Introduction

• India witnessing a great digital transformation in all

spheres of economy and society

• Digital India programme aims at transforming governance

& economy using digital technologies

- How are these technologies going to impact governance

in the coming decade?

- How are the existing government business processes and

public service delivery models going to change?

- What are the challenges to such a transformation?

The Technology Landscape

• The SMAC stack- Social Media, Mobile, Analytics and

Cloud

• Latest technologies- Automation, Internet of Things (IoT),

Artificial Intelligence (AI), Robotics

- Some of these technologies have already become

mainstream

- Industry is already feeling the impact of the latest

technologies like automation, causing concerns on

employment

How does Government Fare in Using

Technology?

• E-Governance started in India in the 80s with the

computerization of railways

• National e-Governance Plan (NeGP) approved in 2006 –

31 Mission Mode Projects in all public centric domains

• Digital India programme approved in 2014

• E-Kranti (NeGP 2.0) approved in 2015

• E-gov services transactions in India– Approx. 140 crores

per month for over 3,400 e-services

Government and Technology

• Digital India is transforming governance using ICT

• The SMAC stack already being used by the Govt.

• Mobile Seva platform delivering over 70 crore transactions every

month

• MyGov.in platform being used effectively to interact with citizens

• National Cloud Platform ‘MeghRaj’ already operational

Govt. has adopted technology in a big way to improve

delivery of public services

Can the Government Embrace the

Emerging Technologies?

• Can we think of Government 2.0?

• Through Automation, Big Data, IoT, AI, Robotics?

• Industry is increasingly adopting these technologies

• Government processes can be reengineered to take

advantage of automation

• to make the delivery of services more efficient and accessible

• Robots can be used to automate and improve citizen

interaction in government offices

Can the Government Embrace the

Emerging Technologies?

• Big Data and Analytics can be used to analyze patterns in

demand for public services and tailor delivery

mechanisms accordingly or design new services

• IoT can lead to a truly connected world – smart cities,

smart grids and smart transportation systems

• Seamless and always connected infrastructure

• Improve the delivery of public services and living experiences of

citizens greatly

Emerging technologies present a great opportunity before us to

transform governance and make the public services truly online, end-

to-end and integrated

Enablers for Digital Transformation of the

Government: How Can All this Happen?

Five critical factors:

• Long Term Digital Strategy: aimed at exploiting the potential of these technologies

• Goal must be end-to-end transformation of the entire business processes and not just the delivery interface

• Leadership: critical to such transformation

• Capacity Building and Skilling: of entire workforce

• Involvement of all stakeholders including industry

• Digital Literacy: Enhancing the digital literacy of citizens and businesses is vital

Challenges to Digital Transformation

• Developing digitally capable leadership and workforce

skills

• Digital India is addressing this to an extent

• Devoting adequate financial resources

• Addressing security concerns

• Developing a digital culture within organizations

India is a world leader in IT and we must show that

leadership to transform our own country!
