MISSION STATEMENT WHO WE ARE

We are a non-profit organization of motorcycle enthusi-asts from all walks of life. We lobby and educate the government and the general public to promote motorcy-cling in a safe and positive image. We endeavor to enlist the cooperation and participation of all organizations and individuals that share a similar interest in preserving our American tradition of FREEDOM. We promote mo-torcycle safety, training, & political awareness. We ARE NOT A CLUB OR A GANG. We fund our work through toy runs, poker runs, campouts, and other motorcycle activi-ties. We are your neighbors & friends who work, pay taxes, and get involved with our community. We serve and support our country and believe in freedom. We use all legal means to protect our rights without infringing on the rights of others.

OUR GOALS

To become a powerful and viable political force in legis-lative matters concerning the motorcyclist.

To promote the safe riding habits without infringing on individual freedoms.

To motivate the bikers to write letters to their legislators before, during, and after the legislative session.

To furnish our members with a newsletter to keep all bikers informed in regards to upcoming legislation.

PRESIDENT’S MESSAGE

Hello Brothers and Sisters,

This past month we saw a slight decline

in traffic but not in crashes. Watch your

back, you’re a ghost out there and not

seen. The annual Bears for Bears went

off well with many donations coming in

as well as a couple new members. I’d

like to thank the Lost Riders for their

Chapters support and to Kristie Brook-

shire and the Orr Agency as well as our

great host this year, Haus of Trikes and

Bikes, Thank you Manfred and Paul for

the hospitality. We had many donations

come in and I want to acknowledge Mel’s

Diner on Pine Island Rd for their 2 full

boxes of not only stuffed animals but

they took the time to attach a hand writ-

ten personal note on every one of them.

This is what it’s about. Spirit, team work.

Thank you to all the members who came

out and worked the 5 hours in 90 degree

heat.

As we move forward into another hot

summer some personal decisions had to

be made and although ABATE is in my

heart and spoken often, I need to take a

break. I want to thank everyone involved

in making the last 5 years with the South-

west Chapter an amazing journey. As

President for the last 3, I feel the Chapter

has moved forward every day. I look for-

ward to new faces and new ideas as the

Chapter journey continues. Great leader-

ship comes from great people. Lessons

lived, lessons learned. As I ride out the

next stretch of roadway, I can assure

you, I’ll have your back, just as you’ve

had mine.

We Had to Go Back to the

Original Maker to Get it Fixed

It is one thing to preach it. Then, it is another thing to live

it and practice what you preach!

During the last week in April, Kathy was experiencing

some shortness of breath and chest pain. Not a whole

lot… However, it wasn’t going away…

At first, we thought that because of an earlier bout with the

flu, some sinus congestion, and some bronchial cold

symptoms, that she possibly had pneumonia or pleurisy.

Well, only a few minutes into our visit at a convenient care

and an EKG, they wanted to send Kathy only one block

away, to the ER at the hospital!

What came as a complete shock, Kathy had three totally

blocked arteries! Something that we never suspected! She

is home and recovering from a major open-heart surgery.

Each day, she is getting better.

Only one year ago, we wrote to you about a series of ill-

nesses that we had gone through. We also said, “Like our

bodies, motorcycles sometimes have issues going on, that

no matter what we do or try, never seem to be fully re-

solved. Our motorcycles will eventually die in some

shape or form. That will be permanent.”

Where do we go when our motorcycles are falling apart,

our marriages are falling apart, our finances, our jobs, our

health, our sanity, etc…? And, there is no easy fix or any

easy answer… Many times we go to friends, family,

charities, etc… We have found that through all this, we

first, need to go to God. He made us. He made this world.

And, for Him, “…there is nothing new under the sun.”

We prayed as we went through the emergency room,

through all the procedures, the surgery, etc… As the medi-

cal personnel and hospital staff asked us about who did all

the procedures, they kept telling us that we had the best the

area had to offer. It would seem like the best kept show-

ing up at our side and we knew that there were no coinci-

dences. God had sent them!

Over the years, we have seen the healing power and inter-

vention of God in many instances and, God has been true

to His Word. Without that faith and belief, we feel that

neither one of us would be here, alive today. We would

not be here to share an incredible journey that God has

brought us through with Him.

In Philippians 3:21 says, "... the Lord Jesus Christ: who

shall fashion anew the body of our humiliation, that it

may be conformed to the body of his glory, according to

the working whereby he is able even to subject all things

unto himself." -ASV 1 Corinthians 15:52 says, "In a

moment, in the twinkling of an eye, at the last trump: for

the trumpet shall sound, and the dead shall be raised in-

corruptible, and we shall be changed." - KJV

These and other scriptures tell us, that in Heaven, we will

have been transformed into beings with perfect bodies and,

be totally free from the corruption that our bodies have

gone through, here on earth. Our bodies will obtain

Christ's glory!

This life is only a small portion of time, compared to eter-

nity. So, the best is yet to come.

How do we get there? Please pray this, and mean every

word of it with the conviction and love in your heart.

"Dear God, the God of Abraham, Isaac, and

Jacob, my heavenly Father, the God of Jesus, I

confess that I am a sinner and have been sepa-

rated from You. I receive your forgiveness of my

sins by the finished work on the cross. I repent

and accept this gift of repentance and I wish to

be free in you. I confess with my mouth that your

son Jesus is my savior and died for me. I believe

in my heart that You raised Him from the dead. I

receive Jesus into my heart and ask Him to be-

come the center of my life. I ask, in the Name of

Jesus. Amen."

State nominations were attended by Vic Piorkowski and Carl Nelson at the Tallahassee State meeting on April 28th. 3. May is Motorcycle Safety Month, Proclamation received from Cape Coral Mayor Marni Sawicki. 4. The 5 Star Event is coming up on Aug. 8-10 at Peace River Campground in Arcadia, FL. Saturday is the main event, camping is available, we are needing chapter members to man booths for 2 hr shifts. The intent of the 5 Star is to promote and maintain brotherhood within the local Abate chap-ters.

The 2014 Florida Legislative Session ended Sine Die at 10:40pm last night. Here are some more of the highlights of basically the last few hours. Some complained about the late day they had to work "late into the night". But if they didn't take one whole week off in April, they wouldn't have had to cram the last day... (Scribe's thoughts---- Not ABATES)

SENATE PASSES MEDICAL MARIJUANA PLAN MINUS SCOTT WISH LIST As an 11-year-old Panhandle girl who helped change the minds of leery lawmakers looked on, the Senate overwhelmingly approved a proposal Monday legalizing a strain on marijuana that could stop life-threatening seizures in children with a rare form of epilepsy. After the 36-3 vote, RayAnn Moseley, accompanied by her mother Holley, awarded the three Senate sponsors of the measure (SB 1030) hand-drawn pictures of a bright yellow sun against a blue background overarched by the words "Ray of Hope." RayAnn, who suffers from a rare form of epilepsy as well as cerebral palsy, has become the Flor-ida "poster child" for a strain of marijuana that is high in cannabidiol (CBD) and low in euphoria-inducing tetrahydrocannabinol (THC). Parents whose children have taken the drug, which is not approved by the Food and Drug Administration, say it dramatically reduces seizures that can be fatal. Supporters of the effort estimate the strain of marijuana, known as "Charlotte's Web," could help about 150,000 Florida children like RayAnn who suffer up to hundreds of seizures per day.

CRACKDOWN ON HIT AND RUN DRIVERS HEADS TO SCOTT With what one lawmaker called a "mass epidemic" of hit-and-run crashes, the Florida House on Tuesday gave final approval to a bill that would increase penalties for drivers who leave the scenes of serious accidents. The bill (SB 102), which now goes to Gov. Rick Scott, is named after Aaron Cohen, a 36-year-old bicyclist who was killed in a 2012 hit-and-run accident on the Rickenbacker Causeway in Miami-Dade County. "This bill is definitely going to make Florida a better, safer place to live," said Rep. Irv Slosberg, D-Boca Raton. The bill, in part, creates a four-year minimum mandatory sentence for drivers who leave the scenes of accidents involving deaths. Un-der current law, which does not include such a minimum-mandatory requirement, drivers sometimes can have incentives to leave acci-dent scenes, according to supporters of the bill. The House voted 118-0 to pass the bill, which also received unanimous support in the Senate. From the Motorcycle Riders Foundation Washington, D.C. The Federal Trade Commission is still taking public comments on the labeling requirements. Simply slapping another label on a fuel pump is not the best way to prevent misfueling. Separate pumps, li

Let the FTC know that you don’t like the fact that fuels meeting the E15 EPA waiver are exempted, and more labels are not going to lead to less misfuels. This revelation by the EPA is the sort of push we can use to rollback the sale of E15. Feds to include motorcycles in intelligent transportation systems research The National Highway Traffic Safety Administration (NHTSA) in-formed the Motorcycle Riders Foundation (MRF) recently that they do in fact intend to include motorcycles in the research they will be doing about vehicle-to-vehicle (V2V) communication technology. V2V technology, in theory, allows for individual vehicles to communi-cate with each other on the road. The conversation would let the individual vehicles inform other vehicles as to how fast it is moving, where it is moving to, and how far away it is from other vehicles. The theory goes on to assume that using this technology will reduce crashes and therefore injury and loss of life. The technology works something like this: if a vehicle is approaching another vehicle at a greater rate of speed and a collision is immi-nent, the vehicle can brake itself to slow down and avoid the colli-sion. Or if a distracted driver is bearing into your vehicle’s space, it will automatically employ evasive actions such as hard braking or swerving. "Vehicle-to-vehicle technology represents the next generation of auto safety improvements, building on the life-saving achievements we've already seen with safety belts and air bags,” said U.S. Trans-portation Secretary Anthony Foxx. "By helping drivers avoid crashes, this technology will play a key role in improving the way people get where they need to go while ensuring that the U.S. re-mains the leader in the global automotive industry.” When NHTSA announced that it was going to begin taking steps to enable V2V communications technology for light vehicles, the MRF was concerned that motorcycles would be negatively affected by not being included in the discussion. It was revealed to the MRF that the initial research will focus on passenger cars, but motorcycles will be included eventually. NHTSA plans on equipping motorcycles with V2V technology so that the vehicle can transmit signals to other vehicles on the road to pro-vide a warning of potential vehicle collision and avoid it. Technology changes to motorcycles are certainly beginning to rise. Liquid-cooled, fuel-injected, touch screen equipped Harley David-sons are just the first wave. What comes next is anyone’s guess. Some of it is certain to be helpful, like GPS, but taking full control of a motorcycle away from the motorcyclist is one of the worst possible ideas in the universe – taking any controls away from the rider is not

acceptable. The MRF will work to make sure that never happens.

Obama Calls for Helmet Laws This week President Obama released his ideal version of a transpor-tation bill. The proposal has a specific provision that would allow the federal government to push a mandatory helmet law, the Motorcycle Riders Foundation (MRF) reports. Buried in the 350 page document is language that would amend current United States code, which provides the motorcycle safety money that would allow “the Secretary [of transportation] or the Sec-retary’s designee [to] engage in activities with States and State leg-islators to consider proposals related to motorcycle helmet use laws.” This provision is unacceptable to the MRF, and it’s safe to say, the United States House of Representatives. Labeled as “Support Activ-ity” in the draft legislation, it’s a thinly veiled stab at a mandatory national helmet law. The draft is titled “Generating Renewal, Opportunity, and Work with Accelerated Mobility, Efficiency, and Rebuilding of Infrastructure and Communities throughout America,” or GROW AMERICA Act. From the American Motorcyclist Association DC Insider: Federal agency expands authority from fighting diseases to studying how Americans use our highways Alongside the National Highway Traffic Safety Administration, there is a relatively new player looking at motorcycle safety on our roads and highways. It is the U.S. Centers for Disease Control and Prevention. Why the CDC? How is riding a motorcycle even in the CDC’s cross-hairs? Is the CDC attempting to say that riding is a disease? How is this possible? What is the CDC’s agenda? The American Motorcyclist Association is asking these questions and may have found some answers. The CDC came onto the AMA radar back in June 2012 with its re-lease claiming that annual cost savings in states with universal mo-torcycle helmet laws were nearly four times greater (per registered motorcycle) than in states without universal helmet laws. It is no secret that the CDC wants more states to adopt mandatory helmet laws. Then, it was the CDC’s February 2013 Federal Register notice on its proposed project titled “Costs and Cost Savings of Motor Vehicle Injury Prevention: Evidence-Based Policy and Behavioral Interven-

ntions.” The AMA wanted the CDC to address our concerns with the pro-posed project’s goal to “collect information relating to the costs of implementing motor vehicle injury prevention interventions” to get— in their own words -- the “biggest bang for the buck.” We learned that the CDC study would focus on 13 “interventions.” One is “motorcycle helmet use laws.” Then the CDC struck again. At its meeting in October 2013, the Community Preventive Services Task Force viewed a CDC staff-prepared presentation about the benefits of universal helmet laws. One of the slides links the adop-tion of universal helmet-use laws to a potential reduction in motorcy-cle riding, which would help meet the CDC’s goal to reduce injuries and fatalities. Let me say that again: One of the CDC’s desired outcomes is the potential for reduced motorcycle use. (The task force had previously approved a recommendation for universal motorcycle helmet laws at its meeting in June 2013.) The AMA questions the expertise and authority of the CDC and its task force in the traffic safety arena. Motorcycling is not a disease to be cured; it is a legal and legitimate means of transportation and recreation enjoyed by an estimated 11 million Americans. U.S. Rep. Tim Walberg (R-Mich.) shared the AMA’s concern and sent a letter to the CDC on Nov. 21, 2013. In particular, Walberg wanted to know how the CDC has the authority to study highway safety. The CDC responded by saying its authority is congressionally man-dated. Congressionally mandated? This stimulated investigative juices at the AMA. After months of re-search, the AMA discovered that the CDC’s authority comes from Section 399U of the Public Health Service Act. This is odd, because the PHS Act has been around for years. Is Section 399U new and how did it amend the PHS Act? Yes, the section is new. It was included in the Patient Protection and Affordable Care Act, otherwise known as Obamacare. It increased the CDC’s authority and gave it a congressional mandate to study highway safety, among other things. Specifically, Section 4003(b)(1) of the ACA amended the PHS Act to include Section 399U. How does Section 399U expand the authority of the CDC’s Task Force? It expands the role of the Community Preventive Services Task Force by “… providing yearly reports to Congress and related agen-cies identifying gaps in research and recommending priority areas that deserve further examination, including areas related to popula-tions and age groups not adequately addressed by current recom-mendations” (ACA, § 4003(b)(1); PHS Act § 399U(b)(6)) (ACA pages 425-426). It also provides authority to the task force to study any area or topic it chooses. Under Section 399U, “Community preventive services include any policies, programs, processes or activities designed to affect or otherwise affecting health at the population level” (Emphasis added) (ACA, § 4003(b)(1); PHS Act § 399U(a) (ACA pages 425-426). Although we can’t all agree on the validity of mandated helmet laws, I am sure we all can agree that this is blatant government overreach that can affect all our lives by administrative fiat.

This is how a federal agency once tasked to curing the world’s dis-eases is now studying our nation’s highways – and, for that matter, anything else it chooses.

Administration proposes abolishing the NHTSA lobby ban in their highway reauthorization bill On April 29, the U.S. Department of Transportation released the Grow America Act, its proposal for the reauthorization of the nation’s surface transportation bill. The administration proposes allowing the National Highway Traffic Safety Administration to lobby in support of mandatory helmet laws. The specific language is the following: Section 4004. AMENDMENT TO MOTORCYCLIST SAFETY GRANT CRITERIA. Section 405(f) of title 23, United States Code, is amended by insert-ing the following after paragraph (5): "(6) SUPPORT ACTIVITY.--The Secretary or the Secretary's desig-nee may engage in activities with States and State legislators to consider proposals related to motorcycle helmet use laws." The language proposed by the administration is the response to the recently approved United Nations’ resolution on global road rules. The resolution encourages nations “that have not yet done so to consider enacting comprehensive legislation on key risk factors for road traffic injuries, including the disregard for road signs and sig-nals, the non-use of helmets… ” As the highway bill progresses, the American Motorcyclist Associa-tion will continue to watch out for you — the rider.

Tweet NHTSA: Tell NHTSA that Distracted Driving Is Deadly Driving! The perils of distracted driving take a front seat during May, which is designated as national Motorcycle Awareness Month. The initiative, supported by the National Highway Traffic Safety Ad-ministration, encourages drivers to watch for motorcycles and under-stand that motorcycle riders enjoy the same rights and privileges as operators of other vehicles. Send a tweet to the NHTSA that motorcyclists are part of the solu-tion in making the roads safer for all users. Encourage safe driving practices and ask all motorists to stay alert and aware of their envi-ronment. The slogans are everywhere, on billboards and bumper stickers, badges and T-shirts: “Watch out for motorcycles.” “Look twice, save a life.” “Share the road.” But not all motorists heed the warnings. And, with the warmer tem-peratures spilling across most of the country in May, the roads are filling with riders. Let NHTSA know that Distracted Driving is Deadly Driving. Chapter Brothers and Sisters, I would like to thank Denise Ahlstrom of Karma and Coconuts in Cape Coral for her participation in our Bears for Bears Event. We appreciate your time and donation location.

It has been an interesting journey. ABATE of Florida, Inc. has been an education and an opportunity to assist in bringing safety information to the masses.

I was introduced to ABATE via the Caloosahatchee Adopt a Family event and as I transferred to Southwest, I found many other avenues to enjoy doing community service. Making a difference has meant a lot to me.

I hope the reigns are taken with the same desire to be a creative force in the Southwest Chapter’s message to our community.
