Supporting Services

Family and Community Services (FACS) provides a range of services and commissions Non Government agencies to provide services to vulnerable children and families • Early Intervention - Early intervention programs

support vulnerable children’s age-appropriate development before they become involved with the child protection system. FACS provides and funds support services for children, young people and their families;

• Child Protection and Out Of Home Care - providing

statutory investigation, intervention and case management services to children and their families where there is risk of significant harm to the child. Providing out of home care services for children who are unable to remain living with their families and working in partnership with non government agencies to also provide these services

• Adoption - providing a range of adoption services in NSW for parents who wish to consider adoption for their child, for adult adoptees and their birth parents who wish to find out about each other and for parents who wish to be adoptive parents

• Collaboration with NGOs and the government sector –

Working with our non government and other government partners to fund and provide services in the early intervention, child protection and out of home care service areas in a collaborative way that assists children and young people to have good life outcomes. This can be through a contracting arrangement as well as working together to provide discrete services to individual children and families;

• Supporting Services – services/systems within FACS that support our frontline workers such as finance, HR and reporting; and

• Supporting Programs – FACS funded programs that deliver a range of services for children, families and communities in NSW related to Early Intervention and Child Protection.

Safer Home for Life - ChildStory Program

The Safe Home for Life (SHFL) initiative has been established to implement changes and improvements leading to more services and better outcomes for more children at risk and in care.

The SHFL initiative aims at improving the life of children at risk and in care through improved services.

The ChildStory program will not just replace the current core IT systems associated with Community Services, but will procure and implement an ecosystem of solutions technologies to support the Safe Home for Life (SHFL) Objectives and ChildStory Program Goals.

ChildStory - Reference Architecture (RA)

The Reference Architecture (RA) is best practice ‘template’ that describes what functions are required to deliver CP

and OOHC services. These functions are described in detail within the Enterprise Solution Architecture (ESA)

document

The ChildStory solution bundles include (these are described in detail within the ESA):

• Case Management

• Case Management solution to support case management and planning including support services such as placement management, contract management, reporting and analytics and financial management;

• Content Management to support the increasing need to manage a plethora of documents and to manage the document workflow and to meet the new needs associated with media capture and exchange;

• Integration Bus to support exchange of information between Solution Components, and between Solution Components and partner and FACS corporate systems;

• Client registry to better support identification, reconciliation and management of client identity information; and

• User Directory to manage user credentials for users. Users include internal FACS staff as well as service providers, NGOs, carers, clients, family and other partner agencies.

• Enterprise Search to bring together disparate sources of

information ranging from Case Management, Content Management, Archive of legacy data and other Solution Component data repositories through to Directory information.

The ChildStory solution bundles include:

• Mobile Apps - Case Management, Family/Carer, Child and Young Person (CYP) and Service Provider Mobile Apps to support mobility, improved workflow, improved efficiencies and improved engagement with families and children.

• Child Engagement Mobile App(s) to support better engagement and measurement of child outcomes during structured engagement meetings e.g. interactive knowledge capture applications.

• Web Apps • Worker, Family/Carer, CYP and Service Provider

Web Apps to support improved workflow, resource management and engagement with families and children.

• Mandatory Reporter Web App providing a guided reporting experience for mandatory reporters to ensure that reports are recorded appropriately and provides a feedback mechanism to prevent unnecessary re-reporting.

• Geographical Information to support geocoding, geometry

and rendering including route and location mapping and integration into reporting for location based reporting analysis.

The ChildStory solution bundles include:

• Collaboration and Messaging to support improved collaboration and communication between FACS workers, FACS workers and agencies, and FACS workers and CYP and families.

• Archive to support the storage of:

• Legacy data to be migrated from existing

systems i.e. data that has been identified not suitable to be migrated into the new Solution Components e.g. case management and content management components; and

• Archived ChildStory data, with subsequent search and retrieval for viewing.

• The ChildStory Solution is to be delivered using a Software-as-a Service model delivered through:

• Private cloud services that are provided for the use of FACS (may be a dedicated or shared environment), and are managed by the Vendor within the NSW Whole of Government Data Centre; and/or

• Public cloud services with a preference for onshore i.e. within Australia that meet all security requirements, information security requirements, policy and legislation requirements
