“AN ACT PROVIDING FOR THE DEVELOPMENT AND PROMOTION OF CAMPUS JOURNALISM

AND FOR OTHER PURPOSES.”

Why? Bakit? Ngano?

• To uphold the freedom of the press even at the campus level.

• To promote the development and growth of campus journalism as a means of strengthening ethical values, encouraging critical and creative thinking, and developing moral character and personal discipline of the Filipino youth

Student Publication• All schools shall establish a student

publication.• There shall be three categories.• The members of the editorial board of the

college student publication shall be responsible for its decisions, actions, etc.

Aims of the Student PublicationTo train the students in:

1. Application of Communication Arts in Journalism.

2. Technical skills in journalism.

3. Responsibilities of a journalist

4. Use of student publication in support of the educational development.

5. In becoming responsible and intelligent.

6. Social awareness/involvement.

7. Advance students’ rights & promote their welfare.

Financing of Student Publication• Savings from the school’s appropriation.• Subscriptions• Donations• Other sources of funds.

Selection of Staff Members• Shall be through competitive examinations

prepared, conducted and supervised by a committee.

• Should pass a qualifying examination conducted by a committee.

Security of Tenure

• A member of the student publication staff must maintain his/her satisfactory standing inorder to maintain membership in the staff.

• A student shall not be expelled or suspended bases on what he/she has written.

Press Conferences and Training Seminars

• The Department of Education shall sponsor periodic competitions, press conferences and training seminars in which student writers shall participate.

• Such activities shall be held on institutional, divisional, and regional levels.

• Expenses from the trainings shall be subsidized from the publication funds.

Tax Exemptions

• All grants, endowments, donations or contributions used actually, directly, and exclusively for the promotion of campus journalism shall be exempted from the donor’s tax.

Appropriations

• For the initial year of implementation, the sum of 5,000,000 pesos is authorized by RA 7079 to be charged against the savings of DepEd. Thereafter, such amount as may be necessary shall be included in the General Appropriations Act.

General Provisions

• The Department of Education shall help in the implementation of this Act.

• The Secretary of Education may amend these rules.

• This act has been approved July 5, 1991.
