Challenges• Doing what is best for the Region

while respecting distinct municipality requirements & expectations

• Capacity of municipalities to effectively participate

• Keeping current with Regional trends (predicted vs actual)

• Collaboration takes time, energy and focus

• The definition of success is not the same for diverse communities

• Outcomes are not easily measured in the short-term
