National ICT Policy• The Government of the Lao PDR recognizes the Information

and Communication Technology as an increasingly crucial tool for achieving socio-economic development, aims to bring the country into the information age by increasing general access to ICT with the provision of modern telecommunications infrastructure and computer networks; by fostering enterprise and industry; promoting research and development in the fields of ICT; and by developing the necessary human resources and institutional capacies

• It is with this recognition that the National Policy on ICT – aims to ensure that the necessary institutional, human capacity, sectoral conditions, and legal frameworks are in place for leveraging and applying ICT to meet the challenges and needs of Lao PDR

• 5 Telecom operators (ETL, LTC, Lao ASIA, Millicom, Sky) - No new licensed issued up to 2009

• 12 ISPs • ETL :

- 3969 km fiber optic ;

- 400 mobile base station in 139 district; - 450 intelligent network for prepaid system;

- 29000 PSTN.

• Planet online has its own network infrastructure

• Has WIMAX hotspot in Vientiane and some other cities

• Use ETL and SKY gateway to connect to Internet backbone.

ICT Market in Laos• Around 400 internet cafes in Vientiane, around 600 in

nationwide• ICT-related business increased from 103 to 513 companies

in 2005• In 2006, 196 new companies were registered, around more

than 1000 in 2008

• ICT companies employ 3688 employees (1.1% of the total work force

• Hardware service 60 million USD• IT service 12 million USD

e-Government Project

• Establish e-Gov. info-com infrastructure :

- IP backbone, 2.5 Gbps capacity connect national e-Gov. center to tel. operator and major ministries

- Fiber optic link to 50 ministries in Vientiane and ADSL cable connection for 75 other gov. offices

- 10 WiMAX base stations cover 20 Km2



of Vientiane municipality and connecting to 250 Gov. offices

- Fiber optic link to 16 provincial governor’s offices and 16 e-Gov provincial centers

- One WiMAX base station in each provincial capital city to connect to 10 Gov offices in each province



• Seven e-Gov applications : e-archive, e-register, e-document, e-map, e-learning, teleconference, national portal


Standardization

• Standardize lao character set base on unicode


Telecenters

• NAST in collaboration of Ministry of Health and ADB will soon set up 16 e-Health Centers in two provinces

• NAST in collaboration with National Informatic Center of India has set up 10 Rural Telecenters in 7 provinces


Schoolnet

• The World Links Program has established computer labs in 10 secondary schools with internet access


ICT-Related Education

• 1st Draft of ICT human resources master plan For formal education: - Establishing an Education Network as part of

the NII - Promoting e-learning - Review and strengthening computer school

curricular - Computer training for school teacher - Provision of school information infrastructure :

telecom network, computer facilities, basic educational software and content, internet access



• For higher education : - Establishing higher ICT Instituts - Helping government agencies set up their

management information systems as well as agency-specific sotware system

- Acquiring and producing educational software and digital content

- Conducting research and development in ICT application for distance learning

• For Non-Formal Education : - Using ICT to upgrade workers, unemployed

youth and women - e-Learning for lifelong learning - Development of ICT professionals and re-training

ICT Reseach and Development

• Key outcomes of the PAN Localization Project - Systematic study of the lao language structure - Development of tools and utilities to enhance IT in

Lao : lao fonts, lao keyboard drivers, lao ASCII to Unicode converters, lao line breaking utility, lao sorting utility, laopad ( localize version of Note Pad), lao OCR……

The National University of Laos conduct various research activities : metrological characteristics and communication reception in Laos, Design of the transmission line simulator, pattern recognition approach to segmentation with application to continuous
