Role of Disaster information system in various phases of Disaster Management

– A database of past disasters effects to determine the risks in particular geographic location.

– Zoning of hazards using GIS.

– Validating the disaster history database with hazard maps and other external data for accuracy in risk assessment.

InDisData

• Create an inventory database of disasters that facilitates understanding of disaster patterns to improve disaster management.

• Analysis of a systematic geo-referenced inventory of small, medium and large-scale disasters for past 30 years.

• Creating political and bureaucratic will to manage disaster risk before the occurrence.

• To rationalize decision making for disaster preparedness, as well as providing an objective base for vulnerability assessment and priority setting.

Building systematic disaster inventory

• A methodological tool to inventorize data about characteristics and effects of diverse type of disasters known as ‘DesIneventar’ is used by many countries in the Latin America and now being tested in India.

• The inventory focuses not only on big disasters but causes and effects of small & medium scale disasters at the local level.

• It allows analysis of the data for local level and gives a holistic view at State and National level.

• The database of disaster location, its effects, and its causes will in turn support the generation of Vulnerability indices for the country.

• ‘InDisData’ pilot initiative has been taken up in Orissa to collate the above for the past 32 years has been built.

DesInventarDesinventar methodology includes two software modules

DesInventar:

• A relational database through which parameters like events, causes, data sources, and effects are captured

DesConsultar:

• A decision making tool which uses the DesInventar database to query and analyze the database through maps, tables and thematic maps.

Orissa pilotOut come & findingsOut come & findings

• Data collected for 30 districts and 314 blocks from News Papers.

• Last 32 years data collected from media & Government records.

• Institutionalization with Government for sustainability.• Interpretation and analysis of the data shows new

dimensions of risk & vulnerabilities of the State.• Orissa ‘Vulnerability Analysis Report’ is being prepared

in association with ‘Center for Development Studies’.

Effect on Lives lost

• Death due to epidemic is maximum followed by cyclone and drought.

• Epidemics generally follow floods and more disastrous because of low economic level and accessibility of medical facilities.

Effect on Livelihood

•. The number of victims are higher during floods in comparison to those under fire.

•Fire makes people more vulnerable in terms of property and life but flood makes them more vulnerable in terms of livelihood, since agricultural lands get inundated. And Orissa being a predominantly agricultural economy gets shattered in times of floods.

The regional approach

• Initiative has been taken for building a disaster inventory in Nepal & Vietnam as part of a PA from BCPR.

• A methodological training has been carried out in Nepal with participation from Govt., NGOs and UNDP.

• Government is taking a lead along with UNDP and NSET.

• Data collection, collation and validation is being carried out by a group of researchers.

• Initial preparation is being initiated at Vietnam.

• Replication in other states of India in partnership with social science research institutions such as ‘Center for Development Studies’ and Government of India.

• Implementation of online version for prospective data base creation.

• Institutionalization through IDRN and DRM programme of Govt. of India.

• Sub-national & National level vulnerability analysis report (annual) to be institutionalized by 2005

Online resource inventory for disaster management

• National initiative under the Govt. of India-UNDP DRM programme in collaboration with National Informatics Center, Government of India.

• A database to minimize emergency response time by effective decision making on mobilization of human & material resources.

• Online database for capturing the countrywide inventory of equipments and skilled human resources for emergency response.

• Systematic data collection & collation from Govt. line departments ,Public Sector Units etc at the district level.
