TUGAS POKOK TNI AD:
PERSPEKTIF ENGINEERING
DEWAN KETAHANAN NASIONAL
• Disingkat Wantannas
• Lembaga pemerintah yg berkedudukan di bawah dan bertanggungjawab kepada Presiden selaku Ketua Wantannas
• Membantu Presiden dlm menyelenggarakan gerakan pembinaan ketahanan nasional guna menjamin pencapaian tujuan dan kepentingan nasional Indonesia
FUNGSI WANTANNAS
• Penetapan kebijakan dan strategi nasional dlm rangka pembinaan ketahanan nasional Indonesia
• Penetapan kebijakan dan strategi nasional dlm rangka menjamin keselamatan bangsa dan negara
• Penetapan resiko pembangunan nasional yg dihadapi utk kurun waktu tertentu dan pengerahan sumber-sumber kekuatan bangsa dan negara dlm rangka merehabilitasi akibat dari resiko pembangunan
CAIRG STEI ITB
• Cognitive Artificial Intelligence Research Group (CAIRG) adl kelompok riset dlm Sekolah Teknik Elektro dan Informatika (STEI) ITB yg memfokuskan pd riset-riset teori, metoda, aplikasi, dan implementasi keilmuan dan teknologi Artificial Intelligence (Kecerdasan Tiruan) utk kepentingan nasional, diantaranya utk aplikasi pertahanan dan keamanan
• Didirikan oleh Prof. Dr. Ir. Adang Suwandi Ahmad, DEA, pd 1993 dgn nama Intelligent System Research Group (ISRG)

• ability to exchange patient health information among disparate clinicians and other authorized entities in real time and under stringent security, privacy and other protections.
• Telecommunications
• ability of systems, units, or forces to provide services to and accept services from other systems, units or forces and to use the services exchanged to enable them to operate effectively together.

• capability of different programs to exchange data via a common set of exchange formats, to read and write the same file formats, and to use the same protocols.

• ability of an enterprise to interact with other organizations, to exchange information and to use the information that has been exchanged.

• ability of disparate and diverse organizations to interact towards mutually beneficial and agreed common goals, involving the sharing of information and knowledge between the organizations via the business processes they support, by means of the exchange of data between their respective information and communication technology (ICT) systems
• Technical
• the technical issues of linking computer systems and services.
INTEROPERABILITY PERSPECTIVES • Semantic
• ensures that the precise meaning of exchanged information is understandable by any other application
• Organizational
• concerned with defining business processes and bringing about the collaboration of organizations that wish to exchange information and may have different internal structures and processes
• Legal
• the appropriate synchronization of the legislation in the cooperating Member States and countries so that electronic data originating in any given country is accorded the proper legal weight and recognition wherever it needs to be used in other countries.

• Institute of Electrical and Electronics Engineers (IEEE)
• Ability of a system or a product to work with other systems or products without special effort on the part of the customer. Interoperability is made possible by the implementation of standards
• Kemampuan sebuah sistem atau sebuah produk utk bekerja dgn sistem-sistem atau produk-produk lain tanpa upaya khusus dari sisi konsumen. Interoperabilitas dimungkinkan dgn pengimplementasian standar-standar

• NOT Integration – changing loosely coupled systems to make them into more tightly coupled systems
• NOT Compatibility – interchangeability of tools in a particular context
• NOT Adaptability – changing a tool, adding additional capabilities as needed even on an ad-hoc basis, interoperability refers to inherent capabilities

• Bahasa yg Sama (Common Language) di antara sistem-sistem yg terhubung dlm sebuah jaringan agar:
• Dpt bertukar informasi dan gunakan informasi yg dipertukarkan tsb (meaning)
• Dpt saling memberikan layanan
• Dpt bersinkronisasi
• Dpt berkolaborasi
• Dpt di-link dan bekerja dgn lainnya
• Common goals sbg panduan

• A concept that describes the systemic

COLLABORATION
• Exchanging information, altering activities, sharing resources and enhancing each other’s capacity for mutual benefit and to achieve a common goal.
• Organizations share risks, responsibilities and rewards. It requires a substantial time commitment, very high level of trust, and sharing turf.

• NCW mempersyaratkan system-of-systems dlm sebuah jaringan yg menghubungkan sensor-decision maker-shooter
• Interoperabilitas system-of-systems dlm sebuah jaringan dibutuhkan agar common goal dapat diraih bersama-sama dgn Sinergi dan Kolaborasi
• Interoperabilitas dpt diraih dgn membangun sebuah Bahasa yg Sama yg dimengerti oleh system-of-systems tsb melalui sebuah Standar
• Standar diperoleh melalui Transformasi, dan Litbang berperan besar dlm Transformasi ini
