• On 15 March, 2010 the initial Memorandum of Understanding (MoU) was signed between IIS and Creative Commons;

• In December, 2010 – January, 2011 IIS prepared Affiliate Team Road Map for year 2011 (published on CC Wiki);

• On 3 March, 2011 IIS and Creative Commons signed new Memorandum of Understanding (MoU), stating that IIS became an official CC Affiliate in the Russian Federation.

• In April - IIS implemented research on “Legal Status of Creative Commons licenses in the existing legislation of the Russian Federation”.

• In second half of 2010 - discussions of CC licenses introduction and use in Russia were organized in the course of the following significant events held with participation of IIS:

CC Russia Affiliate Activities and main landmarks in 2011

• February – meeting of Dr. Yuri Hohlov, Public Lead, with representatives of Research Center of Private Law at the President of the Russian Federation and discussion of the draft amendments to the Civil Code Part IV (Art. 1233) instructing authors to register use of their content under free license on the Rospatent website.

• Mid April – finalization of professional translation of Attribution CC BY 3.0 (Unported) and CC0 (published on CC Russia page at CC Wiki) in Russian language (with scientific editing by CC Russia lawyers) .

• 29 April – President of the Russian Federation met representatives of Russian Internet Society and related governmental authorities and discussed with them possibility of CC licenses use.

• 1 May – launch of website for Creative Commons community in the Russian Federation - www.creativecommons.ru.

• 2 June – Dmitry Medvedev, President of the RF, instructed Ministry of Telecom and Mass Communications (Minkomsvyaz) and Council on Codification to prepare proposals on amendments to the existing legislation facilitating introduction of CC licenses.

• Mid May – development of comments on draft amendments to the Civil Code of the Russian Federation related to the use of CC licenses, presented at UNESCO Joint Seminar on OER and IPR.

• June-July – participation in the number of meetings held by Mincomsvyaz and submission of IIS comments on report sent by the Ministry to the Administration of the President of the RF on 1 August ,2011.

• Beginning of September – finalization of translation and scientific editing of the rest of CC licenses suite (CC BY-SA, CC BY-ND, CC BY-NC, CC BY-NC-SA, CC BY NC-ND) and publishing them on CC Wiki.

Recommendations of Round-table “Intellectual Property in the Information Society” with regard to CC (8th Tver Forum

“Information Society”, 1 July 2011)

• To develop a common position in order to modernize the law on intellectual property, taking into account the changes that were caused by the extensive use of information technology;

• To balance the interests of intellectual property rightholders and the rights of citizens on information, self-expression, privacy;

• To liberalize the law construction of contracts in respect of IP, legalize licenses similar to Creative Commons.
