FOREWORDThe Caribou County Fair Board invites all the residents of Caribou County to participate and

attend the 2022 County Fair. Only through the combined efforts of the many exhibitors, faircommittee workers and those who come to see and have fun, will a fair continue to be as great asyou want it to be.

Remember...Monday night is Jackpot Team Roping in the arena. Tuesday evening attend theCaribou Round Up event at 7:00 p.m. in the rodeo arena. Kids’ Day is on Wednesday from 9 a.m.to 7 p.m with the Kid’s Parade starting at 5:30 p.m.. Wednesday night is the Stock DogSpectacular at 7:30 p.m. Thursday and Friday nights the rodeo begins at 7:30 p.m. The 5K will beSaturday at 7:30 a.m. Live a Little Productions will be Saturday at 7:30 p.m. The parade isSaturday, August 6th at 5:30 p.m. Watch for special events and entertainment including RonMiller the Comedy Hypnotist and Marty the Magician.

Camp trailers and campers needing to be parked by necessityon the fairgrounds during fair week will be required to havea parking pass and will be given an assigned space. DeeSteadman will issue said parking passes and advises thosepersons that no vehicle will be left on their trailers and willbe required to park outside of the fence.

Full service RV Park – $50 perweek. Electricity only – $25 perweek.

Must show a receipt for payment before parking RV inthe designated spot. RV trailer parking without prior

arrangements will result in a double fine and/or towed atowner’s expense.

2022 Grand Marshals-Keith and Pauline Rigby

Keith and Pauline have spent their entire lives in Caribou County. Both were born in SodaSprings, graduated from Grace High School and have lived in Grace ever since. They were

married in April of 1969 and have three children Scott (Tina), Rae Ann (Dan) and Wade(Cassie). They have 8 grandchildren Jenessa, Hallie, Garrett, Ainsley, Brooklyn, Lindsay,

Kayla and Ky. They have both recently retired. Keith from Paramount Supply and Paulinefrom Sanders Furniture.

Keith and Pauline have always been supporters of the fair. Something they are proud of is theaccomplishments of their children and their involvement of the fair. Scott and Wade all served

as Little Buckaroo King, Rae Ann was Little Buckaroo Queen as well as Senior Queen.

Pauline volunteered as an EMT for 9 years. She also coached church softball for many years.Not to mention the numerous hours she spent supporting Keith and her community. Together,

Keith and Pauline taught Horse 4-H for many years. Where they served many positionsincluding president of the Caribou 4-H councils. Keith has also served on several other

boards, State of Idaho 4-H Horse Council with Ed Duran, Committee member of the DodgeNational Circuit Finals Rodeo and PRCA Wilderness Circuit Board. With Pauline’s support

he served on the Caribou County Fair Board for 25 years. A position that he thoroughlyenjoyed. He worked with many people that became great friends. Many summers were spentat the fairgrounds doing projects. Keith and Pauline are thankful to their kids and grandkids

for the untold hours they gave to the fair and rodeo.

They have enjoyed the fair and rodeo for years and look forward to many more.

Keith would like to thank the many volunteers that willingly gave their time, talents andfriendship to make every fair and rodeo successful.

GENERAL RULES

Read each of the following rules carefully! Check each Division you wish to enter forfurther details and additional requirements.

A. Premiums will not be mailed out this year. New times for the premium window havebeen set up to accommodate exhibitors who are working. If premium money is notpicked up at the fair it will be considered a donation to the fair.

B. In the absence of competition, the judges will determine the placing of exhibition meritand need not award a first place.

C. The Fair Board will not be responsible for any accidents to the exhibitor or exhibits.D. Cash premiums will be given only for first, second and third places, and sweepstakes.E. All exhibits must remain on display from the time of entry to 4:00 p.m. Saturday.F. Decisions of the judges are final.G. The exhibits are to be limited to items made by, and owned by those who live within the

boundaries of Caribou County school districts.H. Cashier’s windows will be open Thursday and Friday, 2:00 p.m. to 6:00 p.m. And

Saturday, 1:00 p.m. to 5:00 p.m. Exhibitors are encouraged to pick up premium money.I. All checks must be cashed within 30 days.J. Caribou County and/or the Fair Board assume no liability for injury to livestock,

A. Youth entering 4-H projects must be regularly enrolled in the project area priorto Friday before the fair.

B. Awards for 4-H Club projects are based on the Danish system. Every projectentered will receive a ribbon--blue, red, or white. Decision of the judges willbe final.

C. Beef, Sheep, Swine, Dairy and Goat will receive the following premiums andribbons:

D. D. All 4-H projects, exhibits, and ribbons must be picked up Saturday, between4:00 p.m. and 5:00 p.m. All exhibits must remain on fairgrounds until 4:00 p.m.on Saturday. If you have received a blue ribbon you can leave it and it will betaken to the EISF to be displayed.

E. Clover Bud--Youth who are not nine by December 31 of the current year areeligible to complete 4-H CloverBud projects. Youth will complete a recordsheet and exhibit the completed project (where applicable--no large animalprojects) at the Caribou County Fair. A ribbon and $1.00 premium money willbe awarded.

F. Awards--Individual club awards cannot be awarded or displayed at the countyfair. Special awards must receive prior approval from the 4-H Leader’sCouncil.

G. Outstanding project awards may be awarded in the following project areas:Secretary’s Record Book, Clothing, Style Show, Foods and Nutrition,Miscellaneous, Large Animals and Small Animals. Awards will be based on thedecision of the judges.

4-H AGRICULTURE, HOME ECONOMICS ANDMISCELLANEOUS ORAL PRESENTATIONS

(Demonstrations and illustrated talks will be referred to as oral presentations.)

1. Categories for oral presentations are: Agriculture, Miscellaneous, Home Economicsand Live Animal.

2. Divisions will be by age as of January 1, of this year: Beginners include clubmembers age 9, time limit is 5-10 minutes; Juniors include club members ages 10 and11, time limit is 5-10 minutes; Intermediate includes club members 12, 13, and 14,time limit is 10-15 minutes; and Seniors include club members 15 to 19 years of age,time limit is 10-20 minutes.

3. Applications to present oral presentations are available in the Caribou CountyExtension Office. All applications are due back in the Extension Office by July 10.

4. A presentation time will be assigned. Oral presentations failing to be ready at theirassigned time will be disqualified.

5. Oral Presentation Schedule--Livestock, agriculture, miscellaneous, and homeeconomic oral presentations will be given Wednesday, July 22, beginning at 9:00 a.m.at the Extension Office.

6. Scoring and Awards--All contestants will be judged according to the standard 4-Horal presentation score sheet. Awards will be presented at the time of their oralpresentation.

SECRETARY BOOKSAll secretary books must be turned in at the Extension office by 4:30 on Monday July 25,2022. They will be judged on accuracy, completion, and neatness. They will be awardedribbons and premiums. An outstanding award will be awarded in this area.

ANIMAL RECORD BOOKSAll animal record books must be turned by 4:00 on Monday July 25, 2022. at theExtension Office. These included dog, beef, sheep, swine, goat, horse, rabbit, poultry anddairy.

A. Secretary Books must be entered between the hours of 5:00 p.m., Monday, July 25,to the Extension Office. Projects will be judged on July 25.

B. Articles must be labeled with the member’s name, age, project title, division, andcounty.

C. Only those Clothing articles constructed in the project will be displayed.Accessories will not be displayed.

D. All projects are incomplete unless an oral presentation has been given.E. The record books should show that all work was done to complete the project,

including leader and parent signatures.F. Outstanding project awards will be awarded. Awards will be based on the decision of

the judges.

4-H/FFA SPECIAL LIVESTOCK AWARDS

RULESA. 4-H/FFA Horse entries to be made with each leader/advisor and turned in prior to the

show.B. Livestock projects (Sheep, Meat Goat, Swine, and Beef) must be at the fairgrounds.

All exhibits must remain on fairgrounds until 4:00 p.m. Saturday, July 31, 2021. Anyanimal that is still on the fairgrounds after 4:00 p.m. on Saturday is the responsibilityof the exhibitor and needs to be fed and pens cleaned until the animal is removedfrom the fairgrounds.

C. Stalls of Market Animals shall be cleaned by 8:00 a.m. each day. Stalls will bechecked and may be judged each day.

D. 4-H and FFA members exhibiting Market Animal and Dairy Animals are required toparticipate in the Showmanship Contest. Failure to comply with this rule will result inpremium money being withheld and disqualification from selling.

E. Market Animal record books must be completed and turned in by 5:00 on Monday,July 25< 2022 to the Extension Office.

F. All cattle must be secured with substantial halter and ropes.G. Exhibitors are to furnish their own hay, grain/feed and straw.H. All livestock projects must complete a record book for each project to receive

premium money.I. Only 4-H and FFA project animals may be exhibited in this department. Proof of

ownership must be available upon request.J. FFA entries will be limited to active members of the FFA in Caribou County.K. No drugs or tranquilizers may be used on any animal exhibited.

4-H/FFA ROUND ROBINThe Showmanship Round Robin will be Friday at 3:00 p.m. It will include thetop showmen from dairy, beef, sheep, swine, horse, dairy goat, and meat goat.If the winner of top showmen does not show in the Round Robin, they forfeitall prizes.

MARKET & BREEDING PROJECTS RULESA. Only market steers identified and weighed on official 150 day county feed period

are eligible for market classes.B. Market classes will be determined by final live weight. Steers may be put in

divisions for judging by weight.C. Market steers will be evaluated live by one or more judges. Steers determined

to be insufficiently finished to sell will be given white ribbons. White ribbonsteers can be processed for home consumption. White ribbon steers will not beallowed to sell at the Market Animal Sale at the fair.

D. All 4-H beef project members are required to give an oral presentation.E. Only one eligible market steer can be sold through the Market Animal Sale by

each exhibitor.F. All breeding cattle must have a minimum of 3 months of records, with breeding

project record books turned in with market books.G. All breeding animals earning blue ribbons at the county fair are eligible to

represent Caribou County at the Eastern Idaho State Fair 4-H/FFA beef cattleshow.

H. The winner of the Beef Showman contest is required to compete in the 4-H/FFARound Robin, Friday.

I. Please refer to the Market Animal Program Guide for specific rules.J. Must complete a record book and other program requirements for each project

on all animals (beef, swine and sheep) to receive premium money.K. Beef must reach a minimum weight of 1,000 pounds to qualify to show in quality

GENERAL RULES1. All 4-H Horse entries must be eligible for district show according to EISF 4-H

There will be no exceptions to thehelmet rule. If a youth chooses not to wear a helmet, they will be immediatelydismissed from the event or program.

RULESA. The purpose of this class is to give the members an opportunity to demonstrate

his/her ability to groom, train and show his/her horse. No consideration should begiven to the horse other than fitting and grooming, response to showman, cleanliness,and fit of equipment.

RULESA. Suitable attire consistent with EISF horse show rules.

B. The following western bits are permitted: grazing, snaffle, curb, half-breed, cricket,bar and spade. (State rules will prevail.)

C. Curb straps or curb chains are allowed, providing the curb is flat, 1/2 inchwide, and fits flatly against the jaw of the horse. (State rules will prevail.)

D. If a hackamore is used it must have a rawhide, braided bosal. Hackamore bits, sidepulls or other similar mechanical devices are not permitted in any classes.

E. Spurs are permissible, but must be dull and rowels free moving.F. Hackamores and bridles with nosebands should allow two fingers to be placed

between the bosal or noseband and chin for fit.G. No tie-downs are allowed.H. Split or romal reins are required. No loop roping or racing reins are allowed.I. Horses entered in the Snaffle Bit-Hackamore class will not be allowed to enter any

other classes except Halter Showmanship. D-ring, egg-butt, and O-ring snaffles orrawhide braided hackamores are allowed. Jointed bits with shanks are not permitted.Horses must be ridden with two hands on the reins.

J. All riding classes except snaffle require horse to be neck-reined with only one hand.K. Riders qualifying for EISF for both Western Reining and Western Horsemanship may

only enter one at the State Fair.

exhibitors shall wear a hat of choice. If a female exhibitor is attired in longdress, a lap robe is required. Leather palmed gloves are optional.

C. Carts shall be a pleasure-type, two or four wheel, single or team vehicle withat least one seat for two persons. No stirrup-typed carts, sulkies, or chariot-typecarts will be allowed. Dash and basket cover are optional.

D. Legal equipment shall include a whip suitable to the cart, a collar or breastcollar harness with either breaching or thimbles. A standard bridle, and asnaffle bit with overcheck or a snaffle bit or Liverpool bit with side check willbe considered proper. Bridles with blinders or overcheck are optional. Checkreins, overcheck, breaching, martingales and cavesson noseband may be usedat the option of the exhibitor. Wire curbs, regardless of how padded or covered,and any other artificial appliances except as permitted by this rule, are prohibited.

HORSE - 3-YEARS-OLD AND UNDERPERFORMANCE RULES

Bridle Path Hack (Hunt Seat):This class will be judged 60 percent on performance, 30 percent on conformation,and 10 percent on appointments at the discretion of the judge.

Horses to be shown at a walk, trot, and canter both ways of the ring. Horses toback readily in a straight line and stand quietly. Hand gallop at discretion of the judge.

Horses are to be reversed to the inside (away from the rail). They may berequired to reverse at the walk or trot at the discretion of the judge, but shall not beasked to reverse at the canter. Horses must be brought to flat-footed walk beforechanging gaits.

Entries shall be shown with English snaffle (no shank), Pelham (with tworeins), kimblewick and/or full bridle all with cavesson nosebands and plain leatherbrowbands. Saddle hunting or forward seat; may have suede seat and/or suedeinsert on skirt.

Western Classes:Entries shall be shown with a stock saddle with good working equipment. Thereshall be no discrimination against any standard western bit. Horses may be riddenwith snaffle, curb, spade, and bar bits or hackamore. Curb chain or straps may beused but must be at least 1/2 inch in width and lie flat against the jaws of the horse.No wire, twisted chain, tacks, or other metal may be used under the jaw or in themouth, regardless of how padded or taped. No hackamore bits, easy stops, tie-down,tack collars or other equipment regarded as unsafe or inhumane, will be permitted.

Horses are to be ridden astride in the ladies western pleasure, side saddle notacceptable tack for this class.

The rider has option to the use of spurs, chaps, and carrying of rope, reata,slicker, and hobbles. Rider must be attired in western hat, long sleeve shirt, andboots.

Horses may be ridden with either romal or split reins--except in classes wherenoted, reins will be held in one hand and cannot be changed during performance.Snaffle bit is a smooth bit with broken mouthpiece with a conventional O-ring,egg butt, or D-ring with ring no larger than 4 inches or smaller than 2 inches withan optional loose leather curb strap. Tom thumbs or long shank type snaffle are notacceptable in any snaffle bit class.

Hackamore is only a rawhide or leather braided or rope bosal. Side pulls notaccepted. Absolutely no iron will be permitted under the jaws regardless of howpadded or taped.

Western Pleasure Classes:Open to horses of any breed or combination of breeds 14.1 hands and overnormally used for pleasure to be shown at a walk, trot, lope, both ways of the ring,on a reasonable loose rein without undue restraint. Entries shall be penalized forbeing on the wrong lead. To be judged 60 percent performance, 30 percent on conformation,and 10 percent on appointments to enter.

Ranch Horse Pleasure:The ranch riding horse should simulate a horse riding outside the confines ofthe arena and reflect the versatility, attitude and movement of a working horse. Theclass is judged on the horse's ability to work at a forward, working speed, whileperforming the required and optional maneuvers. The required maneuvers are thewalk, jog, and lope (both directions), the extended trot and extended lope at leastone direction as well as stops, back and one change of direction. The optionalmaneuvers are side pass; turns of 360 degrees or more; change of lead (simple orflying); walk; jog or lope over poles or other reasonable maneuvers a ranch horsecould perform.

Western Horsemanship:Western Horsemanship is designed to test horsemanship abilities of youth ridersusing western tack. It may be divided in two sections. Riders first follow a prescribedpattern of maneuvers at a walk, trot, or lope. Riders in walk, trot classes arenot eligible for this class. Riders may be asked to ride as a group around the perimeter of thearena. Judging focuses on the rider's body position, seat in the saddle, andability to control the horse.

Western Reining Classes:Horses will work a pattern and be scored on the basis of 60-80 points. Horsesshall rein and handle easily with reasonable speed throughout the pattern.

Horses to be ridden with two hands in a snaffle bit or hackamore designatedclass.

Snaffle bit used as described in western classes.

Horses will work individually. A judge may require any contestant to repeattheir performance of any or all the various parts of the pattern. Horses will not beworked both ways of the ring on the rail.

RULESA. Exhibitors may show more than one horse because each horse will be worked

individually. All individual cow work will be finished first, followed by patternwork. (Refer to working cow horse dry pattern).

B. Horses 4-years of age may compete in either event depending upon stage oftraining but may not compete in both sections under different headstalls and/or bit.Must comply for tack and western attire according to rules in Western Performance.

a. One animal shall be turned into the arena and the contestant shall hold theanimal at one end of the arena long enough to indicate to the judge that thehorse is watching the cow.

a. The cow shall then be allowed to run down the side of the arena and thecontestant shall attempt to turn the animal at least twice each way against thefence. The cow shall then be taken to the center of the arena and circled onceeach way. A new cow may be given to the rider if the judge feels thecontestant is unable to show his or her horse to the best of its ability.

b. Individual cows will be worked within an allotted time of two (2) minuteswith the contestant given a 30 second warning before time is up.

E. The scoring of contestants shall be based on a scale from 60-80 points with 70denoting an average performance. Half points may be used for performance only.Points scored for reined work and the cattle work(s) are to be totaled. In the event of atie, the entry with the highest cattle work score shall win.

RULESA. FOR ALL CATEGORIES: Entries will be accepted between 9:00am and 12:pmB. on Monday, August 1. The name, address, and phone number of the exhibitor must

be on the back of each entry. All photos must be original and the work of theexhibitor, you should hold the copyright. (If a photo is taken of you by anotherphotographer – this IS NOT your work!) No entries will be accepted that have beendisplayed at a previous Caribou County Fair. There is no age limit imposed on photosentered. Categories that require hanging wire WILL NOT be accepted without one.MAXIMUM 10 ENTRIES PER PERSON (you can choose the categories to enterin, but you may not enter more than 10 items)

C. JUNIOR CATEGORIES: Photographers 18 and under. Color andblack and white will compete in the classes together. All photos must be 4x6. Allphotos must be mounted in a mat or on a piece of matboard sturdy enough for it tostand. No frames are allowed.

D. AMATEUR CATEGORY: All photos must be 8x10 or 5x7 (nothing smaller will beaccepted). All photos must be mounted in a mat or on a piece of mat board sturdyenough for it to stand. Mats may be handmade but should be made with care andshow good quality. No frames are allowed.

E. ADVANCED CATEGORY: The intent of this category is to allow amateurphotographers to compete at a higher level. Also, the chairman reserves the right toplace a photographer in this category if that persons’ background and experience arebeyond “amateur.” All photographs entered in the advanced category must be inframes (mat and glass are optional) with picture wire attached, ready for hanging.All photographs must be 8x10 or 11x14.
