We have the routes, but the big thing is always looking for volunteers,” said Gerry Berkhout, who is coordi-nating the event. “We’ve never been short, but that’s always the worry for me”.

Plans are in the works to close down Pelham Centre Public School and merge that facility with E.W. Farr in Fenwick.

Last month, trustees from the District School Board of Niagara voted in favour of a modified accommodation review that would see Pelham Centre’s students incor-porated into E.W Farr following some improvements and additions to the latter building.

The Board was faced with the decision in light of declining en-rollment numbers, which are expected to continue trending downward over the next decade.

On Saturday, the Pel-ham Historical Society unveiled a new plaque in front of town hall hon-ouring Dexter D’Evera-do, a man who has been called ‘the Founder of Fonthill.

Born in 1814, D’Ever-ado was an intelligent and accomplished man, who held a number of important local posi-tions throughout his life, including Registrar of Deeds and Registrar of the Surrogate Court. He was also the Clerk of the Municipal Council of the County of Welland.

D’Everado was also known for his generous dona-tions and contributions to a number of efforts meant to benefit the public as a whole, including the edu-cation of many local youth. Apparently there were a number of children named after Dexter D’Everado.

D’Everado passed away in 1891, having touched many lives and greatly impacted the area for the bet-ter.

The plaque honouring his contributions to the com-munity is one of three that have been erected by the Pelham Historical Society since 2004, which include a plaque marking the location of the Fonthill Nursuries on Pelham Street, and another that commemorates the Fenwick Fair.

Though no official decision has yet been reached, E.W. Farr’s more centralized location and access to municipal sewer and water would seem to make it the more logical choice on a number of practical levels.

It is expected that students will initially be moved from E.W Farr t Pelham Centre while the former is updated, following which all students will move permanently to the newly renovated building.

QUALITY CLEANERSThe Fonthill-Singers Corners branch of the Women’s Institute laid a wreath at the base of the Ridgeville Cenotaph last Wednesday in remembrance of those who have fought and died for our freedom.

This was the second year that the ladies have taken part in what they hope will be-come an annual tradition. The women noted that many of them had ancestors who served in the Military during both World Wars, and that the Woman’s Institute was very active themselves on the home front.

“The women knitt ed items for the soldiers, worked in the factories, and raised funds for much needed equipment,” said club president Diana Knight.

The women’s institute is a 150 year old organization, and the Fonthill-Singers Cor-ners branch formed in 1913. They are always looking for new members, off ering fellowship and educational courses to likeminded women who have an interest.

Last Friday the 13th GO-JHL Junior B hockey game in Fonthill wasn’t fortunate for the Pelham Panthers, who ended up dropping the game 10-1 to the fi rst placed Caledo-nia Corvairs.

The Panthers played a spirited fi rst period against the Corvairs, keeping the visitors score-less going into the second period. Despite Pelham’s Thomas Young scoring off an assist from Zach Anderson to get Pelham on the board, that proved to be the one and only puck that Pelham could get past Caledonia’s goalkeeper Zack Moore. The second and third pe-riods were not kind to the Panthers, and Caledonia was able to tally 10 goals against Pelham before the fi nal b uzzer sounded.

For those fans that enjoy a very physical game, they certainly didn’t leave disappointed. The Corvairs showed why they lead the league in penalty minutes, being awarded 60 minutes for 19 infractions and 4 ejec-tions. The Panthers were a litt le more disciplined, and were metered 42 minutes for 16 infractions but only half the ejec-tions. Despite the turn-

stile visits to the penalty boxes, both teams’ penal-ty kill stepped up to the challenge and performed admirably, with only one powerplay goal scored the entire game.

The Panthers are looking for that elusive win and are next in action Tuesday November 17 at home against the St. Catharines

Council will begin our 2016 budget process with a special public meeting where we listen to you and other members of the community about what you would like to see in next year’s and future budgets.

That meeting will occur on Monday, November 30 at 6:30 PM in the Coun-cil Chamber at Pelham Town Hall.

While Pelham Council first started this type of a “pre-budget consulta-tion” for the 2007 Bud-gets, we continue each year to welcome resi-dents, representatives of

sports teams and service clubs, businesses and property tax payers to provide input.

I am pleased that, follow-ing Council deliberations each year, we have been able to follow-through on most of the suggestions offered by your friends and neighbours. In pre-vious year, folks have requested a dog park, a skate park, sidewalks along a number of roads, crosswalks, sidewalk snow clearing on every sidewalk in Town, part-nerships on service club signs, and a girl’s change room in the arena. The

I want to thank the Voice for making us aware of the passing of the Protection of Public Participation Act. The passing of this Act will help ensure that the citizens of Ontario will be able to act on matters of pub-lic interest, without threat of retribution. It will ensure that SLAPPs (Strategic Litigation Against Public Par-ticipation) are no longer tolerated. I find this of special interest.

I left my position as an employee of the Town of Pel-ham in 2013. In 2014, I submitted a series of Freedom of Information Requests (FOIs) to the Town, a right bestowed to all residents of Ontario. In response, the Town denied most of my requests, forcing me to is-sue appeals with the Privacy Commission. The Town then issued a lawsuit against me for the amount of $20,000. The suit was eventually extinguished, but I was left with legal bills over $5,000. Was the intent of this lawsuit to encourage me to withdrawal my re-quests before my energy and/or finances were exhaust-ed? Was this a SLAPP?

Unfortunately, a number of my requests still remain unanswered. This new Act allows me the freedom to ask for the information again, without the threat of an-other lawsuit.

I applaud the Province for passing this legislation. It releases citizens to be active members of their commu-nities without fear of reprisal. It may force government to use the word transparency in an active state instead of giving it lip service as a nicety of politics.

Students at Pelham Centre Public School played an active role in remembering and honouring Canada’s Veterans last Wednesday through singing, recitation, and dramatic presentations.

Pelham Centre Students took part in a moving Remembrance Day ceremony last Wednesday.

The students used these methods to try and il-lustrate the horrors of war and to acknowl-edge the debt owed to those men and women who risked their lives and often made the ul-timate sacrifice when fighting overseas. Their songs, readings, and well-acted skits showed a keen grasp of what Remembrance Day is all about.

Students and guests alike were also treated to three war songs sung by Veteran and profession-al vocalist Peter Jackson, whose voice exhibits great feeling and emo-

tion. Mr. Jackson further shared with the students some of the roles of music during service, and the ways that music can pro-vide therapy for soldiers.

Volunteers will follow a pre-set route throughout the urban areas of the town collecting non-perishable food donations from residents. The goods are then donated to Pelham Cares, who handle sorting and distribution. Residents can also make cash donations if they wish.

In past years, the Food Drive has been a great success. “People are extremely generous in Pelham,” said Berk-hout. “I don’t have an exact number, but I can safely say that over the last 25 years we have collected tonnes and tonnes of food.”

Berkhout hopes to see that trend continue, and encour-ages residents to use the event to get in the Christmas spirit by doing something good for those less fortu-nate.

The proposed design for the upcoming Maple Acres Library addition had a number of resi-dents up in arms when it was revealed last week. The proposal shows a modern looking square, flat-roofed building next to the Carnegie-style orig-inal structure.

Residents who have been involved in the process over the past year were deeply confused by the

proposal, which appears to ignore the communi-ty’s stated desire that the addition compliment the existing structure.

“It’s not consistent,” noted one resident. “It doesn’t blend with the rest of the village.”

There were also concerns about the design calling for a basement, which some residents feel would be problematic given the swampy nature of ar-eas just below the Kame and their propensity for quicksand.

Proposed Library Design Frustrates Residents

Mayor Augustyn was quick to point out that nothing is set in stone: “It’s still a work in prog-ress,” he said, noting that they would be gathering input from residents be-fore making any final de-cisions.

Residents who wish to comment on the pro-posed design should contact the town clerk. A public meeting to further discuss the issue is sched-uled for November 27th.


DONATIONTHIEFARRESTEDOn November 9, a female walked into the Shop-pers Drug Mart located at 181 Hartzel Road in St. Catharines. She removed a Poppy Donation Box located near the cash reg-isters, and walked out of the store.

On November 10, the same female removed a Donation Box from Dan-ny’s Market located at 183 Lake Street, and from the Tim Horton’s located at 400 Scott Street in St. Catharines.

All three incidents were captured on video sur-veillance.

During the late evening hours of November 10, Uniform Patrol members arrested a 25-year-old Thorold woman in con-nection with the above thefts.

She has been charged with four (4) counts of theft under $5000 and was scheduled to appear in St. Catharines Bail Court on November 11, 2015.

Queen’s Park - MPP Tim Hudak supported local agri-business when he spoke and voted in favour of Bill 110, Growing Ontario’s Craft Cider Industry Act, when it passed second reading on Thursday, November 5.

The Bill, co-sponsored by Conservative MPP Sylvia Jones and Liberal MPP Arthur Pott s will help Ontario craft cider makers sell more product and support agri-business in the province.

“This is good for agribusiness, like our apple and pear growers. It’s good for the province. It responds to con-sumer demand and, ultimately, it’s fair,” said Hudak in support of Bill 110.

Pointing out the economic spin-off from $1 spent on VQA wines (made of 100% Niagara grapes) is up to $3 to the local economy, Hudak said expanding the cider industry in Ontario would be of economic benefi t to Ontario, and particularly to Niagara.

“This Bill will launch a new chapter in the successful Ontario craft beverages industry creating jobs and economic growth, particularly in rural Ontario,” said Thomas Wilson, Chair of the Ontario Craft Cider As-sociation.

Bill 110 would lower the markup on Ontario cider to make it more att ractive to consumers, matching an earlier decision by the provincial government to give a similar tax break to craft beer. At a time when cider is the fastest growing segment in the LCBO and both beer and wine-drinkers are choosing cider made from fresh Ontario apples and pears, Bill 110 off ers cideries and growers opportunity for expansion.

Last weekend the Bantam LL#2 Pelham Panthers went to Ayr for the Ayr Challenge Tournament. The team played hard over the two day span, losing only one game out of four. That performance earned them a spot in the finals and a chance at re-demption when they were matched up against the team that beat them. Work continues on the East Fonthill Development Site, and residents who frequently drive Highway 20 or Rice Road will have undoubtedly noticed the large stormwater management facility (i.e the giant hole) that has been dug at that intersection over the last couple of weeks. While every new development typically incorporates such a stormwater management facility, this particularly facility faces some unique challenges which account for its unusual size.

Its primary function is to collect stormwater for the Region of Niagara’s road and for the commercial developments under construction on the site. According to a spokesman from Upper Canada Planning & Engineering, about 27 hectares of land will drain into this facility. However, because the facility will be draining into a cold-water fi sh habitat downstream, it also needs to cool the water before it can be expelled.

“The stormwater warms up in the sun as it is detained within the facility and some of the water from the pond fl ows is routed through an underground thermal remediation bed of stone that is buried in the banks around the pond,” said Engineering Manager Adam Keane. “When the temperature in the earth is cooler than the stormwater in the facility this thermal remediation bed helps to cool it before it fl ows to Twelve Mile Creek.”

The pond has a permanent water volume of roughly 4,750 cubic meters, which is about 1.25 million gallons. During severe storm events the facility can hold up to 23,900 cubic meters, or about 6.3 million gallons.

Crossley Cross Country Competed at OFSAA in Duntroon, Ontario at the Highlands Nordic park on the weekend and had fantastic results. The conditions were muddy and wet, with slippery and steep hills. It was like an ice rink when coming down the hills. If you didn’t have mud on you when you finished the race you didn’t run the race.

Brock Deba placed 11th in the Junior Boys Race along with his team placing 6th overall with Charlie deVries, Alex Barnes, Davis Shepherd and Fraser Darling racing.

Derian Free placed 26th overall in Midget Boys Race- the best in Southern Ontario.

Megan Norton placed 58th overall in Senior Girls

Ryan Kort and the Junior Girls team of Jessie Fennell, Cate Gualtieri, Kaelen Partridge, Julia Labricciosa and Valerie Belanger all ran strong races as well.
