SCT Content and formation1. From 2009 afterward, allow school to join the scheme of SCT voluntarily.2. Allow 20 students in a class started from Primary 1.3. For Primary School with high concentration of disadvantaged students in 08/09 and thereafter.4. Form 1 38 > 36 students per class (2009) 36 > 34 students per class (2010)

1.Pilot run for the last 3 years and get valuable experience.2. Fluctuation of populations, a strong and flexible policy to education3. Financial support from government , i.e. Education resources are available in the coming 6 years.
