The meaning of empowerment abounds like self esteem. self efficacy, competency, or intentional on going process centered in the cooperative or local communities, involving mutual respect, critical reflection, caring and group participation through which people lacking in equal share gain greater access to and control over those resources (Cornell Empowerment Group, 1989)

or simply a process by which people gain control over their lives and where their is democratic participation in their cooperative or community (Rappaport, 1987)

Empowerment is a construct that links individual strengths and competencies, natural helping system ans proactive behavior to social policy and social change (Rappaport, 1981, 1984

Empowerment theory link individual well being with the larger social and political environment

Empowerment oriented interventions focuses in identifying capabilities, provide opportunities for the members to develop knowledge and skills

Theories of empowerment include both a processes and outcomes that the results is being empowered. So that your theme suggest that it is a process that members participates through shared vision, values and responsibilities and the outcome improve networks, coalitions, growth, success

Vision 2010 by ICA outlines opportunity for cooperatives to grow. To pursue the 2020 Vision, ICA outlines five critical themes to form part of the co-operative sector's agenda

1 Elevate participation within membership and governance to a new level

2 Position co-operatives as builders of sustainability

3 Build the co-operative message and secure the co-operative identity

4 Ensure supportive legal frameworks for co-operative growth

5 Secure reliable co-operative capital while guaranteeing member control

Opposition of the CDA The CDA opposes: a) The abolition of development

function of CDA.Unconstitutional to remove the mandate of the CDA (equity, social justice and econ devt0.

b) The change of term of office of the members of the Board of Administrators (BOA), except the Chairman, from full-time to part-time basis (weakening of the administrative organization of the CDA by making the policy- makers part-time)

c) The proposal making the Chairman as full-time Administrator and Chief Executive Officer at the same time.

d) The abolition of the rule-making power of the Authority

Opposition of the CDAe) Delegation of regulatory function of CDA to

cooperative federation and unions f) No increase in the plantilla positions and

budget, and

Proposal of the CDAThe CDA proposes not to

amend the CDA charter at all in the meantime. Instead, initiatives should be directed towards the amendment of the Cooperative Code of 2008.

1.The following, among others, are the suggested areas of amendment.

Proposal of CDA2. Amend Article 137 of the Cooperative Code of

2008 to grant CDA quasi- judicial power to resolve intra- cooperative conflicts involving election of officers and conflicts between officers and members;

4. Include in the classification of cooperative agriculture cooperatives and to re-classify types of cooperatives to reflect major groups of cooperatives; and

5. Re-define the use of CETF to accommodate the idea of creating a Cooperative College (education, training and research for cooperatives)
