RBD U WORKSHOP

• During the workshop participants will work on three cases: Mexico City, Boulder, CO and Norfolk, VA. Lead instructors Alexandros Washburn, Thad Pawlowski and Matthijs Bouw will each lead a case, aided by SMEs and additional instructors for subgroups.

• Since there is relatively little time in the workshop to focus on outcomes per se, the nature will be more a structured conversation while going through exercises, touching on the essential topics.

EXERCISE 1 (11:45 am – 1:00 pm)

• The aim of the first session is to help us understand the dynamics between analysis and design. In this session, we will develop a strategy for analyzing the case, both in terms of vulnerabilities and in terms of opportunities.

• Issues to address here are that the methods of analysis, and the sources of information, will have an influence on the outcomes. It will encourage participants to explore resilience broadly, linking socio-economic issues to climate change etc. It will encourage participants to think about the role of stakeholders in the analysis.

EXERCISE 1 (11:45 am – 1:00 pm)

• STEP 1 (10 MIN.) (DIVIDE IN TWO GROUPS):

Group 1 takes sheet 1 and writes down what information is needed to explore the case and define possible sources and methods to gather the information.

Group 2 takes sheet 2 and writes down the possible resilience outcomes from the case

• STEP 2 (15 MIN.) (ENTIRE GROUP):The two sheets are brought together such that information and outcomes can be linked. Question to be asked are: “Do they match? Is there information lacking?” “What information needs to be linked to what information in order to understand the issue?” Amends are made.

EXERCISE 1 (11:45 am – 1:00 pm)

• STEP 3 (30 MIN.) (IN THREE GROUPS):

Each group takes a different set of resilience outcomes and develops/designs a scenario that would realize those outcomes. Out of that scenario, the information needed and possible links are distilled. Amends to the overview of information are made.

• STEP 4 (20 MIN.) (ENTIRE GROUP): In a group conversation, compile the information from the 3 steps and use it as input to develop a strategy for analyzing the case. Describe the methods of analysis

EXERCISE 2 (2:00 pm – 3:15 pm)

• In the second session we will make a plan and design a few activities (or projects). The aim of the session is to explore the relationship between large scale visions and smaller scale interventions.

• Issues to address here are the relationship between scale, and the way in which concrete physical or social project can be designed such that it triggers further benefits or developments. Scalability, replicability, and the relationship between social and physical interventions should be discussed

• STEP 1 (10 MIN.) (THREE GROUPS)

Each group will choose a set of three essential resilience outcomes for their case study.

• STEP 2 (40 MIN.) (THREE GROUPS)

Each group will develop a vision for the site, and describe three activities or (sub-) projects that will trigger the desired outcomes. Activities or projects can be both social and physical.

• STEP 3 (10 MIN.) (THREE GROUPS)

Each group will discuss the impact of their vision and projects on the city as a whole, and tweak their plan such that the resilience benefits for the city are maximized, and that solutions can be scaled and replicated.

• STEP 4: (15 MIN.) (ENTIRE GROUP)

EXERCISE 3 (3:30 pm – 4:45 pm)

• In the third session we will consider the plan from exercise 2 from a systems perspective. The aim of the session is to come to an understanding of the different aspects that influence the possible implementation of a plan or project, and to see if a better understanding of the scales at which each of these (funding, actors, perceived benefits, timing) influence the project can help design the project at the right scale.

• Issues to address here are the relationships between the (physical) project and other factors that influence implementation, and to learn how to ‘design’ a project to a scale that makes realization more likely.

Identify the different scales of the project(-s) (actors, benefits, time, physical, finance), using the prepared sheet (remember to leave space for unknowns or undefined elements).

• STEP 2 (15 MIN.) (THREE GROUPS)

Mark, on the sheet, the relationships between the different aspects, and form groupings. Identify possible conflicts and contested elements.

• STEP 3 (15 MIN.) (THREE GROUPS)

Tweak the project such that the scales of intervention are aligned with the scales of funding, stakeholders, and time.

• STEP 4 (20 MIN.) (ENTIRE GROUP)

Present and discuss: what are lessons learned?
