This specification defines the Israel Electric Corporation (I.E.Co.) technical requirements for

heat-shrinkable accessories for low voltage power cables.

3. LOCATION OF ITEM & PROJECT

The heat-shrinkable accessories are designed to be used in the underground low voltage

network.

4. SCOPE OF WORK

This specification defines the technical requirements for heat-shrinkable accessories for low

voltage power cables. The heat-shrinkable accessories shall be designed, manufactured and

tested in accordance with the requirements of the present specification.

4.1 PROJECT DESCRIPTION N/A

4.2 SCOPE OF SUPPLY

The heat-shrinkable accessories will be used for underground and outdoor installations of low

voltage power cables.

The heat-shrinkable accessories shall be manufactured from cross linked polyolefin.

The following accessories will be coated with inner adhesive: joints, repair sleeves, medium

wall tubing, breakouts and caps.

7. QUALITY ASSURANCE&QUALITY CONTROL

7.1 Quality Management System (QMS)

7.1.1 Definitions:

7.1.1.1 Certification Body (CB) – An independent external body authorized to confirm that the

manufacturer's Management System conforms to the requirements specified in the standard, by

issuing a certificate. The Certification Body should be accredited to certify by an Accreditation

Body.

7.1.1.2 Accreditation Body (AB) – An independent body, being a member of the International

Accreditation Forum Multilateral Arrangement – IAF MLA, having authority to formally

approve, by means of document, the competence of a certification body to provide certification

services

7.1.2 The manufacturer shall have a Quality Management System (QMS) having a certificate

evidencing compliance with the requirements of the valid revision of ISO 9001 or other

equivalent standard which specifies requirements for Quality Management System, on the date

specified for submission of the proposal.

7.1.3 Approval of conformance with the ISO 9001 requirements, as indicated in clause 1.2

above, shall be in a form of a certificate issued by a Certification Body (CB) which is

accredited by an Accreditation Body (AB).

7.1.4 The certificate should bare the logo of the CB and of its Accreditation Body and/or the

logo of the IAF.

7.1.5 The certificate shall be valid on the date set for submission of the proposal.

7.1.6 The certificate shall be valid for the scope of activities requested in the request for proposal.

7.2. Quality Requirements

7.2.1 The Quality Requirements are specified in Appendix D of this specification: Q- APP-02

rev. 4 – Quality Requirements.

7.2.2 The Purchaser or his authorized representative shall have the right to inspect and observe

the production, inspection and testing of the Work at any facilities where work is performed,

including those of Contractor and its subcontractors.

8. STANDARDS & CODES

Unless otherwise stated, the heat-shrinkable accessories shall be designed, manufactured and

tested in accordance with the requirements of the latest published recommendation of the

following standards:

IEC 60684-1 – Flexible insulating sleeving – Part 1: Definitions and general

requirements, Second edition, 2003-04;

IEC 60684-2 – Flexible insulating sleeving – Part 2: Methods of test, Edition

2.1, 2003-05;

Israeli Standard 60684 – Flexible insulating sleeving – Part 3: Specification for

individual types of sleeving – Sheet 212: Heat-shrinkable polyolefin sleevings

(equivalent to IEC 60684, Part 3, Sheet 212);

IEC 60684-3-214 – Flexible insulating sleeving – Part 3: Specification for

individual types of sleeving – Sheet 214: Heat-shrinkable, polyolefin sleevings,

not flame retarded, shrink ratio 3:1 – Thick and medium wall, Second edition,

2005-11;

ASTM D 2671 – Standard Test Methods for Heat-Shrinkable Tubing for

Electrical Use;

DIN EN 50393:2006 or BS EN 50393:2006 – Test methods and requirements

for accessories for use on distribution cables of rated voltage 0.6/1.0 (1.2) kV.

9. TECHNICAL DOCUMENTATION

9.1 GENERAL

All the documents shall be submitted in English.

The I.E.Co. reserves the right to allow a Bidder to submit part of the required documents at a

later date. That date will be fixed by I.E.Co.

9.2 TECHNICAL DOCUMENTS AND SAMPLES TO BE SUBMITTED WITH THE

PROPOSAL

Together with the proposal, the Bidder shall submit:

9.2.1 Complete questionnaire (appendix A of this specification), signed by an authorized

officer of the manufacturer.

9.2.2 A certificate issued by an authorized certification body demonstrating that the

manufacturer has a Quality Management System (QMS) meeting the requirements of

the valid revision of ISO 9001 or other equivalent standard, at the date of submission of

the proposal, as specified in paragraph 7.1 of this specification. The indicated scope of

activities should cover the scope of supply required by the tender.

9.2.3 Statement of manufacturing experience (Appendix B of this specification).

9.2.4 A reference list which confirms at least 3 (three) years of experience, during the last 5

(five) years, in manufacturing and supplying the offered or similar heat-shrinkable

accessories (similar means: same materials, same technology, may differ in sizes),

signed by an authorized officer of the manufacturer. The list shall contain the total

supplied quantities per year and the names of the purchasers.

9.2.5 Type test report for low voltage heat-shrinkable joints, according to the requirements of

paragraph 11.1 of this technical specification.

9.2.6 Type test report for low voltage heat-shrinkable terminations, according to the

requirements of paragraph 11.2 of this technical specification.

9.2.7 Type test report for low voltage heat-shrinkable stop ends, according to the

requirements of paragraph 11.3 of this technical specification.

9.2.8 Test reports for heat-shrinkable thin wall tubing, according to the requirements of

paragraph 11.4 of this specification.

9.2.9 Test reports for heat-shrinkable molded breakouts, according to the requirements of

paragraph 11.5 of this specification.

9.2.10 Detailed manufacturer catalogue pages which include the proposed items.

9.2.11 Filled-in and signed statement of manufacturing experience – Appendix B.

9.2.12 Filled-in and signed Declaration for type tests - Appendix C.

9.2.13 Filled-in and signed schedules for prototype approval – Annex E.

The samples for each family of products shall be identical with one of the proposed

items.

The samples shall be manufactured according to the requirements of the current

specification.

The samples shall be hand delivered directly to the samples storehouse of the

I.E.Co Supply and Stores Division by the bidders' representatives in Israel.

9.3 TECHNICAL DOCUMENTS AND SAMPLES AFTER NOTIFICATION OF

AWARD

9.3.1 Performing tests after notification of award

There is no possibility to perform type test for low voltage heat-shrinkable joints after

notification of award.

Exemption: If the Contractor submitted during the technical stage test reports according to the

requirements of any of paragraphs 11.2 to 11.5 of this specification, the Contractor will be

exempted from the requirements of this paragraph for the corresponding test.

Within 3 months after the notification of the award, the Contractor shall submit test reports for

tests which were performed on samples taken from the first manufactured batch to be supplied

to the I.E.Co. The tests shall be performed in accordance to paragraphs 11.2 – 11.5 of this

specification.

This applies only to Bidders who signed a declaration (Appendix D of this specification)

regarding performance of type tests.

The Contractor shall perform the tests in an authorized laboratory (according to ISO/IEC

17025).

The Contractor shall submit to the National Network Unit, forty five (45) days before

performing the tests, the name of laboratory and the plan of the tests for I.E.Co. approval.

I.E.Co. reserves the right to participate to the tests.

In case that the tests fail, the I.E.Co. reserves the right to disqualify the Contractor.

9.3.2 Acceptance Test for Joints

The acceptance test for joints shall be performed after the notification of award, but before the

delivery of the first batch of the joints. The samples for the test shall be taken from the first

batch manufactured for the I.E.Co. The joints for the 4x185÷240 mm2 low voltage power cable

shall be tested.

The acceptance test shall be performed according to the procedures specified in the table below

and described by DIN EN 50393:2006 or BS EN 50393:2006.

The Contractor shall submit to the National Network Unit, forty five (45) days before

performing the tests, the name of laboratory and the plan of the acceptance test for I.E.Co.

approval. I.E.Co. reserves the right to participate to the tests.

The Contractor shall submit the acceptance test report to the I.E.Co., not later than two weeks

after the end of the test.

In case that all or part of the acceptance tests fail, the I.E.Co. reserves the right to disqualify the

Contractor.

9.4 SCHEDULE UP TO DELIVERY APPROVAL

The schedule up to the delivery approval is specified in Appendix E.

10. TECHNICAL REQUIREMENTS

10.1 General requirements

Material of accessories: polyolefin;

Suitable to be used in underground cable networks;

Shrinking temperature for all the accessories excepting thin wall tubing: ≥ 125°C;

Shrinking temperature for thin wall tubing (including dual color): ≥ 90°C;

Suitable for use in an outdoor environment with up to 90% humidity and a

temperature range from -10°C to 55°C;

Operating temperature range between -40°C and 120°C (uncoated);

Operating temperature range between -40°C and 90°C (coated);

10.2 Dimensions and specific requirements

The type test for heat shrinkable outdoor terminations shall be performed in accordance

with DIN EN 50393:2006 or BS EN 50393:2006, table 5, test sequence D1 for type I

outdoor terminations.

The type test shall be performed in an authorized laboratory according to the ISO/IEC

17025 standard.

Type test shall be performed on two samples of outdoor terminations, each of them

composed of one of the proposed or similar (similar means: same materials, same

technology, may differ in sizes) breakouts and four pieces of the proposed or similar

(similar means: same materials, same technology, may differ in sizes) medium wall tubing,

mounted on a corresponding four cores low voltage XLPE insulated cables.

The type test report shall include the name and the address of the laboratory and the results

of the type test. The type test report shall be signed by an authorized officer of the

laboratory.

11.3 Type test for heat-shrinkable stop ends

The type test for heat shrinkable stop ends shall be performed in accordance with DIN EN

50393:2006 or BS EN 50393:2006, table 4, test sequence C1 for type I stop ends.

The type test shall be performed in an authorized laboratory according to the ISO/IEC

17025 standard.

Type test shall be performed on two samples of stop ands, each of them composed of four

of the proposed or similar (similar means: same materials, same technology, may differ in

sizes) smaller (inner) caps and one of the proposed or similar (similar means: same

materials, same technology, may differ in sizes) larger (outer) cap, mounted on a

corresponding four cores low voltage XLPE insulated cables.

The type test report shall include the name and the address of the laboratory and the results

of the type test. The type test report shall be signed by an authorized officer of the

laboratory.

11.4 Tests for heat-shrinkable thin wall tubing

The tests for tubing, specified in paragraphs 10.3.1 shall be performed according to the

relevant standards.

The tests shall be performed in an authorized laboratory according to the ISO/IEC 17025

standard.

11.5 Tests for heat-shrinkable molded breakouts

The tests for molded breakouts, specified in paragraphs 10.3.2, and for adhesive, specified

in paragraph 10.3.3 shall be performed according to the relevant standards.

The tests shall be performed in an authorized laboratory according to the ISO/IEC 17025

standard.

The tests shall be performed on one of the proposed or similar (similar means: same

materials, same technology, may differ in sizes) molded breakout.

The test reports shall include the name and the address of the laboratory and the results of

the type test. The test reports shall be signed by an authorized officer of the laboratory.

12. PACKAGING &DELIVERY

12.1 The heat shrinkable accessories shall be supplied in a suitable cardboard boxes. The

cardboard should be big enough to contain the sleeves in straight shape. The cardboard box

shall be designed to protect the equipment against ingress of moisture and mechanical damage

during shipment and storage. Components supplied with adhesive coatings shall have means to

prevent the coated surfaces from adhering to each other.

12.2 The cardboard boxes shall be supplied in a seaworthy cardboard or wooden box, shipped

on wooden EURO PALLET 1200x800x150 mm (DIN 15146 T2) appropriate for fork lifting

and durable packed for outdoor storage. The gross weight of each pallet should not exceed

1250 kg.

12.3 The number of items per plastic bag (where relevant), length per reel (where relevant) and

number of items/reels per cardboard box are specified in the table below.

Note: Different arrangement should be agreed with I.E.Co.

14.1 Each heat-shrinkable accessory shall be marked with the following information:

• Manufacturer’s name or logo.

• Expanded and recovered dimensions of the accessory.

The marking shall be durable, clearly and legibly imprinted on the accessory or along all the

tubing length.

14.2 Each cardboard box shall be marked with the following information:

• Israel Electric Corporation’s P/N;

• Manufacturer's name or logo;

• Manufacturer’s part number or denominations;

• Cable cross section and voltage class (U0/U);

• Date of manufacturing;

• Batch/lot number.

14.3 The cardboard or wooden box, shipped on the wooden euro pallet, shall be marked legibly

with the following information:

• I.E.Co. catalogue number

• I.E.Co. order number

• Manufacturer’s name or logo

• Manufacturer’s catalog part number

• Production date

• Batch/lot number

• Place of items production.

15. NOTES The offers which will fulfill the technical requirements of this specification will be

graded according to the criteria for final comparison of offers – appendix D. The values for the
