A Notièe informs ris that the Tele- graph Line between the Oapital and Ántananarivo is now the property of the Malagasy Governinent.

of tlie Malagasy, it will be interestirig to see tbis year how its working will eoinpare with its non-working of last year. Mr. Meses Andrianisa is Direetor. Already every village along the line has appointed a nnmber of ffien whose sole drity is to keep eare of a eertain number of miles of line. The3e men are exempted frorii any other serviee—military or fanom- poana—Any person tampering with the line is liable 'to a fine of 5 oxen and £1 ; arid any person inform- ing the aiithorities of an infringement of this Bye Law will reeeive a reward of £1, if his iriformatiòn be true. It Jooks at last as if we are eoniing to business. The Freneh pretended reeently that natives 'cut the wire, and they bronght up speeimens of the ivire cut through as eiean as with a eoid ehisel ou an 'anvil. Such peopie must be devoid of eommon sense. Let ariy óne susperid à telegraph wire in a loop of 80 yards and explain to us how a Malagasv could strike it so as to cut it throiigh in one stroke, and with what tool he would do it. If a Malagasy Wirihed to injure the line by maliee, he need oniy run àgàinst òne of the posts, so why should he take the tròuble to spoil the edge of his axe. The eontraet was a disgracefully fulfillod one, small greeri little polea were used, and everythiág was slovenly. Mr. Maiugard, the party who eontraeted with the Resident for bringing the line rip; had so rauch diffienlty in getting a settlemerit of his affairs with the Freneh Resident in 1887 thatheeame to our offiees with the intention of exposing every thirig in these eòlnmns. The Resident got wind of it and Mr. Maingard suddenly found niatters settled ; but that there was something from beginning to end in the whole aiìair which shuns day-light is evident. It is all over now and the Government are the owners, bnt as a matter of history these faets must be reeorded.

It will be seen that of these dates eleven alreadyfall within Satnrday and Monday, and five on the Tuesday or Wednesday, that is to say, 16 out of 23 are so near the Saturday that Saturday’s mails ought to answer all purposes. There are some people who may have to writ,e next Wednesday something íor Europe which they eannot say to-day. Tbey imn«t be a very small fraetion, and then we have a tele- graph-now, and ehould be no longer situated as in the

<olden times, if there is something very vital at stake. Only twice during the year do the 3rd or 21st fall on a Friday, which in those eases would day leave us five days behind the previous Saturday for despatehing our European mails. This seems a long time to some people. But then there are other mails besides the Messageries : those to Natal, Mau- ritins ete., and some at quite unexpected dates ; and by establishing the habit of elearing every week, it would seem that almost every one’s wants would be 6upplied. There are somo people who think it a duty to write all their mails within a few minutes of the advertised time, biit then in Antananarivo we ean never rely npon a margin of less than 40 to 60 hours depar- ture. That custom is a remnant, we suppose, of the old in Colonial days and sailing vessels, when no one dreamt of writing home at »11 iintil a vessel appeared in harbour ; hut in these days most business men ean reply to a great part of their letters within twent,y four hours our toa week ofreceiviug them, and do so. For latest news »11 persons in Antananarivo having serious interests at stake have agentsat the last moitìent. Seeing how things stand— that we have two regnlar mails and several other semi- oeeasjonal ones eaeh month—the uncertainty of the arrival of Freneli mails which, to their eredit, are often rather before than after their advertised date—the far greater uncertainty of overland couriers, the oeeasional advantage of intermediate maiis, which we lose sight of—all these render it a question to be eonsider- ed whet,her the British Mail for all parts of the world from Antananarivo should not be a weekly one and eombine with the loeal one. It is better to have some letters lie a day or two—or even five, the longest possible iimit if sent on the Saturday previous—in the post offiee at Tamatave, and eateh the,first steamer, than be despatehed at the last monient and miss the mail altogether for 18 davs to sorne parti- «ular destination.

It is not that we have heard a single word of eomplaint—in faet it is just the opposite ; but it is a question as to whether the maehinery of the mails is not uow more eomplieated than the wants of the public demand. Under our proposed system ln èVery individual would eonsider for himself the nearest date following eaeh Saturday upon which he could rely for getting off his mail matter to a particular in destination, and the responsibiiity would remaiu to a eertain cxtent with himself. ín these days, while the British Consular Anthorities are doiug their utmost to make the overland Postal Serviee a most effeetive one such remarks may seem a little retrogres-

for help from Madagasear to build a Church in oue of the busiest eentres of prosperity and eivilisation in England. It is not many years ago that wo ae- eompanied a number of Malagasy eelehrities over the great iron works at Crewe. The mighty steam hara- mers, the blazing fiirnaeos, the din and elatter of rivet- ting boilers were »11 set in motion to astonish the natives of this our far-off isle. Next we were all thought of sufficieut importanee to be photographed, aud after that we have a faint reeolleetion of some excellent ehampagne at the hospitable hands of the Direetors of the London and North Western Railway Compa- ny’s Works ; and now alas we liear that these poor toilers are short of a Church, and want help from ?Ja- dagasear, an island with only a few years of Obristi- anity on its head, and that due to the efforts of three great English Mission Soeieties.

The Reetor of Bother-me,—or whatever the plaee is ealled—wi!l be interested to he&r that we also have a Church of England Oathedral ìd want of funds for eompletion in Antananarivo, and should be glad if the inhabitants of Crewe could help us also. Bishop Kestell-Cornish would donbtlesa aeeept about 100 feet of niee Iron raiiings for the stone parapet he is just eompleting. An Altar Rail and Brass Leetern also might he thrown in, and Mr, Skeene ean be assured that Crewe “would be helpiag a work which ete.” (see letter). And inoreover to quote Mr. Skeene’s argnments, “these“things which are purely trifles in Crewe would be of great value to us” in Antananarivo, and he need not tfonble to príee them even, for we Would take them jnst as thev eome. However we will show owr sympathy in the eanso by sending five eopies of to-day’s issue to the Reeior of Bother-me, for his 1889 Bazaar.
