in 2014.
Wall St.’s Fitch and S&P agencies both added to the pressure at the end of last week by warning of possible default and downgrading Ukrainian debt from B to a predefault level CCC, lower than Greece.
In December, Russia had agreed to provide $15 billion to buy newlyissued Ukrainian sovereign debt over the next two years, and did buy an initial $3 billion Ukrainian debt in January. However, Russia has halted the $2 billion eurobond purchase for this month, Finance Minister Anton Siluanov said yesterday in Sydney, at the G20 meeting, ItarTass reported . Russia will make a decision on disbursing another tranche after Ukraine forms a new government. Siluanov told reporters. "We really discussed acquisition of Ukraine’s 2 billion eurobonds last week. As the political situation has strongly changed, we should realizes with what government to cooperate [sic], therefore we plan to wait until a new government is formed and we see its policy. Only then we will make a decision," he said.
Siluanov also stated earlier this month that Ukraine has an outstanding gas debt of $2.7 billion to Russia. "We did not link the [bond purchased] tranches with the transactions between Naftogaz and Gazprom, but they both are state entities. We always agree that our (obligations) between the states and (state) companies should be complied with," Siluanov said.
Today, Ukraine’s new Finance Ministry and National Bank officials, as well as parliamentary speaker Oleksandr Turchynov, called on Poland and the United States to help with a financial assistance credit of around $35 billion within a week or two.
"During the last two days we have had consultations and meetings with ambassadors from the EU, USA, other countries, and financial organization over Ukraine getting urgent macrofinancial aid," acting Finance Minister Yuriy Kolobov said in a statement issued today, according to Russia Today. Ukraine is proposing a large international donors conference involving the European Union, the United States, Poland, the IMF, other countries, and international financial organizations on the extension of aid for modernization and reforms in Ukraine, as well as achieving an association agreement between the country and the EU.

Statement of Chairman of the Progressive Socialist Party of Ukraine (PSPU) Natalia Vitrenko
The entire world is disturbed by the events in Ukraine. The heart of the matter must be understood. The Progressive Socialist Party of Ukraine, as a left opposition party that has fought and continues to fight against the domestic and foreign policy conducted both by the Orange forces under Yushchenko and by the alliance of the Party of Regions and the Communist Party of Ukraine, under Yanukovych, finds it necessary to present our evaluation.
On February 22, under the automaticweapons barrels of the Euromaidan guerrillas and terrorists, the Parliament carried out a neoNazi coup d’état.
Flouting all the provisions of the Constitution of Ukraine and of international law, and trampling on European values, the Parliament exceeded its authority and committed acts that are subject to criminal punishment. Washington and Brussels, who have been telling all the world that the Euromaidan is a peaceful action by the Ukrainian people, who have made their choice for Europe and are defending democracy and European values, must admit that none of this is the case. They have supported a Nazi putsch, carried out by the guerrillas, terrorists, and politicians of the Euromaidan in the geopolitical interests of the West.
There are indisputable proofs that this is the case:
1) changing the state system in an unconstitutional manner. This violates the European principle of the rule of law. In violation of Section XIII of the Constitution of Ukraine (which describes in detail the procedure for changing the Constitution) and without any participation by the Constitutional Court, the state system of our country has been changed by a Resolution of the Supreme Rada of Ukraine;
2) exceeding its authority and flouting Article 19 of the Constitution, the Parliament has appointed supervisors for
the Ministry of Internal Affairs, the Security Service of Ukraine, the Prosecutor General’s office.
These supervisors have been appointed for the purpose of the Euromaidan’s coercing the Constitutional institutions of the state, in order to satisfy the interests of the West in an unconstitutional manner;
3) President of Ukraine Yanukovych (whose policies our party has openly opposed for his entire four years in office) has been stripped of his Constitutional authority, in gross violation of the Constitution of Ukraine. The Constitution does not endow the Supreme Rada of Ukraine with the right to strip the President of his authority on the invented pretext of his having removed himself from office. The Constitution prescribes a procedure for impeachment. Again, however, guided not by the rule of law but by revolutionary expediency, and flouting the European principle of the presumption of innocence, Yanukovych has been removed from office and new Presidential elections scheduled, in violation of the Constitution of Ukraine;
4) the Parliament, protecting the Euromaidan guerrillas and terrorists, has amnestied and declared to be heroes all of its participants, initiating a process of giving them high positions in the government. This means that those who took up arms and killed innocent citizens and members of law enforcement who were guilty of no crime, those who seized and destroyed administrative buildings and weapons depots, and those who organized summary justice and committed blackmail and kidnapping, will escape any responsibility for their actions. Thus, the basis for the formation of a neoNazi, repressive state machine is being created.
Washington and Brussels should heed our warnings. We charge them, and the political forces they have brought to power, with full responsibility for the establishment of a totalitarian, Nazi regime in Ukraine, with the inevitable gross violation of the rights and freedoms of millions of our fellow citizens.
The USA and the EU should know, that the political parties and movements that have seized power, among which are neoNazi forces (such as Svoboda and Right Sector), announced as they did so, that they were carrying out a national revolution under the slogans ``Ukraine for Ukrainians,’’ ``Glory to the Nation — Death to the Enemies!’’, ``Knife the Muscovites and Hang the Communists!’’, and so forth.
As of February 22, those now in power bear complete responsibility for all Ukraine and for violations of the rights and freedoms of citizens.
The Euromaidan guerrillas and terrorists continue to seize administrative and government buildings in southeast Ukraine. Voters are being stripped by terrorist methods of the right to have the representatives they elected function in local councils. Civilians attempting to defend their elected officials are being mercilessly shot from Kalashnikovs as well as nonlethal weapons, as happened February 22 in Luhansk.
The guerrillas, without possessing any government authority and in the absence of a state of emergency, have

arrogated to themselves to block major highways with axes and cudgels, to run checkpoints, and to inspect vehicles and the documents of their passengers, barring those they disapprove of from leaving Kiev. They are blockading the access roads to airports, thereby grossly violating the European Convention on Human Rights and Basic Freedoms, which guarantees the inviolability of the individual, freedom of movement, the presumption of innocence, and the right to security and life. They are abasing the dignity and rights of the entire people of Ukraine.
On February 23, representatives of those now in power announced the formation of a Ukrainian ethnic community: everyone who uses the Russian language is to be stripped of the status of member of the titular Ukrainian ethnic community and subject to discrimination in civil and political rights.
The intention to ban the transmission of Russian Federation television channels in Ukraine, as being mouthpieces of a hostile state, has been announced. This is how the new authorities are defending European values like freedom of speech and opinion.
Lists for ``lustration’’ [the disclosure of personal information] have begun to be drawn up. This mechanism will be used to strip the civil and political rights of those who do not share the neoNazi views of the new Ukrainian authorities.
Sickening vigilante justice continues throughout the country. Deputies of the Supreme Rada of Ukraine who are disapproved of are beaten (including hit with stones), and there is mass intimidation of elected local council members that their families will be destroyed (especially their children) if they fail to carry out the political aims of those now in power. The offices of political parties that are disapproved of are being burned on a mass scale, while political parties and public organizations that do not share the ideology and goals of the new Ukrainian authorities are receiving public threats of persecution and banning.
A Euromaidan guerrilla takeover of the KievPechora Monastery, an Orthodox holy place, and its transfer to the schismatic Filaret [Ukrainian Orthodox Church/Kiev Patriarchate], has begun. This would proceed to the seizure of all Ukrainian Orthodox Church/Moscow Patriarchate churches, with the goal of subordinating them to the Vatican.
On behalf of the Progressive Socialist Party of Ukraine, I declare: We do not recognize as legal the coup d’état that has been carried out, and we do not recognize as lawful the activity of the new Ukrainian authorities. We condemn their total violation of the rights and freedoms of the citizens of Ukraine on the basis of ethnic, cultural, religious, or political factors.
We appeal to the European Parliament and the UN Security Council, demanding immediate intervention in what is transpiring in Ukraine, to defend the rights and freedoms of citizens, and to prevent the new Ukrainian authorities from unleashing a Third World War on the Eurasian continent.

Citing Cuban Missile Crisis, Leading Russian Grouping Sees Plans for War Over Ukraine

Written by experts for the Izborsk Club, an influential intellectual group accorded prominence by President Vladimir Putin in recent months, the statement defines a "fascist and Nazi creeping coup" in Ukraine as a strategic threat to the Russian Federation. While holding the United States and the EU responsible for the regimechange project in Ukraine, the memorandum calls for summoning the USA to crisisavoidance consultations under the 1994 Budapest Memorandum on Ukraine’s sovereignty or, if Budapest Memorandum signers Ukraine or Britain refuse such a conference, undertaking emergency RussianAmerican diplomacy based on the precedent of the 1962 Cuban Missile Crisis—when the world went to the brink of nuclear war.
Several of the evaluations and ideas in the memorandum coincide with last week’s interviews and articles by Presidential advisor Academician Sergei Glazyev and retired Gen. Leonid Ivashov, who are Izborsk Club participants and were among the coauthors of the club’s early 2013 military strategic white paper (see "U.S. Moves toward Nuclear First Strike Capability," EIR, March 15, 2013).
The "Save Ukraine!" memorandum states that the situation in that country "is approaching a boundary limit, beyond which lies the danger of Ukraine’s going fascist." This development leads, it continues, toward "transformation of Ukraine from a nonaligned, neutral and nonnuclear state into a new ’hot spot’ for Europe and the entire world, and into a hotbed of instability and chaos on Russia’s borders."
Detailing the recent concessions by Ukrainian President Victor Yanukovych and the actions of the EU and the USA, including those revealed in the leaked phone conversation between U.S. Assistant Secretary of State Victoria Nuland and Ambassador in Kiev Geoffrey Pyatt, the memorandum says that these events are "creating the conditions for an

illegitimate seizure of power by a coalition of political forces that do not represent the interests of the majority of the people of Ukraine." Charging that "the U.S. leadership group on top of Operation Ukraine is comprised of highranking intelligence and diplomatic operatives," the statement suggests that "Washington is most worried of all that Moscow, which has enormous reserves among the Ukrainian population, will suddenly wake up and become more active, wrecking the almost completed plan of establishing a totally antiRussian government, up to and including the broad use of the fascistized followers of [Nazi collaborator Stepan] Bandera."
The report outlines possible political scenarios for regimechange in Ukraine, either by the abrupt ouster of Yanukovych or through a "coalition government" process that would also end in his ouster. A new leader, possibly former Prime Minister Yulia Tymoshenko, released from prison, would "take over the leadership of Ukraine, on the radical nationalist platform of [Oleh] Tyahnybok and other rightwing fascist groups. An ideological turn of events of that sort ... would be a way of forming an antiRussian state on the Russian Federation’s border, as well as disrupting any comprehensive integration processes in the former Soviet area."

SAVE UKRAINE!The Latest Trends in the Correlation of Forces Around Ukraine
We, experts and scientists assembled in the Izborsk Club, appeal to the citizens of Russia, to the executive and legislative bodies of the Russian Federation, and to the citizens and public of Ukraine, expressing our concern and alarm about the course of events in Kiev and other Ukrainian cities.
In our view, the situation is approaching a boundary limit, beyond which lies the danger of Ukraine’s going fascist.
The latest actions by President Yanukovych, those of the “opposition trio,” and those of the West itself (the USA and the EU) clearly define a course toward the transformation of Ukraine from a nonaligned, neutral and nonnuclear state into a new “hot spot” for Europe and the entire world, and into a hotbed of instability and chaos on Russia’s borders.
President Yanukovych, through a sequence of concessions to the opposition and refusal to employ available, legally valid options for resolving the crisis, is creating the conditions for an illegitimate seizure of power by a coalition of political forces that do not represent the interests of the majority of the people of Ukraine. He is conducting this policy under pressure from “partners in the West” and in complete correspondence with the “recommendations” of American advisors working on a permanent basis in his entourage. Meanwhile, the “recording” of a telephone conversation between U.S. Assistant Secretary of State Victoria Nuland and U.S. Ambassador in Kiev Geoffrey Pyatt has revealed an rich array of nuances in American policy toward Ukraine. Among them we note the following elements.
1. Washington, acting through its embassy and through highranking European figures, is behind all the opposition’s moves and the very phenomenon of the “Maidan.” The goal of this political “game,” over the past few years and particularly during the organization of the Maidan itself, is to transform Ukraine into an antiRussian state. This cannot be viewed other than as civilizational aggression by the West, headed by the USA, against Russia.
2. The USA has some disagreements with the EU, especially with Germany regarding the future promotion to the top position of either Klitschko (the EU choice) or Yatsenyuk, who would then be replaced by Tymoshenko upon her release. At the same time, Washington views with contempt the efforts of Brussels and Berlin to play an independent role in Kiev. But their main goals coincide.
3. Washington is most worried of all that Moscow, which has enormous reserves among the Ukrainian population, will suddenly wake up and become more active, wrecking the almost completed plan of establishing a totally antiRussian government, up to and including the broad use of the fascistized followers of Bandera.
4. The U.S. leadership group on top of Operation Ukraine is comprised of highranking intelligence and diplomatic operatives, who are skillfully pulling into these “actions” senior political leaders, including Congressmen from both parties, VicePresident Biden, and even President Obama. Thus we see a consolidated U.S. strategy, which will not change in any way whatsoever without active counteraction by Russia.
The Immediate Scenario for Political Changes
The final transfer of power in Kiev is planned for implementation, most likely, under the following model based on overthrowing the current regime. President Yanukovych and the opposition “trio,” with “mediation by the West,” will enter into “dialogue,” and under the guise of mutual concessions, orchestrated by the USA, will set up a “round table” to form a technocratic coalition government for four to six months before early elections, likely both Parliamentary and Presidential. In parallel, the USA, through the opposition, will promote a “solution” of returning to

“a Constitution on the 2004 model.” This scenario presumes that a large group of MPs and government officials (including from law enforcement agencies) will start shifting over to the “opposition” camp, as being the future victors and “masters” of the country. This situation allows control of the entire “electoral process” for the desired antiRussian and antiSlavic purposes. If, through some convergence of circumstances, the proAmerican “opposition” fails in the elections, then the Maidan, maintained in a dormant state, will again be activated. Law enforcement will go over to the side of the opposition, and the elections will once again be declared invalid. As a result, Yanukovych will either be removed as President through yet another election cycle, or forced out by decision of the new Supreme Rada. It is also not to be excluded that he respond to U.S. admonitions to step down in the weeks immediately ahead, before the events forecast above. In the process of these changes during the next four to six months, Yulia Tymoshenko will be freed and ultimately will take over the leadership of Ukraine, on the radical national platform of Tyahnybok and other rightwing fascist groups. An ideological turn of events of that sort is equally advantageous to the USA and the EU, insofar as it would be a way of forming an antiRussian state on the Russian Federation’s border, as well as disrupting any comprehensive integration processes in the former Soviet area. During this period the USA, most likely through the IMF, will give the transitional government or a fully established new regime of the current “opposition” something on the order of $12 billion to cover social budget payments and prevent social uprisings. This will make it possible to consolidate the success of the fascistic Maidan in elections. The new regime will not fail to implement an array of anticorruption show trials against the Yanukovych group, saying that he was supposedly acting under the wing of Moscow, thereby both bolstering ideological animosity toward Russia on the part of the population, and also opening the door for a redivision of major properties in Ukraine.
Consequences of the Coup for Russia’s Strategic Interests
The establishment, by the end of 2014, of a new political and ideological regime in Ukraine, headed by Tymoshenko or Klitschko, will unquestionably be based on an extreme nationalist ideology, as the only available mechanism for suppressing social tensions. In this light, the following decisions are to be anticipated, which directly affect the strategic interests of the Russian Federation.
— Rejection of the presence of the Russian Armed Forces in Crimea, including at Sevastopol as the base of the Russian Federation’s Black Sea Fleet. The time frame will be set at six to ten months, which is insufficient for an orderly relocation of the military facilities to Russian territory in the vicinity of Novorossiysk.
— Purges of proRussian forces in eastern and southern Ukraine, leading to a flood of refugees into the Russian Federation.
— Annihilation of manufacturing capacities that do contract work for the Russian militaryindustrial complex, in Kiev, Dnepropetrovsk, Kharkov, and other Ukrainian cities.
— Steppedup forcible Ukrainianization of the population on the left bank of the Dnieper.
— Expanded partnership of Ukraine with NATO and the appearance of U.S. and NATO bases in Ukraine, including Crimea.
— Establishment in eastern Ukraine of bases for training terrorists, who will begin to operate both in the Caucasus and in the Volga Basin, and possibly also Siberia.
— Extension of “Euromaidan” techniques into major Russian cities, especially in ethnically defined constituent territories of the Russian Federation.
— Expulsion of the Russian Orthodox Church from Ukraine, accompanied by forcible seizure of churches and monasteries, resulting in a further decline of the authority of both the ROC and the executive branch of government within Russian society.
— Launching of prosecutions against Gazprom, Rosneft, and their executives, with the new Ukrainian government also suing Russia in Westernsponsored international courts under various pretexts.
What Is Russia to Do?
We consider the situation taking shape in Ukraine to be catastrophic for the future of Russia and the entire postSoviet area.
In this connection, the Izborsk Club expert group proposes that the Russian political leadership take a number of actions, intended to keep the Ukrainian crisis within the framework of international law. This means:
— an official ideological evaluation of the creeping coup as fascist and Nazi, infringing the rights of all peoples and ethnic groups living in Ukraine;
— an appeal to the Russian and Ukrainian peoples to resist with all their might the fascist plague that is seizing power in Kiev, and to bring broad layers of the public into the political process;
— direct social and economic assistance to all the regions of southern and eastern Ukraine, through launching bilateral programs and keeping low gas prices for Ukrainian customers, while withholding additional direct loans to the government of Ukraine;
— calling on all Russian citizens to contact their relatives and friends in Ukraine, to mobilize them to join an overt

political process against the Maidan, which is leading to a future fratricidal war;
— establishment in all major cities in the Russian Federation of “Battle for Ukraine” public funds and voluntary financial aid funds for Ukraine, as well as, on the basis of these, groups to organize in regions of Ukraine that are proRussian;
— holding joint events for the Russian and Ukrainian public, both in border areas and between entrepreneurs and factory directors by sector of industry;
— launch of a broad campaign on national TV channels to support the Ukrainian public and expose the fascist content of the coup that is under way, as well as the adverse economic consequences for Ukraine, especially its eastern and southern regions;
— an open declaration to the world community on the unacceptability for Russia of the creation of a fascist, antiSemitic state close to our borders, as well as making such statements at the UN and other international organizations;
– an appeal by the Government of the Russian Federation, under the currently valid Budapest Memorandum on the Sovereignty of Ukraine, dated Dec. 5, 1994 (Article 6), to the governments of Ukraine, the USA, and Great Britain, with a decisive protest against U.S. interference in the internal affairs of Ukraine and a demand to convene a conference of the parties to the Budapest Memorandum in connection with the situation involving political aggression and measures of “economic coercion designed to subordinate to their own interest the exercise by Ukraine of the rights inherent in its sovereignty”;
— in the event of refusal by one of the parties to take part in such a conference, the said memorandum should be declared temporarily invalid, with Russia entering into direct talks with Washington, citing the situation with the Caribbean Crisis [Cuban Missile Crisis] of 1962 as a precedent for the current events in Ukraine, and proposing to the USA to hold negotiations on developing joint monitoring of the political process and elections in Ukraine, as well as joint mediation of a settlement of the developing political crisis;
— a proposal to the People’s Republic of China and other BRICS countries to develop economic assistance plans for Ukraine and joint work in the entire postSoviet area, in order to rein in any attempts at unilateral U.S. hegemony.
Only such actions by the Russian state and sane forces in the Russian and international community, together with the executive bodies of our two countries, can stabilize the social and economic situation in Ukraine and prevent social and political catastrophe in that country.
Russia’s General Ivashov: ’I Assume that the Foreign Ministry Understands We Are at War’
(LPAC)In an interview published Feb. 10 by km.ru, Gen. Leonid Ivashov, the former foreign relations head of the Russian Ministry of Defence and current president of the Academy of Geopolitical Studies, issued a sharp warning about the nature of the strategic crisis unfolding in Ukraine:
"Apparently they [officials of the European Union and U.S. Secretary of State John Kerry] have dedicated themselves, and continue to do so, to deeply and thoroughly studying the doctrine of Dr. Goebbels. . . They present everything backwards from reality. It is one of the formulas which Nazi propaganda employed most successfully: . . . They accuse the party that is defending itself, of aggression. What we are seeing in Ukraine and in Syria is a western project, a new kind of war: in both places you see a clear antiRussian approach, and as is well known, wars today begin with psychological and information warfare operations. . . "I assume that the Foreign Ministry understands that we are at war, and that wars have their laws. . . After the information war, they are preparing a land and sea in Ukraine. Kerry and Obama are encouraging in Kiev what they harshly repress in their country. European leaders break up unauthorized demonstrations with hoses, throwing demonstrators in jail, while in
the Ukrainian case they do the exact opposite, and on top of that they threaten Russia. Logically, this is part of information warfare.
"Keep in mind that, under the cover of information commotion, U.S. ships are entering the Black Sea, that is, near Ukraine. They are sending marines, and they have also begun to deploy more tanks in Europe. . . After the information war, they are preparing for an operation by land and sea. Possibly also by air.
"The scenario could be the following: drive Ukraine to the breaking point, blame Yanukovich and Russia for everything, to then say that NATO can’t simply sit by as a mere spectator, and then send its troops into to return order. Then a transitional government would be formed, as happened in Iraq and Kosovo, and NATO would take control of everything. Historical experience shows we have lived through similar situations. But before that they will

need to justify the aggression with information warfare. . .
"They haven’t even taught [opposition leaders] Klitchko, Yatsenyuk and Tyahnybok to run a government efficiently. The main thing is for them to take power, and destroy the Ukrainian state."

Western Powers Back NeoNazi Coup in UkraineFebruary 2, 2014—Western nations, led by the European Union and the Obama Administration, are backing an outright neoNazi regimechange coup in Ukraine. If the effort succeeds, the consequences will extend far beyond the borders of Ukraine and neighboring states. For Russia, such a coup would constitute a casus belli, coming as it does in the context of NATO missile defense expansion into Central Europe and the evolution of a U.S. NATO doctrine of “Prompt Global Strike,” which presumes that the United States can launch a preemptive first strike against Russia and China and survive the retaliation.
The events in Ukraine constitute a potential trigger for a global war that could rapidly and easily escalate to a thermonuclear war of extinction. At this weekend’s Munich Security Conference, Russian Foreign Minister Sergei Lavrov had a heated public exchange with NATO Secretary General Anders Fogh Rasmussen, in which the latter accused Russia of “bellicose rhetoric” and Lavrov responded by citing the European missile defense program as an attempt to secure a nuclear first strike capability against Russia.
In his formal remarks at Munich and a week earlier at the World Economic Forum at Davos, Switzerland, Lavrov also assailed Western governments for supporting neoNazi terrorist organizations in their zeal to place Ukraine under European Union and Troika control to tighten the NATO noose around Russia.
If anything, Lavrov understated the case.
Nazi hooligans take the lead
Ever since President Viktor Yanukovych announced that Ukraine was withdrawing its plans to sign the European Union’s Association Agreement on Nov. 21, 2013, Westernbacked organizations made up of remnants of the wartime and immediate postwar Nazi collaborationist Organization of Ukrainian Nationalists (OUNB) and their successors have launched a campaign of provocations aimed at not only at bringing down the government of Prime Minister Mykola Azarov, but at overthrowing the democratically elected President Yanukovych.
The EU Eastern Partnership was initiated in December 2008 by Carl Bildt and Radek Sikorski, the foreign ministers of Sweden and Poland, in the wake of Georgia’s military showdown with Russia in South Ossetia. The Eastern Partnership targeted six countries that were formerly republics within the Soviet Union : three in the Caucasus region (Armenia, Azerbaijan, Georgia) and three in East Central Europe (Belarus, Moldova, Ukraine). They were not to be invited to full EU membership, but drawn into an EU vise through socalled Association Agreements, each one centered on a Deep and Comprehensive Free Trade Agreement (DCFTA). The prime target of the effort was Ukraine. Under the Association Agreement negotiated with Ukraine, but not signed, the industrial economy of Ukraine would have been dismantled, trade with Russia would have been savaged (with Russia ending its freetrade regime with Ukraine, to prevent its own markets from being flooded via Ukraine), and the European markets’ players would have grabbed for Ukraine’s agricultural and raw materials exports. The same deadly austerity regime as has been imposed on the Mediterranean states of Europe under the Troika bailout swindle would have been imposed on Ukraine.
Furthermore, the Association Agreement mandated “convergence” on security issues, with integration into European defense systems. Under such an upgraded arrangement, the longterm treaty agreements on the Russian Navy’s use of the crucial Crimean Black Sea ports would have been terminated, ultimately giving NATO forward

basing on Russia’s immediate border.
While Western news accounts promoted the demonstrations in Kiev’s Independence Square (Maidan Nezalezhnesti, or Euromaidan as it is now called), as initially peaceful, the fact is that, from the outset, the protests included hardcore avowed neoNazis, rightwing “soccer hooligans” and “Afghansy” combat veterans of the wars in Afghanistan, Chechnya, and Georgia. According to Ukrainian parliamentarian Oleh Tsaryov, 350 Ukrainians returned to the country from Syria in January 2014, after fighting with the Syrian rebels, including alQaedalinked groups such as the alNusra Front and the Islamic State of Iraq and Syria (ISIS).
Already, on the weekend of Nov. 30 Dec. 1, 2013, rioters were throwing Molotov cocktails and seized the Kiev Mayor’s Office, declaring it a “revolutionary headquarters.” Protesters from the opposition Svoboda Party, formerly called the SocialistNationalists, march under the red and black flag of Stepan Bandera’s Organization of Ukrainian Nationalists (OUNB), the Nazi collaborators who exterminated Jews and Poles as an adjunct of the Nazi war machine, and in fulfillment of their own radical ideas on ethnic purity, during World War II.
The slogan of the Svoboda Party, “Ukraine for the Ukrainians,” was Bandera’s battle cry during the OUNB collaboration with Hitler following the Nazi invasion of the Soviet Union. It was under that slogan that mass executions and ethnic cleansing were carried out by Bandera’s fascist fighters. Ukrainian sources have reported that the Svoboda Party was conducting paramilitary training during the Summer of 2013—months before President Yanukovych made his decision to reject the EU Association Agreement.
The neoNazi, racist and antisemitic character of Svoboda did not deter Western diplomats—including U.S. Assistant Secretary of State for European and Eurasian Affairs Victoria Nuland—from publicly meeting with the party’s leader Oleh Tyahnybok, who had been kicked out of the Our Ukraine movement in 2004 for his speeches railing against “Muscovites and Jews”—using offensive, derogatory names for both.
The Bandera fascist revival has been underway in plain sight since the “Orange Revolution” of 2004, when Viktor Yushchenko was installed as President of Ukraine through a foreignbacked street campaign heavily financed by George Soros’s International Renaissance Foundation and more than 2,000 other nongovernmental organizations from Europe and America, after he had been officially declared the loser in a tight presidential contest with Viktor Yanukovych. On Jan. 22, 2010, one of Yushchenko’s last acts as President, after losing his reelection bid to Yanukovych by wide margin, was to name Stepan Bandera a Hero of Ukraine, which is a high state honor. Yushchenko’s second wife, Kateryna Chumachenko , was herself a member of the youth group of the Banderist OUNB in Chicago, where she was born, according to news accounts. In the 1980s, Chumachenko headed the Washington offices of the Ukrainian Congress Committee of America (in which OUNB influence was great at that time, according to the Internet Encyclopedia of Ukraine) and the National Captive Nations Committee, before moving over to the State Department Bureau for Human Rights. In January 2011, President Yanukovych announced that Bandera’s Hero of Ukraine status had been officially revoked.
The OUNB : A Bit of History
The Bandera OUNB legacy is critical to understanding the nature of the armed insurrection now unfolding in Ukraine. The Organization of Ukrainian Nationalists was founded in 1929, and within four years, Bandera was its head. In 1934, Bandera and other OUN leaders were arrested for the assassination of Bronislaw Pieracki, the Polish Minister of Internal Affairs. Bandera was freed from jail in 1938 and immediately entered into negotiations with the German Occupation Headquarters, receiving funds and arranging Abwehr training for 800 of his paramilitary commandos. By the time of the Nazi invasion of the Soviet Union in 1941, Bandera’s forces consisted of at least 7,000 fighters, organized into “mobile groups” that coordinated with German forces. Bandera received 2.5 million German marks to conduct subversive operations inside the Soviet Union. After he declared an independent Ukrainian state under his direction in 1941, Bandera was arrested and sent to Berlin. But he maintained his Nazi ties and funding, and his “mobile groups” were supplied and given air cover by the Germans throughout the war.
In 1943, Bandera’s OUNB carried out a mass extermination campaign of Poles and Jews, killing an estimated 70,000 civilians during the summer of that year alone. Although Bandera was still running the OUNB operations out of Berlin, the ethnic cleansing program was run by Mykola Lebed, the chief of the Sluzhba Bespeki, OUNB’s secret police organization. B wound up in displaced person camps in Germany and Central Europe.
According to Stephen Dorrill in his authoritative history of MI6, MI6 : Inside the Covert World of Her Majesty’s Secret Intelligence Service, Bandera was recruited to work for MI6 in April 1948. The link to the British was arranged by Gerhard von Mende, a former top Nazi who had headed the Caucasus Division of the Reich Ministry for the Occupied Eastern Territories (Ostministerium). Von Mende recruited Muslims from the Caucasus and Central Asia to fight with the Nazis during the invasion of the Soviet Union. At the close of World War II, he worked for the British through a front company, Research Service on Eastern Europe, which was a recruiting agency for principally Muslim insurgents operating inside the Soviet Union. Von Mende was instrumental in establishing a major hub of Muslim Brotherhood operations in Munich and Geneva.
Through von Mende, MI6 trained agents from the OUNB and dropped them inside the Soviet Union to carry out sabotage and assassination operations between 1949 and 1950. A 1954 MI6 report praised Bandera as “a professional underground worker with a terrorist background and ruthless notions about the rules of the game.” In March 1956, Bandera went to work for the German equivalent of the CIA, the BND, then headed by Gen. Reinhardt Gehlen, the head of German military intelligence on the Eastern Front during World War II. Again, von Mende was one of his sponsors and protectors. In 1959, Bandera was assassinated by the KGB in West Germany.
Bandera’s top OUNB killer, Mykola Lebed, the onsite commander of the group’s secret police, fared even better at the close of World War II. Lebed was recruited by the U.S. Army’s Counterintelligence Corps (CIC) in December 1946, and by 1948, was on the CIA payroll. Lebed recruited those OUNB agents who did not go with Bandera and MI6, and participated in a number of sabotage programs behind the Iron Curtain, including “Operation Cartel” and “Operation Aerodynamics.” Lebed was brought to New York City, where he established a CIA front company, Prolog Research Corporation, under the control of Frank Wisner, who was the head of the CIA s Directorate of Plans during the 1950s. Prolog operated wellinto the 1990s, getting a big boost when Zbigniew Brzezinski was President Jimmy Carter’s National Security Advisor.
In 1985, the U.S. Department of Justice launched an investigation into Lebed’s role in the wartime genocide in Poland and Western Ukraine, but the CIA blocked the probe and it was eventually dropped. Nevertheless, in 2010, after the release of thousands of pages of wartime records, the National Archives published a documentary report, Hitler’s Shadow : Nazi War Criminals, U.S. Intelligence, and the Cold War, by Richard Breitman and Norman Goda, which included a detailed account of Bandera’s and Lebed’s wartime Nazi collusion and involvement in mass executions of Jews and Poles.
It is this BanderaLebed legacy, and the networks spawned in the postwar period, which are at the center of the current events in Ukraine.

The open letter posed the question to Western leaders : “Have the UN, the EU, and the U.S.A. ceased to recognize the Charter and Verdict of the International War Crimes Tribunal at Nuremburg, where the Hitlerite Nazis and their henchmen were convicted ? Have human rights ceased to be a value for the countries of the EU and the world community ? Is the Ukrainian nationalists’ devotion to Hitler and his mass murders of civilians now considered democracy ?
Only in the recent days, with scenes of mass violence by armed protesters finally breaking through the propaganda fog, has the Western media taken up the neoNazi character of the ongoing destabilization. Time magazine, on Jan. 28, headlined its coverage from Kiev “RightWing Thugs Are Hijacking Ukraine’s Liberal Uprising,” profiling one group of neoNazi hooligans called Spilna Sprava (“Common Cause,” but the Ukrainian initials spell “SS”), as being near the center of the protests.
The next day, Jan. 29, the Guardian headlined “In Ukraine, Fascists, Oligarchs and Western Expansion Are at the Heart of the Crisis,” with the kicker : “The story we’re told about the protests gripping Kiev bears only the sketchiest relationship with reality.” Guardian reporter Seumas Milne candidly wrote, “You’d never know from most of the reporting that farright nationalists and fascists have been at the heart of the protests and attacks on government buildings. One of the three main opposition parties heading the campaign is the hardright antiSemitic Svoboda, whose leader Oleh Tyahnybok claims that a ‘MoscowJewish mafia’ controls Ukraine. The party, now running the city of Lviv, led a 15,000strong torchlit march earlier this month in memory of the Ukrainian fascist leader Stepan Bandera, whose forces fought with the Nazis in the second world war and took part in massacres of Jews.”
Counterpunch also published a Jan. 29 article by Eric Draitser, “Ukraine and the Rebirth of Fascism,” which began with the warning : “The violence on the streets of Ukraine is far more than an expression of popular anger against a government. Instead, it is merely the latest example of the rise of the most insidious form of fascism that Europe has seen since the fall of the Third Reich. ... The fact of the matter of our republic’s history, is that all of our Presidents, since George Washington, until President James Monroe and John Quincy Adams, were not really fit to serve in that office. There were too many “ifs, and buts,” such as President John Adams who had “also buts;” “slippery” Thomas Jefferson, who also had such faults; and James Madison, too: until there came President James Monroe, who came along (for two terms), and was followed by a true genius much in the likeness of Alexander Hamilton: President John Quincy Adams (who had created the fortyeightstate system as an integrated unit among his many achievements). After that, excepting some Presidents who enjoyed short lives in office: the rest, unlike Abraham Lincoln, were surviving heros such as Grant, or some relatively later victims of the Anglophile assassins and outright traitors, such as Andrew Jackson, and Wall Street’s own Martin Van Buren.
Generally, there were scoundrels, or even outright traitors, such as Theodore Roosevelt (following a successful assassination of his rival, President William McKinley). The good Presidents, since President Grant, were usually dead, not long after arrival, like President William McKinley, who was shoved into his grave to make way for a treasonous VicePresident, Theodore Roosevelt, and for, later, an even scummier louse (a leader of the resurrection of the Ku Klux Klan, from inside the “White House” itself), Woodrow Wilson. President Harding had died (allegedly dead of eating oysters while traveling through the desert, by train), who was followed immediately by nothing but the treasonous Wall Street scoundrels, Coolidge and Hoover.
And, then, a truly great Franklin Roosevelt was succeeded in his own deathinoffice, by Wall Street’s own Harry S (nomiddlename) Truman. President Eisenhower should have replaced Wall Street’s Truman; but that came too late for the best results; but, he did much good, nonetheless (in company with another great World War II Hero, President Charles de Gaulle of France). President John F. Kennedy was a great President, but, as has become more or less customary in the history of the U.S. Presidency’s nonscoundrels, he was assassinated, as Presidents typified by Abraham Lincoln and William McKinley, had been assassinated. All Presidents assassinated in their term of office, have been, essentially, victims of the British veryforeign office of that empire’s monarchies, as the British assassin, Aaron Burr, had
brought the scoundrels Andrew Jackson and Martin Van Buren into the office of President.
That, in summary, has been the history of the American Presidency, up to the present time, Barack Obama is the most despicable of them all, and, accordingly, Barack Obama and his British guide, the Valerie Jarrett who had jerked him into office.
After all those, and related cases, of relevance, the conclusion must be, that there has been a great deal of error in assembling the composition of the Presidency, and much of the legislative branch as well. Wall Street has been, from the beginning, a prominent feature of a trend in our republic which had begun with the assassination of Alexander Hamilton by the British monarchy’s own customary assassin of his time, Aaron Burr.
The greatest shame of our system of government, this far, has been the turn of a “blind eye” to the various lunatics, or simply outright criminals, who have been selected (nominally, by alleged majorities our own citizens), for election to high office!
Hopefully, therefore, (presuming he is kickedout of office now: summarily), Barack Obama should go allthewaydown in history, as the worst excuse for a President ever conceived. He is, politically, to be, now, peremptorily removed from office; pending accounting for trial for reason of the crimes he has committed in office. Let him otherwise live where he wishes, preferably not within our United States; British custody would seem more appropriate. Let Valerie Jarrett escort him to London in due course of time; that should be her punishment. He, certainly, with now over 70% estimated unpopularity, should be satisfied to abandon—even escape—his present office, that with the greatest haste, to join the company of their Royal British mistress, in an unnuptial flight.
That much said, is enough to be said about Barack Obama himself. He is only one among the worst representatives

of a disease which has infested our public since the British agent who had assassinated Alexander Hamilton, Aaron Burr, a Burr who had never been apprehended for this crime, even when he had been entertained even by some among our Presidents.
The issue which I present here, in those illustrative terms, is not simply past errors committed in the name of our Presidency. The issue is, today, that it must never be repeated again: throw Obama out of office, for reason of more than cause enough for both his own impeachment and penalties for those specific crimes committed in office which must be addressed, for his complicity in specific crimes committed under his occupation in his elections and in office, and for crimes committed by his accomplices while in office. The trial of the British and other accomplices in the assassination of President Abraham Lincoln since President Lincoln’s own generosity toward British accomplices of wartime crimes is a relevant example to be considered in judging the criminality of the British empire’s pet assassins.1
The fact is: there has been something rotten (something very rotten, in fact), imported into our system of government from its founding: something which fits one particular illustrative case of major crime: the consent of acceptance of the assassination of Alexander Hamilton by the locality of New York City at that time, and, also, by those Presidents who had implicitly condoned the occurrence of that assassination and the assassin, Burr, himself.
To get directly to the root of the matter underlying these preceding remarks: It was not only Alexander Hamilton that was assassinated by the British agent Aaron Burr; it was the principle of our Federal Constitution, a Constitution within which the specific genius of Benjamin Franklin and Hamilton had represented a most crucial part. With the case of Hamilton: it was a principle of the U.S. Constitution which had been assassinated for a second time, in his case. Many generations of our U.S. citizens, have suffered, and continue to suffer, presently, from this cause. It is that principle. which must be healed and restored now.
People as such, are never immortal in and of their own mortal condition in life. It is the principle associated with them, still, once their mortal life had ended, that since when their voice had been stilled forever: who have been the greatest geniuses of mankind’s existence, have contributed those great principles of science and Classical artistic composition on which the future progress of the condition of the human species still depends, long after their own deaths, in a state of virtual immortality.
Indeed, many bad people have lived out their life as trash on this account. Their passing is regretted; but, we have wished that they might have made more of themselves. We do not think unkindly, if we recognize that they merely perpetuated crimes against the mission of humanity entrusted to them. But, for the greatest artists and scientists, we require a much higher standard: one, fitting the image of the model intentions of such great Renaissance figures as Filippo Brunelleschi and Cardinal Nicholas of Cusa. These typify the greatest missions to be fulfilled, within the scope of their lifetimes: individuals worthy of the rank of true saints for what they have meant for future mankind in their own time.
These qualities which we are right to demand from the membership of the bodies of our nation’s selfgovernment, must have the image of such an immortality in their mind’s eye upon themselves. A blend of devotion, and pleasure in partaking in great deeds for the future of mankind, must now be finally adopted as the standard required for such as the President and legislatures of our system of government. Truth: not mere opinion, is the only honorable purpose of government, as it was for President Abraham Lincoln up to, and beyond the moment of his death.
The reign of the yokels must now be brought to an end!
I. BILL CLINTON: A CASE IN POINTNot only was President William (“Bill”) Clinton the victim of a hideous lie created by the British empire; but, the truth of the matter, insofar as I have some relatively expert knowledge of that truth, serves a common purpose. I am qualified, thereby, to report on facts known to me with a certain appropriately perfect knowledge of the

circumstances under those victimized persons, who were not only President Clinton and his immediate circles, but the manner in which United States agencies, acting fraudulently, reduced President Clinton to a victim of a rotten scheme orchestrated, primarily, by the British intelligence services, but, also, with shared culpable complicity from members of the Republican Party and certain others at that time.2
What I do know, of my own knowledge respecting this particular matter, bears on two crucial points of evidence, both of which bear, implicitly: on an orchestrated scandal concocted by British intelligence services, using a Republican leadership as its accomplice in this crime against the U.S. Presidency itself, rather than merely the subject of President Clinton as such.
The tale begins earlier, with a much earlier meeting of leaders of the Government of Russia, at that time. Then, I had been invited by those Russian leaders, to advise them on matters which I had suggested should be undertaken by President Clinton in the strategic economic interests of the United States. My proposal had been registered with President Clinton, but he had, then, postponed consideration of action on such a matter, to a later time.
The later time came. A wretched government of Russia, had had, at somewhat later time, become mired in a massive, international financial swindle. This later development was immediately a grave issue for the U.S. Administration under President Clinton. I had transmitted recommended advice, based on my earlier dealings with my Russian hosts of the special meeting which they had held for me, earlier.
President Clinton had, with consideration by others, accepted my outlook on the means for dealing with a crisis which was of deadly importance for Russia, but also the foreign relations of the United States. President Clinton had, publicly (amid his own immediate circles), expressed his determination to adopt my recommended solution for the new crisis. This occurred during the month of August that same year: while I was still in Germany on other business. My personal representative was in direct contact with President Clinton during all occasions in the relevant communications between President Clinton and me. later, as earlier.
The goal of the evil perpetrators which that British conspiracy had launched against the United States, had originated with a thus, very well known, U. S.situated operative of the British intelligence services, who had instigated an organizing a wildeyed public conspiracy against President Clinton. At a certain point in those events, the British operative “skedaddled” back to home nest (probably on a warning presented to him from “back home” in the Merry Old British Empire). Some leading members from the leadership of the Republican Party, at that time, were fully implicated in the fraudulent scheme (“Wall Street’s”), a scheme whose endresult was to force a cancellation of President Franklin Roosevelt’s GlassSteagall Law. All of the crucial facts have been and remain on the public record. More on this set of facts, is yet to come. I deal, here and now, with the most immediate features of the case at large.
A plot was organized, as follows. A certain young woman, with already foreknown predilections toward certain practices which she had proffered to relatively older gentlemen (on the West Coast of the United States) had moved, for family reasons, to the Washington, D.C., area, together with her mother, who had related personal affairs at that time. The VicePresident of the United States, at that time, Al Gore, had arranged the placement of this relevant young woman as an instrument inserted into the basement of the White House. This young thing was being supervised in her indecent operations there, in the White House basement, by another woman, who was directing the behavior of the young woman in conducting and advising the relevant sexual proclivities and their protracted exploitation.
What was the purpose of this plotting: all the way from the Queen’s virtual bedroom, to Washington, by way of the leadership of the Republican Party, and the complicity of VicePresident Al Gore? Why!?
To force President Clinton to cancel Franklin Roosevelt’s GlassSteagall Law—so that the scheme of Bailout, Bailin, could later be used by Wall Street, ultimately in London’s and Wall Street’s criminal intention to destroy the economy of the United States. The intention for this crime was a scheme in which London and Wall Street were, immediately, the principal culpable agencies. The proceeds were delivered as an integral intention of the DoddFrank fraud which had led to compelling President Clinton to surrender the Franklin Roosevelt GlassSteagall law. All of the major economic and related crimes perpetrated against the United States and its citizenry in that matter, were the fruit of the hoax instrumentalized against President “Bill” Clinton.
The majority of the silly members of the Congress associated with such accomplices as the DoddFrank team in the U.S. Congress, on this account, went through two phases. The first step in effecting the intended conspiracy, was a certain complicity in setting up the “sex trap” facilitated by VicePresident Al Gore. A crucial, additional crime, once GlassSteagall had been neutralized by the DoddFrank hoax, was the hoax of the BritishSaudilaunched “911” attack on the United States. The dummy used for the complicity in that event, was the merely nominal President, George W. Bush, Jr. (the dunce kept in the corner, signing papers), and, next, was the role assigned to Valerie Jarrett’s selection of the strange creature presently known as President Barack Obama. “Bailout” became the proximate result. Bailin, is the intended, Wall Street deathstroke against the entity of the United States itself.
It all goes to show what “jerks” the majority of the public of the United States can be when they are not careful in demanding the actual truth of important matters of state. Everyone in the leading elements of the U.S. press had access to the role of the British intelligence services in setting this plot against the United States which the torture of “Bill” Clinton had represented. “Everyone in the U.S.,” knew, similarly, of the Republican Party role in this hoax. The Republicans also had knowledge, through the mother of the “unnamed device” which was to be deployed for the attempted impeachment of President Clinton, a device transported from the West Coast into Washington, and used

by Republican Party prominences, and VicePresident Al Gore: all of whom had been been crucial in placing and setting the intended trap for President Clinton into place: the trap without which, President Clinton would never have been pressed into complicity for cancelling GlassSteagall.
“How and Why?” What is the endresult. Look back to President Clinton’s second term in office for additional evidence.
Look back (also) to the Russia crisis of that earlier time. Look back to British intelligence operations in setting the intended trap into motion. Consider the policy of the United States which President Clinton had intended as a means to avert the evil done to the United States: evil to be done by the cancellation of the GlassSteagall Law still existing under Democratic President Clinton. Clinton’s humiliation, under threat of impeachment for reason of fraudulent Republican and British schemes. Are you “Democrats,” or, perhaps, “silly Demoncrats.” Do “you guys” realize what kind of fools so many among you had become, to fall so low, and be so outrightly stupid and nasty (as like leading Republicans then in office), as that?
Do you wish to, now, tell me, that you have been competent legislators, and even despite the folly of both Republican and Democratic leaders of those two leading political parties of this republic?
It is long past time, for the invocation of higher standards of judgment and behavior, than that!.
There is, I concede, a (sort of) rational explanation of such damned foolish behavior. You did not wish to know better. Evidently, you did not consider it prudent, if you were to be considered to be clever schemers, rather than honest representatives of the solemn duties of legislation of a Federal U.S. Government: to, thus, make such assesinfact of yourselves, as that! DoddFrank? How low could members of Congress get?
II. WHAT I HAD KNOWN ABOUT ALL THISAt an earlier time than the events of the entrapment of President Clinton by British intelligence (with foolish Republican Party complicity), I had already been on the specific case which would lead, later, into the British scheme for setting up President “Bill” Clinton.
Earlier, during one of my visits to Moscow, I had been invited to be the featured guest at an assembly of the body of leading, relevant statesmen of Russia at that time. It was, as things sometimes go, a fullthroated affair involving the interest of the President of the United States at that time, but also involving his adopted postponement of any action, other than exchange of information between my intermediary and the President.
The concern, which I had expressed in delivering my expert opinion as an economist, to both the Russia leadership bodies involved, and to my proposal to President Clinton (through standard channels of communication), came back on the President’s agenda when a Russian government, at a later time, entrapped itself in an AngloAmerican “Wall Street” type of financial swindle. That latter crisis had occurred during the Summer prior to the launching of the scandal against President Clinton. I came into the picture of U.S.A.Russia economic relations, again, through the customary channels, as before, during the month of August preceding the use of the “device” placed into the White House by VicePresident Al Gore. The bait and trap were set in place, accordingly.
The British were already on the case (wildly, in the U.S.A. press, and the Republican Party). In the meantime, prior to that development, I had transmitted my encouragement on the Russia crisis, as early, through my customary channels to President Clinton. He, in the course of this, picked up on the plan of action in respect to Russia, which I had delivered to him (by a customary channel) during the period of the earlier proposal by me delivered to him out of the conclusions I had presented, and the Russian principals had accepted in the earlier “Blue Ribbon” conference which I had conducted in Russia. He stated publicly his enthusiastic response to my proposal for the needed action.
Then, the Britishintelligenceprepared plot struck. The British intelligence agent involved, was whisked, for reasons of discretion, back to Europe, and, then, the witchhunt against President Clinton, boobytrap, and all, led to the principal consequence intended, jointly, by Wall Street and London.
My proposal to President Clinton had been that which had been publicly described as his policy for dealing with the general financialeconomic crisis of that time; it was the policy which could have succeeded. Wall Street and London wanted no such success for the United States. That, in brief, is how it all happened. Now, as result, the continued economic existence of our United States remains in jeopardy; the new diseases, known publicly as including George W. Bush, Jr. and Barack Obama, are merely polluting instruments used for the crime of Wall Street and London against our republic and its continued existence now.
After all, my record in economic forecasting of the future, has been impeccable over the course of decades of such experience. Why, therefore, had anyone competent in modern economic history, have been surprised? This is what I do frequently in my longstanding profession as a skilled economic professional over seven decades.
More important: that is what I am doing right now! As follows, now.
III. PHYSICAL SCIENCE ITSELFWhat I am about to present to you, in these following pages has been, to the best of my knowledge never been published ever before, except in the implications of the work of a relative handful of great masters. The uniqueness of what I shall have presented henceforth, has never been competently presented to any known audience, except

in fragmentary aspects of what I have published in this connection earlier. Certainly no associate of mine has ever delivered a work of the necessary competence which I am in the process of delivering here. This, in fact, has been my speciality in economy: in excerpting the implications of Hamilton’s own work; he had been limited in the scope of his own discoveries, then, until a time which came more than now two centuries later than his assassination, that done by British assassinationspecialist Aaron Burr.
What has made so many members of our U.S. Congress appear to be so stupid, so much of the time? (To say nothing of the majority of our most recent two Presidents on record this far.) All this actually goes as back in our national history, as, essentially the true geniuses of Benjamin Franklin and Alexander Hamilton, the ones who have shown the best insight into the physical principles of economy (approximately, that far) for all nations who might have wished to enjoy the benefits of these discoveries.
In the preceding chapters, I have emphasized the widespread stupidity among our elected National legislators. The proper name for such misguided legislators is “being practical,” which, translates, in evidence of practice: “They don’t really know what they are doing: and, more important, most have not wished to actually know.”
Alexander Hamilton, “the guy who saved the United States from going bankrupt,” (even under an otherwise true genius like President George Washington), a principle which was something well known, in fact, to Benjamin Franklin while he had lived (the man who made the United States possible), and Franklin’s best student, Alexander Hamilton.
Later, John Quincy Adams (who had had the advantage of having a great teacher, Benjamin Franklin; his father and mother were not), Abraham Lincoln (a scholar of John Quincy Adams), and, implicitly, also, William McKinley, Franklin Roosevelt, and John F. Kennedy, understood such matters. Most others, with rare exceptions so far, to date, have not. The difference lies in the contrary notions of the meaning of “money.” The generally accepted concept of money, as by our typical citizens today, has absolutely no correspondence to reality, or to science in particular.
Here, in this present chapter, I shall carry the argument of Hamilton himself, to its properly amplified place in modern physical science today.
General Alexander Hamilton (to invoke his military rank in service), subsequently the geniusSecretary of the Treasury under President George Washington, was the only leading political figure of the United States (since Benjamin Franklin) who really understood the actual principles of a physical science of economy. He permitted no intrinsic attribution of value to money per se (nor do I). However, those were only during his times; new revelations, usually not understood then, came later, long after his decease.
I shall demonstrate here, why is that Wall Street’s “money,” for example, has no intrinsically physicaleconomic value! It has no justified claim on the income of the citizens of the United States, in particular; the claims of Wall Street would be intrinsically fraudulent; there is no basis for anyone owing anything to the practices of Wall Street: you might properly expropriate everything they might claim in their capacity for financial dealings. They are, in fact, a fraudinitself.
Hamilton had already attacked that issue with absolute perfection in the four principles of economy which he introduced during his term of service as Secretary of the U.S. Treasury! In fact, Hamilton was specific in emphasizing that the margin of discrepancy between mere money and value; we must treat the net physical value, after accounting for factors of discrepancy, as the only “profit” of economy. In other words, every penny Wall Street claims as its own money is, intrinsically, worthless still today, and can be, and should be cancelled without notice (on balance of net, rather than gross). Money adds no value at all, unless the value is defined by the net physical gain of increase of the productive powers of labor by a society.3
What I have just stated this far, is not a mere opinion; it is the only truth that actually existed during and since Hamilton’s time. The history of the humans’ species has proven this fact conclusively. That much Hamilton set forth uniquely, and that very well; but, since the course of later time—two centuries later, there is now much more to be known.
Were people (generally) capable of understanding the proof of what I have just stated, my labors here would have been greatly simplified. Do not blame me for this; blame the ignorance of your teachers. Those teachers fall into general classes. The smaller number of, and better teachers will readily accept the authority of my proofs. The dummies will refuse, of course.4 The competent will sort themselves out readily (but not completely), with perhaps a bit of intellectual exertion in the process. My subject here, is physical science, in the strictest meaning of the term “physical:” I mean the unique principle of human life: the noëtic principle of human life. Only mankind has been a

known species which had created its own life willfully, as I shall emphasize that specific point here. That is implicit in the methods of the great V.I. Vernadsky; I go here, directly, to the point which is implicit in his own.
The Principle of Man: The Common Hoax The most fatal of the errors of contemporary popular opinion, is the presumption of what is called (unfortunately) mathematics as such. Or, to situate the foolishness in broader terms of reference: there is the somewhat widespread idiocy of belief in a deductive method of senseperception as such.
There are two leading “factors” (if you must insist on “factors”) which immediately refute a demanded blind faith in senseperception as such.
These are properly named, as underlying nondeductive factors of reality, which are to be named: life and mind. These are, in practice, the superior powers, with respect to which, the rest of the socalled factors, and, are virtually shadows cast by the principled notion of life and mind; without those two superior agencies, you know, actually, nothing. This is most crucial, for any competent understanding of scientific meaning of human life. In other words, “popular opinion,” is essentially ignorant opinion. All competent opinion depends, ultimately, upon those two primary factors. All physical science, such as that of Nicholas of Cusa: his student, Johannes Kepler, or Gottfried Leibniz, (never those disgusting imbeciles, the reductionists: such as Aristotle, Euclid, Isaac Newton, Clausius, Bertrand Russell, et al., to name but a few).
I shall now emphasize the significance of that justnowstated point, as follows:
The distinction of the human mind, and its behavioral capabilities, rests upon what a competent person today recognizes as the noëtic principle (creation as supreme). Life is one of these, and creativity as a principle (rather than merely an object). Life per se, and human creativity, are the principled notions for mankind, by means of which, mankind depends upon the specifically unique, noëtic powers of the specifically, uniquely human imagination.
Those are the (unfortunately) primary terms which delimit mankind’s power of true knowledge, this far in our knowledge of that universe which we inhabit. It is, therefore, human life (the only true expression of the superiority of the human mind over all other known living processes), which defines the scientific basis for appreciating the meaning of the specific powers of the human mind. In other words, we are conceiving of the human mind as the uniquely (presently) known standard for our present state of progress in respect to our knowledge of the universe.
This implicitly quantifiable quality: that of relative human knowledge, brings our attention to the current limits of our effective understanding. Thence, all knowledge is boundedinfact by the discovery of higher orders of existence than we have known, heretofore, to have been those of our universe. It is from this standpoint, and only this standpoint, that we may actually know ourselves by a process of discovery of universal principles, which consume, bit by bit, the previously unknown.
In this matter, there is no essential distinction of Classical artistic composition from a competent notion of physical science. It has been only through the actually criminal folly of an ignorant mankind, heretofore, that we might consider Classical art and physical science as being, relatively, merely distinct experiences of existence.
However, that is not enough to be said in and of itself. There is an implicitly additional consideration: “creativity per se.” That means human creativity, most emphatically. Here, we must emphasize the unique use, here, of the term noëtic. The term has two, interrelated, significances. One is the creative evolution of animal species (the merely animal species); the second, is that of the human species. Man has had an animal evolution, but only up to a certain, crucial point; human creativity, properly distinguished from the animal, is also the willfully voluntary creativity of our (so far) unique species.
That much now said, here, and now: defines the absolutely required, unique significance of the conceptualterm human mind. Here is where true science must always begin: it is the specifically human meaning of the notion of human mind. The human mind changes the universe; perhaps in modest degree, but no other known species makes such ontologically noëtic changes voluntarily. That is where physical science properly begins its mission of science: uniquely human, voluntary creation of a selfhigher species.
IV. THE HUMAN MIND & ECONOMYThe very idea of human economy depends upon the notion of human creativity: typically, the increase of the productive powers of labor, per capita and per unit of territory per capita. This factor is represented, in practice, as the factor of energyflux density. Mankind not only uses the elements of chemistry; mankind also creates the elements of chemistry in terms of reference to their expression and practice. Hence, the generalized notion of “energyflux density.” This now includes the categories discovered by Max Planck and Albert Einstein: which had been, then, new, hitherto unknown conceptions. The use (and even the very existence) of such concepts depend upon their relevance for the functions of mankind operating within a mode of qualitatively increasing energyflux density.5
A similar set of relationships exists for mankind’s true discoveries of principle. From this, we can adduce a general principle of physical energyflux density. Truth becomes clear, when we take into account the Classical poetry and related means of an actually Classical type of truly humanistic energyflux density, such as the example of Filippo Brunelleschi’s artistic composition of physical principles, and that in like of unique notion of design of the principles of “hanging ropes” (and the like) for the Santa Maria of Florence and the musically (physical) principle of the Pazzi

Chapel;6 and, otherwise, the general principles of science created by the titanic intellect of Cardinal Nicholas of Cusa. That great Renaissance has lain the true foundations of all the actually competent notions of modern physical science, the which must accompany deeper insights into the nature of the human species.7
My mission on this account, has been following the track leading from Cardinal Nicholas of Cusa to the voyages which Cusa inspired in Christopher Columbus, through the influence of the Bishop in Portugal: an association of Cusa which had opened the gates for the founding, in particular, of the Massachusetts Bay Colony of the Seventeenth Century, and the United States of the Eighteenth Century.8
The connections among those notable facts of ancient, and also modern, world history, are specifically unique to the characteristics of the human species as a unique species. These connections are made apparent through the indivisible relationship between science and Classical artistic composition: anything different, is garbage to be thrown out from the kitchen of the human soul.
The progress of the human species, when considered against the backdrop of those typical connections which I have just referenced, should have impelled us to penetrate these matters more deeply, thus exploring the matters of fundamental evolutionary processes. The most efficient approach is that of biochemistry when that is measured in terms of the qualitative leaps in energyflux density performed by the human species in its evolutionary progress to becoming yet a stillhigher quality of human life. The effect of those leaps, is not merely quantitative, but qualitative in succession of ordering, as ordered in terms of a general notion of energyflux density.
The proper measurement of this set of changes in state is humanevolutionary: man’s command of ever higher physical states of existence of our species: always, consistently higher and higher energyflux densities commanded by the will of mankind. This is opposed absolutely to the infamous theses of Zeus, which also means both the Roman Empire and what the British monarchy adopted as the New Roman Empire of Shelburne’s time: an empire which had declared the British kingdom a New Roman Empire sharing all the essentially Zeusian characteristics of the old, still today.
That is, in fact, the British (or, better said, “brutish”) empire of today: The Fall (of the Roman Empire) and the Rise of that British Empire which is the traditional enemy of the United States ever since the DutchEnglish empire was first established, as such, as under the Dutch and British tyrants still operating under the Dutch succession which had risen out of the Dutch invasion of England and the chronic butchery of the Irish. The English people at large may have often improved, but the imperial monarchy wears successive generations with everuglier monstrosities—still, from the top, down. To join the Irish in this opinion, is not essential; but, being Irish helps greatly in clarifying one’s vision in such matters.
From Ape to Man The quickest clue to understanding the difference between man and ape, is to be found in what it might be excused to say: human biology, as absolutely differing from that of the apes, or other, inferior, forms of life. Simply, mankind is the only presently known species with human mental characteristics separating all human personalities (excepting perverts) from bestial ones. The proper practice of chemistry makes the essential difference clearer.
This could not have been made clear, until modern physical chemistry had taken its initially validated approximation, that for an Alexander Hamilton to have adduced an implicitly chemical basis in behaviorisms, for defining the differing pathways of development of human characteristics from those of every other known living species. The role of man in this role as a voluntarily evolutionary potency, creates, thus, a new characteristic of life in general, not resembling in any significant degree the characteristics of a mere animal or plant.
Consequently, presently (today, for example) we are enabled to “map,” as if quite literally, the evolution of mankind as mental, more than biological otherwise. The irony of this is, that it is human mental life which defines human biological evolution, rather than animal standards of comparison. Our action, as “chemists” in a certain proper sense of voluntary (willful), is the means by which we, unlike any other living species presently known to us, this far, may evolve to higher states of existence by merely rethinking our practice, rather than being obliged to changing our already existing, physicalgenetic modalities.

Thus, we are left the fact, that it is the mind of man which determines the physical existence of the human species, rather than the other way (the animal way). In this respect, art and science are indivisible, as the imagination is more essential to progress in chemistry, than chemistry itself. The increase of the effective energyflux density of the human society is the measure of its humanity in practice. “Greenies” are, by devotion, more beast than man, Cruel thing to say? It’s true, nonetheless. Greenies sent to the kennels? We would hope that that were not necessary; better, they should give up their antiscientific quackery.

It Only Takes One Member of Congress, to Start Impeachment

In his Feb. 21 interview with LaRouche PAC, Professor Francis Boyle of the University of Illinois made the point strongly, that it would only take one Member of Congress to initiate impeachment proceedings against Barack Obama.
Noting that the Republicans control the House, and that "they can impeach Obama tomorrow, if they want to," Professor Boyle explained:
"I think all we need is one courageous Member of Congress—probably a Republican—willing to introduce a Bill of Impeachment into Congress as soon as possible—into the House—and to get the ball rolling. I think there is a lot of support for it, once it's in there."
Prof. Boyle noted that he is experienced with these matters, having been counsel to Rep. Henry Gonzales (DTex.) when Gonzales introduced a Resolution of Impeachment against President George H.W. Bush. All we need is one Member, Boyle emphasized, "and that Member can even do it orally." He noted that there is a special procedure under which a Member can get up on the Floor and read Articles of Impeachment right then and there, if that's what he or she wants to do.
Indeed, as Chapter 14 of Volume 3 of Deschler's Precedents of the House of Representatives states, impeachment proceedings have been initiated either by dropping a resolution into the hopper, or by offering charges on the Floor under a question of Constitutional privilege. If a member raises a question of Constitutional privilege, the Member must offer a resolution directly calling for impeachment, not just an investigation. Such a privileged resolution takes precedence over all other business, and the Member introducing it is entitled to an hour for debate.
At that point the House may refer the matter to the appropriate committee, but it is not required to do so.
Professor Boyle makes the point that, given the emergency nature of the situation, the House could impeach Obama directly, and send the matter to the Senate for trial, without even holding hearings. He suggested three matters which are so clear cut, that they could constitute Articles of Impeachment without needing hearings. There are:
1) Obama's illegal and unconstitutional war against Libya without Congressional authorization;
2) Obama's murdering U.S. citizens in violation of the Fifth Amendment, and threatening to murder more; and
3) Obama's threatening war against Syria.
These issues are very clear under the Constitution, Boyle asserted, and the House could schedule an upordown vote on impeachment directly, without hearings, and then move the matter to the Senate. And given the urgency of the situation and the danger of thermonuclear war over Ukraine or Syria, this is what Prof. Boyle advises should be done.

February 2, 2014—With the danger of thermonuclear warfare breaking out between now and the month of March, Lyndon LaRouche said in his Jan. 31 webcast, the crucial action which is most likely to derail that British imperial objective is to remove British agent Barack Obama from office by impeachment. A thermonuclear war intended to be fought on one side with the help of the Saudis and so forth, a war being fought as a thermonuclear war, from the start, between the power of the transAtlantic region, which is actually an imperial British power essentially; and on the other side, Eurasia, not just Russia, not just China, India and so forth.
"And in the midst of this you have a squabble, the terrorist buildup, which has been built up actually since the initial Chechen wars in the North Caucasus. And the North Caucasus area is still the center. And the war there is being fought by what? By Nazis! Because the Nazi regime, with British consent, took the SS and related forces recruited from that area, and made them permanent Nazis. The protest groups inside there today, that protest group is actually a Nazi organization; it still has insignia based on the time that the parents of these families were all Nazis. So therefore, you have the British Empire, again, using Nazis against Russia. And the United States, under this Presidency, is complicit in the whole dirty business.
"So therefore, the question is: We're now looking at a global thermonuclear war. The parties are, on the one side, the transAtlantic region—the United States, and so forth, and Western Europe; on the other side, the Slavic area, Russia in particular, Ukraine actually involved in this; China, a major power; India, a major power. And therefore you have these two regions of the planet, who are now armed, and mobilizing, and playing the preliminary games of prewarfare, aiming: We are now at the point that the real war has begun. The real thermonuclear war has begun by various actions to prepare for that war. We are in a shorttime countdown, between now and probably sometime in early March, by which time a thermonuclear war under present conditions will happen.

"Now, the question is how do we stop it from happening? Well, there are two things I have to say at that point: First is, remove Obama from the Presidency. If he is impeached, as he should be—as a matter of fact, this speech we just heard this week would be an excellent reason for impeaching him, one of the best: He nakedly has shown how worthless he is in office. Throw him out of office! Impeach the guy. He's an animal, not a human being!
"But, now let's look at what the other problem is, the other side of this. Most people, citizens in the United States, and in general in Europe, too, with some exceptions here and there, have no understanding of the principle of warfare. What do you get? They say, 'Soandso's gonna fight Soandso.' What, you mean a boxing match? A wrestling match? Is that what you're talking about? Maybe with knives involved, maybe with bullets involved? Maybe with a hand grenade or two! But that's not strategy! That's insanity!
"So, therefore, as long as people think that warfare, and going to war against an adversary, is playing those kinds of tactical games, like street war, on the extended basis—they have no comprehension whatsoever of what strategy is! And most people, except top military and a few other people in the world, have a very, almost incompetent—they're not MacArthurs! Douglas MacArthur was a real thinker. And we had other people who were real officers, real commanders, and they understood strategy. But, strategy is not necessarily warfare. Warfare will break out to become a subject of strategy.
"The way we organize the human species on the planet is as a whole; or it used to be. There are certain parts of the planet which were relatively isolated regions—transportation and other things of that sort. You would have the most serious war where there were large migrations of mounted horsemen. And that way you could extend the area which would become actually a strategic area. But in larger part, the communications system was such that you had very poor strategic relations with different territories of the planet. For example, you take the case of Europe and Asia, Eurasia as such, and compare that to what became the Americas. There was almost no strategically significant relationship across the Atlantic Ocean, and certain parts of the Pacific Ocean, the same.
"What happened with modern society and the mobility of populations—now the world as a whole becomes a cockpit of potential warfare. And under these circumstances, the question of strategy becomes a military strategy. At the same time, strategy becomes an economic strategy, not just a military one. It becomes an economic strategy and a cultural one: How nations trade, how they agree, how they communicate, how their economies are connected, how they reverberate in connections from one to the other. Any territory on the surface of planet Earth, which has that kind of integrity, is global, is strategic. If you get an area of the world which does not have connections outside that limited area, that's also strategy, but it's not global strategy; it's strategy still. And, strategy is not the intention for warfare. Strategy may lead to warfare, within the context of warfare.
"But therefore, we have to look at the process as a strategic question. The point is, if the President of the United States were to be removed from office now, it would be the probable case that by removing this fellow from being an instrument of the powers of the President, you would suddenly get an uncorking on the threat of thermonuclear war. Because people in general do not want to be assassinated in a global frying expedition of thermonuclear warfare.
"And, the fact is that the people out there, our people, do not understand this. Therefore, they are stupid enough, or stupefied enough, that as long as they believe they have to learn to work with our President, we are headed for thermonuclear war. So if someone says, 'Strategy is how we're going to win the war'—strategy, if you understand it, and have any brains at all, strategy is to not have the war. Strategy is to change the relations among nations throughout the planet, and throughout regions of the planet, in such a way that you have an economic policy rather than a genocide policy. And the point is, when you confront people, you confront them with the reality of what strategy really means, which the poor fellows never really did understand. Well, once they get the idea what strategy really is, they will not allow war to occur.
Grounds for ImpeachmentAs pointed out by numerous legal scholars, Barack Obama has already penetrated more impeachable offenses than Richard Nixon, in his assertion of dictatorial powers against the Constitutional requirements of law. The leading such offenses follow.
There is a strong argument to be made that Obama is also guilty of treason, due to his alliance with avowed enemies of the United States, including, but not limited to alQaeda, and its sponsors, Saudi Arabia and the British monarchy. In addition, he has “acted in a manner contrary to his trust as President and subversive of constitutional government to the great prejudice of the cause of law and justice and to the manifest injury of the people of the

Count 1: Violation of Article I, Section 8, the Constitutional provision that Congress has the unique responsibility to declare war, through his preemptive war against Libya without Congressional approval.

2. Commercial banks must be put under government protection, whilst the investment banks put their books in order without any help from tax payers’ money, which in practice means that toxic paper must be written off in the trillions, even if this leads to the insolvency of the banks themselves.
3. A National Banking system in the tradition of Alexander Hamilton, within the framework of a new Credit System, must provide longterm credit with low interest rates for productive investments, which would in turn increase the productivity of the economy by promoting an increase in energyflux density, and in scientific and technological progress.
4. The reconstruction of the real economy should be facilitated through longterm treaties of cooperation between sovereign nationstates, which would launch welldefined infrastructure and development projects in the context of the Mediterranean and NorthAmerican plan for an Economic Miracle, seen as a necessary extension of the Eurasian LandBridge. These contracts represent a de facto new credit system, a New Bretton Woods system, in the tradition of Franklin D. Roosevelt.
The purpose of reenacting GlassSteagall and implementing a Credit System is by no means only an improvement of technical details in banking, but rather, how the economy can ensure the survival of humanity over a period spanning many generations into the future, whilst increasing the productive powers from one generation to another. Human beings must once again be at the centre, and the very purpose, of economics.
We, the undersigned, direct our urgent appeal to governments and parliaments, that they fulfil their constitutional duty and protect the general welfare of the populations they represent, by immediately enacting GlassSteagall banking separation into law.

Making 2014 the GlassSteagall Year! 2014 : l'année GlassSteagall !The world as a whole, especially the transAtlantic region, is presently at the brink of a global collapse which will transform all forms of nominal money of every nation into a state of worthlessness on all of the world's international markets. The Pacific Development Corridor:Maglev Through The Bering Strait

The construction of the northern components of NAWAPA XXI in Alaska and Canada opens up development programs with massive international implications, linking the United States with East Asia in the creation of a high technology, fusion and fission powered backbone for a new world economy.
A major geopolitical shift towards the Pacific is already underway, with a strong progrowth orientation in Asia, centered around prodevelopment factions in China, Russia, South Korea, and Japan. This directionality stands is stark contrast with the stagnation and collapse of the transAtlantic sector. Inline with this Pacific orientation, Arctic development is increasingly becoming an area of focus, with major untapped resource deposits lying in wait, while the melting of Arctic ice is opening up northern shipping routes.
The development of the nuclearthermonuclear NAWAPA XXI system links the United States, Canada, and Mexico into this Pacific/Arctic perspective. However, the critical factor must be continually emphasized and underscored: the success of the effort fully depends upon the highest levels of technology and energy flux density achievable.
The present physicaleconomic collapse of the United States is the result of four decades of stagnation and attrition. Living standards have collapsed, industry has been shut down, power per capita has gone backwards, and aging infrastructure systems are breaking down. The only way to overcome the accumulated physical collapse in the United States (let alone the entire world) is to create greater leaps to higher levels of progress.
The United States will already need to partner with these Asian nations for the development and implementation of the fourth generation nuclear requirements of the NAWAPA XXI system itself, [1] but the implications of the construction and development of the project take the connection deeper, and connecting the North American and Eurasian landmasses across the Bering Straits with high speed magnetic levitation rail is a keystone.
The gap between Alaska and Siberia—the Bering Strait, stretching a mere 50 to 60 miles—can be connected by a set of tunnels, linking the transportation systems of both continents for the first time. [2] To support the greatest leap in the productivity of the nations and people involved, the most advanced magnetic levitation (maglev) rail systems are required. Unlike trains with wheels, maglev trains float above the track, allowing for travel at well over 300 miles per hour, smoother rides, less wear on the track, and an improved ability to handle steep grades.
These maglev systems are a critical element of the new Pacific Development Corridor, connecting the UnitedStates with East Asia through a density of hightechnology infrastructure, supporting the advanced development of the entire Pacific coastal basin, including resource development, new agricultural lands, new cities, and new agroindustrial complexes (nuplexes). [3]
Because of the density of hightechnology development, centered around advanced infrastructure and high density of power, this corridor can uniquely enable massive leaps in the productivity of the hightechnology space, fission, fusion, machine tool, and related industries and manufacturing centers needed to support the creation and implementation of a global fusion economy.

From this Pacific trunk line, development corridors can branch off to the rest of the world, completing the world landbridge as envisioned by Helga ZeppLaRouche and Lyndon LaRouche. Thus the Pacific Corridor is now to be the start of a new global economy, both in geographical terms, but also in physical economic terms, because the growth factor provided to these Pacific Rim populations and territories is what will make the extensions physically possible.
The Pacific Trunk Line
The program starts with a focus on the development of the Pacific basin territory. This includes supporting and expanding the already extensive shipping routes, but the end goal of an initial generational investment cycle must guide the policy from day one.
On one end, the manufacturing centers of the Midwestern United States and the critical Pacific ports in California and Washington, can be connected north into the Canadian and Alaskan regions of NAWAPA XXI, and from there on to the Alaska side of the Bering Strait, all with maglev rail.
This is premised on the role of the Pacific ports in existing trade relations (and their physical economic implications), and the future role of the Midwest as a new high technology industrial base in America.
At the other end, the high technology regions of China, South Korea, and Japan can be linked up on the Asian side, with maglev lines traveling from southern China to create a loop connecting China, North Korea, South Korea, Japan (through Hokkaido), Russia’s Sakhalin Island, the Russian mainland, and back down to China.
From this, a connection runs north, through Eastern Russia, meeting the maglev Bering Strait connection from Siberia.
This East Asia side links the relevant ports, along with the hightechnology and industrial centers of South Korea, Japan, and China, including the Russian plans for an advanced Space Industry complex (along the SvobodnyKomsovolsk corridor) in the region, centered around the new Cosmodrome Vostochny (see box, “Up 21st CENTURY SCIENCE & TECHNOLOGY Special September 2013 Offprint date on Russia’s Cosmodrome Vostochny and the Space Industry Cluster”). [4]
Taken together this defines an initial functional system, in which highspeed maglev rail and a nuclearthermonuclear driver can support the development of the Pacific rim, connecting the high technology and

industrial centers of the United States and East Asia, through the NAWAPA and Siberian territories.
However, the key is that the connecting route will not just be an empty transport line. Fast transportation, water, high densities of nuclear power, and abundant untapped resources enable the creation of the most advanced and productive strip of territory the Earth has ever seen New cities and industries can be constructed along the way, featuring upgraded nuplex systems designed to work with fourth generation fission reactors and thermonuclear fusion technologies (see “Nuclear AgroIndustrial Complexes for NAWAPA XXI”). The extensive resources available in the Arctic can be developed with the most advanced nuclear and thermonuclear technologies, and raw, semiprocessed, and processed goods can be rapidly delivered to the hightechnology industrial centers at each end in Asia and North America, radiating the effects of a higher level of productivity throughout the global economy.
The key is achieving the highest level of energy flux density accessible, integrated with the most advanced infrastructure systems, concentrated to create a revolutionary leap in the physical economic productive powers of labor throughout the region (see “A Call for An International Crash Program: Creating the Fusion Economy,” by Benjamin Deniston, Megan Beets, and Creighton Jones).
As the world shifts to a Pacific orientation, the Pacific Development Corridor will be the ultrahigh productivity backbone of the new world economy, and NAWAPA XXI with the Bering Strait connection can be the critical driver to initiate the entire program.
MagLev Systems
Both Germany and Japan have already developed magnetic levitation train systems, while other designs have been proposed by U.S. engineers. While there are variations in the designs, the general principle is to use the power of magnetism to create a continuous gap between the entire train and the track, allowing the floating train to be smoothly propelled electromagnetically at very hgh speeds. This is powered by the electrical grid (eliminating the need for separate engines and fuel supplies for each train), and because there is no direct contact on the track, there is no mechanical wear and tear, allowing for longerlasting tracks with less maintenance, and difficult weather conditions (such as iced tracks) don’t pose a problem to electromagnetic breaking and acceleration.
Maglev can also travel up and down steeper grades than conventional rail, allowing for much easier travel through mountainous terrain (as encountered in the NAWAPA XXI regions and the Pacific Development Corridor).
The German system is called the Transrapid. Utilizing electromagnets to lift the train, Transrapid created a test facility back in 1987, but following years of successful demonstrations, the only construction of an operational line has been in China, with the Shanghai Transrapid running since 2004, achieving a maximum speed of 311 miles per hour [5] miles per hour.
While much of the discussion has focused on the applications for passenger transport, the systems can also revolutionize freight and cargo transport. Even the existing Transrapid systems could be quickly altered for freight, while additional investments could produce faster and more advanced second generation systems. [6] The more powerful superconducting magnets involved in the Japanese design can carry heavier loads, further increasing the possibilities for maglev freight transport. [7] Again, the faster speeds and ability to handle steeper grades and cold climates make these systems far superior to existing wheelbased rail, especially for the terrain of NAWAPA XXI, accessing Arctic resource deposits, and traversing the length of the Pacific Development Corridor.
With maglev, the top speeds are not limited by the magnetic levitation technologies, but by wind resistance as speed increases. While it won’t be worthwhile for freight, ultrafast passenger transport can take full advantage of the magnetic levitation capabilities by utilizing enclosed vacuum or semivacuum tubes, removing the air resistance factor (and trouble with sonic booms), and allowing for speeds into the thousands of miles per hour. [8] Special ultrafast passenger transport could bring people from American urbanindustrial centers to those in East Asia in a matter of hours.
The NuclearThermonuclear Driver
The highest levels of energy flux density are required to power this development corridor. While significant amounts of electricity will be needed to support the development of this entire territory, including the maglev lines and advanced industrial sectors on both ends, power sources with higher temperatures and greater heat densities have broad applications beyond electricity generation.
The decades oldconcept of nuclearpowered agro industrial complexes must be revived and upgraded.
Fourth generation nuclear fission reactors provide higher levels of process heat allowing for direct applications to chemical, industrial, and agricultural requirements, ranging from the production of metals, to fertilizers, to synthetic fuels.
Centralizing these processes in a dense cluster maximizes the productivity and efficiency (see “Nuclear AgroIndustrial Complexes for NAWAPA XXI”).
Additionally, nuclear desalination and water purification can provide abundant water where needed along the corridor as well (see “The Nuclear NAWAPA XXI and the New Economy,” by Michael Kirsch).
Even more advanced options are available with fissionfusion hybrid systems, controlled high temperature plasmabased systems, and fullscale controlled thermonuclear fusion (see “A Call for An International Crash Program:

High energy flux density processing of raw materials closer to the extraction site enables the transportation of higher quality goods, translating to a greater value per ton transported—something made possible by the Pacific Development Corridor. It also enables the more efficient processing of ores, cheapening processing (in physical, rather than monetary terms), and making lower grade and lower concentration deposits more valuable and economically viable resources.
These considerations must be placed upfront when considering the development of the vast Arctic resource deposits, including the role of strategic Arctic fusion fission nuplex power and processing systems along the Pacific Corridor.
For these reasons, it will be critical to locate demonstration and experimental fusion systems specifically along this corridor, with the goal of developing a broad range of fusion technologies. This includes high temperature controlled plasma technologies such as the plasma torch, capable of separating any substance (from nuclear “waste,” to chemical waste, to dirt, to basic city trash) into its constituent elements, turning virtually any input into useful material. The resulting resources can even be tuned to the isotopic level—providing higher quality materials than were possible before. Even transmustation, transforming one element into another, could become economical.
To maximize the benefits received from the surrounding infrastructure, and contributions delivered back to the integrated productive processes, the initial experimental investigation and development of hightemperature plasma and fusion related systems should be strategically constructed as part of the Pacific Development corridor, and within proximity to the advanced industry on both ends, and the resource development along the corridor when appropriate.
Bering Strait and The World LandbridgeThe NAWAPA XXI–Bering Strait–Arctic Development–Pacific Corridor project will provide the needed economic leaps for the nations involved, creating a density of productive potential that will drive the growth of the entire world.
Done properly, this can literally be the physicaleconomic backbone of a new global economy.
Branching off the east Asian side, the northern, central, and southern corridors of the Eurasian landbridge can be upgraded to maglev and high energy flux density development corridors, reaching back into Europe, where the ParisBerlinVienna productive triangle can become the hightechnology center of western Eurasia.
Through Spain and the Middle East, two branches reach down into Africa, bringing the same density of development and advanced infrastructure throughout a continent still being murdered by genocidal neoimperialism.
On the North American side, branches from the main Pacific Development Corridor can expand across the rest of continent, integrating national and international high speed maglev rail grids throughout the United States, Canada, and Mexico. From Mexico, the lines continue into South America across the Darien Gap, connecting the

tip of Argentina with the tip of South Africa in a single high speed maglev network.
The first stage is the development of the Pacific Development Corridor, with NAWAPA XXI and the Bering Strait connection being the critical driver. Done with a fusionfission driver applied to the most advanced infrastructure, industry, and resource development, this high density of hightechnology development is the only way to provide the needed physicaleconomic leaps, overcoming the past four and a half decades of attritionalcollapse by reaching farther and faster into the future.
These are requirements, not nice options.

The Strategic Defence of Earth (SDE)by Benjamin Deniston
The surprise Chelyabinsk asteroid impact on February 15, 2013 was a warning to mankind: either progress, or face extinction. Today we have discovered fewer than 1% of the nearEarth asteroids orbiting the inner regions of the Solar System, and we know far less about the longperiod comets lurking in the farther depths of space.1 Since it is a certainty that the Earth will be struck again in the future, the only real questions are two :
First, when might the next major impact occur? Second, will mankind be prepared to stop it ?
In 2011, highlevel officials of the Russian government addressed this challenge in a critical offer to the United States, proposing the two nations move beyond the dangerous standoff over the forward placement of antiballistic missile systems by pursuing a joint program in which both nations could openly collaborate to overcome common threats: both defending against thermonuclear missiles and protecting the entire planet from asteroids and comets. 2
Carrying the name “Strategic Defense of Earth,” this Russian proposal clearly implied an upgraded reoffer of Lyndon LaRouche’s Strategic Defense Initiative (SDI) proposal of the 1980s (a program which was avidly promoted by both President Reagan and Dr. Edward Teller at the time). 3
The Strategic Defense of Earth is one of the most important issues facing humanity at this historical juncture.
The Fusion Driver
To achieve this, a shift in the strategic relations among leading nations is required. With the development of thermonuclear weapons, mankind can no longer tolerate even the possibility of global conflict among major powers. Policy must be based on the shared interests and the shared defense of all involved.
Since no one nation currently has the ability to defend the Earth from future asteroid or comet impacts, a global effort is needed. The United States, Russia, and China are the critical powers that must come together in a joint effort, sharing existing scientific and related resources, while initiating a crash program for the development of new capabilities.
It is an easily recognizable fact that the comprehensive defense of Earth requires a controlled use of thermonuclear power.4 Whether in the form of explosives to blow apart or push away an asteroid, or in the more elegant form of advanced propultion systems enabling faster intercepts, the energy flux densities made possible with controlled fusion reactions raise mankind above the critical plantary threshold, moving from a class of helpless inhabitants of a planetary body, to active defenders and organizers of the entire territory of the inner solar system.
