Communal Violence Bill not a vote-catching gimmick:pm
Exit polls point to Congress rout in four states DELHI MADHYA PRADESH CHHATTISGARH MIZORAM RAJASTHAN
Assemblyelections:
NEW DELHI (Goodday News Network) The Congress faces a blank-out in four
states that have polled in assembly elections in November-December, while the BJP
will certainly win in Madhya Pradesh and Rajasthan, is likely to retain Chhattisgarh
and may grab power in Delhi as well, according to exit polls and post-poll surveys .
If these polls prove to be accurate, it is very bad news for the Congress Equally, it is
a bumper booster shot in the BJP's arm and its prime ministerial candidate Narendra
Modi. While there were only minor differences among the different polls on Rajasthan,
MP and Chhattisgarh, the estimates for Delhi varied widely, with two of the four
polls predicting a hung assembly, but two others giving the BJP a clear though slim
majority. One poll even suggested that debutant Aam Aadmi Party would emerge as
Anticipatory bail not to be
given to accused absconderIn a significant ruling, the Supreme Court
Friday held that anticipatory bail should be
not given to an accused who has been de-
clared as an absconder and not cooperated
with the investigation. A bench of Chief Jus-
tice P Sathasivam and Justice Ranjan Gogoi
said that court's power to
grant anticipatory bail be
exercised only in excep-
tional cases where it ap-
pears that the person may
be falsely implicated. If
anyone is declared as an absconder/pro-claimed offender in terms of Section 82
of the Criminal Procedure Code, he is notentitled to the relief of anticipatory bail,"the bench said. The bench also set aside
the order of the Madhya Pradesh HighCourt which had granted bail to two ac-cused who had absconded from the very
date when they had allegedly poisoned aman to death.
the single largest party in the new assembly. On Delhi - the election will be
most closely watched as a pointer to the national mood - On Madhya
Pradesh, there is unanimity that Shivraj Singh Chouhan will win a third
term in style. The range of predicted tallies for the BJP in the 230-member is
from a minimum of 128 in the C-Voter poll to a maximum of 161 in the poll
done by Today's Chanakya. The Congress tally in the state, if the polls are
right, could be anywhere between 62 and 92. Rajasthan too is projected to
deliver a landslide verdict in favour of the BJP, with its tally projected at
110-147 seats in the 200-member assembly across four different surveys
and the Congress predicted to win at best 62 seats and at worst 39.
India declares 5-day
state mourning for
Nelson MandelaIndia has declared a five day state
mourning as a mark of respect to anti-
apartheid icon Nelson Mandela. During
the mourning, the national flag will be
flown at half mast from
6th to 10th December
throughout the country
and there will be no of-
ficial entertainment. A
decision to this effect
was taken at a special
Cabinet meeting in New
Delhi today. Mandela died at his home
in Johannesburg in South Africa Thurs-
day night. He was 95. He was hospital-
ized in June this year with a recurring
lung infection. Mandela led South Africa's
transition from white-minority rule in the
1990s, after 27 years in prison.
Faced with stiff opposition from BJP and some non-Congress
parties over the Communal Violence Bill, PM Manmohan Singh
rejected the charge that it was a vote-catching gimmick and said
it was time to control aberrations like the
Muzaffarnagar riots. "It is not a vote-catching
gimmick.....What happened in Muzaffarnagar and
some other parts of our country is a reminder that
although as a country, we can take pride in our
ability to protect all the people of our country, yet
there are times when aberrations take place. "This
bill, if it is passed by Parliament, will help to con-
trol those aberrations," the Prime Minister said
replying to a question at the Hindustan Times
Leadership Summit in New Delhi on Friday. Singh
noted that in the last five or six years, the country
has been grappling with the problem of commu-
nal riots in some parts of the country. "And our
effort has been to create an environment where
officers would have the responsibility to look af-
ter the law and order situation as effectively as is
humanly possible. "Plus also if riots cannot be prevented, there
should be adequate compensation for the victims of the riots.
These are two basic principles, which underlines what is the
purpose of the Communal Violence Bill. I think it is a bill, whose
time has come," the Prime Minister said. His remarks came amid
Centre's move to drop several provisions to ensure that the leg-
islation is neutral between communities. Singh had on Thursday
said that government will try to evolve a broad-based consensus
on issues which are of great legislative importance. BJP's Prime
Ministerial candidate Narendra Modi had on Thursday dubbed
the bill as a "recipe for disaster". Union Home Minister
Sushilkumar Shinde had said the government will
bring the 'Prevention of Communal and Targeted
Violence (Access to Justice and Reparations)
Bill, 2013 in the Winter Session of Parliament.
Government sources said the fresh initiative to
amend the provisions of the draft Bill has been
taken in the wake of criticism by BJP, West Ben-
gal Chief Minister Mamata Banerjee and Tamil
Nadu Chief Minister J Jayalalithaa. The draft
bill is now made neutral between all groups or
communities and the Central government will
not have any perceived overriding powers any-
where. The earlier version of bill specifically
mentioned that the onus of riots lay on the
majority community. The fresh draft says, "If
the state government is of the opinion that as-
sistance of the Central government is required
for controlling communal violence, it may seek the assistance
of the Central government to deploy armed forces of the Union
for such purposes.. "Earlier, the Centre was given unilateral
powers to send central paramilitary forces during the outbreak
of communal violence without consulting the state govern-
ment. BJP has maintained it will oppose the legislation when it
comes up for discussion in Parliament on the ground that it
would be a "threat to India's communal harmony."

in a little
over a month.
There were
protests outside
P u n e ' s
YerawadaJail
against granting bail to the actor.
Pune Divisional Commissioner
Prabhakar Deshmukh had Friday granted
parole to the actor who is lodged in
Yerawada Jail in connection with 1993
Mumbai bomb blast case. Sanjay Dutt,
had availed of a month-long leave on
medical grounds and was back in jail on
October 30. Dutt had cited his wife
Manyata's illness for seeking parole this
time.
Hit and run case: Mumbai courtorders fresh trial of Salman Khan
A Mumbai Court Thursday
ordered fresh trial of
Bollywood actor Salman
Khan in 2002 hit and run
case. The Sessions court
judge passed the order on
a petition filed by the ac-
tor who had sought a
fresh trial. The court said
that all the evidences and
witnesses would be examined and
cross-examined again during
the trial. The hear-
ing will begin on
23rd December.
The Judge asked
the prosecution
and defence to
submit their lists
of witnesses after
which a date for fresh trial
would be fixed. The Ses-
sions court had on July 24
framed charges against
Khan for culpable homicide.
The actor had moved the
Sessions court seeking a
fresh trial. One person was
killed and four others were
injured when the Land
Cruiser, allegedly driven by
Salman Khan, crushed a
group of people sleeping on
the pavement outside a
bakery in suburban Bandra
in the early hours on Sep-
tember 28, 2002.
Indian Mars Orbiter out of earth's influence(Goodday News Network)
The Indian Orbiter to Mars
zoomed out of the earth's
sphere of influence on
Wednesday while cruising in
the sun orbit on its 10-month
long voyage to the red planet.
"The Mars Orbiter has tra-
versed beyond the earth's
sphere of influence, which ex-
tends up to 925,000 km in the
interplanetary space at 1.14
a.m.," the Indian space agency
said in a posting on its
Facebook account.
Exiting from the earth's
sphere of influence means the
spacecraft is out of its gravita-
tional pull and free to cruise in
the 680-million km solar orbit
to reach Mars in mid-Septem-
ber 2014.
"Though sun's gravity
dominates the solar system
owing to its massive size, only
very near to planets, the plan-
etary gravity becomes stron-
ger than that of sun and is re-
ferred as the sphere of influ-
ence," the state-run Indian
Space Research Organisation
(ISRO) said.
Orbits of moon and ar-
tificial satellites around fall
inside the earth's sphere of
influence. A day after es-
caping from earth early
Sunday, the spacecraft
crossed early Monday the
moon's orbit, which is
385,000km away and became
the farthest object of India in
the interplanetary space.
The deep space network
will conduct the first of the
four mid-course corrections
Dec 11 to ensure the Orbiter
stays on course in the sun or-
bit. After 290 days, the space-
craft will enter in mid-Sept the
Mars sphere of influence,
which is around 573,473 km
from its surface, in a hyperbolic
trajectory. When the space-
craft is closest to Mars, it will
be captured into the Martian
orbit through a crucial ma-
noeuvre, which involves slow-
ing its velocity (speed).
Transition from the earth's
final orbit to solar orbit was
programmed in line with sun's
gravity and laws of the uni-
verse to ensure Orbiter
reaches precisely on time to
sling into the Martian orbit in
mid-Sept. The 1,337 kg Orbiter
was launched Nov 5 from
Sriharikota spaceport off the
Bay of Bengal, about 80km
north east of Chennai, onboard
a 350-tonne rocket with five
scientific instruments -- Mars
Colour Camera, Methane Sen-
sor, Thermal Infrared Imaging
Spectrometer, Lyman Alpha
Photometer, and Mars exo-
spheric Netural Composition
Analyser. India became the
first Asian country and fourth
nation in the world to leap into
the interplanetary space with
its Rs.450-crore exploratory
mission to Mars, about 400
million km from earth. So far,
only Russia, US and the Euro-
pean Space Agency (ESA)
have undertaken such mis-
sions.

Veerayatan: compassion in action
life imprisonmentThe Supreme Court has favoured punishment of life imprisonment to
people indulging in production and marketing of adulterated milk and
asked the state governments to make amendment in laws. A bench of
Justices K S Radhakrishnan and A K Sikri on Thursday said punishment
of six months jail term mentioned in Food Safety Act is grossly inadequate
and asked states to amend the law as has been done by the Uttar Pradesh,
West Bengal and Odisha. The bench was hearing Public-Interest
Litigations seeking its direction to state governments to stop practice of
milk adulteration which is rampant in various states.
Advocate Anurag Tomar, appearing for the petitioners, contended
that milk contaminated with synthetic material is being sold in various
states particularly in northern states posing serious threat to the life and
health of the consumers.
He submitted that samples collected by the Food Safety and Standards
Authority of India in 2011 revealed large-scale sale of adulterated milk
across the country. The bench, after hearing his submission, asked the
states to make punishment harsher for such offence and sought response
from the states on what action they are taking to control and eliminate the
menace of adulterated milk in the country. It posted the case for further
hearing on 13th January.

RASHTRASANT UPADHYAYA SHRI
AMAR MUNIJI MAHARAJ (1900-1992),
THE FOUNTAIN OF INSPIRATION
Veerayatan began as a dream of the great In-
dian scholar, Upadhyaya Shri Amar Muniji
Maharaj. Recognizing
the beginnings of so-
cial and economic cri-
sis in India’s poorest
state of Bihar,
Uphadhaya Shri Amar
Muniji Maharaj strove
to inspire a movement
to better the condi-
tions of what was
once India’s richest province. This movement
came to be known as Veerayatan. Upadhyaya
Shri Amar Muniji Maharaj was nationally rec-
ognized as one of India’s foremost thinkers of
Indian philosophies and religions. He has writ-
ten extensively on Jainism, Buddhism and Hin-
duism. Among his students and admirers was
former Indian Prime Minister Indira Gandhi.
ACHARYA SHRI CHANDANAJI (1937) CHIEF DIRECTOR
Determined to transform Pujya Upadhyaya Shri Amar
Muniji Maharaj’s vision into reality, Acharya Shri
Chandanaji ven-
tured into extremely
hostile conditions in
Bihar, India to estab-
lish the first
Veerayatan site in
1973. Since then,
Acharya Shri
Chandanaji’s limit-
less energy and
dedication has been
the inspiration for a
worldwide move-
ment dedicated to
uplifting humanity
Acharya Shri Chandanaji renounced the worldly life
in 1951, at the age of fourteen, dedicating herself to
the cause of uplifting humanity. She has been nation-
ally recognized for her lifelong work for the cause of
humanitarianism. In recognition of her tremendous
achievements, she has won many national and inter-
national awards, including the coveted Ahilya Bai
National Service Award, presented by the government
of India in 2002.
Veerayatan is a non-
profit, non-govern-
mental organization
that strives to uplift and
empower humanity
through humanitarian-
ism, education and in-
ner development. Our
work is performed
without regard to
caste, creed, race, re-
ligion or socioeco-
nomic status.
Veerayatan began as a
dream of the great In-
dian scholar and Saint,
Upadhyaya Shri Amar
Muniji Maharaj. In-
spired by his vision,
Acharya Shri
Chandanaji nurtured
this seed into what is
now considered one of
India’s leading devel-
opment organizations.
Established over thirty
five years ago in the
hostile environment of
Bihar, Veerayatan has
succeeded in bringing
hope into the lives of
hundreds of thousands
of people around the
world.
With its world-re-
nowned eye hospital
and orthopedic center
in Rajgir, Veerayatan
has become one of the
most modern and best-
equipped centers of its
kind in the entire state
of Bihar. To date (end
of 2006), Veerayatan’s
N.J.S.M. Hospital has
provided cataract and
intraocular lens surgery
to over 200,000 pa-
tients, completely free
of charge or at a highly
subsidized rate. It has
also provided free or-
thopedic reconstructive
surgery to more than
2500 patients. With the
resolute dedication of
its director, volunteers
and doctors,
Veerayatan has suc-
ceeded in making the
N.J.S.M. Hospital one
of the best eye and po-
lio research and treat-
ment centers in eastern
India. Following the
devastating earthquake
of January 2001 in
Kutch, India,
Veerayatan established
a network of educa-
tional institutions
throughout the region
to care for affected
children, widows and
adults. More than
7000 students took ad-
vantage of the top
quality education pro-
vided by the temporary
schools created by
Veerayatan in Bhuj,
Kutch. A residential
dormitory, created for
orphaned or economi-
cally disadvantaged
children, hosted more
than 100 children. In
the 36 vocational train-
ing centers established
throughout Kutch,
twelve different
courses were orga-
nized, including com-
puter training, tailoring,
screen-printing and
motor winding. By
September 2003,
more than 12,000 stu-
dents had benefitted
from Veerayatan’s vo-
cational training pro-
grams, furthering the
process of rehabilita-
tion.
Veerayatan’s efforts in
Kutch prompted the
New York Times—one
of America’s leading
newspapers—to hail
Veerayatan as “the big-
gest, most honest and
best organized private
effort to provide stop-
gap schools for chil-
dren in the state…of
e a r t h q u a k e - t o r n
Gujarat.”
The permanent educa-
tional and vocational
training complex at
Jakhania, Kutch,
spread over 23-acres,
was completed in early
2003. Today, more
than 500 residential stu-
dents and 1000 school
students study there
each year. To fulfill a
longstanding need for
specialized higher edu-
cation in Kutch and to
ensure that the people
of the region could be
competitive in India’s
increasingly globalized
economy, in 2005,
Veerayatan established
the first Pharmacy De-
gree College in Kutch.
Veerayatan is commit-
ted to creating more
educational institutions
for higher professional
and technical studies,
including the creation
of a business adminis-
tration and computer
training college in
2008. Ultimately,
Veerayatan strives to
provide innovative
learning opportunities
to the entire region of
Kutch, so that all stu-
dents, regardless of
caste or socioeconomic
status, can reap the lim-
itless rewards of a top
MISSION
Veerayatan is devoted to uplifting and
empowering humanity through seva
(humanitarianism), shiksha (education)
and sadhana (inner development).
