Skills based vs. Social context

• Literacy as an individual accomplishment, consisting of a set of skills that exist independently of the context (setting, situation) - phonics

• Literacy as a need of humans to communicate and share meaning using a set of social practices influenced by individual goals, collective experiences, and societal values – communication
