specifics of the conference. Will you please advise date(s) and

SOW - Part 3.

The requirement goes for a GVW 14,5 tons Truck. We

understand this truck must be able to trail both 1-axle and 2-

axles lowbed (more than 10 tons of payload + weight of the

trailer)?

The requirement is for GVW 12500 kg truck. The 2-axle

trailer when fully loaded will be towed by a heavier

vehicle, but the truck specified in this SOW must be

able to tow at least the empty 2-axle trailer

What is the consequence of offering a not fully technically

compliant bid in the evaluation? Do bidders have to meet all

the requirements in order not to be disqualified from the

tender?

According to IFB Cover Letter, part 5 – “Alternative

Proposal” - no alternative solutions are allowed in this

IFB. Therefore, the consequence of offering a not fully

technically compliant bid might result in the rejection of

your proposal.

specifications, it seems that NSPA, in several key areas, has

selected a very specific type of vehicle produced by a unique

manufacturer. This becomes evident when comparing the

specs in the SOW and the characteristics of this specific type of

vehicle, creating the impression that this is a sole source

vehicle procurement.

This approach was not foreseen in the NOI Annex A

minimum preparation. Offeror recommends removing the

competitively restrictive requirements specific to the vehicle in

section 3.2.8.1 – 3.2.8.6.

related to C130 and it cannot be changed as it is part of

Minimum Military Requirements (MMR).

The maximum width (3.2.8.2) can be proposed to be

more than 2500mm if the vehicle fits into C130. The

turning diameter is not related to C130 requirements.

2d SOW 3.2.8.4 Will NSPA consider revising the minimum turning diameter to

19m?

This has no negative impact to the vehicle’s operational

capacities and it will allow for more competition in this

solicitation.

It is agreed to increase the minimum turning diameter

to 19m, however the lower turning diameter is preferred

as it provides higher maneuverability.

2e SOW 3.2.8.6 Will NSPA consider revising the Gross Vehicle Weight (GVW)

to 18,000kg?

This has no negative impact to the vehicle’s operational

capacities and it will allow for more competition in this

solicitation.

The GVW cannot be increased to 18,000kg, because it

would mean that the military requirement to fit the

vehicle into C130 together with a TSGT (Transportable

Satellite Ground Terminal) trailer, a Power Generating

Set (PGS) trailer or a cargo trailer was not met. This is

unacceptable for the vehicle user.

2f SOW 3.2.9.9 Will NSPA please consider removing this requirement?

This has no negative impact to the vehicle’s operational

capacities and it will allow for more competition in this

solicitation.

2g SOW 3.2.2.5 Will NSPA please change this competitively restrictive

requirement to an adjustable ride height of 460mm?

This has no negative impact to the vehicle’s operational

capacities and it will allow for more competition in this

that it allows for maintaining the minimum ground

clearance during off-road driving.

Will NSPA please consider revising SOW 3.2.3 to remove

3.2.3.1, 3.2.3.3 and 3.2.3.4?

This has no negative impact to the vehicle’s operational

capacities and it will allow for more competition in this

solicitation.

Para 3.2.3.1 is not mandatory, providing that the vehicle

off-road and public road driving requirements are met.

Para 3.2.3.3 shall also be regarded as not mandatory

providing that the vehicle demonstrates this off-road

capability in another equivalent way. However, removal

of SWO 3.2.3.4 is not acceptable as it would limit the off-

road capabilities of the vehicle.

2i SOW 3.2.5.2 Will NSPA please revised the requirement to allow for vehicles

with pneumatic dual-circuit drum brakes that comply with all

EEC/ECE regulations and have proven performance in military

operations?

This has no negative impact to the vehicle’s operational

capacities and it will allow for more competition in this

solicitation.

providing that the manufacturer will demonstrate

effectiveness of the brakes while descending the slope of

equal to or superior to the Coil Spring technology?

Answer provided by NSPA: The 2-axle trailer, when fully loaded,

will be towed by a heavier vehicle.

We are in the position to tow the 2- axle trailer loaded with the

forklift with our offered 4x4 truck. But in order to guarantee to

meet European traffic regulations for this 2-axle trailer, NSPA

should provide details of this heavier vehicle (weight & length,

tow coupling specs.)

The heavier vehicles are as follows:

Weight (unladen) – 13200kg

Dimensions - 9700x2550x3500 (L x W x H / mm)

The tow coupling is the same as the one requested for

the 4x4 trucks

Stainless steel fibres is not optimal for radar protection – our

material contains carbon fibres.

The absorption is low, the attenuation is frequency dependent

and polarisation effects occurs often.

Furthermore, it requires strong flame retarders (lower amount

of fire protection material) and the weight of stainless steel

fibres is higher.

For optimal attenuation it is important to use resistive layers

(carbon) with high radar absorption.

Issue 006 Serial 2a – Why SOW considers as a “no-go” requirement the

“departure angle” when there are so many technical solutions,

which in essence eliminate this requirement?

Departure angle and approach angle are related to the

grade angle. Lowering the departure angle below the

grade angle actually reduces the grade capability of the

vehicle. Since armoured protection is not provided for

these trucks, off-road capabilities of the truck are

decisive as far as force protection is concerned.

Serials 2c and 2e – Why the SOW is so specific on the length

and weight of the truck while the TSGT and the PGS have not

been procured and therefore we do not know their dimensions

and weights yet.

PGS (Power Generating Set) and TSGT (Transportable

Satellite Ground Terminal) trailers have already been

procured and delivered to NATO Signal Battalions

under various projects. These trucks must be capable of

towing and being C-130 transportable together with

those trailers. Project 0HQ03033 will deliver additional

PGS trailers that will conform to dimension and weight

requirements defined for those PGS trailers that have

been procured earlier
