INTRODUCTION

Education For All (EFA) as mandated by President Proclamation No. 480 as the Decade of Education For All for the year 2000 and Beyond.

EFA 2015 Plan is a National Action Plan to achieve Education for all by the year 2015.

The Plan is anchored on the Dakar Framework of Action inked during the World Education Forum in April 2000 in Dakar, Senegal and adopted by various participating countries, including the Philippines.

Basic Competencies For All: The Central Goal of the Philippine EFA

2015 Plan

The Central goal of EFA 2015 Plan is to Provide basic competencies to everyone, to achieve functional literacy for all. Basic Competencies For All: The Central Goal of the Philippine EFA

2015 Plan

Despite many policy and program reforms and huge investments in basic education sector in the past 20 to 30 years, the country still faces the challenge of having more than 1 million school-aged children who are not in school and 9 million Filipinos who are still functionally illiterate.

Severe Education Disadvantage

1. Basic and Functionally Illiterates: Educationally Disadvantage Filipinos. Based on the 2003 Functional Literacy, Education and Mass Media Survey (FLEMMS), out of 57.6 million Filipinos who are 10 to 64 years old, 3.8 million 10 years old above do not know how to read and write and a total of 9.2 million are not “functionally" literate or unable to compute and lacked certain numeracy skills.

2. Education Disadvantage from the Point of View of Building a Nation. A survey of young people 7-21 years old showed that 65% do not participate in any community activities; only 37% can sing the national anthem, and only 28% can recite Panatang Makabayan. These low participation in the community activities, lack of awareness of Philippine history, and weak engagement with matters of public interest provide a picture of education disadvantage from the point of view of building a nation.

Cost Borne by the Uneducated

It is easy to understand how someone can be disadvantage by lack of education which prevents that person from acquiring certain essential capabilities to Interact with other individuals, with the existing body of human knowledge and with important social institutions. Lack of education to one degree or another excludes the uneducated from the many opportunities and beneficial options in society. This exclusion primarily punishes the uneducated.

The costs imposed on society by the large group of people who go through elementary and secondary schooling without acquiring the essential competencies expected from such schooling are particularly heavy. The Story of Pablo and Bruno

The story is about the two men hired and paid to get water from the spring, from a river. They were paid per bucket of water they brought to the village. Finally, they have a way to earn money and hoped to achieve their dreams with their earnings. So everyday, they go to the water source and back to the village several times carrying buckets of water. At the end of the day, Bruno was happy as he already have money to spend. Pablo is somewhat not satisfied. He thought of a “better way” of bringing water into the village – thus he thought of building a “pipeline” so water can flow in the village.

This idea was shared to Bruno but was quick to object. Pablo believing in his dream, went ahead and started building his pipeline. Every day, part of it he carried buckets of water to the village, and half of it he spent to work on his pipeline, and that completing his pipeline will take him two years or more.

Pablo was now happy, as he can now stop from carrying buckets into the village. He was earning, even in his sleep. Bruno on the other hand, was carrying less and less buckets, and made fewer and fewer trips each day.

Eventually, Pablo was able to convince Bruno that it was not too late for him to join him. So the two went around and taught other villages to build their own pipeline as well.
