WMO/ GWP Associate Programme on Flood Management - Background Joint Initiative World Meteorological Organization (WMO) Global Water Partnership (GWP) Operations Technical Support Unit (TSU) embedded in the WMO Hydrology and Water Resources Branch (6 staff) Trust Fund contributors: Japan, USAID and Switzerland In-kind contributors: Japan, Germany, Italy Support Based Partners Currently in its 11th year of activity 2 3. WMO/ GWP Associate Programme on Flood Management - Mission to support countries in the integrated management of floods within the overall framework of Integrated Water Resources Management. 4 5. WMO/GWP Associate Programme on Flood Management (APFM) From reactive to pro-active approaches; From Ad-hoc to Integrated Flood Management Towards a culture of prevention by managing flood risk & living with floods; Balancing flood risk and achieving sustainable development needs; Change in decision making processes to include risk management approaches. 5 6. WMO/GWP IDMP Aims and Objective Objective: To support stakeholders at all levels by providing policy and management guidance and by sharing scientific information, knowledge and best practices for Integrated Drought Management Aims: 1. Building climate resilience; 2. Reducing economic and social losses; 3. Cutting across sectoral, disciplinary, and institutional boundaries; 4. Responding to specific regional and national needs and requirements 5. Alleviating poverty in drought-affected regions 9 9. WMO/GWP IDMP Approach 1. To shift the focus from reactive to proactive measures through drought mitigation, vulnerability reduction and preparedness; 2. To integrate the vertical planning and decision making processes at regional, national and community levels into a multi-stakeholder approach including key sectors, especially agriculture and energy; 3. To promote the evolution of the drought knowledge base and to establish a mechanism for sharing knowledge and providing services to stakeholders across sectors at all levels; 4. To build capacity of various stakeholders at different levels. 12 12. Responding to Regional and National Needs Work Package 1, 2, 3, 4 & 8 - Support to and disseminating lessons learned of national and regional drought management programmes Currently support to projects in Central and Easter Europe, Horn of Africa and West Africa 16 16. Demonstration projects Work Package 5 - Innovative projects to support national and regional needs - First projects envisioned on Early Warning and applying drought indicators 17 17. HelpDesk Work Packages 6&7 - Modelled on APFM HelpDesk - Entry point to contact IDMP - Get information on Integrated Drought Management - Request support on Integrated Drought Management - To be launched at World Water Week 2014 18 18.
