Lot M5A2 is the last plot waiting to be urbanised in the Masséna district, in the heart of the Paris Rive Gauche Urban Development Zone (ZAC). It is situated in an ex-ceptional environment that is characterised by its many universities and research centres, to which the Halle Freyssinet, the largest incubator in the world, will soon be added. This high-potential plot boasts three urban facades: it will be a key element for the urban and com-mercial dynamic of the sector, with constructability of between 8,000 m2 and 11,000 m2 (depending on the pro-gramme and option retained in terms of crossing the railway line).

Expected program : the programme must prioritise housingOwner : SEMAPA for the part of the terrain outside the RFF zone.Surface : The plot has a projected ground area of 2,869m². Topography : The configuration of the plot imposes 2 reference grade levels for the future construction: 32 to 33 NVP for the Rue Jean Antoine de Baïf and the Allée Paris Ivry, 40 NVP for the Boulevard du Général Jean Simon.Current and desirable future uses : Terrain to be urbanised.Will be crossed in the long term by two rail axes situated approximately at the boulevard (North and South connecting track and Petite Ceinture).Existing buildings : Land not built on. Urban contextThe project will fit into the Masséna university district and form part of the built up alignment defined along the Allée Paris-Ivry. This new soft-traffic axis is destined to be continued through the Brune-seau sector by crossing the works on the Boulevard des Maréchaux and the Boulevard Périphérique.The project will also open up one of its facades to the Bruneseau district along the West side of the Boulevard du Général Jean Simon, marked by the succession from South to North of a housing pro-gramme (M6B2), a third-sector programme (M5B3) and a university programme (M5B2). Facing this line on the other side of the Boulevard du Général Jean Simon a projected line of housing constructions and facilities (facilities for small children and a square in B1A, a school complex in B1B, with retail outlets on the ground floor). These programmes are currently entering the pre-operatio-nal phase (consultations underway). It is worth bearing in mind that the buildings on the East side of the Boulevard du Général Jean Simon and the M6B2 building near the Avenue de France can reach a height of 50m.In terms of public space, the Rue Antoine de Baïf and the Boulevard du Général Jean Simon are finished. The arrival of the Allée Paris-Ivry on the other side of the Boulevard des Maréchaux will be implemented in two stages: 2018 for the section linked to the first Bruneseau housing lots; 2020 for the completion, subject to the road works on Bruneseau-Nord, including the complete reconfiguration of the Boulevard Périphérique interchange.

Scheduled operations and worksThe SEMAPA and the RFF are currently considering engaged in identifying the technical and operatio-nal possibilities for treating the interfaces between the volume of future constructions and the sets of rail tracks remaining on the site. If the constructions to be developed are positioned facing the Boulevard du Général Simon, similar to certain other operations developed nearby, the construction should integrate the two rail axes, which would necessitate allowing gaps in the form of portals, enabling the implementation at 36.90 NVP of the North and South connecting lines between the Gare D’Austerlitz and the Gare de Lyon sets of tracks and, at 38.55 NVP, the Petite Ceinture lines. This option would necessitate paying special attention to the building’s connection with the boulevard and especially the access to the building. The structures crossing over the Allée Paris Ivry will be constructed (with the exception of the project for the M5A2 lot) to enable these lines to connect with the gaps in the form of tunnels in the neighbouring university building.The plot sheet established by the coordinating architect for the sector under the management of the SEMAPA fits in with this hypothesis and defines constructability of between 10,000 m² and 11,000 m² (depending on the programme) with due consideration for rail requirements.If the edifice does not cross the railway lines, constructability would be about 8,000 m² to 9,000 m² depending on the type of programme envisaged.The proposals resulting from this Call for Projects may naturally develop innovative solutions to integrate the rail functionality of the site and promote dialogue between built up and public spaces.
