Last week, an eMail Bulletin was sent out to residents (those signed up to receive Community

News Bulletins) that the New York Power Authority (NYPA) would be clearing underbrush in areas, where needed, under the transmission (power) lines. Additional work will be done in this location, in mid-January. The week of January 16, 2017 NYPA will be working with a contractor, Lewis Tree Service, to cut and remove dead and dangerous trees (including ash trees) within their right-of way under the transmission lines. These trees have been evaluated by NYPA’s arborists and classified as posing a threat to its line(s) and surrounding prop-erties. Property owners which are affected by this have already been contacted direct-ly by NYPA.

In addition to the tree work NYPA will be doing, the RCA is continu-ing its proactive efforts to address the Emerald Ash Borer (EAB). As per the New York State Department of Environmental Conservation (DEC) most ash trees die within two to four years of becoming infested with the borer.  Once the tree dies, it becomes extremely brittle and dangerous. The tree, or parts of the tree, can come down quickly with no warn-ing. The risk of danger can also increase based on weather conditions (i.e. high

winds).The Association continues its efforts

so as to minimize the risk of tree fail-ure and subsequent property damage or personal injury. EAB was confirmed in Onondaga County in 2013 and is a threat that Radisson needs to continue to address. You may note that new, confirmed loca-tions of the ash borer are not as prevalent in the media as agencies are focusing their efforts on areas the ash borer has not yet invaded.

In continuing to address the plight of the Emerald Ash Borer, we recently had trees located in the Radisson Common Property (known as the Beechwoods), inventoried and inspected by a certi-fied arborist/pesticide applicator (see map below). Ash trees, and other species of trees, determined to be dead/declining/hazardous were marked for removal. Many of the hazardous trees are within striking distance of a house or pathway or lean-ing over Willett Pond. In addition, nine ash trees were marked as good candidates worth treatment. These trees are either larger trees with prominence or trees close to a walkway that add value and interest to this area.

In reviewing the inventory results from the arborist, the Board of Directors (BOD) has approved treat-ment for the nine ash trees to com-mence next year. Treatment of an ash tree is best to be done in the Spring.

Treatments must be done every two years and continue for the life of the tree. The BOD has also approved the removal of the hazardous trees and we will soon be obtaining bids for this work to be done.

Radisson considers our trees to be one of our greatest resources. No one takes the decision to remove trees lightly, especially trees from the Beechwoods, known as the Natural Preservation area of the community. However, these difficult decisions must be made to ensure residents’ safety and protection of personal property. I want to thank the Board for proactively addressing this issue.

In May of 2014, the RCA Board of Directors approved an Emerald Ash Borer Management Plan, which is posted on our website. This Plan will be updated soon to reflect the Common Properties we’ve already completed, as well as other new information regarding the EAB.

We will continue to keep you informed of our progress with the tree removals and/or treatments in this Common Property area. We also encourage you to evaluate the trees in your yard. Do you have any ash trees? Have you decided on a plan to remove or treat the trees? There are pros and cons to both options, and both also have financial burdens that need to be con-sidered. For a list of certified arborists, certified pesticide applicators or to read the RCA EAB Management Plan, go to the Tree Resources and Removal page on our website. It can be found under the Architectural Standards tab.

Yard waste pick-up has ended for the year. Our last sweep through the com-munity to pick up remaining yard waste material was on Monday, December

12th and residents were notified via the community’s eMail Bulletin sys-tem. Residents are asked to store any new yard waste (twigs, etc) in your garage or behind your house until yard waste pick-up resumes in the spring. Yard waste pick-up ran very smoothly, not even allowing an early, heavy snowfall, halt the process. In addition, they were able to provide sev-eral, community-wide brush pick-ups. The maintenance staff is to be commended for the superb job they did this year!

During the winter months, the com-munity’s pathway system is plowed for residents’ use. Before they can get to the pathways, however, RCA maintenance staff needs to focus first on getting access to our facilities (i.e. RCA Office, Aspen House for nursery school use) cleared and operational. Pathways are plowed when we receive 4” of snow, or greater. If war-ranted, maintenance staff will come in and plow the pathways on Saturdays, through the winter, but they are not plowed on Sundays. Although they are plowed, the pathways are not salted and there may be some slippery spots beneath the snow. When walking on the paths enjoy-ing winter’s beauty, please use caution.

This holiday season, the RCA Office was a drop-off location for many charitable organizations. We asked the community to help us make our collection boxes overflow with donations and the response was more than we could have hoped for. Thank you to everyone that contributed gener-ously to any, or all, of our recipient organizations. Please look on Page 9 to see photos of just how much was collected.

Radisson Summer Employment OpportunitiesLooking for a summer job? Radisson Community Association employs lifeguards, swim instructors and recreation coun-

selors. All lifeguard applicants must have completed a lifeguard course and First Aid/CPR/AED certification class in order to apply. These classes can be taken through the American Red Cross, YMCA or other locations. Swim instructors must have their WSI through the American Red Cross only, as that is the curriculum taught at Oberon Pool. The Summer Recreation Program has a few openings for Rec Counselor positions. Applicants must be at least 15 years old.

Winter is here and that means the 2017 B’ville Big Chill is coming on January 21, at Mercer Park. Presented by The Rotary Club of Baldwinsville and the Greater Baldwinsville Chamber of Commerce (GBCC), the Big Chill kicks is a zany winter event , showcas ing the people and businesses of Baldwinsville. The event starts at noon and includes a Best in Bowl competition featuring tasty treats from local eateries, music, activities for the children, and, of course, teams of people plunging into the icy Seneca River to raise money for our community and local charities. For just $5 per person, you can sample food from area restaurants and eateries. Stay tuned for the list of participants. Later in the day is the Poker Bear Express pub crawl through the village, where guests purchase a ticket and walk to participating bars to try to make a winning poker hand. The top three plunge teams will receive money for their charities of choice. Each winter we get a number of calls and emails about snow remov-al. While RCA

maintenance department does clear the pathways, the streets of Radisson, unless a private drive, are owned and maintained by the Town of Lysander Highway Department, not Radisson Community Association. Please con-tact the Town of Lysander with any questions, concerns or complaints related to snow plowing, pot holes or other street maintenance.

As stated on the TOL website, the Town Highway Department’s top priority is reacting to the prevail-ing weather conditions to maintain public safety on roads in Lysander. Plowing, sanding and salting are the primary services provided by the Highway Department, with experi-enced drivers as the backbone of the program.

As a courtesy to residents, the Highway Department will repair

damage caused by snow remov-al operations. This includes lawns, driveways and possibly mailbox-es. Please contact the Highway Department at (315) 635-5551 to report any damage. The area will be examined and repaired as soon as is practical.

The Town cannot prevent the snow from collecting at the end of your driveway, but there are several ways property owners can work with the Town to minimize the effects of snow removal:

• Keep trash and recycling totes in your driveway, back from the road and away from the path of the snow-plow.

• Stake the edge(s) of your lawn.• Mailbox and post replacement

will be paid for by TOL Highway Department only if hit by snowplow equipment, so check your mailbox, newspaper box and the support-ing posts in the fall. Mailboxes are installed per US Post Office regula-tions.

• If you utilize a private snow removal service, make sure you and your contractor are in agreement with the needs of your household. We cannot coordinate Town-wide snow removal with private contrac-tors.

• Remember: it is illegal to leave snow in a roadway

• There is no overnight parking on any Lysander streets

• Drive carefully, allow extra time and distance for stopping.

• Be considerate of snow removal equipment and allow as much room as possible.

• Educate your children to the dangers of making tunnels and playing on or near roadside snow banks.

MAILBOX REPAIRS: If your mailbox is damaged, the RCA will make the nec-essary repairs. There is a form on our website to initiate a work order request, or you can call the office to begin

the process. Maintenance staff will evaluate the damage and determine what work is needed. Your account will be charged for the replacement parts needed.

BILLING: If your mailbox was damaged by a plow, first complete the work order request. Then contact the plow company (whether private operator or the Town of Lysander) to request reimbursement. If the plow company agrees to be billed, have them contact us and we will bill them directly. Otherwise the bill will be sent directly to you, the property owner.

As per the Radisson Declaration of Protective Covenants, Conditions and Restrictions, (Radisson Declaration) property owned by the Radisson Community Association is Common Property. RCA Common Property is under the jurisdiction of the RCA Board of Directors. It is its responsibility, which the Executive Director enforces on its behalf, to ensure that the Common Property is not used for unauthor-ized purposes (i.e. driving ATVs on open land) or maintained by anyone other than RCA personnel (i.e. mowing areas near your own personal property). Every Resident and Owner has a non-transferable privilege of enjoyment in and to all Common Property for so long as s/he shall be a Resident or Owner in good standing. Certain areas that the Association owns may be maintained, such as: the playfields, along the pathways, the medians, etc. while others will remain in their natural state.  While the Association makes every attempt to keep the Common Property areas safe, residents should be mindful that there may be naturally occurring dangers in the wooded areas, or other Common Property, that you should be cautious and aware of.

Nursery School NewsOne of the things our children

love most, is making special gifts for their parents. They have all been busy

working on their sweet gifts, and we cannot tell you what those gifts actually are, or we will ruin the surprise!

The two year olds have been enjoying holiday stories with Mrs. Tanguay. The 3 year olds went for a sleigh ride in large motor with Mrs. Cali. They practiced throwing snowballs while they wore real mittens, and enjoyed playing with the magic snow in our water

table. They also had a wonderful time with

their "Special Guys", when they came back to school at night for a special craft, songs and stories. The 4 year olds took their annual trip to the Gingerbread Gallery at the Erie Canal Museum with Mrs. Simiensyk. That visit really gets everyone into the holiday spirit. Mrs. Bowden read the book Elves on Vacation during Early Literacy. This book, written by a local author is a great story to reinforce the concepts of rhyming. The children learned that rhyming words, are two words that have the same ending sounds. They enjoyed playing the game " hop on the ending sound". Mrs. Bowden always uses interactive lessons to reinforce reading skills, so that every child, regardless of ability, is able to benefit from the experience. Making things fun, is our number one goal here at RNS!

Welcome to holi-day thanksgiving and joy. We hear the

songs, scriptures, and life success stories. We are invited to plays and dinners.. slowly the thankfulness and joy erode into stress and chaos…I am a wreck and trying very hard to focus. Am I placing low priority on things ahead of family

relationships or spiritual needs? What happens in my thinking that I am not able to focus on positive things I want to think about? As I began searching for answers, I researched evidence that states “words can change your brain”(Andrew Newberg, MD.). Research indicates that what you say is transmitted to your brain ..your brain hears your words, and a new

path of electrons and dendrites create new learning pathways that remove old negative learning statements to yourself. Whatever you fill your mind with is what you act on.Thus,Your new positive state-ments to yourself are about feeling good that you did what you planned and you followed up with three mini-relaxation strategies that teach positive focus.the

diets for our minds are to think about upbuilding thoughts that will increase your up-scale.thinking and acting, Now is the time to add positive thinking to your words and follow them in behavior. You will rediscover your thankfulness and joy!

S e c t i o n 1 : PROHIBITION OF ALL NIGHT

PARKINGNo vehicle shall be parked on any

public highway within the Town of

Lysander between the hours of 2 AM and 7 AM during the period BEGINNING NOVEMBER 1 and ENDING APRIL 15 of each year.

Section 2: It is a traffic infraction for a person to violate any of the provisions

of this ordinance. Every person convicted shall for a first conviction thereof, be punished by a fine of not more than fifty dollars; for the second such conviction within eighteen months thereafter, such person shall be punished by a fine of not

more than one hundred dollars, upon a third or subsequent conviction within eighteen months after the first conviction, such person shall be punished by a fine of not more than two hundred fifty dollars.

At the December tasting attendees sampled ten wines ten wines from Southern Wine & Spirits and Jackson

Family Wines. Favorite wines from the evening were Carmel Road Pinot Noir, Edmeades Zinfandel and Columbo Cotes Du Rhone. There was a guest speaker, food and Christmas cookies from Tabatha’s Family Tree Restaurant and pizza from Sardo’s.

The Knights of Columbus, a Catholic fraternal benefits organization, benefit-ted from this month’s 50-50-charity raf-fle. The Knights had designated that the proceeds from the 50-50-charity raffle would all go to support of the Marine

Corps Reserves Toys for Tots Program. The mission of the U. S. Marine Corps Reserve Toys for Tots Program is to col-lect new, unwrapped toys during October, November and December each year, and distribute those toys as Christmas gifts to less fortunate children in the com-munity. Attendees also brought toys for donation to the program.

The next Cirque d’Vin Wine Club tasting is on January 6, 2017 at 7 PM at The Red Mill Inn. The wines sampled will be from Chateau Ste. Michelle Wine Estates.

The tasting fee is $16 per person and pre-registration/payment is required by Wednesday, Jan. 4. Make checks payable to Cirque d’Vin Wine Club and mail to PO Box 832, Baldwinsville, NY 13027.

Include name, address, phone number and email and a list of attendee names for check-in. Clay Wine & Spirits is unable to accept registrations/prepay-ments.

Many families attended our new holiday Children’s

Party, “Storytime with Santa and Mrs. Claus” at the Aspen House on Sunday, December 4th. Nearly every child came in pajamas to be greeted by a train conductor and have their ticket punched to enter the magical world of the Polar Express. After decorating and eating their own paintable cookies with Santa and Mrs. Claus, the children were called “all

aboard” for their connecting train to the North Pole. Santa read the Polar Express, by Chris Van Allsburg, as the children quietly listened. As each family left the party, they received a magical bell and reindeer food for Christmas Eve.

Thank you to all of the families who brought holiday cards, notes and ornaments for Meals on Wheels clients. They will bring much joy to those who will receive them during the week of Christmas!
