Metrolinx Approach to Property AcquisitionMetrolinx’s approach to construction staging is to minimize permanent private property acquisition for temporary use on the basis that;• It is more cost effective to use public lands for

public infrastructure projects, • It minimizes disruption to private property owners

and businesses, and • It minimizes parcels not permanently needed for

the project

Temporary Construction Lands

Building underground stations in heavily congested, built-up urban areas requires construction staging / laydown areas close sites, to meet construction schedules on-time and on-budget. 

The frontage of the North Toronto Memorial Community Centre (NTMCC) has been identified as the best location for construction staging / laydown for Avenue Station. 

Construction for Avenue Station requires hauling and excavating significant amounts of soil from below Eglinton Avenue. 

The area will be used for materials storage for the project, equipment, truck waiting area, office space and limited parking spaces.

Use of Park-Current Proposal

Current negotiations are underway to reduce how much of the property will be used. Metrolinx confirmed to City Parks that it will not be acquiring the west portion of the Park (west of the pool) for CTS, which reduces the original expected footprint. The park occupation and tree removal subject to all necessary approvals.

Why not Yonge Eglinton?

• Due to its size and complexity, Eglinton Station requires a construction site significantly larger than other stations:– Size: two to three times the volume of excavated material and new built structure

compared to other stations– Complexity: construction for all of the following elements will be at least partially

staged out of the bus depot site: • LRT Station, over three full levels (compared to two levels at other stations)• Cross-over track, at a later date (due to 2017/18 ES3 handover)• Interchange connections with existing YUS subway line • Interchange connections with adjacent existing developments• North Tunnel Ventilation System, located in City ROW, beneath Yonge St• South TVS Building, located on TTC ROW at the Berwick Portal• TTC station new infrastructure• Construction of the integrated Salvation Army/Metrolinx Building

• Only essential construction vehicles will be allowed on site. No employee parking

Mitigation Alternatives

Metrolinx and its constructor CTS are building the Eglinton CrosstownTo help with the day to day effects of this long-term project, a variety of mitigation measures can be considered.

Implementation will require the agreement of City of Toronto staff, local elected officials and the community.Some mitigation measures could include:• Retain some parking on the south side of Eglinton Avenue• Relax peak hour parking restrictions on Avenue Road• Make Highbourne Avenue one-way south • Closure of Highbourne to use as staging • Make Oriole Parkway two-way north of Eglinton

Next Steps-Future Enhancements

• Coordination with existing plans for parks improvements

• Metrolinx is committed to working with the community and councillors to restore and improve Eglinton Park

• Enhanced landscaping, lighting, grade improvements
