FROM THE EDITORTo say that some humanoid and close encounter UFO cases

contain elements of "high strangeness" is to understate the matter.Some of the reports can only be described as "bizarre" and"incredible." We serve notice here that their inclusion in the Journaldoes not necessarily imply "belief" or acceptance, only a convictionthat such reports — when carefully investigated— deserve seriousconsideration in the attempt to unravel the baffling UFO mystery.Some may prove to be hoaxes, or hallucinations, but some may alsobe true and, therefore, the most important data of all. The wholepoint is that we won't know what to think without investigation, andwriting off such reports as "impossible" would substitutepreconception for scientific study. We do not intend to ignore closeencounters of the first and second kind, examples of which appear inthis issue, since they constitute the basis for even considering thepossible validity of CE-III cases. Even if we make the unlikelyassumption that all humanoid reports are false, there still remains alarge body of data establishing UFOs as a serious and importantproblem. We intend to explore al! facets of the UFO mystery in acontinuing search for the truth.

THE HUMANOID OF QUEBRADILLASBy Sebastian Robiou Lamarchc

On Tuesday, July 12, 1977,Senor Adrian de Olmos Ordonez, 42,was the witness of the strangeappearance of a humanoid 3.5 feet tall,from the gallery of his house where hewas resting between 8:30 and 9:00 atnight, in the town of Quebradillas,Puerto Rico.

This event was made widelyknown the next day by the principalradio stations and in the newspaper ElVocero. On Saturday the 16th, wesucceeded in having a long interviewwith the witness, and with theneighbors who were witnesses of thefinal part of the appearance, as well asmaking an excursion to the spot whereit happened. In our investigation wewere accompanied by our friend JorgeMartin, who, with his skill in drawing,was able to illustrate graphically thestatements of the principal witness. Wewill now put down the main statementsof Sr. de Olmos as to how theappearance occurred:

On Tuesday the 12th, around8:30 or 9 at night, I was on the balconyof my house, resting and taking thefresh air. Suddenly, something came upfrom the finca (farm) which is oppositethe house. There emerged from thedarkness of the place a very smallfigure, passing underneath the barbed-wire fence. At first I thought it was achild who was playing...but then Inoticed that he was a very strange beingbecause of his equipment...and Irealized that he was someone I wouldhave to treat cautiously. He came on,walking normally, up to the light — upto a street-light post which wasopposite the house. I then called to mydaughter Irasema, while he was movingcautiously to the post, which bore amercury light. I asked her to get me apencil and paper, to see if I could sketchthe figure. I told her to put on the light inthe room, but she made a mistake andturned on the outside light. Now the

"animal" was almost up to the lamp-post, but on seeing the light he wasfrightened. He looked up toward thelight, and I think that he was coming as iflooking for something — an energy orcurrent — because he was makingdirectly for the lamp post. In his righthand he had a small object that wasshiny. The light fell on the crystalhelmet that he wore, and showed that itwas a tremendous thing. Then, whenmy light came on, he started runningtoward the fence. He passed under thebarbed wire and then he stopped. Heput his hands on his belt, in front, andthere lighted up a box that he had on hisback, like a knapsack, producing asound like that of an electric drill, andthen he rose up and went away towardthe trees. The neighbors and my familyby this time had come out, and saw thelights going from one tree to another forabout ten minutes, after which theywere lost from sight.

Details Of the HumanoidThe strange being was 3.5 feet .

tall. According to the witness, he sawhim when he came out of the darknessof the farm directly opposite hisresidence. The humanoid bent overand passed under a barbed-wire fence,"walking normally, like a child." Hisproportions were normal except thathis arms were short. His whole bodywas covered with a green garment thatseemed to be "inflated by air," becauseit was not fastened to the body of thecreature. His head was covered by ahelmet of metallic appearance, whichon its upper part changed into a sort ofantenna, on the point of which "therewas a little light or flame." From thehelmet itself, of a lighter green than thegarment, there came out on each side"something that looked like pointedears." The helmet was joined to thegarment by a dark fringe at neck level.He had some kind of crystal (glass)from his forehead to his neck in front,

and it strongly reflected the light of thestreet lamp, making it impossible to seethe creature's face.

The h u m a n o i d wa lkedcautiously toward the lamp post,reaching within about 10 feet of it, andabout 30 feet from where the witnesswas. At this moment the witness wasable to note that the strange being hejdsomething "the size of a matchbox,shiny, ending in a point" in his righthand. Meanwhile he was looking fixedlytoward the lamp post. This action madethe witness think that the humanoidwanted in some manner to test, or take,electrical energy.

It was then that by a mistake, thewitness's daughter, Irasema de OlmosPadin, 16, lighted the bulb on thebalcony. Then the humanoid "startedrunning back to where he had comefrom," passed underneath the fencewires, ard stopped, turning his back tothe witness. He was able to note that onhis back, like a knapsack, the humanoidwore "a little box fastened on with twostraps," and that he had a tail which didnot reach the ground. (See thedrawing.)

Immediately the strange being"raised his hands to the belt — a wide,heavy belt — that he was wearing" andimmediately there lighted up, in the boxon his back, "two red lights and twoblue ones," giving the impression thatthey were turning. Between the twopairs of lights the box had "an openingor something." When the lights wenton, from the lower part of the objectthere emerged two downward-directedjets of light, which the witness says wereof the color of "welding-machinesparks." At the same time he heard ahumming noise like that of a smallelectric drill.

Next, the humanoid rose up inthe direction of the trees nearest thefarmhouse, to a height estimated as 10-12 feet. At this time the daughter of the

(Humanoid Continued)witness came out on the balcony aridwas able to see the lights coming outfrom the supposed propulsiveapparatus. Then the wife, DomingaPadin de Olmos, and the son, RafaelEdgardo, of the witness also cameoutside.

What Happened NextAccording to our inquiry, the

humanoid moved off horizontally,"lifting up his tail," and "likeSuperman," about 420 feet, thedistance at which are found the firsttrees on the farm. By this time a groupof neighbors had gathered, listening towhat Sr. de Olmos was saying. Amongthe neighbors there were: Marvel,Daniela and Josefina Gonzalez, Luis,Carlos, and Iris Cortes, MercedesMedina de Leon, Minerva, Betsaida andIvi Mena Lugo. All of them were able tosee, during the 10 minutes following,that the lights emitted by the box on thecreature's back "were jumping fromtree to tree," at times coming down tothe level of the ground. According tothe principal witness, they were able toobserve that there was another "similarlight, doing the same." This makes himthink that there was another "animallike the one I saw" which, according tohis impression, was "helping the other,"because he had had the impression that"the little dingus on his back wasn'tworking well" when it was lighted up,about 40 feet away from the witness.

Finally, the phenomenondisappeared, but not before all theneighbors had noted that the cattle ofthe farm had "gone crazy," runningfrom one place to another and lowing.Several dogs in the neighborhood,including the witness's bitch, "Luly,"were barking frantically at the darkfarm.

After a while, the policepatrolmen Jotinny Ramos and WilliamCastro arrived. They were the first of aseries of state police who arrived later.The excitement in the neighborhoodwas such that many mothers wereafraid that "they were carrying off4

children," for which reason the policestayed on guard until dawn.

The next day, the news spreadlike wildfire, and the place was invadedby a hundred curiosity-seekers, madeup in great part of the pupils of thetown's public school. The same day, thenews was given out by several radiostations, and was published in the dailypaper El Vocero on Friday the 15th.

In spite of extended investiga-tion, the local police have given noexplanation of the matter.

ObservationsAccording to Sr. de Olmos, the

nearby presence of the humanoidlasted only about a minute. Details suchas that the strange being "had only fourfingers" and that his feet "looked likethose of a duck" are of interest amongthe strange factors of the case, and maybe explained by the witness's faculty ofobservation, because he had a hobby ofdrawing.

Our investigation brought outthe fact that the witness is a reliableperson and is considered veryindustrious by all his neighbors. Hisbusiness consists of the distribution ofproducts for cattle, throughout theentire northeastern zone of the island.He had never been interested in UFOphenomena and similar subjects."Now," he said to us, "I believe in thosethings, and I intend to read up aboutthem."

As a consequence of hissighting, the witness had intestinaltrouble for two days, eating hardlyanything and easily irritated, especiallyby his wife, as she confirms.

The witness's son, RafaelEdgardo, 15, found next day trackswhich he thought had been left by thehumanoid. Another track left on theground near the street was destroyedby curious people and by rain before itcould be photographed. Ourinvestigation of the site 4 days after theevent found no physical traces, nor didwe find in the area any abnormalreading of magnetism or radioactivity.However, we must mention the finding

of a broken-off branch, in process ofdrying up, on the mango tree towardwhich, according to the witness, thehumanoid had made his way on hisincredible flight. This detai, had notbeen observed by the witness, whodoes not reject the possibility of itshaving been produced by the creature.

A neighbor woman, who doesn'twant to identify herself because of heradvanced age, remarked that onSunday the 10th, two days before theincident, she had seen a luminousobject fall in the same place, to whichshe did not give due attention. Thesame night as the humanoid, a farmer inthe region reported that all his cattlewere frightened by some unexplained

- happening, jumping at the fences andproducing many injuries.

ConclusionsAlthough in this case the

presence of an unidentified flying objectwas not reported, the case certainlycomes within the limits of UFOphenomenology. It seems that it couldbe a new aspect, such as occurredprincipally in the U.S. during the 1973wave (see Webb, 1973-Year of theHumanoids.) The case occursunconnected with a UFO case in ourcountry, with the exception of twoseparate cases reported in Caguas andRincon in April and May respectively.

The reporting of sporadic casesboth in time and in space seems to bethe predominant characteristicthroughout the whole world during1976 and 1977. Even so, many of thecases reported, such as the onepresented here, contain the samepuzzling aspects.

CLOSE-RANGE SIGHTING IN AFRICABy Cynthia Hind

Although the following incidentoccurred as far back as 18th May, 1958,I only recently came to hear about it,and after advertising in the localnewspaper, was lucky enough to be putin touch with the people concerned.

Ray Burl was in the Royal AirForce during the war and is a wellrespected member of the community.Besides, there were several witnesses,so one can hardly think that he pulledthis incident 'out of his thumb.' TheBurl's were living at the time at 5,Kirkaldy Road, Famona, which is one ofthe better suburbs of Bulawayo, inRhodesia. Mr. Burl tells his own story:

"I arrived back from Selukwe atabout seven in the evening and in duecourse my wife Yvonne and I went tobed. At about 10:30, Yvonne, who hadbeen reading in bed whilst I was dozing,suddenly sat up and asked me what thatnoise was. I had not heard anything, butshe described it as a 'rustling' noise,similar to paper being swished about. Iwas too sleepy to pay much attentionand rolled over and slept again.

"At 1:15 AM we were awakenedby one of our neighbors at the window. Iwas a bit alarmed because theseneighbors are three women with noman in the house and I immediatelythought that they were being disturbedby intruders hanging about. Anyway,that was not the case! They had beenup late entertaining one of the girl'sfiancee's and on coming out to see himaway, they saw a peculiar object in thesky, low down over our house.

"We got up and from thebedroom window could see the 'thing*.We put on our gowns and nippedoutside for a better look at it. It wasdifficult to establish an exact size andshape but it was roughly rectangularand about five by three feet indimension. It hovered over the house

and moved swiftly in both an horizontalplane and a vertical plane, all the timemaking this rustling noise together witha high-pitched vibrating sound. Wewatched it for a few moments and then Iran inside to fetch my torch, [flashlight-Ed.]. When I came out again, the objecthad disappeared. However, the six ofus waited and not long after, we heardthis 'swish-swish' again and sureenough, down came this strange thingin a spiral movement and once more,hovered over the house, not more than50-60 ft. up, if that. When it had come aslow as it seemed it would, 1 put the beamof the torch on it and lit it up slightly. It'sbelly was a dull metallic grey color, veryfaintly luminous. On the torch-lightstriking it, it shot off in an horizontalplane but I kept the beam on it. It thenrose vertically until the torch could nolonger hold it and finally shot off,climbing into the heavens anddisappeared in a southerly direction.

"It was an eerie experience andleft me ice cold. One of the ladies wassick to the stomach and heaved herdinner up and spent the rest of the nightbeing ill on and off —• nerves, I guess. Iam positive that it was nothing man-made and nothing that we know on thisEarth. It showed no lights and left notrail and except for the faint luminousbelly, was difficult to judge as to depth.It looked something like a book whichhad been opened in the middle and as ithovered, so the extreme edges of whatmight have been described as it's wings,fluttered in a manner similar to a hawkpoised before swooping. That is, therewas very little movement at all exceptfor the oscillating at the edges.

"We have, as is I supposenatural, had our legs pulled about it all,but when six adults see the same thingat the same time and are all of the sameopinion, my previous skepticismregarding space-craft, flying saucers,call them 'what you will* - exists no

longer; so now I think I have seen thelot. Next time, if there is a next time, Ihope we will be more prepared andhave a powerful spotlight together withcameras, etc. Unfortunately, althoughthe night was a very bright one, therewas moon at the time and this thingmerged easily with the darkness. Therewas not a breath of wind or thesuggestion of a breeze to keep anyother object such as a kite airborne andanyway, it's movements were too fastand sure and varied for it to have beenanything remotely resembling orapproaching a common or gardenkite!"

Subsequent to this "happening,"the Burl's baby daughter Gillian (Ginnyfor short) became ill. They could notunderstand what was wrong, but thechild kept on vomiting — everythingthat she ate came back as quickly as itwent down. They called in the familydoctor and he could not understandwhy the child was so thoroughlydehydra ted . Mr. Bur l , ra therreluctantly, then told the doctor of thefamily's experience on the Sundaynight, and the doctor becamesomewhat alarmed as he thought thesymptoms could have arisen fromradiation from the mysterious object.The reason for the sickness was neverpinpointed, but the child did recoverand has grown up into an attractiveyoung woman.

An interesting sidelight to thisevent is that in 1975,1 sent in a report toMUFON about a Dr. and Mrs. CharlesMorris who had an experience with aUFO on the Sinoia-Salisbury Road nearthe Dyke. The Dyke is a ridge of unevenheight running across a section ofRhodesia and known to contain severalminerals which are being mined. At 8:30on Thursday, October 30th, theMorris' noted a light in the sky, whichat that time was stationary. Theystopped the car to watch it and after a

AustraliaSHEEP FARMERS SEE UFO RENDEZVOUS

Two UFOs acting in concertwere observed March 30 in the hillsnear Albury, Australia, by ChristopherKloppenborg, 25, and his brotherGeoffrey, 22. The brothers weremustering the sheep about 7:30 AM on"Old Toonallook," their parents'property, when the sighting occurred.

"I was on the motorbike goingalong the top of the hill when I lookedacross the valley and saw a largeobject," Geoffrey said. "My firstthought was that it was a plane but thenI realized it was too close to the hills andit was stationary....It was very bright--achrome or mercury color and hoveringin the sky above a tree-lined hill. I leftthe sheep and rode down the hill to getmy brother Chris and told him to bringthe binoculars."

Christopher joined his brotherat the top of the rise, and could see theobject across the valley, casting ashadow on the hillside. They took turnsobserving it through binoculars forabout 5-8 minutes, then Geoffreyheaded back to the homestead to get acamera.

"1 realized with rather a shockthat it was an unidentified object,"Christopher said. "It appeared to haveblack shapes along its side but I'm notsaying whether they were windows ornot. We were looking at it from whatappeared to be the side and it seemedto be shaped like a short cigar."

As he heard Geoffrey returningon the motorbike, Christopher saw asecond object, smaller and shaped likea stingray, come over the top of thehiOs. "It swept in a slow arc, then turnedbeside the bigger craft. They both tookoff and headed east over bushcountry." As the objects moved off in

the distance, Geoffrey arrived, too lateto use the camera.

"As I was riding back to whereChris was," Geoffrey related, "I couldsee a second smaller object comingover the hills toward the big one. Itseemed to turn in front of the biggerobject and they both disappeared overthe hills to the east."

The boys' parentsfollowed Geoffrey to the valley in atruck, but arrived too late to see theobjects. Mrs. Kloppenborg said, "Whenwe got to the boys Christopher wasstanding there as white as a sheet. Allthe blood had drained from his face.They told us what they had seen, butwhen we discussed it later they askedus not to say anything as they wereembarrassed by what they had seenand didn't think anyone would believethem."

Reporter Richard Wil l i sinterviewed the boys separately andconfirmed that they were extremelyreluctant to talk about the experience.His story lead refers to an "eeriesilence" that prevailed during thesighting, but this point is not elaboratedon in the story. The fact that the largeUFO cast a shadow on the hillsideestablished its distance to be about onemile at that point.

while it moved around a small hill andtook off parallel to the road. The objectwas quite brilliant, and appearedelongated rather than round. It was intwo sections: a small front and a largerrear. There was a droning noiseassociated with it. It eventuallydisappeared in the distance. Mrs.Charles Morris is Mr. Burl's eldestdaughter!

THE SKY FOR MAY 1978Mercury — On May 9th, Mercury is atgreatest elongation west (26 degrees)but because of the unfavorableorientation of the ecliptic, the planet isonly 11 degrees above the horizon atsunrise at this time.

Venus — At sunset it is about 26degrees above the western horizon andsets about 2l/2 hours later. On the 5th itis 6 degrees north of Aldebaran and onthe 28th it is 1.6 degrees north ofJupiter.

Mars - Moving from Cancer into Leo, itis past the meridian at sunset and setsabout 5% hours later.

Jupiter — In Gemini, it is about 35degrees above the Western horizon atsunset and sets about 3 hours later. OnMay 28th it is 1.6 degrees south ofVenus.

Saturn — In Leo, it is past the meridianat sunset and sets at about midnight.

UFO RELATED INFORMATION FROM THE FBI FILE - Part 5

Green Fireballs, from sourcesother than the FBI file we know that bythe fall of 1947 the Air Force Intelligencehad decided that "flying discs" were realobjects.10*52 Later, in the summer of1948 a dominant feeling of theintelligence group working on the UFOreports was that they wereextraterrestrial. This caused them towrite the "legendary" estimate of thesituation mentioned by Ruppelt10*21 inwhich they argued that the discs wereextraterrestrial. When this "estimate"met with disfavor at the hands of Gen.Vandenburg, the intelligence groupbegan to tend toward explaining thingsaway in any manner possible. Also, as aresult of the standard militaryprocedure of transferring officers fromplace to place, and because of naturalattrition involving tours of duty, thepersonnel in the intelligence groupbegan to change considerably.

The new personnel wereapparently not as impressed with thereports obtained in 1947 and 1948, andso were not as likely to accept newreports as accurate descriptions of realphenomena. Thus they found it easierto explain reports by ignoring certainaspects of them and by stretchingmundane explanations (e.g., balloons,birds, etc.) to the limit of theircredibility. Consequently, by the end of1948 the idea that disc reports might bea manifestation of a truly newphenomenon was in disfavor, andinvestigations of such reports werehandled in a very low-key manner.

However, in December of 1948green fireballs began "threatening"certain highly restricted areas in the

southwestern United States. Reports ofthese fireballs were made by manycredible individuals, so by the end ofDecember, it was clear that a realphenomenon was being observed. Theintelligence group that had beeninvestigating flying discs was now givenanother job: to find out what the greenfireballs were and why they seemed tobe concentrated over certain areas.Moreover, the FBI was brought backinto the picture because of their interestin the protection of vital installations.The story of the fireball investigations(Project Grudge and Project Twinkle)can be found in detail else-where.53' M> 55> M I will present hereinformation received by the FBI whichindicates how the AF "felt" about thesephenomena.

The first document relating tothe green fireballs is dated January 31,1947, and it was filed under the heading"Protection of Vital Installations,Bureau File #65-58300." Because itprovides a good overview of the greenfireball-disc situation through January1947, I will reproduce it in full:

"At recent Weekly IntelligenceConferences of G-2, ONI, OSI, andF.B.I., in the Fourth Army Area,Officers of G-2, Fourth Army havediscussed the matter of 'UnidentifiedAircraft' or 'Unidentified AerialPhenomena' otherwise known as'Flying Discs', 'Flying Saucers' and'Balls of Fire'. This matter is consideredtop secret by Intelligence Officers ofboth the Army and the Air Forces.(Note: This sentence was underlined inthe original copy by the FBI agent whowrote it.)

"It is well known that there havebeen during the past two years reportsfrom the various parts of the country ofthe sighting of unidentified aerialobjects which have been called innewspaper parlance 'flying discs' and

'flying saucers'. The first such reportedfrom Sweden, and it was thought thatthe objects, the nature of which wasunknown, might have originated inRussia.

"In July 1948 an unidentifiedaircraft was 'seen' by an EasternAirlines Pilot and Co-Pilot and one ormore passengers of the Eastern Airlinesplane over Montogomery, Alabama(Note: Chiles-Whitted case, July 24,1948). This aircraft was reported to beof unconventional type without wingsand resembled generally a 'rocket ship'of the type depicted in comic strips. Itwas reported to have had windows: tohave been larger than the EasternAirlines plane, and to have beentraveling at an estimated speed of 2700miles an hour. It appeared out of athunderhead ahead of the EasternAirlines plane and immediatelydisappeared in another cloud narrowlymissing a collision with the EasternAirlines plane. No sound or airdisturbance was noted in connectionwith this appearance.

"During the past two monthsvarious sightings of unexplainedphenomena have been reported in thevicinity of the A.E.C. Installation at LosAlamos, New Mexico, where thesephenomena now appear to beconcentrated. During December 1948on the 5th, 6th, 7th, 8th, llth, 13th,14th, 20th and 28th sightings ofunexplained phenomena were madenear Los Alamos by Special Agents ofthe Office of Special Investigation:Airline Pilots; Military Pilots; LosAlamos Security Inspectors, andprivate citizens. On January 6, 1949,another similar object was sighted inthe same area.

"Dr. Lincoln La Paz, aMeteorologist (sic) of some note, has

(FBI Files, continued)been generally in charge of theobservations near Los Alamos,attempting to learn characteristics ofthe unexplained phenomena. Up to thistime little concrete information hasbeen obtained. There have been daytime sightings which are tentativelyconsidered to possibly resemble theexhaust of some type of jet propelledobject. Night-time sightings have takenthe form of lights usually described asbrilliant green, similar to a green trafficsignal or green neon light. Some reportsindicated that the light began and endedwith a red or orange flash. Otherreports have given the color as red,white, blu-white (sic), and yellowishgreen. Trailing lights sometimesobserved are said to be red. Thespectrum analysis of one light indicatesthat it may be a copper compound ofthe type known to be used in rocketexperiments and which completelydisintegrates upon explosion, leavingno debris. It is noted that no debris hasever been known to be locatedanywhere resulting from theunexplained phenomena.

"Recent observations haveindicated that the unidentifiedphenomena travel at a rate of speedestimated at a minimum of three milesper second and a maximum of twelvemiles per second, or a mean calculatedspeed of seven and one-half miles asecond, or 27,000 miles an hour. Theirreported course indicates that theytravel on an East-West line withprobability that they approach from theNorthern quadrant, which would be thelast stage of the great circle route if theyoriginated in Russia. (Note: comparethis with the information supplied to theStamford, Conn., office about thepossibility of orbiting atomic bombs in1947 presented earlier.) Whenobserved they seem to be in level flightat a height of six to ten miles and thustraveling on a tangent to the earth'ssurface. They occasionally dip at theend of the path and on two occasions adefinite vertical change in path wasindicated. These phenomena have not

been known to have been sighted,however, at any intermediate pointbetween Russia and Los Alamos, butonly at the end of the flight toward theapparent 'target', namely, Los Alamos.

"In every case but one the shapeof the objects has been reported asround in a point of light with a definitearea to the light's source. One reportgives a diamond shape; anotherindicated that trailing lights areelongated. The size is usually comparedto one-fourth the diameter of the fullmoon, and they have also beencompared in size to a basketball withtrailing lights the size of a baseball. Onno occasion has sound been associateddirectly with the phenomena, butunexplained sounds have beenreported from Los Alamos. On twooccasions reports have been receivedof the sighting of multiple units. Somenine scientific reasons are stated to

. exist which indicated that thephenomena observed are not due tometeorites (sic). The only conclusionsreached thus far are that they are eitherhitherto unobserved natura lphenomena or that they are man made.No scientific experiments are known toexist in this country which could giverise to such phenomena."

About two months later, the FBIheadquarters received fur therinformation about the status of thefireball investigation.58 In this report theFBI agent reemphasized the secretclassification and pointed out that "G-2,4th. Army, has now advised that theabove matter is now termed'Unconventional Aircraft ' andinvestigations concerning such mattershave been given the name 'ProjectGrudge'." The report mentioned thatthe USAF Air Materiel Command hadthe primary responsibility forinvestigating the "Green fireballphenomena" and that "since December5,1948 there have been more than tenincidents analogous to the 'greenfireballs' described above and sometwenty others with miner (sic)deviations, from the above. It is alsopointed out that the only sitings (sic)which had occurred seemed to have

been confined to the Los Alamos, LasVegas, and West Texas Triangle."

The report stated that onNovember 1, 1948, higher Militaryauthorities claimed that the Air Forceadvised that sightings occurredperiodically and that "another period ofsitings (sic) was then imminent." OnFebruary 14, 1949, "higher militaryauthorities advised that it was believedthat ultimately it would be found thatthe phenomena in question have anatural explanation." The report alsomentioned some sightings aroundCamp Hood, Texas, in early March andstated "There appears to be reason tobelieve that the above-mentionedphenomena (i.e., "flares" near CampHood) may be connected with secretexperiments being conducted by someU.S. Government Agency as it isbelieved that the United States isfarther advanced in guided missiledevelopment than any foreign power."It is interesting to note thereappearance of the "secret U.S.device" as an explanation that mightappeal to the intelligence community.This suggests that there was no doubtthat the phenomena were real, andtherefore the intelligence community,or at least part of it, felt the objects mustbe man-made.

FBI Policy Restated. Theupsurge in AF interest in unidentifiedaerial phenomena in late 1948 and early1949 resulted in a re-statement of theearlier policy by the FBI. The policyafter October 1, 1947, was set bybulletin #57 of that year: "All futurereports connected with flying discsshould be referred to the Air Forcesand no investigative action should betaken by Bureau agents." The lack ofUFO reports during late 1947 andthroughout 1948 (there was one goodreport in 1948 in the section of the filethat I have) indicates that the FBIagents were following instructions verywell.

Early in 1949 it became clear tothe FBI that the Air Force was takingreports of anomalous phenomenaseriously, as was indicated by the.publication of a document dated

February 15, 1949 and entitled "AirIntelligence Requirements Memoran-dum Number 4" which was signed byGeneral C.P. Cabell, Major General,USAF, Director of Intelligence, Officeof the Deputy Chief of Staff,Operations. This document was aprototype sighting form which had atwofold purpose: (a) to enunciatecontinuing Air Force requirements forinformation pertaining to sightings ofunconvent ional a i r c ra f t andunidentified flying objects, including theso-called "flying discs" and (b) toestablish procedures for reporting suchinformation. Any information obtainedwas to be submitted on AF form 112 (asighting form) which could be filled outby the observer.

The Requirements Memoran-dum, which was marked restricted, wasapparently to be filled out by the personinterviewing the witness (i.e., by anagent of the Air Force, FBI, CIA, orwhatever) and, along with the usualquestions about time, location,directions and duration of sighting,appearance, etc., it included questionsthat would pertain to details aboutaircraft (wings, aerodynamic list offuselage, type of propulsion, visibleexhaust, existence and location ofstabilizers, air ducts, slots, etc.) andquestions that pertained to theobserver (hobbies; ability to determinespeed, color, angular size; reliability asdetermined by acquaintances, policeand FBI records, and the employer).

This memorandum wascirculated to the CommandingGenerals of the Major Air Commandsthroughout the world, all U.S. AirAttaches, the Director of the CIA,Special Assistant for Research andIntelligence of the Department of State,Director of Intelligence of GSUSA, theChief of Naval Intelligence, theCommandant of the U.S. Coast Guard,and the Director of the FBI. The receiptof this memorandum, plus theconfidential information from theResident Engineer at Oak Ridgereferred to in a previous section ofthese papers, plus the green fireballflap, resulted in the followingmemorandum from Mr. Fletcher to Mr.

Ladd converning "FLYING DISCS"(March 14, 1949):5'

"The approval of the ExecutivesConference is requested for theattached SAC letter furnishing to thefield the type of information desired bythe Intelligence Division of the AirForce in connection with the captionedmatter (flying discs). You will recall thatby Bulletin #57, Series 1947, datedOctober 1,1947, the field was advisedthat effective as of that date the Bureauhad discontinued its investigativeactivities in connection with flying discs.The field was advised that all futurereports concerning this matter receivedin the field should be referred to the AirForces.

"Mr. E., (name crossed off)Resident Engineer, Air MaterielCommand, Nuclear Energy for thePropulsion of Aircraft Research (Note:Project NEPA), Oak Ridge, Tennessee,has recently and confidentially advisedthe Bureau that flying discs are believedby the Air Force to be man-mademissiles rather than some naturalphenomenon and that as much as fouryears ago it was learned that some typeof flying discs were being experimentedupon by the Russians. It was furtherdetermined from Mr. E. that most all ofthe flying discs seen by persons in theUnited States approached this countryfrom a northerly direction and returnedin the same direction, indicating thestrong possibility that they are comingfrom Russia.

"The Department of the AirForce has furnished to the Bureau asufficient number of copies of amemorandum dated February 15,1949captioned "Unconventional Aircraft"which can be furnished to our fieldoffices. At the present time this Bureauis conducting no investigation ofinformation received in the field relatingto the captioned matter. It isrecommended that the attached SACletter and enclosure be forwarded tothe field to advise them of the type ofquestions to be asked of persons whovoluntarily (underlining by presentauthor) submit information relative to'flying discs'. Although no activeinvestigation will be conducted by the

Bureau, it is believed that the captionedmatter is of sufficient importance to theinternal security of the country that ourfield offices should secure as muchinformat ion as possible f romcomplainants in order to assist theDepartment of the Air Force."

The attached letter to SpecialAgents in Charge (SAC) was acceptedand published as SAC Letter #38 onMarch 25, 2959. The letter read asfollows:"

"Your attention is directed toBureau Bulletin #57, Series 1947, datedOctober 1, 1947, relating to thediscontinuance of investigation by thisBureau in matters concerning flyingdiscs. For your confidentialinformation, a reliable and confidentialsource has advised the Bureau thatflying discs are believed to be man-made missiles rather than naturalphenomenon. It has also beendetermined that for approximately thepast four years the USSR has beenengages in experimentation on anunknown type of flying disc. TheDepartment of the Air Force hasfurnished to the Bureau the attachedmemorandum classified "restricted"dated February 15, 1949, entitled"Unconventional Aircraft". Thismemorandum is being furnished to youin order that all agents assigned to youroffice can be informed of the type ofinformation desired by the Air Force inthis matter.

"As set forth in Bureau Bulletin#57, referred to above, no investigationshould be conducted by your officerelative to flying discs, however, theattached memorandum should bereferred to in securing data frompersons who desire to voluntarilyfurnish information to your officerelating to flying discs, (signed, JohnEdgar Hoover, Director)."

This letter, which was referredto several times in later years, forms thebasic core of FBI policy: don't go outand try to obtain UFO information, butif someone volunteers it, here are the

(FBI Files Continued)questions you should ask. It isinteresting that the informationfurnished by the Resident Engineer (theconfidential source) was used as thejustification for this letter. The Residentengineer had himself admitted that hewas not directly involved with the A.F.UFO investigation, yet he wasconsidered to be an authority.

1949 UFO Cases in the FBIfile. The next interoffice memorandumof interest in the portion I obtained waswritten in March 1950. Therefore, tomaintain the historical order ofpresentation, I will turn from thecollection of memoranda to thecollection of good UFO cases onceagain. As pointed out before, 1948 wasa dry year for UFO cases as far as theFBI was concerned. (According toProject Blue Book Special Report #14the Air Force received 205 reportscaused by an estimated 143 objects;some were foreign reports. Thisnumber of reports can be comparedwith 117 in 1947, 395 in 1949 and 306 in1950, some of which were from foreignsources.) However, in 1949 thingspicked up again. Perhaps the FBIagents forgot they were supposed tokeep out of the UFO business.

In January and in March the FBIreceived brief reports of bright objectsover Kirtland AFB near Albuquerque,N.M., and at the Killeen Base nearCamp Hood, Texas. These reportswere not investigated by the FBI. Areport which was investigated will nowbe presented. On May 3, 1949, J.E.Hoover received a letter from theSpecial Agent in Charge (SAC) at LosAngeles which stated:61 "A reliable andconfidential source has recentlyadvised this Bureau that during the firstpart of April, 1949 (name blankedout) Hollywood 27, California, hadinformed him that three employees ofthe Department of Recreation in Parksin the city of Los Angeles had noticedobjects in the sky which appeared to beflying discs. The above information isbeing furnished to you for whatever

action you desire and no investigation isbeing conducted relative thereto by thisBureau. "Although the SAC did notinvestigate this case he apparently tookmore than just a passing interest in thenext case in the FBI file, for he wroteabout it to headquarters on May 13,1949. This letter also indicates that theFBI was "plugged into" the news media.The letter follows:62

"On May 5, 1949, Mr a.eporter for the Sun-Star newspaper,Merced, Cal., advised Special Agent....(call him SA) that his paper had beencontacted by Lt. Col IntelligenceOfficer, Castle Air Force Base, Merced,Calif., relative to any reports that thenewspaper might have receivedconcerning "flying discs" in the Mercedvicinity. Mr stated a close friend ofhis, one 12-A Langdon Villa,Merced, had advised him that he hadobserved a strange object, and as he isin the Air Corps Reserve, he reportedsame to the Intelligence Officer atCastle Field.

"On the same date MrDetachment Commander, Office ofSpecial Investigations, Castle Air ForceBase, Merced, Cal. advised SA that hehad heard that an individual hadreported seeing a "flying disc" to theIntelligence Officer at the Base but thatthe Intelligence Officer had notfurnished the information to him.Mr later on the same datecontacted SA and exhibited a letterwritten by Lt. Col., USAF,Adjutant (Intelligence Officer) toCommanding General, Air Material(sic) Command, Wright-PattersonAFB, Wright Field, Ohio. This lettercontained a statement given by Mr(the witness who was a friend of thenewspaper reporter and who was in theAir Corps Reserve)...which read asfollows:

'I had occasion to step from myhome, located approximately one milewest of the town of Merced, on thenight of April 4, 1949, at approximately2220 (i.e., 10:20 P.M.). My attention wasdiverted to a clicking noise ofconsiderable intensity. I stopped on thesidewalk about 20 feet from the frontsteps and recognized the source of this

clicking to be in the sky in an area about40 degrees from the surface of the earthin an easterly direction. The skycondition was 20000 thin broken (i.e.,thin clouds at about 20,000 feet) with 12miles visibility and surface winds werereported as north nine M.P.H. at CastleAir Force Weather Station. My home isapproximately seven miles south ofCastle AFB and in an area somewhatsheltered from surface winds, and noappreciable surface wind was apparentat the time the aural observation wasmade. After about ten seconds oflooking into the area describedpreviously as being the source of thissound, an object was observedblanking out stars in describing a flightpath in a west or northwesterlydirection. Only one object wasapparent, its shape can be described asonly a solid mass. Its size can beestimated as four or five feet in diameterin keeping with an estimated altitude ofconsiderably less than 1000 feet. Colorwas shown by the reflection of groundlights on only two occasions, and itappeared to be dull surfaced, lightcolored metal. The only ground lights ofintensity were a row of street lightsbehind me one half block which leadsme to believe the under surface of thisobject to be curved in shape.

'This object when first sighted,was moving very slowly in a west ornorthwesterly direction. I wouldestimate that I had it in my range ofvision for 35 seconds, after havingheard it about ten seconds beforelocating it. It passed on beyond thehouse and maneuvered through an arcof turn to the left of about ninetydegrees. The clicking sound wascontinuous throughout this rum,however, it became louder as itreturned on its new heading of south orsouthwest. On its return the clickingsound became louder, but I was unableto see at this time. The clicking stoppedwhen it was at its greatest intensity andappeared to come from a positiondirectly over head. I was unable to seethe object after the sound stopped.

'This clicking sound retained thesame pitch and speed throughout the

entire course observed, but intensityvaried. There was no whistle or roar,but only the clicking noise which mightbe compared to beaters of a homemixer that were not properly meshed.No lights or flame were observed duringthe entire course with exception of theprevious described reflections twice.No exhaust trail was distinguishable.My dog was with me and directed herattention in the general direction of thisobject's flight throughout its course.She had been romping with me oncoming out of the house but withoutspoken word stopped and directed herattention on to (sic) the previouslydescribed area. The clicking soundmight not have been unusual to the dog,but there is a possibility of sounds onwave lengths discernable only to thedog being emitted.' (Note: this ends thereport of the sighting.)

"It is to be noted that (thewitness) is a member of the ActiveUSAF Reserve with the rank of Major.He had attained rating of pilot in August1941 and has approximately 2200 hoursflying time. During his active dutyperiod in WW2 he stated that he hadconsiderable night flying experience inconnection with his mi l i ta ryassignment. The Intelligence Officer inthe above mentioned letter made thefoDowing statement. 'An attempt tolocate other witnesses in the area orthrough the local newspaper provedunsuccessful.'

"The above is being furnishedfor the information of the Bureau."

The preceding report, which islisted as unidentified in the Air Forcefile, has been presented in full becauseof the interesting details (clicking,animal reaction) and also because itindicates that FBI agents wereinterested in UFO reports and obtainedinformation for the FBI in spite ofHoover's order to avoid UFOinvestigations. Other 1949 cases are asfollows:

• Teletype report of sightingsfrom Ogden, Logan, andTrenton, Utah; April 5, 1949;initially identified by the Office of

Special Investigations (OSI) aspractice bombing missions.

• Letter from SAC, Little Rock,which shows that the FBI agentinterviewed a Ft. Smith,Arkansas, resident about asighting made while theobserver was stopped at anintersection on April 16, 1949.The SAC letter to the FBIheadquarters stated that "theoffices of OSI and MID havebeen notified....".

• A letter with newspaperclippings enclosed concerning"what has been described as aflying disc sighted at Radford,Virginia, on May 12,1949." TheFBI agent made it clear in hisletter that he had not talked toany of the witnesses.

• A letter from SAC, NewOrleans, which informed theBureau that the Office of NavalIntelligence had receivedreports of "single discs" whichhad been seen travelling overNew Orleans on May 18,19, and23. The Navy informed theBureau that Army Intelligencehad investigated these cases(which, however, are in the AirForce file).

• A copy of the official Navyreport made by Lt. Shell of asighting of several "discs" whileflying in an airplane in southernOregon on May 27. For part ofthe time the objects were at alower altitude than he and hecould see them "outlined againstthe bluffs" which were about 10miles away. The Air Force leftthis case unidentified.

• A teletype referring to a sightingmade in Canada which wasreported to the Air Force inNebraska.

The last 1949 case in the portionof the FBI file that I have concerns apilot sighting in West Virginia. The FBI

document contains a letter to the OSIwith a summary of this case, but, sinceit is not listed in the "table of contents"of the Project Blue Book microfilmrecord, it may never have reached theappropriate Air Force authorities.Since, therefore, it may not be availablein any collection of cases, I ampresenting it here in full.

According to the cover letterfrom the FBI agent who received the •information, Mr. ...(name crossed off)gave a letter to the resident agent atCharleston, West Virginia. "Mrstated that after writing the letter, hedid not know whether it would be of anyinterest to the FBI and decided thatinstead of mailing it directly to theBureau at Washington, he wouldcontact the local agent and turn it overto him if it were thought it would be ofinterest to the Bureau. Mr statedthat he has set out the complete detailsof this incident in his letter and thatthere is nothing further that he can add.He further stated that he is certain thiswas not a mirage and that it actuallyoccurred. No further action is beingtaken by this office unless specified todo so by the Bureau." The letter fromMr is as follows:

"An incident happened thisafternoon (9/25/49) which afterconsideration I felt I should report. Imost certainly do not want this incidentdisclosed, as I do not want any publicityconcerning it. If you regard it of nospecial interest to the F.B.I, pleasedisregard this correspondence. I wasflying from Clark Field to Parkersburg,W.Va. this afternoon and about fourmiles airline, southwest of ParkersburgI suddenly noticed a bright yellowobject coming directly toward me. Itcame at me with such speed, added tomy 100 nxp.h. forward speed that itstartled me and had passed by in amatter of a couple of seconds. But itpassed by about 100 feet under my shipand about 50 feet to my right, andbecause of the dark green backgroundof the forests below I was able to get avery clear outline of the object, and

At 1:22 AM on'the morning ofMarch 6, 1977, Douglas Kriese, asecurity guard in Sylmar, calledSKYNET. He had been referred by theVan Nuys Police Emergency Board.

Mr. Kriese was wide awake(which I was hot). As his excited voicedescribed an apple-red UFO which hadlanded in a field near his security booth,I managed to pull myself awake and payattention. The object had come downout of the west over some low hills,Kriese stated. He had watched it forseveral minutes. Awed by the sight, hehad managed to come back to his boothand phone the police, in the hope ofgetting additional witnesses before theobject decided to leave. Since a UFOlanding does not fall within apoliceman's notion of "safeguarding thepublic safety," he had been referred toSKYNET.

As Kriese talked, he explainedhe could not see the object from hisbooth, since large buildings werebetween him and the adjacent fieldwhere the object had perched. I askedhim to check and see if it was still there.He returned within a couple of minutesand told me excitedly the object was nolonger there. He couldn't figure out howit had left without his seeing it. Also,another guard, employed by the sameprivate security patrol was with himhaving stopped by for a regular check-in. I suggested he go with his buddy tosee if the object had left imprints orother traces. Shortly afterward, Kriesecalled back, rather breathlessly. He andhis buddy had found a circular place inthe field where the weeds were sparseand mashed down.

It is necessary to interject therethat landing reports are uncommon inthe Los Angeles area, and even in thoserare cases where a UFO deigns to situpon our local earth, it almost always

displays a maddening penchant forleaving no traces whatsoever.Therefore, on the strength of Kriese'sstatements and his seeming reliability, Icontacted Morrey Allen, anotherMUFON investigator. We met at thesite of the reported landing atapproximately 3:00 AM.

By the light of flashlights and awesterly moon, we poked among theankle-high mustard weeds which grewlushly in the large, flat field east of theglass manufacturing plant which Kriesewas guarding. His buddy was notavailable for interviews, having beencalled away on his regular guard-dutyrounds. We made a careful survey ofthe "landing site" and at the same timean hour-long interview with the witnesswas recorded.

The site was about 200 feetnorth of a low, sloping hill, part of asystem of hills which climb up into theLittle Tujunga Canyon area. Theaffected patch was roughly 15 feet indiameter, and within its irregularperimeter were crushed mustard weed.There were no marks of landing gear,no residue traces, burned patches, etc.

On the southern portion of the"landing spot" were footprints whichmatched the distinctive sole of Kriese'sboots. He stated that he had, indeed,stepped over the perimeter at thatpoint. Other partial footprints of thesame type were found on the easternsection of the site, but Kriese deniedhaving walked in that area, since I hadwarned him over the phone not todisturb the spot in any way. There wassome evidence that a rock and clumpsof dried, surface soil had been scuffedaround, but there was nothing whichwould suggest that a blast of air,propulsion gases, or anything haddisturbed the earth.

The landing site did not fall intothe category of a first-rate trace case,

but as I have said before, in the LosAngeles Basin area we take what wecan get. Kriese seemed to be a reliable,balanced individual. He was 18 yearsold and had been a security guard forabout three months. He had a high-school education, was well-spoken, andit did not seem that the incident was ahoax or a mistaken identification of anykind.

When the object was first seen,Kriese stated, it was 1:05 AM. Theapparent size was that of a full moon,and it glowed red-orange as it droppedsteeply down out of the sky over the lowhill to the southeast. He lost sight of ittemporarily as it disappeared behindone of the plant's large buildings. Sinceit seemed to be on a landing trajectory,Kriese walked south through the plantproperty. Through an opening betweenbuildings, he saw the object sitting on,or hovering close to, the field, about 300feet from his vantage point. He did notapproach it closer. He felt frightened.He could discern a low-pitched humwith an accompanying sensation ofwarmth. He stared at it for about 5minutes.

In this aspect, the object was"apple-colored" or dark reddish-orange. It was dimly lit by a dull glow,which wavered in a peculiar mannerwhich Kriese had trouble describing.The bottom, colored portion wasroughly the proportions of a "tuna can,"and reflected its dark glow over theadjacent landscape. On top of the "tunacan" was a high, transparent dome,made visible by the light of the brightmoon. Through the glass-like dome, thelandscape showed clearly.

Investigator Allen returned tothe site of the alleged landing the nextmorning and photographed the circularpatch, the battered weeds, and thefootprints. In the meantime I had, withgreat difficulty, located a geiger counterat a local university, and Ron Olch andAllen checked for radiation at the site.Readings were background level,normal.

We gradually became convincedthat the "landing spot" was nothingmore than a natural, bare place in the

field and that Kriese and his buddy hadsomehow mashed the sparse weed inthat area in their search for the placewhere Kriese had seen the object land.We felt it was possible that the youngguard had, indeed, witnessed the nearapproach of an apple-red UFO, asdescribed, but failing to find definitemarks or imprints which could provehis story, might have manufactured hisown "traces".

However, Allen did find an L-shaped swath of wilted vegetation,mainly mustard weed, which seemed tocut a fifty-foot path northward from thebottom of the low hill over which theUFO had reportedly flown in itsapproach toward the field. The swathwas in line with the location whereKriese saw the object stationary in thefield. Most important, Kriese was notaware of this blighted section, and itspresence seemed to indicate thepossibility that an object, emittingsomething which would wilt vegetation,had indeed swooped down the hill verylow to the ground.

Samples were taken of theblighted vegetation within the swath.The weeds were brown and showedevidence of bad damage. I sent them toa Carbon-14 dating lab at a major

university. (Readers will wonder at thispoint wny such action was taken. Thepresence of abnormal counts ofCarbon-14 has never before, to myknowledge, come up in anyinvestigation of UFO landing sites.Shortly before the Kriese sightingoccurred, a qualified Carbon-14 datingresearcher had offered help in any UFOlanding case which might use theseservices. This researcher hadsuggested the following, seeminglyoriginal, idea.

"What I propose to do iscompare the activity of the C-14found in a standard to a sampleexposed to a UFO. Theunderlying purpose of this is todetect the presence of a largethermal neutron discharge, thatcould possibly reflect the energysource of the craft. As in some

. common nuclear energygenerating modes, thermalneutrons...are given off invarying degrees. C14 is theresult of the following reaction:[Chemical formula deleted here.Ed.] Unfortunately, N14 is not a

terribly good receptor ofthermal neutrons, but if thereare large amounts of this type of

radiation a noticeable amount ofC14 might be produced. So, forthe love of the unknown, let'sgive it a go!"Would to God all scientists wereas open-minded and helpful!)

While the researcher 's"counters" were clicking away in thecarbon-dating lab, we continuedexploring the alleged landing location:The entire area including hill andblighted swath were photographed andsketched, and the results werecompared with a topographical mapobtained from the U.S. GeologicalSurvey.

About 3 miles due north of theplace where the object reportedlylanded is Lopez dam, an irregularly-shaped water reservoir about % mile inlength. About 2% miles to the southeastlies the giant Hansen Dam flood controlbasin. About 1/3 mile to the southwestis San Fernando Airport. The incidenthad occurred at the edge of thepopulated section of Sylmar. The onlyresidences within a mile on any side(except for the manufacturing plant) isa trailer park, but this does not

Main power lines run parallel toFoothUl Blvd. (Grant Blvd.) midwaybetween the airport and themanufacturing plant. If, indeed, theobject reported by Kriese was a UFO, ithad chosen a place perfectly suited forprivacy, adjacent to the two earthresources seemingly sought by itskind — electricity and water.

The area was thoroughlychecked for additional witnesses to thesighting, but none could be located.However, a young boy who lived in theadjacent isolated hills rememberedseeing a white object with a glowing redbottom traveling through daytime skiesover the area a few days before Kriese'ssighting, and from the same field wherethe young guard had seen his objectland. Significantly, this young witnessmade his report and sketch withoutever knowing the shape of the objectKriese had described. (See twosketches accompanying this article.)

Many dozens of hours were putin by the three investigators on thiscase. Several other researchers in thearea contributed advice andconsultation. In view of thecontradictory evidence pro and con,was it merely an exercise in frustration?Was it all for nothing?

The eagerly-awaited resultsfrom the carbon-dating lab finallyarrived. The results of the carbon-14counting process showed no distinctivenumerical value, as compared tocomparison samples tested. Theresults indicated there was no nuclearactivity, especially in the form ofneutrons in the immediate area of theblighted swath of vegetation. However,as our Carbon-14 researcher pointedout, this analysts does not in any waydeny the fact that there was a truelanding or close approach. It wasmerely an attempt to prove one of themany effects that might happen at alanding site.

Almost a week after the landingreport, it was noticed that thevegetation in the wilted swath wasreviving and, indeed, was fresher,bigger, and more lush than surroundingvegetation. Also at this point, Allennoticed that adjacent areas ofvegetation now were becomingblighted. What this meant wasunknown. Was it all a set ofcircumstances? Was the "blight" andregrowth merely part of the natural lifecycle of mustard weed?

As in so many other UFO cases,we are left with a dilemma. Was theobject Doug Kriese reported a trueUFO, making a landing for its ownunknown purposes in an isolatedsection on the edge of Sylmar? Or wasthe entire incident a hoax or a mistakeon his part?

It is my measured opinion thatsomething possibly was seen asreported, and that the object hoveredor landed without leaving measurabletraces. It is worth putting into theliterature because the Kriese casepoints up an entirely new idea andscientific process which might add toour knowledge of UFOs in the future.

Some landing traces involvematerial containing carbon — such asvegetation, tree limbs, and carcasses ofanimals. Carbonaceous materialshowing evidence of having beenaffected by a UFO could be tested forabnormal C-14 content according tothe method described above. Anabnormal C-14 count found in suchmaterials could indicate the presence ofa large thermal neutron discharge,

which could possibly give some clue tothe energy source of that particularUFO.

In the field of UFO research,where nothing is certain, and almostnothing is known, we need all the helpwe can get.

A CLOSEENCOUNTER

OF THE FIRST KIND

It was a warm spring evening ofApril 15,1975, when at exactly 9:23 PMEd Handley looked up from his carwhich he was washing in his front yarddriveway in San Jose, California. Hewas attracted by a light in the southwestsky, toward Los Gatos, that seemedfamiliar to him, so he thought at first theobject was moving slowly across thedarkening sky between himself and theSanta Clara Valley foothi l ls ,perpendicular to his line of sight. Hethought it was a Navy P2 Orion from itsslow speed and bright light.

Suddenly, it turned at a rightangle and headed straight towards him.He was really scared by its protrudingbeam of light pointed toward him, aswell as the ever growing realization thatthis was really not an airplane at all!Finally, after 10 to 11 minutes ofcontinuous slow motion it stopped

He was so excited by then thathe dashed into his house to grab hisbinoculars, while at the same timeyelling to his mother to come outsidequickly. (Ed works as a science teacherin the San Jose Unified School Districtand previously did not believe inUFOs.) By the time he got outsideagain, the large object had movedslightly closer, now directly over hisfront lawn. By then a neighbor family offive were also outside gaping skyward.

The object itself was estimatedby Ed as about 90 feet in diameter, witha protruding cabin-like structure risingno more than 10 feet above the discshape. Besides the one beam of lightpointing out into the night, an orangeglow was seen around the edges of thestrange craft. Ed was by then passinghis binoculars around to the excitedgroup. What they saw is depicted in theaccompanying illustration. (You might

ask why he did not take a picture, buthe simply stated his camera was out offilm and was normally outfitted fordaylight shots anyway.) In addition tothe glowing disc, red spark-like materialcould be seen dropping off theunderside of the craft, disappearingabout 6 feet down, much like the dyingembers of a July fourth skyrocket. Butthis particular brand of fireworks wasabsolutely silent! The perfectly whitelight beam, poking out from the UFO,moved up and down forming an arc on acircle with a small subtended angle.

Finally, a little over 5 minutesafter the close encounter began, theUFO started to oscillate: Then, within avery short time, it shot straight up —disappearing within a matter ofseconds, last seen as a tiny starlike spotin the heavens.

After catching his breath, Edwanted to share his "discovery" withmore than just his neighbors, so he triedto communicate with the press and the

police first, but with little success. Bothof these stalwart community agencieslaughed at him, would not take himseriously, and even refused to take theinformation which he offered to givethem. So, he went elsewhere, to theAlameda Naval Air Station, in the SanFrancisco Bay Area, but they claimedtheir radar was broken during the timeof his sighting. After calling severalother locations, such as VandenburgAFB, Ed just gave up. Finally, therewere no physical or emotional effectson either himself or the 6 otherwitnesses and no evidence, left at thesite — truly a close encounter of thefirst kind.

I was flying a compass course of60 degrees, and the rocket wastraveling almost west at 240 degrees.

It happened at 2:45 P.M. on theabove date.

The visibility was exceptionallygood, about 30 miles.

The yellow object looked verysharp and clearly outlined because ofthe dark green background.

If you will refer to theHuntington sectional aerial map thisobject was sighted over a very smalltown named Lubeck, which is about 4miles direct (sic) west of SouthParkersburg.

It appeared to have spent itsforce and seemed to be droppingslightly as it passed by, or had been firedor launched from a higher altitude thanthe altitude I was flying.

My wife was with me but she didnot see the object, and I did not tell herof the incident until we landed atParkersburg."

The next report in the FBI files isan official Navy document concerningseveral sightings in Kodiak, Alaska inJanuary 1950. One of these was a radar-visual sighting. Since it is not found inthe Air Force file I will present it in thenext installment, along with thecomplete answer to Hoover's March1950 question "Just what are the factsre 'flying saucers? A short memo as towhether it is true or just what the AirForce etc. think of them."

Reports received from HaroldFulton, New Zealand Director forMUFON, indicate considerable recentUFO activity in the Rongotea,Palmerston North, Havelock Northand Foxton Beach Areas.

A sighting of special interestoccurred on September 17-18, 1977 at12:15 AM when an 18-year-old woman,Wendy Lovejoy, watched a UFO ofunusual configuration following her carfor about 2 minutes. Miss Lovejoy wasdriving northeast along Rongotea Roadtoward the township of the same namewhen she noticed the object shining inher rear view mirror and continueddriving, afraid to stop.

The object was a double trianglewith curved apexes intersecting eachother (see witness* sketch).1 Theinteriors of the triangles were dark, butthe edges were glowing bright orange."It would move slowly from left andthen to the right. The frames of thetriangles would sparkle like somethingdoes when it gets an electric shock,"stated Miss Lovejoy. It disappearedfrom view after 2 minutes as sheapproached Rongotea township. Shedid not see the manner of itsdisappearance. She returned her eyesto the road momentarily, and when sheglanced back again for the fourth time itwas gone.

Harold Fulton, who conductedan intense investigation into the case,was impressed with the good sense andcoolness displayed by the witness.Although she was somewhat frightenedby the odd object, she continued

driving, meanwhile trying to determinewhat it was. "I thought of someelectrical fault in the car somewhere ormaybe a reflection, but the car was stillrunning normally, the dash gauges wereoperating as normal , and so noreflection was produced from the car. Islowed down the car...to get a goodlook at it because the object was sosimple, clear, bright and close," shewrote on her MUFON sighting form.She estimated the UFO was only about20 feet from the rear of her car at itsclosest point.2

Upon arriving at Rongotea, sheexamined the car carefully, but couldsee no effects from the close encounter.However, she herself felt "unwell" fortwo days afterward, possibly a result ofshock and excitement.

No apparent size was given forthe object, but it was seen against thebackground of an overcast sky. Theclearcut shape and clouded skypreclude any astronomical interpre-tation. Also, in Mr. Fulton's opinion, noother ordinary explanation seemstenable.

Although this is a one-witnesssighting, possible corroboration existsin an earlier sighting on September17th, when a Palmerston Northmotorcyclist, Mark Kennard, spottedan orange-colored object aboveManawatu at 10:00 PM. He watched itfor about 10 seconds before losing sightof it as he traveled on his cycle. Hecould not determine if the object wasmoving or stationary. It was apparentlytoo far away from the witness for him tonotice any definite shape, but hedescribed it as definitely ususual.

A possibly important aspect ofthe Lovejoy sighting is pointed up byFulton. Miss Lovejoy had sighted theUFO only 4 miles from unusual powerlike breaks on Kellows Line in January1977. Three copper unsheathed powerlines had apparently been stretch-broken simultaneously, and despite

investigation by authorities the incidentwas never satisfactorily explained.

Fulton pointed out that 11,000volt power feeder lines have a T-Junction at the Hammonds-RongoteaRoad intersection.

Earlier on September 17, at 7:56AM, a 50-year-old man and a neighborwoman viewed a red object whichseemed to be about a mile away, overthe dune country north of theManawatu river-mouth. It "poised" for7 full minutes, stationary and silent. Thewitnesses thought at first it might be ahel icopter , but discarded theexplanation due to a lack of enginenoise and also because helicopters donot normally fly in that area after dark.

Fulton also reports on a brilliant"hot-blue" glowing object seen by fivemembers of a family traveling by car onSeptember 7,1977. The witnesses weredriving south of Havelock North atabout 9:40 PM when they viewed anelongated, solid-appearing objectmoving in the sky parallel to the road. Abrilliant concentration of hot-bluishlight from the leading edge seemed toreflect off the rest of the body. Thedefinite cigar-like shape could be seenat times through the glow. (See

witnesses' sketch)Fhe object was traveling the

same direction as the car, on the right-hand side. It was viewed for 5 to 8minutes. At one point the driver of thecar stopped the vehicle and turned themotor off, but no noise could bedetected from the object. Nointerference with headlights, etc., wasnoticed.

The object continued itssoutherly flight at a constant speed, andthe driver restarted the car andcontinued driving. At all times theobject was viewed at about 35 degreeelevation. No apparent size orestimated distance was given for theobject, but it burned brightly andclearly. One of the family stated, "Itreminded me of a magnesium stripburning closeup."

1. Fulton writes, "I seem to recall a sighting in thepast of somewhat similar configuration, butcannot place it at present."2. Since the object paced the car so closely, wemight wonder why no interference with theengine, headlights, etc. occurred. JamesMcCampbell has cited recent research whichindicates that electrical interference with motorvehicles seems to occur only when the UFO isdirectly in front of or very near the engine. An Italian case involving sevenwitnesses to a landed UFO andoccupant is featured in the February 21issue of NATIONAL ENQUIRER.According to the witnesses' testimony,the being seemed to be attemptingcommunication with them via a code-like rhythm of its orange-flashing"eyes." An extremely interesting claim.The February 28 ENQUIRER reportedon UFO sightings along a beach inPuerto Rico, where objects allegedlyentered and left the water several times.Despite the Air Force's "Officialposition" on UFOs, the Air ForceAcademy library has one of the largestcollections of UFO books, according toan article in the March 14 ENQUIRER.

UFO research groups are vyingfor federal funds for continued (andimproved) investigations, according tothe February 14 issue of THE STAR.With NASA bowing out of the UFOpic tu re and wi th no publicgovernmental investigations beingconducted, the UFO organizations feelthey should be given government fundsif they are to make any headway.Perhaps, but this is another of those"don't hold your breath until..."situations! Melinda Dillon, co-star of"Close Encounters of the Third Kind,"tells of her own UFO sighting at herhome in Malibu, California, in theFebruary 21 issue of THE STAR. TheMarch 7 issue presents the predictionsof ten psychics, all of whom predict anew wave of UFO events in 1978. Hohum!

The April issue of FATEcontains Part 1 of Ann Druffel's veryinteresting article on a UFO witnesswho suffered a strange diseasefollowing his "close encounters" withUFOs and their occupants. Part 2 willbe in the May issue.

One of the n e w s s t a n dpublications on UFOs, ARGOSYUFO, is now defunct. The publishingschedule had recently been changed tobi-annually, due to poor sales figures.ARGOSY UFO carried some goodmaterial in some of its issues, so it isunfor tuna te that it is ceasingpublication. As a contributor to themagazine on a couple of occasions, Icould say nothing favorable about theirpayment policies, but on comparing thecontents of their issues with thegarbage being published by some of theother magazines, their demiserepresents a loss to UFO literature ingeneral.

While it is usually not myfunction to review films or TVprograms, I think perhaps a few wordsabout the new TV series, "ProjectU.F.O.," are in order. I was not veryimpressed with the first episode, as theAir Force "explanations" were toomuch in evidence. Also, the elements ofvarious cases are so thoroughly mixedtogether that no single UFO incident isrecognizable. But, perhaps the mostunacceptable aspect of the series is thetotally false impression that the BlueBook personnel performed their jobs ina thorough and competent manner.That suggestion alone would place"Project U.F.O." in the science-fictioncategory! Even so, despite mycomplaints, the program is not all bad.The second episode showed promise,so perhaps some good will come fromthe concept of having UFO cases (evendramatized ones) on prime-time TV.
