minutes. Chairman Piech called for approval of the minutes. Mr. Vinski noted on Page 4 of the minutes, under Item III. C., that the Medicaid brokered trips stopped being provided December 31, 2018, and not December 31, 2019. Action: Ms. McCool moved to approve the May 21, 2019 board meeting minutes with

the amendment. Ms. Stuckey seconded the motion and it was passed unanimously.

Action: Ms. Stuckey moved to approve the May 21, 2019 public workshop minutes.

Ms. McCool seconded the motion and it was passed unanimously.

II. Old Business:

There was no old business to report.

III. New Business:

A. Election of Vice-Chair Mr. Vanselow advised that Ms. Amber McCool is the current vice-chair. Mr. Vinski nominated Ms. McCool to remain the vice-chair. Action: Ms. King made a motion to approve; Ms. Stuckey seconded the motion and

it was passed unanimously.

B. Bylaws and Grievance Process Mr. Vanselow advised of changes to the bylaws. On Page 3 of the bylaws a medical representative was added to the board membership. Also, the local representative of the Agency for Persons with Disabilities was added to the bylaws board membership. Mr. Vanselow said in the bylaws, on Page 9, under Item 3. the term “public hearing” was changed to “public workshop.”

Mr. Vanselow reviewed the grievance process. There is a Community Transportation Coordinator process with Tri-County Community Council, Inc. Grievances may be submitted by phone or in writing. Grievances may be submitted to the Local Coordinating Board. Also, grievances may be submitted to the Commission for the Transportation Disadvantaged by calling directly to the state. Chairman Piech noted there were vacant positions on the board. He said he was working on obtaining a member for the Elderly position from the Navarre Senior Center. He noted the Local Medical position was vacant. Action: Ms. Haworth made a motion to approve; Ms. Stuckey seconded the motion

and it was passed unanimously.

C. Community Transportation Coordinator (CTC) Report Mr. Vanselow said Ms. Kimberly Nivens had replaced Ms. Joanne Landgraff at Tri-County Community Council, Inc. Mr. Vanselow reviewed the CTC quarterly report. He stated that there were 5,430 trips provided during the quarter. There were 81 unmet trip requests for the quarter, and 240 unmet trip requests during the year. Trips were 90% on time for the quarter. There were 38 no shows for the quarter, and 295 no shows during the year. Mr. Vanselow noted there was one incident during the quarter. During the year there were two accidents and one incident. Action: Information Only

D. Transportation Planning Organization Quarterly Report Mr. Vanselow said the quarterly report is submitted to the Commission for the Transportation Disadvantaged. During the fourth quarter the LCB held a meeting and minutes were completed. A public workshop was also held during the quarter. The Transportation Disadvantaged Service Plan was approved. Mr. Vanselow attended training for the new AOR system being used to complete the report for the final year. Action: Information Only

E. Commission for the Transportation Disadvantaged (CTD) Correspondence Mr. Vanselow reported the next CTD business will be held September 16, 2019. On September 15, 2019 the CTD will have their annual conference for the transportation disadvantaged. Mr. Steven Holmes, the executive director of the CTD, resigned and was replaced by Mr. David Darm.

F. Grant Review Mr. Vanselow said Tri-County Community Council, Inc. applied for the innovative grant. The results of the application have not been received to date. Chairman Piech asked if there are requests for trips during late hours. Ms. Cassiday said the CTC receives late hour trip requests and that the CTC’s application was an attempt to compensate for trips beyond 4:00 p.m. Ms. Buchanant asked how early trips start. She said she must be to work at 4:00 a.m., and presently she is walking to work. Ms. Cassidy requested that Ms. Buchanant call her office because she thought they provide trips at 4:00 a.m. Ms. Buchanant said she and another person at her workplace need the early trips. Action: Information Only

IV. Other Business: Chairman Piech asked if there was any other business to be presented. He asked Ms. Gilliam to introduce herself. Ms. Gilliam said she is the president and CEO of United Way of West Florida. United Way has been operating in Escambia for 95 years and expanded services into Santa Rosa County in April 2019. Chairman Piech said Ms. Gilliam briefed the commissioners at the Board of County Commissioners. He expressed his appreciation for United Way operating in Santa Rosa County. Ms. Gilliam said Santa Rosa County now has access to 211, which is the 24-hour, 7-day per week, 365 days per year information referral line, as well as a veteran’s support line. She asked that if anyone is part of, or works with a non profit, that they call the 211 number to check to find out if the non profit and their programs are in the database. She said people could call for various things such as utilities assistance, Alzheimer’s support, and disaster assistance.

Ms. Washnock informed the board that the three Transportation Planning Organizations she represents across Northwest Florida are starting a rural regional plan. The rural parts of the region are being looked at to see how they affect the urbanized area. She said there had been discussion about the needs of the rural areas. Chairperson Piech advised the next meeting will be held December 3, 2019.

AGENDA ITEM III-A

SUBJECT: CTC Evaluation Committee BACKGROUND: The designated planning agency and the local coordinating board

conduct an annual evaluation of the Community Transportation Coordinator (CTC), as required by Florida Administrative Code 41-2.012 (5) (b). The Evaluation Committee will also review the Transportation Disadvantaged Service Plan (TDSP) as part of the process.

ECRC staff, a committee of board members, and the Community

Transportation Coordinator (CTC) jointly develop the TDSP every five years and a Minor Update is completed annually, as required by Rule 41-2.009 (4), Florida Administrative Code. Several Federal Transit Administration (FTA) grants now require Human Services Coordinated Transportation Plans. The TDSP will serve as the Human Services Coordinated Transportation Plan for Santa Rosa County. Services approved for funding must be identified in the TDSP as a need and included in the goals and objectives. Board members are asked to volunteer.

AGENDA ITEM III-B SUBJECT: Annual Operations Report Review BACKGROUND: Each Community Transportation Coordinator submits an Annual

Operations Report to the Commission for Transportation Disadvantaged each September, covering the fiscal year July 1st through June 30th. The Board is asked to review the Annual Operations Report and authorize the Chair to sign the document.

The Annual Operations Report provides information used for the annual CTC Evaluation. The CTC staff will review the AOR with the Board.

REQUESTED ACTION: A motion and vote for the Chair to sign that the Annual

Operations Report has been reviewed.

BACKGROUND: Rule 41-2.010, Florida Administrative Code requires the designated planning agency to recommend a single Community Transportation Coordinator for the designated service area prior to the end of the Memorandum of Agreement between the CTC and the Commission for the Transportation Disadvantaged (CTD). The current agreement is for 5-year period between Tri-County Community Council, Inc and the CTD, which ends on June 30, 2020.

Emerald Coast Regional Council staff is working on the selection process for the Santa Rosa County service area CTC.

BACKGROUND: The Local Coordinating Board shall evaluate services provided by the CTC and seek innovative ways to improve cost-effectiveness, efficiency, and safety. In order to fulfill this requirement, the Board has requested that the CTC provide a quarterly summary of coordination activities and financial report of sponsored and non-sponsored trip costs in Santa Rosa County.

The CTC will also share any additional information in an effort to keep the Local Coordinating Board informed of the progress being made to the Demand Response System.

I PROGRAM MANAGEMENT PROGRESS A. When necessary and in cooperation with the LCB, solicit and

recommend a CTC. The selection will be accomplished, to the maximum extent feasible, through public competitive bidding or proposals in accordance with applicable laws and rules. Such recommendation shall be presented to the Commission by Planning Agency staff or their designee as needed. (Tasks 2A)

No activity to report:

B. Develop and maintain a process for the appointment and reappointment of voting and non-voting members to the local coordinating board. (41-2.012, FAC)

No activity to report: The process is in place and a current roster is sent with each invoice. The annual membership certification is scheduled for May 2020.

C. Prepare agendas for local coordinating board meetings consistent with the Local Coordinating Board and Planning Agency Operating Guidelines. (Task 3)

The agenda for the August LCB meeting was prepared and was consistent with the Guidelines.

D. Prepare official minutes of local coordinating board meetings regardless of a quorum) and submit a copy along with the quarterly report to the Commission. For committee meetings, prepare minutes in the form of a brief summary of basic points, discussions, decisions, and recommendations to the full board. Keep records of all meetings for at least five years. (Task 3)

The approved minutes of the May 2019 LCB & Public Workshop, and the draft minutes of the August 2019 LCB meetings are included with the invoice

E. Provide at least one public workshop annually by each local coordinating board, and assist the Commission, as requested, in co-sponsoring public workshops. This public workshop must be in addition to the local coordinating board meetings. It may, however, be held in conjunction with the scheduled local coordinating board meeting (immediately following or prior to the local coordinating board meeting). (Task 4)

F. Provide staff support for committees of the local coordinating board. (Task 3)

No activity to report: Staff supports committees and assist with the TDSP development when needed.

G. Develop and update annually by-laws for local coordinating board approval. Approved by-laws shall be submitted to the Commission. (Task 5)

Annual by-laws were approved at August 2019 LCB meeting and are included in the invoice. TASK COMPLETE

H. Develop, annually update, and implement local coordinating board grievance procedures in accordance with the Commission guidelines. Procedures shall include a step within the local complaint and/or grievance procedure that advises a dissatisfied person about the Commission’s Ombudsman Program. A copy of the approved procedures shall be submitted to the Commission. (Task 6)

I. Provide the Commission with a current membership roster and mailing list of local coordinating board members. The membership roster shall be submitted with the first quarterly report and when there is a change in membership. (Task 3)

K. Review and comment on the Annual Operating Report for submittal to the local coordinating board, and forward comments/concerns to the Commission for the Transportation Disadvantaged. (Task 7)

No activity to report: The Annual Operating Report is scheduled to be reviewed at the December 2019 LCB meeting for approval and signature.

L. Report the actual expenditures (AER) of direct federal and local government transportation funds to the Commission for the Transportation Disadvantaged no later than September 15th. (Task 8)

II. SERVICE DEVELOPMENT PROGRESS A. Jointly, with the community transportation coordinator and the local

coordinating board, develop the Transportation Disadvantaged Service Plan (TDSP) following CTD guidelines. (Task 1)

No activity to report: The annual TDSP update is scheduled for May 2020 LCB meeting.

B. Encourage integration of “transportation disadvantaged” issues into local and regional comprehensive plans. Ensure activities of the local coordinating board and community transportation coordinator are consistent with local and state comprehensive planning activities including the Florida Transportation Plan. (427.015, FS)

The Transportation Disadvantaged program is included in the FL-AL TPO Public Transportation Priorities.

C. Encourage the local community transportation coordinator to work cooperatively with regional workforce boards established in Chapter 445, F.S., and provide assistance in the development of innovative transportation services for participants in the welfare transition program. (427.0157, FS)

No activity to report: The regional Workforce Board is represented on the LCB.

III. TECHNICAL ASSISTANCE, TRAINING, AND EVALUATION PROGRESS A. Provide the LCB with quarterly reports of local TD program

administrative support accomplishments as outlined in the grant agreement and any other activities related to the TD program. (Task 9)

The quarterly report was included in the August 2019 Agenda.

B. Attend at least one Commission-sponsored training, including but not limited to, the CTD’s regional meetings, the CTD’s annual training workshop, or other sponsored training. (Task 10)

H. Ensure the local coordinating board conducts, as a minimum, an annual evaluation of the community transportation coordinator. The local coordinating board shall evaluate the coordinator using the Commission’s Evaluation Workbook for Community Transportation Coordinators and Providers in Florida (at a minimum using the modules concerning Competition In Use of Operators, Cost-Effectiveness and Efficiency, and Availability of Service) and local standards as defined in the Transportation Disadvantaged Service Plan. (Task 2B)

FDOT Grant Workshop – took place on November 6, 2019

Some items covered were the Transit Grant Application for the Section 5310, 5311 and 5339 programs as well as the FDOT Service Development Grant. In addition, we will be discussing the Triennial Review Findings Summary, Crash Information, Central Office Updates, TRIPS Contracts, Cost Allocation, and Invoicing Procedures.
