DBM ISSUANCES 2012

Definition of Terms:1. DBM: The Department of Budget and Management, created

under Executive Order No. 25 dated April 25, 1936, is mandated under this Order and by subsequent issuances to promote the sound, efficient and effective management and utilization of government resources (i.e., technological, manpower, physical and financial) as instrument in the achievement of national socioeconomic and political development goals.

2. Memorandum: a communication that contains directive, advisory, or informative matter; an informal written record of an agreement that has not yet become official

3. Circular: a letter, advertisement, notice, or statement for circulation among the general public.

4. GAA: General Appropriations Act; Republic Act No.10155; where appropriations by Agency and Fund and by Program, Project and Activity are stated/declared.

5. PDAF: discretionary fund in the Philippines available to members of Congress. Originally established as the Countrywide Development Fund (CDF) in 1990, it is designed to allow legislators to fund small-scale infrastructure or community projects which fell outside the scope of the national infrastructure program, which was often restricted to large infrastructure items; “pork barrel”.
