Preface The Japanese Government extends official development assistance (ODA) to developing countries to support self-help efforts that will lead to economic progress and a better life for the nations of those countries. Since its foundation in 1974, the Japan International Cooperation Agency (JICA) has implemented Japan’s technical cooperation under the ODA programme. Currently, JICA conducts such activities as training (both in Japan and third countries), dispatch of experts, provision of equipment, project-type technical cooperation, development study, dispatch of cooperation volunteers (JOCV), survey and administration of capital grant aid programmes. The training programme is one of JICA’s fundamental technical cooperation activities for developing countries. The objectives of the JICA training programme are:

(1) To contribute to the development of human resources who will promote the advancement of developing countries, and

(2) To contribute to the promotion of mutual understanding and friendship among those who are concerned in the training programme.

This Third Country Training Programme is part of “South South Cooperation” through JICA based on a collaborative effort in cost-sharing with participating countries including the Republic of Kenya, which hosts the TCTP in CEMASTEA to strengthen networking in mathematics and science education in Africa. The programme in “ASEI & PDSI Approach in Mathematics and Science for Africa” aims at providing opportunities for educators in secondary/primary school teachers training (both pre- and in-service) in mathematics and science education to explore alternative and promising classroom practices. Introduction to effective and efficient teaching/learning methodology based on ASEI/PDSI approach through a curriculum comprised of lectures, demonstration lesson/peer teaching, discussion and field/study trips pertaining to the mathematics and science education at secondary/primary level is the focus of the training.

Foreword to General Information (GI) on Third Country Training Programme

The Third Country Training Programme (TCTP) is one of the regional activities of JICA. SMASE-WECSA association was established in 2002 by African countries that gathered in Nairobi, Kenya, to attend the SMASSE 2nd Regional conference on mathematics and science education. The association was registered in Nairobi under the society’s act in 2003. In June 2003, SMASSE-WECSA activities were incorporated in the Phase II agreement of SMASSE-Kenya project signed between the Ministry of Education, Kenya, and Japan International Cooperation Agency (JICA). In this agreement, SMASSE-Kenya, which was nominated by member countries as the association’s administrative centre and secretariat, undertook to offer training opportunities to other member countries through funding from JICA. In December, 2013, SMASE Kenya Project activities were wound up but JICA felt that CEMASTEA could continue offering the TCTP on the changed modalities that were announced during the 13th SMASE WECSA Regional Conference in Nairobi in October 2013. The training is to be conducted at the Centre for Mathematics, Science and Technology Education in Africa (CEMASTEA). This will be a three (3) weeks programme for Advanced secondary, three (3) weeks programme for Basic Primary and three (3) weeks programme for Advanced Primary. The aim is to increase number of countries’ national trainers on ASEI-PDSI in the selected countries and consequently participation by students in mathematics and science classrooms through carefully selected classroom activities that bridge practical work to concepts being learnt. The training combines discussions, expositions, practical work and classroom teaching. Participants must therefore be practicing teachers or teacher trainers of these subjects. It is my hope that this G.I. will help Ministry of Education Officials in the selected countries to understand the nature of training and identify suitable participants so that the children of these countries benefit when participants return home.

I. Outline of TCTP-29 Course Title ASEI - PDSI Approach in Mathematics and Science Education in Africa

Advanced Secondary/Enhancing of ASEI-PDSI) Course Objectives

By the end of the course, a participant is expected to: (1) Share experiences on innovative practices; (2) Strengthen subject content mastery through appropriate practical

activities; (3) Promote understanding of ASEI-PDSI approach for learner growth;

and (4) Improve pedagogical skills through Actualization.

Target Group Practicing INSET Provider for Secondary Mathematics and Science Teacher who is supposed to practice the above activities listed in Course Objectives after returning their home country. Applicants should be nominated from the following areas of Mathematics and Science Education sub-sector:

(1) Must be practicing INSET Provider for Secondary Mathematics and Science Teachers;

(2) Attended Basic TCTP Course in Kenya. Proof of Attendance mandatory; and

(3) Have a teaching experience in Secondary School Level. Please consult with JICA office in your country to decide the applicants.

Target Country / Number of Participants

60 participants from 9 countries Please check the maximum number of the participants allocated to each country. An additional two application forms will be required as replacements in case the preferred participants do not meet the criteria.

Only participants who attend more than 90 percent of the course will be issued with a Certificate (Tentative Curriculum can be seen in ANNEX I)

Expenses While the Government of Japan provides expenses through JICA in accordance with relevant laws and regulations, the Government of Kenya is the host of the course. Daily allowance for participant’s up-keep during the training should be met by nominating Governments in this programme.

II. REQUIREMENTS FOR APPLICATION (1) Practicing INSET Provider for Secondary Mathematics and Science (2) Not have participated in the same course (3) Attended Basic TCTP Course in Kenya or Home Country. Proof of Attendance

mandatory (4) Have experience at teaching secondary school level for at least 3 years after

graduating (5) be proficient in spoken and written English (6) be citizens of the participating countries (7) be nominated by their government in accordance with the procedures mentioned in III (8) be in good health, both physically and mentally, to undergo the course of training

*Pregnancy: Pregnant participants are strictly requested to undergo the required medical procedures within their countries before departure in order to minimize the risk of pregnancy related issues during the training. The procedures include (1) letter of the participant’s consent to bear economic and physical risks, (2) letter of permission from the participant’s supervisor, and (3) medical certificate.

(9) Not be serving in the military (10) Be more than 30 years and not more than 45 years of age (special waiver on age may

be considered). III. PROCEDURES FOR APPLICATIONS 1. Selection Please select the appropriate candidates who meet the above requirements. When you select the candidates and if there is JICA office in your country, please consult with the JICA office to enhance the effectiveness and suitability of both training and JICA projects in your country. 2. Nomination Please submit the following Application Documents by 30th June 2015 (1) To CEMASTEA: 1) One (1) original and one (1) copy of the Application form (attached as ANNEX II) 2) A copy of passport for each applicant (2) To JICA Office in your country (if there is): 1) One (1) photocopy of the Application form 2) One (1) photocopy of the passport *Name order: A Nominee Summary List (attached as Annex III) should also be submitted before the deadline, fully filled by the focal person from the Ministry of Education in the country. Please note that correct names/spelling should be observed as per passport. This will aid in writing the acceptance letter and issuing E-Ticket. Misspelling of names may result to rejection by the airplane and the immigration department. Therefore, please be sure that the name on the Application Form and Nominee Summary List are the same as per passport. 3. Notice of Acceptance CEMASTEA will inform the applying government/JICA Office in your country whether or not the nominee’s application has been accepted not later than 24th July, 2015. 4. After the Acceptance CEMASTEA will provide necessary information to the selected candidates including details on travel to Kenya and other matters accordingly.

Note that after nomination if we find that the candidate is not favorable for this particular training, we shall reject them and ask you to re-nominate fresh nominees within One week. Please remember that we need another application form and medical report for re-nomination. Therefore, please kindly be careful about the requirements for application.

IV. OBLIGATIONS AND EXPENSES 1. JICA will meet the following costs for attending the training course:

(1) An Economy Class Return air ticket. The tickets will be sent to participants through their Ministries of Education or JICA offices in your country.

(2) Transport between Jomo Kenyatta International Airport (JKIA), Nairobi and the implementing institution on the date of arrival/departure, and also transport for official activities related to the training.

(3) Full board accommodation including morning and afternoon tea/coffee. (4) Provision of training/learning materials. (5) Medical care for participants who fall sick or need medical treatment after arrival in

Kenya, through group medical insurance scheme. (Costs related to pre-existing illness, pregnancy and dental treatment will NOT

be covered) 2. Government of Kenya will host the course and CEMASTEA will provide training facilities including accommodation, trainers, and contingency. 3. Participants Governments’ or Participants are required to bear the following

(1) Allowances according to each country’s regulations during stay in Nairobi (2) Entry Visa to Kenya, Airport tax, any other transit/entry visa, accommodation

and allowances during the trip (3) Charges on Flight modification and no shows to the flight company

V. OTHER MATTERS 1. During the training, participants are required: (1) to observe the rules and regulations of the training institution or establishments within which

participants undertake to study or train, (2) to strictly observe the course schedule, (3) not to change course subjects, (4) not to bring any dependents, (5) to return to their home country at the end of their course according to the international travel schedule designated by JICA ; and (6) to refrain from engaging in political activities or any form of employment.

Expected materials to be carried for training: (1) National Syllabus of Mathematics and Sciences at Secondary Level (2) Educational statistics (3) Two copies of textbooks widely used in your country for the subject you will be trained in. (4) Personal Laptop for report writing. NOTE: We request you to donate (i) and (ii) to CEMASTEA resource centre and any other useful materials from your country.

ANNEX I: TENTATIVE CURRICULUM The course is basically participatory consisting of lesson demonstrations, peer teaching, and lessons try-out in Kenyan schools, discussions, presentations and educational tours. The curriculum is organized to provide effective training from the viewpoint of both theory and practice on the basis of ASEI - PDSI approach. The Tentative outline of the training programme is shown as below. At the end of the course, participants are expected to prepare a training report on the following themes; (1) What they have learned during the course. (2) How they will apply the knowledge and skills acquired during the course in their countries.
